    BACKGROUND INFORMATION

    About Local Authorities

    Local authorities in Kenya are the bodies controlling local governance in Kenya. Kenya has four classes of local authorities: City , Municipality , Town and County council. Currently there arethree authorities with city status: Nairobi , the national capital , Kisumu and Mombasa , whichcurrently have municipal councils have recently been granted city status. Municipalities andtowns are other forms of urban authorities and are generally named after their central town.County councils are essentially rural. Each district has a maximum of one county council , suchthat they cover all area not taken up by urban authorities. County councils are usually namedafter their respective districts , which often bear the same name as the district capital. Thuscounty councils are often named after a major town , but their land area may cover thesurroundings , not the town itself. Some districts have only one local authority , which are almost

    all county councils.

    Local authorities usually differ from divisional and constituency boundaries used by the stateadministration. Local authority administration consists of a mayor , town clerk and councillors.The numbers of councilors depend on population and area of each authority and they are elected

    by the public during the Kenya general elections held every five years or by-elections held in between. Authorities are divided into wards and each ward elects only one councillor. Wardshave often common boundaries with administrative locations.

    Compared to many other countries , local authorities in Kenya are weak and are shadowed bystate run administration. [1] However , during the international Africities summit held in Nairobi

    Septembr 2006 , the Kenyan president Mwai Kibaki promised to strengthen local authorities.

    About Local Authorities Transfer Fund

    The fund was established in 1999 through the LATF Act No. 8 of 1998.

    LATF at the local level is managed by the local authorities (County Council , Municipal Council ,

    Town Councils. The Councils must ensure that they involve the citizens in identifying projects , their management , monitoring and evaluation.

    The Council must make public the preparation of LASDAP and the resources available andinvite inputs and proposals from residents.

    O bjectives of the fund are:

    y Improving service delivery , - Improving financial management and accountabilityy R educing the outstanding debt of local authorities.

    Activities funded focus on: Health , education , roads , street lighting , water , sanitation , wastedisposal , garbage collection , parks , recreation and sports facilities.

    This fund is where 5% of the central government income tax revenue is transferred to all the 175local authorities in the country. 7% of the total fund is shared equally among the 175 localauthorities , 60% of the fund is disbursed according to the population size of the local authorities , The balance is shared out on the relative urban population densities. LATF money is combinedwith local authority revenues to implement local priorities.

    R elease of LATF monies is based on the following conditions:y 60% is released if council follows laid down public fund rules , y

    40% is released on submission of required financial statements and the Local AuthorityService Delivery Action Plan (LASDAP)

    Gender

    G ender refers to the roles , responsibilities , attributes and power relations that are sociallyconstructed by and assigned to men and women of a given society or community. Theseconstructs vary greatly by culture , geographic region , socioeconomic status and context , and theychange over time.

    Because of genders localized nature , the engagement and leadership of local partners , stakeholders and beneficiaries in developing , implementing and evaluating gender approachesshould be prioritized. Local initiatives that promote gender equity at all levels should also besupported

    Women are essential to economic growth in developing countries. Moreover , investments inwomen often return multiple dividends in terms of helping to improve the well-being of their children , families and communities. Women are central wage earners. Their earnings and

    productive activities provide vital income to many households.

    Women also are vital food producers and preparers. Women in developing countries produce between 60 and 80 percent of food crops. Yet women continue to face social barriers andinequities that prevent them from realizing their full economic potential.

    In both developed and developing countries , women face gender-based inequities that often

    impede their ability to earn a living and better their lives and those of their families.y Women worldwide typically earn less than men for the same work , and their jobs are

    concentrated in lower paying industries and the informal sector. In addition family labor is usually unpaid.

    y Women tend to work longer hours under the double burden of domestic and remunerativelabor.

    y Women constitute the majority of the worlds agricultural laborers , but receive only asmall fraction of the available extension and support services.

    y Women have less access to and control over resources , benefits and opportunities , including land , assets , credit , training and household income.

    y Female-headed households are overrepresented among the poor and food insecure , andwomen and their children are the majority of refugees and displaced populations.

    y Women are further disadvantaged economically and socially because they often receiveapproximately half the years of schooling of men , and have less access to health careservices and fewer legal rights.

    Men and boys can be disadvantaged due to socially defined gender roles , as is reflected insituations of mass male unemployment or the problematic reintegration of ex-combatants andefforts to control the spread of H IV . Because of this , gender approaches and analyses alsostrengthen development efforts to improve the economic status and well-being of men and boys.

    Moreover ,

    womens empowerment cannot be achieved without engaging men in the process.

    Homa Bay

    Homa Bay is a bay and town on the south shore of Winam G ulf of Lake V ictoria , in westernKenya. It lies near Mount Homa (in the Luo language G ot Uma or G od Marahuma ["famousmountain"]) and R uma National Park , the latter noted for Jackson's hartebeests and roan antelope(the government has also released reticulated giraffes into the park).

    Homa Bay was once the District Headquarters for all of South Nyanza Province , but that hasnow been divided into at least three districts. Homa Bay is now capital of the Homa Bay District.

    Homa Bay hosts a municipal council. The municipality has an urban population of 32 ,174 and atotal population of 55 ,532 (1999 census [1]).

    Homa Bay municipality has six wards (Central , Kalanya , Kanyabala , Kanyadier/Kothidha , Katuma and Posta/Bonde). All of them belong to R angwe Constituency , which has a total of

    fourteen wards. The remaining eight are located within Homa Bay County Council , the ruralcouncil of Homa Bay District. [2]

    R ecent archaeological excavations in Kanjera South , located on the Homa Peninsula haveyielded a combination of artefacts of the O ldowan culture and well preserved faunal remains in asedimentary context that also allows for environmental reconstruction. The earlier findings byLouis Leakey and others include fragments of four anatomically modern humans associated withPleistocene mammal fossils. [3]

    Homa Bay County

    Homa Bay County is an administrative county in the Nyanza Province of Kenya. Its capital townis Homa Bay. The county has a population of 963 ,784 (2009 census) and an area of 1 ,160 km

    G eographical Location

    Homa Bay Town is located along the north eastern part of Lake V ictoria. It borders the HomaBay , from which the town derived it name. In the northwest , the town boundary is formed insidethe Lake , in the east by Kochia / Kanyada boundary , in the west by Kanyada Kanyamwa location

    boundaries , and in the south by the line between Kabunde airstrip and O turbam passing throughO gande G irls secondary school.

    Homa Bay Town is located 105 kilometers South of Kisumu City and 405 kilometers southwest

    of Nairobi the capital city of Kenya.

    Altitude and Area The town lies at an altitude of approximately 4000 feet at 1330 meters abovesea level. It covers an area of 197 square kilometers of which half is inside Lake V ictoria leavingthe remaining area for active development.

    Climate Homa Bay towns climatic condition is semi- arid and it has two rainy seasons. Longrains which falls between the months of March and May while short rains fall betweenSeptember and November with approximately measurements of 1180 millimeters. Its dailytemperature falls between 26-28 oC.

    Transport network Homa Bay town is accessible by road through Kisumu to Nairobi and Kisumuto Kampala through Jinja , on the northeastern part of the Town. O n the southeastern it isaccessible by road through Kisii to Nairobi and through Migori Sirare and Mwanza. It is alsoaccessible by Lake through Mbita Point , Musoma , Bukoba and Jinja. Homa Bay town also hasan air strip located 5 kilometers away from the Town centre which is used occasionally by light

    planes. R ailway connection from this town is Kisumu by steamer or road.

    1. HOMABAY MUNICIPAL COUNCIL

    Background

    The Municipal council of Homabay was established in 197 4 under the local authority act as anurban council. It became a town council in the year 1988 and was later elevated to a municipalstatus in the year 1992

    V ision.

    The vision of Homa Bay is to be a working and developing city.Mission.

    The mission of Homa Bay is to be the best service provider by being effective and efficient inrevenue collection and delivery of services.

    Administrative Structure

    Composition of the Council. Homa Bay Municipal council is divided into 6 wards each wardrepresented by a councillor totaling to six councillors. The Minister nominates 2 councillors anda Public O fficer representing parties and the government. Homa Bay Municipal Council iscomposed of gender sensitive representations out of 9 councillors 2 of them are women. Themunicipal wards are:

    The civic wing is headed by a non executive mayor assisted by the deputy Mayor.

    Council Committees. Civic body is divided into 4 committees headed by a committee chairman.The committees are:

    1. Finance staff and general purposes committee in charge of staff and financial matters

    2. Works town planning and markets committee which deals with planning developments and plot allocation matters.

    3. Public Health & environment deals with Health and environment matters.

    4 . Education & social services deals with education activities i.e. Nursery schools Welfare of staffs and town residents and sports.

    Population

    According the Kenya Population census (1999) the municipality hosts a total of 55 ,532 people , 32 ,174 of them living in the urban parts of the municipality

    Socio-Economic Profile

    The major activities taking place within the municipality are:

    1. Employment of skilled and unskilled workers.

    2. Trading and wholesale , retail , hawking , micro enterprise , touting , non motorizedtransport business , motor boat , taxi buses , minibuses transport.

    3. Fishing and fish mongering.

    4 . Industrial business , fish processing and by products factory , maize , sorghum , groundnuts , millet and potatoes.

    Health: Homa Bay has one public hospital which is the county hospital , private hospitals anddispensaries all which takes care of all kinds of sicknesses both in patients and out patients.There are several VCT centre both public and private to take care of H IV (AIDS) pandemics

    Land Development: The land uses which are taken into account for the following suitabilityclassification are housing , crop cultivation and forestry.

    Housing: The land use type housing is considered as Homa Bay town is rapidly growing anddegradation of the living environment is encountered. Most likely they are the result from

    building on for this use unsuitable land. Town planning could not keep up with the rapid growth.

    Crop Cultivation: The land use type crop cultivation is considered as Homa Bay is not self sufficient in food production however there is still a lot of land that is not yet under urban useand will not be in the near future. This land that is of important value and good suitability for crop production is sufficiently being used for agriculture crop production which serves the town

    and also sold outside the Municipal area.

    Forestry: A lot of trees are grown within the urban and peri-urban areas for conservation of environment. However , shortage of wood fuel is being experienced in town , therefore forcing

    people to import from outside though import of wood is very expensive and causes landdegradation in the area of origin. mus village of R ugus is on the East

    2. HOMABAY COUNTY COUNCIL

    Background

    The County council of Homabay began when the G reat south Nyanza was disintegrated to form

    Migori , Municipal council of Kuria , county council of Suba and the county council of R achuonyo. The county council of Homabay retained the headquarters at the lake side town of Homabay

    Administrative Structure

    Composition of the Council: The county council of Homabay is divided into 20 wards eachward represented by a councillor totaling to twenty councillors. The Minister nominates 7councillors and a Public O fficer representing parties and the government. County council of Homa Bay is composed of representations out of 21 councillors 6 of them are women. Thecounty council wards are:

    Mbit a Po int Tow n Cou ncil

    The town council of Mbita Point was gazetted in 1997 December 1997. It became operational inthe year 1998 in the month of January.

    Mbita Point is a rural community in the suba district , province of Nyanza , Kenya , on the shoresof Lake V ictoria. It is home to the Thomas O dhiambo campus of the International Centre for Insect Physiology and Ecology ( ICIPE). A public primary school formerly international and aclinic are also hosted by the Centre. Mbita has several other primary schools as well assecondary schools. A small Sub-District hospital is also located within the town. The mainDistrict hospital is in the neighbouring town of Sindo , 17 km away. Mbita has had both water and electricity since 2005. Mbita Point has an urban population of 6100 , but the populationgrows rapidly due to urbanization , new technologies like cell phone coverage and internetconnection through cyber cafe's , electrification , trade and education. [1]. The town is capital of the Suba District.

    Mbita can be reach by road Kisumu-Ahero-Katito-Kendu Bay-Homa Bay (150 km) or fromKisumu-Luanda Kotieno (90 km) + a 45 minute ferry ride across Winam G ulf. This latter roadwill be tarmacked before the end of 2007. The main income generating activity in Mbita is

    presently fishing , but tourism is becoming a new trade as the road connections to the rest of thecountry is being improved. There is a tourist resort on the beach about 3 km to the south of thetown , Lake V ictoria Safari V illage. R uma National Park is 40 minutes drive from Mbita. Acauseway links Mbita to nearby R usinga Island.

    Mbita Point has a population of 28 ,705 (Kenya Population census , 1999) , 6,103 of which live inurban areas

    Bondo is a town in Nyanza Province of Kenya. It the capital of Bondo District. Bondo is located50 kilometres west of Kisumu , the provincial capital. Bondo forms a town council with a

    population of 29 ,165 , of whom 7 ,797 are classified urban (1999 census).

    COUNTY COUNCIL OF BONDO

    1.0 INTRODUCTION

    The County Council of Bondo was established in 1999. It comprises of twoadministrative districts, Bondo and Rarieda. It borders Siaya District to the North,Bunyala to the Northwest, Rachuonyo and Homabay to the Southeast, Kisumu east

    District to the Northeast and Suba District to the South. To the west and south isLake Victoria. The Council Council covers an area of 1,987 square kilometers.

    The geographical endowment of the council includes such as River Yala, Ramogi Hills,Migwena, several scenic islands and beaches! or lake shores and unique tropicalvegetations. The area is adequately covered by one major highway running fromKisumu-Kisia-Usenge-Osieko. In addition, the area has other roads andtelecommunication networks which links Bondo Town with centres in its jurisdiction.For example, the area is fully covered by the two leading cell phone networks i.e.

    Safaricom and Zain.

    The County Council was previously part of the larger Siaya County Council. During the1999 census it had a population of 238,780 covering a total dry land area of 986.8 sq. km.with 56,607 households. The 1999 population and housing census determined a growthrate of 1.8% for the area covered by the county council. Based on this, the populationprojections for 2004, 2006 and 2008 261,028, 270,497 and 280,310 respectively.

    The council draws its mandate from the Local Authority Act, Cap 265 of the laws ofKenya. The councils institutional structure is composed of the elected, nominatedcouncillors and the councils administrators. Presently, there are 14 electoral wards(Central Sakwa, North Sakwa, Maranda West, South Sakwa, Usigu West, Usigu East,Central Yimbo, Uyoma East, Uyoma West, Uyoma South, Uyoma Central, AsemboCentral, Rarieda West, East Asembo) represented by 14 elected councillors. There are 5nominated councillors and one public officer. Together these form the policy-makingbody of the council.

    The main economic activities include; small scale farming, livestock production, fishing,tree fanning and limited irrigation farming. The area has potential for tourism and eco-tourism. However, at the moment there are improvements in the development of hotelindustry with increased numbers of medium class and! or unclassified hotels which aremostly used for workshops, seminars and by local tourists. The area also has thepotential for commercial farming of crops such as cotton, amaranth and sunflower.

    The council revised its strategic plan was done to align it with various global, national,and local development documents and strategies. The revised strategic plan thereforeseeks to directly or indirectly lead to the attainment of Millennium Development Goals,Vision 2030, National Medium Term Plan, National Economic recovery Strategy, Bondoand Rarieda District Development Plans. At the council level, the revised strategic planwill help towards delivering on the County Council of Bondo Service Charter,Performance Contract, revenue Enhancement Plans, Financial Estimates and LocalAuthority Service Delivery Action Plan

    Yala is a rural town in G em Constituency in the Nyanza Province of western Kenya , 42kilometres northwest of Kisumu. It has a population of 25 ,769 (including villages) , of whom just2,4 38 live at the town itself (as of 1999) [1]. Y ala is one of four divisions of the Siaya District.

    Kendu Bay is a bay and town in Kenya. The area is the part of R achuonyo District in [[BayCounty]]. It is located on the shore of Lake V ictoria along Katito-Homa-Bay road.
