The City of Barrie The City of Barrie is a dynamic and growing community with a population of 145,000 and as the only Urban Growth Centre in Central Ontario it is projected to grow to over 200,000 in the next decade. Ranked in the top 10 best places to live in Canada by the Financial Post, Barrie is situated 90 km (55 miles) north of Toronto, Ontario on beautiful Kempenfelt Bay. Centrally located between Toronto and Ontario’s cottage country, Barrie provides convenient access and an enviable location to both the Province’s largest metropolitan city and its biggest playground.

Barrie’s economy is strong and growing characterized by a diversity of business sectors including manufacturing, data security and technology, business and finance, health and wellness and a burgeoning creative industry. Post-secondary education is evolving – currently home to Georgian College and the University Partnership Centre a variety of degree and diploma programs are available for students and a new Research, Technology and Innovation Facility is under construction. A recent expansion to Royal Victoria Hospital introduced a state of the art cancer care centre and cardiac care is under development. Barrie is in the centre of a key transportation hub. Hwy 400 provides Barrie with excellent access to both the Canadian and US markets with over 25 Million consumers within a one day’s drive. The Lake Simcoe Regional Airport, operated through a partnership with the City of Barrie, Township or Oro and County of Simcoe, offers customs and cargo handling capability, a 5,000 foot runway, and all-weather capability for all types of commercial and civilian aircraft. Daily weekday and weekend GO trains provide service between Barrie and Toronto which makes Barrie an ideal location for businesses, residents and visitors.

2017 Budget: ~$70 million gross; ~$41 million net operating General Mandate Responsible for the strategic, operational and financial management of the Community and Corporate Services Division, and for assisting the Chief Administrative Officer with the overall leadership of the Corporation by contributing to the strategic direction and management of the City as a member of the corporate Executive Management Team (EMT). Works collaboratively with EMT to continually advance and strengthen the corporate infrastructure (mission, vision, policies, procedures, values and culture) that enables and encourages the City of Barrie staff team to be customer focused and successfully accomplish annual corporate objectives and ongoing operational responsibilities.

Builds a positive and passionate organizational culture to deliver services valued by the community with a customer focused approach. Assists in setting the strategic direction for the organization which aligns to both Council’s strategic priorities and the organization’s strategic goals.

Position Responsibilities

The following points outline the duties and responsibilities of the General Manager, Community and Corporate Services:

• As a member of the corporate Executive Management Team assists in setting corporate direction on inter-divisional/corporate planning and strategic initiatives; provides advice/opinion/counsel to the Chief Administrative Officer on corporate decision-making and on sensitive/controversial issues; acts as a member of the Emergency Operations Control Group; champions the corporate mission and values among all staff.

• Leads the annual Business Plan/Budget; coordinates EMT review and decision making; presents Business Plan to Council; monitors budget through quarterly financial reports.

• Leads and or participates on corporate strategic projects including: ERP steering Committee, Development Charge review, Major services reviews among others.

• Prepares reports/recommendations and attends Council, Council/Committee, and other public meetings as required. Makes presentations and provides advice/guidance on financial, procedural, legal, and land/property holdings, major service agreements, partnership proposals and internal studies, and significant new or pending legislation and regulatory guidelines.

• Leads and directs the general and financial management and day-to-day administration of the Community and Corporate Services Division comprised of Legislative and Court Services, Finance, Recreation, Barrie Fire & Emergency Service, and Corporate Facility Departments.

• Provides leadership and business planning direction to department heads in the preparation of strategic and annual business and work plans, and major policies and service level standards for the departments.

• Supervises and/or oversees the supervision of divisional staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline and termination.

• Assesses divisional staffing needs, and reviews and recommends complement amendments and organizational structure changes, participates in recruitment processes, and makes effective hiring recommendations/decisions.

• Makes recommendations on the hiring of consultants to assist with/undertake major divisional projects/studies, as required; monitors their work and administers/oversees the administration of the agreements in accordance with City policies/procedures.

• Prepares and/or oversees the preparation of, and recommends, annual operating and capital budgets and longer-range forecasts for the Community and Corporate Services Division and its departments; monitors the administration of the approved budget including authorization of expenditures. Participates in Development Charges By-Law reviews/updates and contributes to applications for joint projects funding.

• Monitors the review and evaluation of administrative and service delivery processes within departments supervised with a view to ensuring practices are coordinated between departments and other affected divisions, appropriate stakeholder consultation occurs, and that practices are contemporary, meet the needs of the City and reflect customer service excellence; regularly reviews Divisional performance and takes action for performance enhancement; prepares periodic reports for the Chief Administrative Officer and Council on service delivery changes and program/performance enhancements.

• Oversees the Finance Department including directing development of appropriate financial strategies/plans/forecasts, strategizing on annual budget formats/timing/guidelines, ensuring required financial reporting, reviewing

financial audits and overseeing follow-up to related recommendations, and monitoring purchasing, investments, banking and insurance processes.

• Oversees the Legislative and Court Services Department including the provision of secretariat and administrative support to Council, monitoring decisions under FOI legislation, providing advice in the development of municipal by-laws and compliance with municipal legislation, the effective coordination of municipal elections and the effective administration of court services.

• Oversees Fire and Emergency Services Department including response, master planning and operations, fire prevention and public education program delivery and special events, and fire inspections and compliance with municipal and legislated requirements. Oversees administration of the Mutual Fire Aid Agreement with Simcoe County, communications contracts with surrounding municipalities for Fire dispatching, and 9-1-1 agreements with Bell Canada and the OPP.

• Oversees the Recreation Services Department including the development and delivery of recreation programs for the community, including needs assessment, community consultation/liaison, provision of recreation programs inclusive of all facets of the community (sports/fitness/seniors/youths/camps), development of user fees, and effective marketing/promotion of recreation facilities, programs, and services.

• Oversees the Corporate Facilities Department including capital facility planning, design and construction programs, planning and implementation of facilities maintenance programs, master plans to respond to growth and to establish and achieve energy efficiency and environmental sustainability targets.

• Responds to inquiries from and/or liaises with elected officials, internal divisions/departments, other governments/agencies, unions, businesses/industries, residents, citizens’ and special interest groups, the media, etc. on City and corporate matters, studies, procedures and processes, financial matters, and corporate initiatives. Monitors and follows-up on complaints received, taking corrective action where necessary.

• Works with Chief Administrative Officer and EMT colleagues to monitor activities and agreements with local boards/agencies and service partners affiliated with the City to promote and protect the City’s financial and other interests in these organizations; undertakes representative and/or inter-board/agency relations activities to foster cooperative working relationships, provide assistance/guidance/resources, and influence decision-making where appropriate.

• Acts in the absence or on behalf of the Chief Administrative Officer as assigned.

• Undertakes special projects and performs other duties as assigned, in accordance with corporate objectives.

First Year Priorities

• Oversee the development of solid financial policies and framework to manage the City’s aggressive growth to 2031 through revision to the City’s comprehensive Long Range Financial Plan;

• Oversee the development of the 2018 Business Plan, 10 year capital plan and 3 year operating plan;

• Undertake a review of the City’s reserves in alignment with the Long Range Financial Plan;

• Oversee the review of the City’s debt management strategies;

• Undertake and ensure the completion of service reviews for operational areas within Community and Corporate Services that have been identified by Council, notably By-law Enforcement services;

• Supports the Barrie Fire and Emergency Services to enhance the focus of the service delivery more towards Prevention initiatives and policies while controlling and maintaining the other two lines of defense of Education and Suppression;

• Supports Corporate Facilities in the development of a proactive plan for asset maintenance and innovative business case for major new facilities that are partner based to maximize the City’s investment;

• Continue the corporations efforts to develop a customer focused culture; and

• Actively participate as part of EMT in the development of a comprehensive strategic plan, city wide customer service strategy, and ERP implementation and change management program.

Candidate Profile

The General Manager, Community and Corporate Services will bring a blend of professional experience and personal qualities to the role, including:

• A university degree in Business/Public Administration, Finance, Law or related discipline.

• More than ten years of management experience in municipal sector or a senior management portfolio including experience working with elected officials and supervisory experience in a unionized environment would also be considered.

• A passion for leading and supporting people and communities.

• Excellent conceptual, interpersonal, project/time management, analytical, communication, presentation, problem-solving, facilitation, negotiation, and staff leadership and supervisory skills.

• Ability to think and act strategically in a political and community service environment, to build strong and enthusiastic staff teams and external alliances/partnerships, to align departmental programs/services with divisional and corporate goals/objectives, and to champion the mission and values of the City and the City as a preferred employer.

• Thorough working knowledge of municipal legislation/regulations/ guidelines and contemporary issues, municipal government and governance, municipal Clerk’s, Finance, Information Technology, Human Resources, and Legal operations, administrative and finance principles and practices, employment-related legislation, labour relations principles and collective agreement administration, and contemporary leadership and management practices.

• Computer literacy utilizing the Microsoft Office Suite (Word, Excel, PowerPoint), database software, GIS, financial information systems, HRIS, elections applications, and the Internet.

• Availability to attend evening and/or weekend meetings or other events as required.
