  • PENSION, FAMILY PENSION &GRATUITY (Page- 1)

      PREPARATION OF SERVICE BOOK:Service Books of a Teacher should be opened within the reasonable timefrom the date of joining. If a new Service Book is made rejecting the old one,the old one should also be produced at the time of submission of Pensionpapers for Gross checking RECOGNITION MEMO SHOULD BE NOTED :Every recognition Memo(s) (as 2 class , as 4 class, as 10 class) memosshould be recorded in the Service Book along with Memo No and date at page 8 of the Service Book.Date and Memo No in respect of coming under salary deficit schemeshould be noted.Recommendation of RSSC should be noted along with category of postwith Memo No & date.Every approval of appointment should be noted in the Service Book.In case of Additional Post, the post should be retained and appointmentshould be approved or substantive basis on completion of stipulated time.

    •  Every benefits due to 10 years, 18 years & 20 years should benoted in the Service Book in proper place. The benefit due tocompletion of 18 years satisfactory service should beapproved by District Inspector of Schools (SE)

     LEAVE ACCOUNT:Every page of Leave Account should contained a Certificatestating “Leave Account has been verified with Attendance Register,Acquittance Register , Leave Register and other relevant documents and found to be correct .”This certificate is to be signed by HOI.Leave should be credited for a complete year.Maternity Leave should not be debited in leave account.No leave other than C.L is admissible for the first 2/3 years ofservice if the incumbent is appointed against Additional Post.Enjoyment of all regular leaves should be recorded in therelevant column of Service Book including MCR No. ….& dated …..of sanctioning .

     EXERCISE OF OPTION:Option once exercised is final. Option should be dated atexercised within stipulated date.For fixation of pay due to promotion, advancement andfixation of pay under every ROPA Rules should be prepared in theprescribed form, signed and stamped by the HOI and should beapproved by the D I of Schools(S.E)At the time of sending the Service Book to DPPG, the factregarding retirement, death or otherwise should be recorded inred Ink.The Option should be accepted by the HOI. The optionexercise by HOI should be accepted by Secretary / President ofthe M.C.

     EXTRA ORDINARY LEAVE OR LEAVE WITHOUT PAY :The entries regarding extra ordinary leave must be recordedinvariably in red ink and the ground on which the said leave isgranted must be noted. The M.C. can sanction extra ordinary leave up to 2 years. As per Circular No.8417/G dated 07/11/1981 issued byWBBSE, a teacher is not entitled to enjoy Medical Leave till thepost is declared permanent. In case if a teacher enjoys ML /Compensatory Medical Leave will be adjusted from the leaveaccount after completion of 2 /3 years and the said post willhave to be retained as per Circular No. S-435/B dated06.06.2001. However the S.A may be requested to comply withexisting Rules of regularization of ML of the teacher.

     DECLARATION REGARDING NON-EMPLOYMENT CERTIFICATE OF SPOUSE:Non employment Certificate should be recorded starting that his / herspouse Sri / Smt. ………. Has never been employed in any Govt. / Non Govt. /Quasi Govt. Service since Marriage. This Certificate should be signed HOI / Secretary of the school and shouldbe counter signed by DI of Schools (SE)If the incumbent and spouse both are employed, the HRA declarationshould be produced stating that total HRA drawn by Incumbent and spousedoes not exceed the existing ceiling of HRA made from time to time and astatement should be made in the following manner:

      OVER DRAWAL STATEMENT : Over drawal due to wrong pay fixation, wrong entry in the AcquittanceRegister should be recorded in the Service Book supported by calculationsheet. The Over drawal Statement should be countersigned DI of Schools (SE). The Over drawal amount should be deposited to Govt. by TR-7 in properHead of Account H e ad o f A cco u n t 2202- 02- 110- 001- 70

      VERIFICATION OF SERVICE : At a fixed time in the year the Service Books is to be taken out forverification of Services and for recording the same in the Service Booksunder proper attestation. The verification should be recorder in the followingmanner: Services from the period from ……………to …………of Sri / Smt. ……….(designation ) are verified with reference to acquaintance roles and otherrelevant office records and found to be continuous and satisfactory. The verification of Service is very important .The Services unless and untilare verified, shall not qualify for pension.

      REFUND OF CPF MONEY TO GOVT.The model format for calculating CPF money is as under

    The Statement in respect of CPF deduction is to be furnished at page 22 ofthe Service Book. The Calculation sheet and the statement made in the serviceBooks should be checked, verified and countersigned by AI of Schools ofConcerned Sub-Div.The proof of Commencement and discontinuance of deduction of CPF is to befurnished.

     For calculating qualifying service period w.e.f 02.02.2009 fractions of ayear to 3 months and above shall treated a completed 6 monthly period forthe purpose of calculation of pension. G.O. No. 26 SE(B) dated 02.02.2009.  An employee who has retired on superannuation on or after 31.03.2009and has rendered a minimum QSP of 20 years pension shall be paid @ 15%of last basic Pay drawn. In the rendered QSP is for 10 years or more but lessthan 20 years proportion reduction should be made w.e.f 31.03.2009.

      Family Pension: Family means in respect of family pensionWife / HusbandSon / Setp SonUn married Daughter / Widow DaughterParents Family pension shall be calculated @ 30% of the basic pay drawn last.

    Gratuity: The formula for determination of Gratuity is as follows: Gratuity = (Basic Pay + D.A) x No. of Units in 6 monthly period

    4 Maximum Gratuity admissible is Rs. 6 Lakhs .Maximum Units to be taken in to A/C is 66 Units i.e. 33 years of QSP.

    Comprehensive Pension Booklet is collection ofform to be submitted along with the PensionCase / Service Book. The pensioner and otherauthorities should fill these form in due post ofSanction of pension.

    • গত মােসর �থেক এই মােসর �বতেনর ��ে��য সকল িশ�ক/িশি�কার �বতন পিরবত�নহেব। �যমন ১০/২০/১৮, �েমােশান,এইচআরএ, িপএফ চাল,ু কনিভিনেয়� চাল,ু�মিডেকল অফ বা চাল ুইত�ািদ তােদরতািলকা �তরী রাখা।

    িব. � – �য সব িশ�ক/িশি�কােদর �কান পিরবত�ন আেছতাঁেদর �যন পিরবত�েনর পর স�ালারী করা হয়।পিরবত�েনর আেগ তােদর স�ালারী �টিবেল �ঢাকার দরকার�নই।

  • এইচ আর এ (HRA) পিরবত�ন•

    এইচআরএ-এর িকছ� পিরবত�ন হেলিটচার ��াফাইল কােরকশন করারঅনেুরাধ জানােত হেব। িটচার��াফাইল-এ সংেশাধন না করেল এইচআর এ পিরবত�ন হেব না।িশ�ক/িশি�কার দরখা� এবং��াফাইল কােরকশন কের (হাড� কিপ)ই-�মল করেত হেব।
