1. ICTswitzerland recent news

Since six years the Swiss Member of IFIP is ICTswitzerland. The significant change has been the important enlargement of scope from IT to ICT. It encompasses more than 20 organizations with roughly 9'000 personal and 2'000 corporate members. The management team had planned a reorganisation of the federation concentrating all the existing associations in one new entity including personal memberships in addition to the existing member associations. Planned in March 2009 the new scheme was refused by the General Assembly. The reorganisation will be further studied in view of obtaining a unique entity to represent ICT at all level especially vis-à-vis the government authorities. ICTswitzerland priority themes are detailed in its 2009 annual report for ICTswitzerland General Assembly on 24th of March 2010. Some extracts are reproduced here under.

2. The Swiss IFIP Committee (SIC)

The Swiss IFIP Committee (SIC) is one of the Commissions of ICTswitzerland Its members are the Swiss delegates to the IFIP General Assembly and to the IFIP Technical Committees. It meets once a year to discuss the annual reports of the TC rep's, past and future activities, participation in Swiss associations and events, issues with IFIP and its TC's, etc.. This paper describes briefly the IFIP Federation and its various bodies, various aspects of the Swiss participation and contributions to IFIP, the associated amount of efforts and tries to emphasise the value for Switzerland of this participation. 3. ICTswitzerland and IFIP Very active in IFIP since its creation in 1960 and although not part of the European Community, Switzerland has not only been a founder of IFIP but has continued to contribute towards its objectives and activities without interruption through the personal involvement of its representatives: - active presence in the Executive Board and the Council and 3 Presidents covering a period of 12 years. - R.Morel, Swiss representative to the IFIP GA since 1999, is Board Member and Councillor since August 2004. - Bernard Eschermann was elected in 2009 as Councillor to the IFIP Board. - Strong and active Swiss presence in the Technical Committees and Working Groups dealing with matters of interest to Switzerland.

Today, 80 specialists from Swiss Academia and industry are participating in 11 TC's and 39 WG's. 2 Swiss rep are TC chairmen, 1 rep is Secretary and 2 reps are also special consultants.

The TC representatives are appointed by ICTswitzerland, the Swiss Member of IFIP. The WG members are individual specialists accepted by the WG's for their expertise (there is no country limitation on their number). The personal involvement and the efforts of these specialists contribute, through their international contacts with leading experts, to acquiring and bringing to Switzerland knowledge on new technology developments and strategies discussed within IFIP Working Groups. They are the ambassadors of Switzerland to the TC's and WG's and contribute to the maintenance and improvement of the Swiss international image. This is especially true in areas such as Education, Communications (infrastructure, financial access, etc..), Security, Software, Human aspects, etc.. which present important potential for Switzerland. Support for these international activities is therefore very important to allow the continuation of an active Swiss participation in the international IFIP activities in all areas of ICT. The Swiss Committee for IFIP is thankful to the SATW (http://www.satw.ch/), SARIT http://www.sarit.ch/and, of course, to the employers of the IFIP delegates; without such support they could not pursue their mission. We have tried hereunder to evaluate the overall effort represented by the activities of the delegates to IFIP functions. The Swiss delegates are appointed for a period of 4 years renewable by periods of 2 years. The names of the Swiss TC and Working Groups representatives are published on the ICTswitzerland Web site (http://www.ictswitzerland.ch/de/kommissionen/swiss-ifip-committee)

The main functions of a Swiss IFIP TC representative are : - to assure the both ways communications between Switzerland and his TC (information to the Technical Committee about latest developments and concerns in Switzerland and information to the interested parties in Switzerland about the TC activities), - organise TCmeetings and events in Switzerland when feasible, etc... 4. The interesting Model for the Swiss Representation within IFIP managed by SARIT and supported by SATW and SARIT is in danger

One of the member societies of ICTswitzerland is SARIT (Swiss Association for Research in Information Technology) of which all Swiss university professors in Computer Science are members. SARIT is the natural body to take care of the scientific international contacts of ICTswitzerland, including those to IFIP and to ERCIM (European Research Consortium for Informatics and Mathematics). Its Board has received the delegated responsibility for the operational duties of the Swiss representation to IFIP. SARIT and SATW contribute a part of the costs of the Swiss IFIP representation. Within SARIT and ICTswitzerland, the "Swiss IFIP Committee" (SIC) - see below - encompasses the Swiss Delegates to IFIP's General Assembly and TCs. http://www.sarit.ch/ifip/index.htmland http://www.ictswitzerland.ch/de/kommissionen and http://www.ictswitzerland.ch/de/kommissionen/swiss-ifip-committee Yearly spendings of Swiss IFIP delegates : in order to get an evaluation of the importance of resources spent by IFIP delegates to TC's and WG's a survey is repeated on a regular basis. The delegates are asked how much they spend annually in: - Person days (meeting attendance, home work, reports, meeting preparation, etc..) and - Travel expenses (airline/train tickets, hotel and meals, registration fees or receptions for invitees, etc..) The numbers vary significantly; for example, the time spent varies from 5 to 50 days/year. The maximum happens when the TC rep has several IFIP functions (for example Council Member, TC Officer, etc..) or when in charge of organising an IFIP event in Switzerland. The last evaluation was done for the year 2006. The resulting average numbers were the following per delegate : Persondays: 22 Associated cost (hypothesis: 120 kfr/year): 11.0 kfr. Tavel expenses: airline: 1.8 kfr. Hotel and meals: 2.5 kfr. Registration fees, receptions for invitees, etc.. : 1.0 kfr. Total expenses per TC/WG representative: 16.3 kfr/person/year We have today (as of January 2010) 80 specialists from Swiss Academia and industry participating in 11 TC's and 39 WG's. This represents a total Swiss effort of approximately 1'304’000 fr/year of which 144 kfr for airline tickets. These activities would of course be impossible without the IFIP delegates employers. They however tend to restrict allowing "free time" to their employees for obvious reasons. They are of course encouraged when at least the travel tickets for the TC delegates (although a small part of the total) are in principle supported by SATW (20 kFr. via ICTswitzerland) and SARIT (5 kFr.). Both organisations have to be thanked for their valuable support. Here it must be said it’s a pitty that SATW has decided last year unilateraly to cancel the contract with ICTswitzerland which was the base for the contribution of 20 kFr / year mentioned above. This was made without consulting or informing SIC. It obviously creates a serious problem for the future international activities of the IFIP Swiss delegates to Technical Ctees since 2010. We are trying to find a solution because it is quite clear that ICTswitzerland is not with a great interest for international activities. We hope to be able to announce next year a good news.

It must be noted however that no support is provided to the members of Working Groups. Their expenses have therefore to be totally covered by their employer. The current status (travel tickets paid for the TC delegates) allows some freedom in the nomination of TC rep's. The reduction of such support would mean to restrict the selection of new TC rep's to persons fully supported by their employers (a questionable solution!) or to drop the Swiss representation to some Technical Committees. The support by employers to their employees international activities is a very important contribution for the whole Switzerland: they contribute to the Swiss reputation and image, to fruitful international experience exchange and to allow valuable information to be brought back to Switzerland, etc.. They therefore deserve our most sincere thanks for their valuable contributions.

5. Swiss Committee for IFIP Activities in 2009 SIC is the name of ICTswitzerland's committee for IFIP. Its members are the delegates to IFIP Technical ctees and to the GA. and meet once a year. ICT Switzerland is represented in TC 1, 2, 3, 5, 6, 7, 8, 9, 10, 11 and 13. As mentionned above, today 80 specialists from Swiss Academia and industry are participating in these 11 TC's and 39 WG's. The TC representatives are appointed by ICTswitzerland, the Swiss Member of IFIP. 2 Swiss rep are TC chairmen, 1 rep is Secretary and 2 reps are also special consultants. Besides their current activities (reported in their annual reports) such as participation to their TC meetings, the TC representatives were particularly active in 2009 either by holding a TC executive position or in organising important events. Divulgation at the TC1 activities at the following conferences: IEEE DCOSS: The 5th IEEE International Conference on Distributed Computing in Sensor Systems

(DCOSS '09), Island of Marina del Rey, California, June 2009 WEA 2009: The 7th Workshop on Experimental Algorithms took place on May 2009 in Dortmund,

Germany. The WEA Workshops are intended to be an international forum for researchers in the area of experimental evaluation and engineering of algorithms, as well as in various aspects of computational optimization and its applications.

ICALP 2009: The 35th International Colloquium on Automata, Languages and Programming. the main conference and annual meeting of the European Association for Theoretical Computer Science EATCS took place during July 2009 in Crete, Greece.

Random-Approx 09: The Workshop on Approximation Algorithms for Combinatorial Optimization Problems - APPROX 2009 and the Workshop on Randomization and Computation - RANDOM 2009 was held at the UC Berkeley , during August 2009. APPROX'2009 focuses on algorithmic and complexity theoretic issues relevant to the development of efficient approximate solutions to computationally difficult problems, while RANDOM'2009 focuses on applications of randomness to computational and combinatorial problems.

TC2 (Software: Theory and Practice) - B. Meyer, Swiss rep and Chair of TC 2 report: Global context The major TC2 event for 2009 has been the change of officers. Following the resignation of Robert Meersman as TC2 chair, a new slate was elected. The reason for this mass renewal is that the vice chairs and secretary felt that since the cause of Meersman's resignation was a major clash with the IFIP president (Basie von Solms) it would be better for them not to continue, lest they be perceived by IFIP as "Meersman's men". Better, in their view, to start with completely new officers. I am the new chair; the Vice Chair is Michael Goedicke (University of Duisburg-Essen, http://www.icb.uni-due.de/forschungsgruppen/) and the Secretary is Jerzy Nawrocki, University of Poznán While not involved in the controversy that led to Meersman's resignation, we have made it clear that we share the underlying concerns, which beyond any personal conflicts (of which all three of us are fortunately free, being new to the IFIP higher structure) result from IFIP's current problems and are not going away with any one person. Activities - The TC2 annual meeting was held in Zurich in June. Minutes, due to Nawrocki's diligent work, capture the activities of TC2 from June 2008 to June 2009, available upon request. - Major development since June: preparation of the launching of a new working group on Verified Software, common to TC1 and TC2. This is the result of Tony Hoare's "Verifying Compiler Grand Challenge", which I hope is by now known to many recipients of this email. - The Grand Challenge was launched at the VSTTE conference (Verified Software: Theories, Tools, Experiments) which I organized at ETH in 2005; the proceedings are LNCS 4171, see http://www.springer.com/computer/programming/book/978-3-540-69147-1. Hoare pushed for the creation of a new WG which would function somehow differently from most existing IFIP groups: meeting more often, having more members, working towards a concrete project (the construction of a repository of global activities). - The Software Verification group was approved by TC 1 in 2008. Approval by TC 2 was delayed (officers' resignation, concerns by members of WG 2.3 (programming methodology) about the creation of the new group and perceived competition, fear that members would either defect to the new WG or be torn between the two groups. The decision will be made by TC 2. I felt (both in my TC 2 capacity and as a member of 2.3 myself) that we should not rush the process, but instead give WG 2.3 members the opportunity to discuss the matter extensively and to bestow on the group's officers a mandate representing the members' official position.

The promoters of the proposed Software Verification WG were kind enough to accept this extra step, even though it delays the creation of their group. A discussion and vote are now proceeding in WG 2.3, with a final resolution expected shortly; happily, it looks like 2.3 will not oppose the new WG. Since similar problems might also arise with WG 2.1 (which also has a significant software verification activity) the WG 2.1 officers have been asked to express their own group's position in advance of the meeting. I am looking forward to a long-overdue resolution of this matter and to the launching of an exciting new group under the joint umbrella of TC1 and TC2. Current text of the Software Verification group proposal upon request.. Swiss Activities - I am not aware of TC 2 conferences in Switzerland this year. - In criticisms of my report last year I was asked to include mentions of non-IFIP events in TC2-related areas. I am afraid that the ones that come to mind are events in which I have had a hand, in particular TOOLS EUROPE 2009, June 2009, ETH, on Object and Component Technology, http://tools.ethz.ch/ and associated conferences: SEAFOOD (on Distributed Software Engineering and Outsourcing, http://seafood.ethz.ch/2009/; TAP (Tests And Proofs, http://tap.ethz.ch/2009/); Software Composition http://www.2009.software-composition.org/, with a strong Swiss participation, e.g. Thomas Gschwind and Oscar Nierstrasz are both on the steering committee -- the conference joined TOOLS for the first time). All these conferences had Springer proceedings (LNCS or LNBIP). TOOLS is thriving and is for the first time in recent years leaving Zurich in 2010 (Málaga, June-July); the associated conferences follow, except SEAFOOD which goes to Saint Petersburg (http://seafood.ethz.ch/2010/). - Also important to mention is the LASER summer school on software engineering, taking place in Elba (Italy) but organized by ETH; this year's school (still shown at http://se.inf.ethz.ch/laser/2009/index.php) had two speakers from Switzerland, Mauro Pezzé from Lugano and me. Next year's summer school will be particularly exciting, with the theme "empirical software engineering" and such speakers as Barry Boehm, Watts Humphrey, Nachi Nagappan and Vic Basili, one more as yet unconfirmed speaker and the inevitable me. - One initiative that we are hosting for 2010 is SEMAT (Software Engineering Method And Theory, http://www.semat.org, started by Ivar Jacobson, Richard Soley and me to try to provide a more solid basis for software engineering, across the academia-industry divide. There will be a workshop in Zurich in March, where many of the leading methodologists will be present. - WG 2.3 is organizing its next meeting in Zurich, earlier in March, hosted by Peter Müller from ETH. - We had a little software verification festival this Fall at ETH with the FATS seminar (http://se.ethz.ch/fats/) where the invitees included such luminaries as Mike Gordon, Patrick Cousot, Gilles Barthe, Jim Woodcock, Carroll Morgan, Armin Biere, Daniel Kröning, Cristiano Calcagno, Joël Ouaknine, and Mauro Pezzè again. Apologies again for the ETH-centric nature of this list, I already have trouble enough to keep up with our own activities and certainly missed some important ones from other sources. I will revise and extend this report if I find out about such omissions. At WCCE 2005, in Stellenbosch, South Africa, we designed the “Stellenbosch Declaration”, as an output of the WCCE. The declaration presented the main trends and recommendations about ICT in Education, and was structured in 6 main axes: 1. Digital Solidarity (Give all pupils in the World the right to take part in the Digital Society, in the Knowledge society) 2. Learners and Lifelong Learning (Every pupil is a Lifelong Learner) 3. Decision-making Strategies (Link practitioners, researchers and decision-makers ; make them participate in the elaboration of a « vision ») 4. Networking (Develop networks in order to develop collective intelligences) 5. Research (Develop Research, realignment of research priorities) 6. Teachers (The major role of teachers as agents of changes in educational systems). Following the same process (gathering main ideas from all speakers at WCCE 2009, all

session chairs, and many participants), TC3 produced as an output of WCCE 2009 the “Bento Gonçalves Declaration for Action”: Moving the 4 pillars of Education to the digital age. The declaration addresses 8 main topics and formulates recommendations and possible actions: 1. The learner (Personal skills; Motivation, reflection, critical thinking; The new generation) 2. The teacher (Pedagogy; Appropriate Teacher Education; Networking the teachers) 3. Initiatives (Ethics and Digital Solidarity; National initiatives and policy making (Example: CEIBAL, Uruguay); Parents; The IFIP AGORA Initiative - Ateliers and Studios) 4. Curriculum (and competencies) (Informatics / Computer Science; Digital Literacy; History of Computing) 5. Professionalism (Mobility of professionals (Ex: Latin American and Caribbean people); Collaboration) 6. Learning Environments (Open and distance Learning; Design; Web 2.0; LO, LMS, standards; Content and Resource discovery; Multimedia, new technologies) 7. Research (More research needed: Pedagogy, Digital literacy, New forms of interactions, Longitudinal studies; Applied Research; Collaboration Research / Schools) 8. Collaborative Communities (Share resources ; Social networks (and LLL); Collaborative learning).

TC 5 (Information Technology Applications) - Ph. Dallemagne report:

During the 49th TC5 meeting in Valencia, Philippe Dallemagne was elected as TC 5 Secretary.

Activities in 2009:

The Executive Committee met in Washington in March 2009. Since most of the participants could not attend the physical meeting, a phone conference was also organised.

A phone conference took place on May 16th for discussing: - elections of officers, - SIG on e-governance and bio-informatics and TC5 website.

Erich Neuhold was elected chair of TC5 with thanks to Ron Waxman, former TC5 Chair.

Gaetano Cascini was appointed Communication officer, replacing Nadia Magnenat-Thalman.

Two awards as best speakers were attibuted for a total of 1500 Euros.

The TC5 website has been launched. Its structure has been defined and implemented by the indian members (Rattan Datta and his colleagues). Its content is improving with the material provided by each TC5 WG and SIG.

E-governance: the GA requeste that the formation of the SIG on e-governance was accompanied by a liaison action between TC5 (Rattan Datta) and the other interested Tcs.

TC5 and TC12 launched a common action for the creation of an IFIP “SIG” about Bioinformatics. The 1st IFIP International Conference on Bioinformatics will be held in Surat, Gujarat, India, on March 25-28, 2010.

There is also an on-going action for forming a SIG on “Computer and Computing Technologies in Agriculture”. This action is in its early infancy, ideas and contributions on the subject are welcome.

The 49th meeting of TC5 was held in Valencia, Spain, October 15-16, 2009. The official minutes of the meeting are still under preparation. The following paragraphs list the main items and complements the minutes.

A number of reports [TC5ValenciaReports 09] were provided by the Ron Waxman, former TC5 Chair, to the meeting attendees in Valencia. They are available upon request at the TC5 secretary.

The role of the Swiss delegate in TC5 is now much clearer, since he has been appointed Secretary of TC5. Participation to the WG 5.11 on environmental applications is still considered, although difficult to implement due to time constraints.

TC 6 (Communications Systems) – H Rudin report: TC6, the Technical Committee on Communications Systems, is an active technical committee which orchestrates some two dozen international conferences and workshops a year. One of the goals of TC6 is to offer its technical know-how to developing countries; to this end it organizes meetings and tutorials in developing countries and even has a working group (WG6.9) with this as its major objective. The IFIP digital library continues to be a huge disappointment. Have a look at http://dl.ifip.org/ A few days ago there were long lists of errors. I discussed this with Joe Turner and today there is an announcement “Due to technical …..” Several of us in TC6 find this is a scandal. After all we bill ourselves in IFIP so: "IFIP is the leading multinational, apolitical organization in information and communications technologies and sciences." Many members of TC6 would be willing to do without printed versions. Perhaps we could discuss this at our Swiss Committee for IFIP meeting. ERCIM News articles typically are well-ranked by Google, so this is a good opportunity to describe your research in a one- or one-and-a-half page article. Correspondence with Joe Turner regarding IFIP’s digital library, 16-17 Nov., 2009:

Harry, No apologies are needed. You are not speaking out of turn: we always appreciate feedback relative to IFIP publications (and other IFIP operations as well), especially from active IFIP volunteers. I do remember our previous emails regarding the possibility of using Google as a venue for our DL. Unfortunately we do not have the option presently to have no publications contract with a publisher. TC6 is somewhat alone, or at least in the minority, over the importance of print publications. For example, not only did most of the TCs insist on having printed proceedings by Springer for the 17 TC streams at WCC 2010, but some also insisted on having actual printed proceedings books distributed at the conference instead of distributing CDs. (The proceedings will be printed and distributed by Springer and put into the Springer DL regardless of the medium distributed at the conference.) The insistence of the majority of TCs on having a publisher for print proceedings, along with the revenue that IFIP and the TCs receive from printed proceedings, makes it impossible at this time not to have an IFIP publisher. As I said to Guy in an email message earlier today, I agree completely that the current IFIP DL is a disgrace. As with many things, the reasons are more complex than they should be, and I will not go into all of the details here. The combination of the unexpected transfer of publication operations from Springer-Norwell to Springer Verlag in Heidelberg beginning early this year, along with a reluctance of our ACS DL management to address problems until all new procedures and electronic file formats have been decided, have been primary contributors to the problem. But I also take responsibility for my decision not to pressure the ACS to take actions that might have to be redone, because we have been promised decisions and information from Springer that still have not

materialized. It is true that the publishing world is changing, but it is not clear how it will eventually end up. ACM and the IEEE-CS, for example, have no plans to eliminate print publications, nor for open access to their DLs. We are trying to develop strategic plans within IFIP that will accommodate a publications revenue stream of zero if that is the way that things go, but until we have support from the TCs (including a willingness to give up the publications revenue), we will not be able to move in that direction. We also have discussed the possibility of having advertising in our DL, but there also has been great resistance to that within IFIP, especially given that the opinion from experts is that it will be very difficult, if not illegal, to censor potential advertisers in order to ensure "related" advertising in the DL. (Of course, it is possible to refuse advertising of things that are illegal or even immoral or unethical, but evidently not ads for legal products and services). Thanks again for your interest and for pushing these issues. I will try to work something out with our DL management to at least get the errors corrected, and hopefully the poor format and organization problems as well. Joe.

Several years ago I raised the idea of going to Google (or some other similar organization for that matter) and asking them to run our digital library for us. I even went so far as to contact someone at Google asking about possibilities. I made it clear that I was in no way in a position to speak for IFIP but just wanted to explore ideas. I noticed that two weeks after one of our TC6 conferences, most papers were available on the Web, and this with just a very rudimentary search. It seemed to me that it would not be very difficult to produce conference proceedings in this manner. I mentioned that IFIP had a contract with a publisher and, to my surprise, Google refused further discussion as long as IFIP had a contract with a publisher. This was back in 2005. And, I gather we are again about to sign a contract with Springer. The publishing world is changing. It would be great and fitting if IFIP, as the leading organization we claim to be, worked in anticipation of these changes! One could even think of allowing the organizer of such an IFIP digital library to put related advertising alongside the listing of documents or the documents themselves as a potential source of revenue for IFIP. If nothing else, please think of using such an idea to at least get us better conditions from Springer --- or from whomever. With best regards, Harry

TC10 established a new conference in addition to all of the conferences of its WGs in connection with WCC 2006 in Santiago de Chile. It was called BICC (biologically inspired cooperative computing). A second BICC event was scheduled in conjunction with WCC 2008 in Milan and a third event is planned for WCC 2010 in Brisbane. Depending on the success of the conference in Brisbane and the future of WCCs, TC 10 will decide whether and how to continue this conference. A discussion on new areas for TC 10 was started at its 2009 meeting. Publicity of IFIP TC11 in Switzerland The opportunities of IFIP TC 11 must be published in Switzerland. Therefore the TC 11 annual meeting 2011 will take place in Switzerland. We are planning to use this event to advertise the advantages of IFIP in Switzerland. SEC2011 will be at the University of Applied Sciences and Arts in Lucerne (June 7.-9. 2011). Info / Suggestions /proposal which should be brought to GA attention The reorganisation of IFIP seems to be a major topic. We, at the base, are trying to keep up the worldwide exchange of knowledge. Also we hope IFIP is able to keep the organisation up and running. Other items Several reviews of Computer & Security Manuscript (Elsevier) have been done by members of TC11 during the last year. We hope this will reduce the existing backlog.

TC 13 (Human-computer Interaction) - Ute Klotz report: After three years work as TC 13 representative we got two new WG members. That’s a little but important step into the direction of making this interesting subject HCI more known in Switzerland. The members are Dr. Victor Zwimpfer (Lucerne University of Applied Sciences and Arts) for WG 13.6 Human Work Interaction Design and Prof. Dr. Horst Bunke (Berne University) for WG 13.7 HCI and Visualisation. Annual TC 13 meeting At our annual meeting in Uppsala, in August 2009, we released our TC13 expert profiling database on our website (based on Joomla and created at the Lucerne University). The profile of every TC 13 member concerning HCI expertise and contact information is included and searchable. At the moment it’s only accessible for TC 13 members but in the future the experts should be searchable from the official website. This is another possibility to make IFIP TC 13 more visible for the rest of the world. The next biennial TC 13 conference is Interact 2011 in Portugal with the subject “building bridges”.

6. Education Committee (KB) of ICTswitzerland: Improving ICT Education & Competency in Switzerland

The Education Committee KB (Kommission Bildung) concerned with ICT education at all levels was renewed and met four times in 2009, reinforced with the participation of educational institutions members (see chapter 1 above with the creation of the « ICT-vocational Education Switzerland »). 7. SARIT (Swiss Association for Research in IT) - http://www.sarit.ch In 2009 SARIT continued its participation to SIC activities through his very active Board member Patrick Furrer who is also SIC member. In the normal process of Swiss IFIP TC delegates nominations, SARIT issued calls for nominations for new IFIP delegates to TC 6, TC 8 and TC 9 to be appointed in 2010. SARIT has many Working Groups in IFIP related areas which makes the cooperation of interest to both sides. In May 2009 the SARIT Board met for an internal "retreat " with the participation of Raymond Morel (SIC President), Gusti Zehnder (one of the founders of SARIT) and François Wollner (ICT Switzerland), to rethink the vision, mission, and future of SARIT in the context of the changing ICT national associations environment. In December 2009, Daniel Thalmann (President SARIT) and Patrick Furrer met the SER (State Secretariat for Education and Research) to secure the SER financial support to SARIT in 2010 and 2011. The reorganization and restructuring of the national organisations in ICT in process will have an influence on the future of SARIT which has to appoint a new President for 2011.

8. Activities ECDL in Switzerland 2009/2010

ECDL: European Computer Driving Licence

ICDL: International Computer Driving Licence (in countries outside Europe)

Worldwide Expansion of ECDL acceptance has continued in the past 12 months. To date, over 10 million students worldwide have registered in the ECDL/ICDL programme. The Swiss Informatics Society is the ECDL Licensee in Switzerland; it is proud to report the acceptance of ECDL/ICDL by many international organisations thanks in no small part to the efforts of our Swiss ECDL staff and their cooperation with the international organisations in Geneva since 2005. Organisations such as the UN, UNHCR and UNAIDS have introduced ICDL for their staff and support the implementation of the ECDL/ICDL certification programmes in many developing countries. Recent examples are the UN staff in New York and in Addis Ababa.

In Switzerland the ECDL certification programme remains as attractive as ever. This became particularly evident during the many activities and events carried out during the 2009 celebrations of 10th anniversary of ECDL in Switzerland. The Migros Club School and many other schools and test centres joined with ECDL to help promote further education in Switzerland and reduce the digital divide in Swiss society. In the past 12 months many more schools and Test Centres have joined the ECDL family.

Our Swiss ECDL Organisation continues to contribute to the growth of countries less favoured than Switzerland by assisting them in introducing ECDL/ICDL training and testing schemes. Our most recent example is the ICDL-ITC training centre in Dakar, Senegal. In previous reports we mentioned our support in establishing and managing ECDL Test Centres in Kosovo since 2005; we are very pleased to say that thanks to our efforts a Computer Society has been created in that country and acquired a licence from the ECDL Foundation. An independent ECDL organisation is now successfully running the ECDL programme from Pristina.

ECDL/ICDL has proved to be one of the most effective instruments for raising the level of digital literacy in Switzerland and all over the world.

9. The Swiss Academy of Engineering sciences (SATW) and the ICT Committee with its 3 working groups

ICTswitzerland is one of the some 60 member organisations of the SATW. The ICT Committee of the SATW was created in 2002 to promote ICT in Switzerland. Revised Government - Strategy on the Information Society Since February 1998, the Swiss Government has been conducting a massive campaign to promote the information and communication technologies (ICT) http://www.bakom.admin.ch/themen/infosociety/00695/index.html?lang=en In the text which forms the basis for the Confederation’s actions in this area, various official bodies were mandated to lead the federal administration’s ICT activities and to make the Swiss population aware of the challenges of the information era. As mentioned above, the ICT Committee, including several IFIP TC representatives, contribute actively to these activities.

Other activities and Initiatives The education sector The new "IT”"sector of education has existed in basic professional education since 1993: it plays a significant role in promoting young talent in information and communication technologies.

Electronic voting The electronic voting systems which have been developed are now available to all other Swiss cantons. It is up to the cantons to examine which system best meets their own needs. The Federal Council approves the use of electronic voting for federal referenda.

Management of the domain names Among other things, domain names make it possible to allocate a unique address to every website. Such names, for example www.ofcom.ch, are used very frequently today, above all for accessing websites or sending e-mails.

The legal foundations In order to face the new challenges of our information society, several laws have been revised.

Accessibility test of public service websites The Swiss "Access for All" foundation, promoting the use of technology by the disabled, is a mediator between disabled users, who encounter technological barriers most frequently, and equipment suppliers and information providers in the public and private sectors.

Since the year 2000, the Federal Office for Culture has been dealing with the questions thrown up by technological progress in the heritage institutions and in May 2008 presented the expert report entitled "Memopolicy. A Confederation policy on Switzerland's memories".

The “ePower for Switzerland” initiative, together with top representatives of national politicians and businesses, organises regular sessions to exchange information about information society topics. On this basis, parliamentary initiatives and concrete implementation projects have been launched.The initiative is actively supported by many companies and organizations. The main activity during the reporting year was active lobbying in favour of the initiators and partner objectives for a strong ICT in Switzerland. (cf my National report in 2009)

The WSIS Forum 2010 offered participants a series of diverse interactions, including opening ceremony, high level plenary session, five high-level debates addressing critical issues to the WSIS implementation and follow-up in multi-stakeholder set-ups, fifteen WSIS Action Line facilitation meetings, six interactive sessions, twenty thematic workshops, six kick-off meetings for new initiatives and projects, six knowledge exchanges facilitating networking among the participants, and others. The WSIS Forum 2010 provided structured opportunities to network, learn and to participate in multi-stakeholder discussions and consultations on WSIS implementation. This year, an Exhibition space was made available for stakeholders to exhibit and display their efforts towards WSIS implementation. Twenty One exhibition stalls were set up in total. Facilities were made available to ensure inclusiveness and participation during the WSIS Forum 2010. Several sessions were conducted in debate style to encourage participation from the participants. Translation was offered in 6 languages for various sessions. Sessions were webcast and diverse ways of social networking were used to reach the last mile. Paris 10-11 of June 2010
