    Commonwealth Postgraduate Scholarships Tenable inCanada 2002

    APPLICATIONS are entertained from eligible persons for the award ofPostgraduate Scholarships offered under the CommonwealthScholarships and Fellowships Plan. These awards are tenable at Institutionsof Higher Learning in Canada for the academic year commencing fromSeptember 2002.

    02. Field of Study.Other fields of study except Medicine, Dentistryand Clinical Training.

    03. Tenure.(a) For a Doctoral Degree/or equivalent Degree : FourYears.

    (b) For a Masters Degree or equivalent Degree : Two Years.04. Termination.Any scholarship may be at the discretion of the

    appropriate authority be terminate at any time owing to misconductirregularity of attendance, absence from class or hostel without priorapproval of the authority concerned unsatisfactory progress in studies,or failure at examinations of the holder of such scholarship. Where anyscholarships has been terminated the scholar may be required to returnto Sri Lanka at his/her own expense.

    05. Terms of Award.Each Scholarship will carry the followingbenefits :

    (a) Students concessionary or other approved air fares to theawarding country by the most direct and economical route andback on completion of studies ; the cost of journeys madebefore receipt of award will not normally be reimbursed norcan fares be paid for a scholars dependents ;

    (b) a personal maintenance allowance per month from thescholarship start date ;

    (c) approved tuition and other compulsory university fees(excluding board and residence) ;

    (d) approved Medical and Hospital allowances ;(e) an annual book allowance ; and(f) certain research and equipment allowances.

    06. General Eligibility Requirements.Each candidate :(a) Should be a citizen of Sri Lanka ;(b) Preference will be given to those who have obtained a First

    Degree or Masters Degree within the last five years ;(c) Should possess a First or a Second Class (Upper Division)

    Honours Degree in the relevant field of study from a recognized

    University ;(d) Should be employed in a Government Department, University

    or in a Public Corporation - Note (ii) and (iii) ;(e) Should be possess high proficiency in English (also see para.

    07(3) below).Notes .(i) The requirements at 06 (c) above should also have to be

    completed by candidates possessing postgraduatequalifications ;

    (ii) No application will be entertained from a person holdinga temporary or casual or contractual appointment or froma person who is unemployed ;

    (iii) An employee or probation may apply provided howeverthat his/her confirmation is conditional upon acquiring aspecified postgraduate qualification in such a case a statementto that effect should be included in cage 15 of theapplication.

    No awards will be made to undertake, a second doctoral degree,studies in medicine or dentistry, postdoctoral studies/research and

    clinical training.Previous Canadian Commonwealth Scholars are not eligible for asecond award.

    07. Special Eligibility Requirements.Every candidate :(1) For Business Administration and/or Management and other

    related fields must take the Graduate Management AdmissionTest (GMAT) ;

    (2) For economics or related subject must take the PrincetonGraduate Recordate Record Examination (GRE) ;

    (3) Those who will be successful at interview will be furtherrequired to pass TOEFL Examination and should obtain anoverall score in the range of 550 600 ;

    (4) For Art and Music should submit appropriate specimen work(slides, cassettes etc.) with their applications.

    08. Applica tions .(a) Every application should conform to thespecimen form given below and should be prepared on paper 8" x13"in size.

    (b) The word Commonwealth Postgraduate Scholarships 2002 should be clearly hand or type-written on the top left

    corner of the envelope containing the application ;(c) Each applicant should submit only one application and that too

    for a single course of study ;(d) A non-refundable stamp fee of Rs. 10 is payable in respect of

    the application. A stamp or stamps to this value should beaffixed in the cage provided for this purpose in the applicationand cancelled by the applicants signature ;

    (e) No application from an employee of Government Service,University or Public Corporation will be entertained unless

    should in forwarding the application appropriately completethe certificate in cage 16 of the application ;(f) No application will be entertained from a person who has

    entered into an agreement or bond to serve the Republic of SriLanka, University or Public Corporation for a specific periodunless he/she shall have completed by 30.09.2000, the fullperiod specified in such agreement or bond and shall havedischarged fully all the other obligations under such agreementor bond ;

    (g) Any statement in the application, which is found to be incorrect,will render the applicant liable to disqualification if the inaccuracyis discovered before selection and to the withdrawal of theaward after selection ;

    (h) Closing Date.Applications will be accepted only up to 4.00p.m. 30.11.2001 ;

    (j) Every application which has not been sent through the properchannel, which is incomplete in any respect, and which has beenreceived late will be rejected.

    09. Interview.Every eligible candidate will be required to presenthimself/herself at an interview to be held in Colombo at an appointmenttime and place. He/She should produce at the interview original certificatesof qualifications, Certificate of Birth, National Identity Card and anyother documentary evidence in support of his/her candidature asrequested. Travelling or other expenses incurred in connection with thisinterview will not be reimbursed.

    10. Medical Examination.Selected candidates may be required topass a medical examination, conducted by a Special Medical Board.

    11. Nomination for Scholarship.No candidate should treat his/hernomination for a scholarship by the authorities of the Republic of SriLanka his/her acceptance for an award. Acceptance is a matter entirelywithin the discretion of the respective awarding agencies to whom the

    nomination is made. Selected candidates who declined to accept awardafter nomination will not be considered for any other award in future.

    12.Leave.The grant of leave to public officers to accept awards willbe governed by the provisions of the Establishment Code and DepartmentalRules and Regulations in force at the time when application for leave ismade.

    13. Agree ment. Every selected candidate should before his/herdeparture on scholarship enter into an agreement with the Republic ofSri Lanka, undertaking among other things :

    (a) to pursue faithfully and diligently and to successfully completethe prescribed course of studies ;

    (b) to serve the Republic of Sri Lanka if so required, for a specifiedperiod (to be determined by the Republic of Sri Lanka) aftercompletion of the course of study ; and

    (c) to re-pay the Republic of Sri Lanka the full cost of scholarship(i.e.all expenses incurred by the Republic of Sri Lanka and theawarding agency in connection with the entire scholarship,including in the case of a public officer salary allowances, fees

    etc.) in the event of his/her failure to comply with the terms andconditions of the agreement.

    14. Any form of canvassing or attempt to influence the selection ofa candidate will disqualify such candidate.

    Appointment to Posts of Inquirer (into Sudden Deaths)under Section 108 of the Code of Criminal Procedure Act, No.

    15 of 1979APPLICATION are called for in respect of vacancies in post of Inquirer(into Sudden Death) in the Areas indicated in the schedule hereto.

    Applications in accordance with the Format below should be sentunder registered cover to reach the Secretary, Ministry of Justice, EthnicAffairs and National Integration, before 30.12.2001. The envelopecontaining the application should be marked Post of Inquirer (intoSudden Deaths) District on its top left hand corner. Lateapplications will be reject without any notice whatsoever.

    02. The post is not a permanent or casual post in Government service.The appointment will be given to be valid upto the age of 60 years. The

    Minister may remove an Inquire at any time prior to that date for causeassigned. The appointment will be in respect of an area specified in theschedule hereto or as newly defined.

    03. Appointees will be required to carry out the functions of anInquirer as set out in the Code of Criminal Proceudre Act, No. 15 of 1979.

    04. The post does not carry a salary. However, a fee of Rs. 300 perinquiry and travelling and subsistence allowance will be paid.

    05. Only person possessing the following qualifications are eligibleto apply :-

    (a) Should be a Citizen of Sri Lanka ;(b) Should have been a permanent resident of the area to which

    appointment is sought for the past two years ;(c) Should be not less than 30 years and not more than 55 years

    of age on 30.12.2001 ;(The upper age limit in respect of Inquirer (into SuddenDeaths) who, having obtained and appointment for a periodof not less than 3 years are still in services and persons who haveretired from state services or service under a Government

    affiliated institution will be 58 years).(d) Should have passed G.C.E. (O/L) Examination in six (06)subjects in one sitting or passed not less than five (05) subjectsin one sitting and completed the six (06) subjects in not morethan two sittings, with passes in Sinhalese/Tamil language andArithmetic/Mathematics/Commercial Arithmetic and withcredit passes in any four (04) of those six (06) subjects, or anyequivalent examination.

    Note 1 :For the perposes of these qualifications, an ordinary pass at theG.C.E. (A/L) Examination will be considered equivalent to acredit pass for that subject at the G.C.E. (O/L) Examination.

    Note 2 :These Educational Qualifications will not apply to inquirers(into Sudden Deaths) who having obtained an appointmentfor a period of not less than 3 years or having got theirappointment extended are holding a valid appointment andare still in service, and they are eligible to apply if the otherrequirements are satisfied.

    (e) Should be of excellent moral character and physically sound.06. Persons who, as at the 30.12.2001 are in receipt of a salary or

    an allowance from the Government, a Provincial Council Fund or a fundof a Local Government Institution, or an employees and members ofBoards of Directors of Government Corporations and Co-operativeSocieties, Members of Provincial Councils, and members of LocalGovernment institutions are not eligible to apply for this post.

Eligibility.The officers belonging to Class II Segment "B" ofthe General Clerical Service and Recommended other services of thePublic Service, Shroffss Service, Book-keepers Service, Store-KeepersService and Typists Service, possessing 3 years permanent service andconfirmed in the post on or before 01.10.2001 and whose work andconduct are satisfactory are eligible to appear for this Examination.

    The officers who have not so far been confirmed in theirappointments due to delay in producing educational certificates or

    general forms in support of their eligibility for selection to aboveservices could provisionally be permitted to appear for the examinationpending confirmation if the Heads of Departments are satisfied thatthey are qualified in every respect for the confirmation. Such candidatesshould indicate it in para 6A of their application.

    Note . The date of appointment to class II Segment "A" of theGeneral Clerical Service, Shorffs Service, Book-Keepers Service, Store-Keepers Service and Typists Service will be the date, the officercompletes 4 years in Segment Class "II B" or the date on which thequalifying examination was held, whichever occurs later.

    In addition to the above requirement, the clerks appointed on orafter 01.10.1971 should pass the Typing test mentioned in para 5 ofthe General Clerical Service minute. Those officers who have not passedthe said test should appear for the Typing test in addition to the othersubjects in this examination.

    04.1. General Clerical Service and other recommended services:Scheme of Examination. The subjects of the examinations and

    the marks assigned to each subject are given below. Typewriting is alsoa subject of this examination for those appointed to the General ClericalService on and after 01st October, 1971. Marks will be deducted for badhand writing and spelling mistakes. Candidates whose writing is illegibleare liable to be disqualified.

    (1) Accounts (one and half hour paper).The paper will consistof questions in accounts tots, etc, and will be designed to testaccuracy in handling figures and fundamental rules of accounts- 100 marks.

    Syllabus :(a) Tots, designed to test the accuracy and speed in addings/

    or subtracting, a series of figures (not exceeding 7digits) appearing in 6 to 8 vertical and horizontalcolumns.

    (b) Double entry Book-Keeping application of fundamentalprinciple of Double entry Book-Keeping as applied toa Sole Trade in Trading Business, practical use of primeentry and subsidiary books, i. e. ledgers, Journal,Column cash books, petty cash book and othersubsidiary books including Control Ledger, BankReconciliations, Correction of errors, Extracting aTrial Balance, preparing and presenting a TradingProfit and Loss Accounts, and Balance Sheet, includingsimple adjustments for prepayments, Accruals,Depreciation, Provisions Reserves, etc.

    (c) Knowledge of Elementary Commercial and BankingTerms

    (2) Reg ula tio ns Proc edu re and Off ice Sys tem s. (Two hourpaper), The paper will be designed to test officers usefulnessand competence as a clerk and required to make a precise ofan actual series of official letters to submit a draft letter, interms of an order to show a knowledge of index systemsfiling, and have the ability to express himself clearly on paper- 200 marks.

    Note .(i) Candidates should answer both papers in the languagemedium in which they sat the CompetitiveExamination to enter the clerical Service. In thosecases where initials recruitment took place without acompetitive examination the medium should be thelanguage in which the officer qualified for entry intoservice.Officers belonging to both categories may at theiroption answer both papers in the Official Language

    (Sinhala) Officers who are deemed to be the "OldEntrants" for the purpose of the Official LanguagePolicy may and who have been recruited thorough theEnglish Medium may answer each of these two papersas a whole either in Sinhala or English.

    (ii) To qualify in these subjects, candidates will be requiredto obtain a minimum of 33 percent of the marks ineach of these papers and an aggregate of 40 percent ofthe marks in both papers.

    (3) Sinhala and Tamil. (A written paper of one and a half hourduration - 100 marks). The written paper will include exerciseon :

    (i) Comprehension of simple prose passage ;(ii) One or more of the following forms of composition;

    description, dialogue and letter writing ;(iii) Translation of :

    (a) Sentences into Sinhala, Tamil ;(b) a simple prose passage into English ;

    (iv) Meaning functions and relation of words, phrase andsentences, errorsNote. (i) The examination in this subject has been set as to test

    whether the candidates has a working knowledge ofthe language

    (ii) Candidates who satisfy the requirements laid down inNote (ii) above will be summoned for the Viva vocetest in the subject. Such candidates should obtainaggregate of 35 percent marks of total marks on bothwritten papers and the interview to qualify.

    (iii) Candidates who answer both question papers, viz. (1)Accounts and (2) Regulations, procedure and officesystems in Sinhala or Tamil medium will be exemptedform subjects mentioned in para 03 above Sinhala orTamil.

    (iv) Candidates who possess any one of the under-mentionedqualifications will also be eligible for exemption fromthe subject Sinhala or Tamil.

Accounts andFinancial Regulations in the Sinhala or Tamil medium will beexempted form the third subject namely, Sinhala or Tamil.Candidates who possess any one of the under-mentionedqualifications will also be eligible for exemption from thesubject Sinhala or Tamil.

    04.4 Store-Keepers' Service :Scheme of Examination.There will be two question papers each of

    2 1/2 hours duration(1) Store Keeping I(2) Store Keeping II,

    based on the syllabus given below. Each paper carries 100

    marks, candidates must obtain a minimum of 35 percent marksin each paper for a pass.Syllabus :

    (i) The Store functions.The place of Store Keeping in the totalsupply function. Store keeping as a service function. Objectivesof Store keeping.

    (ii) Building layout for Store keeping.Sittings, constructions andlayout of stores buildings and stock yards, types of stores, large,small, central, unit, open access, sub-stores, work in progress,

    inflammable items, explosioneries and special items, Securityof stores buildings and stock-yards.

    (iii) Store keeping procedures.Receipt checking, inspectionpreservation maintenance and issue, returns to stores, work inprogress, internal layout and space control, control of packages,containers and scrap classification and cataloging, stockverification and reconciliation, stock control, location andfixed and flexible packaging and dispatch.

    (iv) Stock records and store accounts.Maintenance of stockrecords, visible word index, stock books, bin cards, etc.,methods of pricing stores, report to management.

    (v ) Protection of items in Stores.Preservation and protection ofstores against hazardous conditions, weather, deterioration,fire and theft.

    (vi) State regulations governing the storage and transport ofexplosive and other dangerous items. Some knowledge ofexplosive regulations is required.

    (vii) Stores equipment and mechanical handling.The use ofbining racking stilling, pallets, trays, tanks and other storageequipment types and use of mechanical handing equipment instore warehouses and stock yards.

    04.4 Typists' Service :Scheme of Examination.This examination will consist of 2 papers.

    It includes following :Paper I :Speed Test - 20 minutesMinimum marks for a pass in 33% Minimum speed for Sinhala/Tamil

    medium is 25 words per minute and for English medium is 40 words perminute.

    Paper II :Preparation of a draft letter and typing - 40 minutes durationMinimum marks for pass is 33%.

    Minimum marks for each subject and 40% of the total number ofmarks for both papers should be obtained to qualify at the examination.

    Note.Candidates recruited through the Sinhala medium must takethe examination in the Sinhala medium. Candidates recruited throughthe Tamil/English medium may take the examinatioin in the Sinhalamedium and such candidates who are successful will be obliged to attendto Sinhala Typing as well when recruited.

    (a) Use of Typewriter.Candidates should bring their owntypewriters for their use at the examination. Candidates arepermitted to arrange among themselves to share a typewriter.The number of sharing a typewriter should not exceed four.The candidates concerned should make arrangements to sharea typewriter in this manner in consultation with the supervisorbefore the test commences.

    (b) Heads of Departments/Insititutions will grant permission to

    Typists sitting for this examination to take their office typewritersto the examination hall. Before this concession is allowed,Heads of Departments/Institutions should obtain a writtenundertaking form the officers who make use of this concessionthat they will promptly and safely return the typewriters andthey will be responsible for any loss or damage to thetypewriters while in their possession.

    (c) Normal typewriters should only be used for this examination.05. Publication of Results :The names of successful candidates will be published in the

    Government Gazette.06. Applications :(I) A specimen application form for admission to this examination

    is appended to this notification. Applicants should prepare ina paper of A4 size containing paragraphs from 01 to 07 on thefirst page of their applications. (and not on paper of any othersize). This form may be prepared in a typewriter but it shouldbe filled in correctly and legibly by candidates own handwriting.

    Officers who are deemed to be New Entrants for the purposeof the Official Language policy may prepare their applicationform in the Official Language and fill them up in that language.Old Entrants officers however, have the option of preparingtheir application forms and filling them up eigher in the OfficialLanguage or in English.

    (II) The candidates who are sitting this examination for the firsttime need not pay any examination fees. However in the caseof subsequent sittings, their applications should be affix receiptof the value of Rs. 75 on the due place of the applicationobtained by payment of examination fees to any post office.No refund will be made under any circumstances. Fees paid forthis examination cannot be transferred to any other examination.

    (III ) Applications of the officers in Publice Service should be sentto Commissioner-General of Examinations through the Headsof the Departments under which the officers is serving andshould be accompanied by certificate of satisfactory service.Heads of Departments must ensure that each application is

    completed in every respect and that they have signed thecertificate appended to the application form. They will forwardthe applications of eligible candidates by registered post to eachthe Commissioner-General of Examinations, Department ofExaminations, Pelawatta, Battaramulla on or before 07.12.2001.Applications received after that date will be rejected. The nameof the examination should be indicated at the top left handcorner of the envelope.

    (IV) The Commissioner-General of Examinations will issueAdmission cards to all candidates whose applications havebeen received. Candidates presenting themselves forExamination must produce their admission cards to thesupervising officer at the examinations hall. They will notadmitted to the examination hall without these admission cardsthat he/she has requisite qualifications to sit the examination.If any applicant who has applied for this examination does notreceive an admission card at least seven days prior to the dateof examination, should bring into the notice of the Commissioner

    (VI) Candidates should answer question papers in the languagemedium in which, they sat the examination to entry to therelevant service or in official language. In case where initial

    recruitment took place without a Competitive Examination,they should answer papers in the language medium, which theofficer studied or in official language.
