EXISTING: SEGREGATING TOPOToday, Charlottesville is racially and economically divided, a separation that is reflected in the topographic variation of the city. High points in the city are dominated by institutions of power and symbols of racial repression. Public housing projects are sequestered in lower elevation stream corridors.
