1. SCOPE OF WORK
This document has been generated by Eaton Electrical Services and Systems (EESS) as
the Inspection and Test Plan for the installation of the EATON Variable Frequency
Drives (VFD’s) for:
The Panama Canal Third Set Of Locks Project
Other manufacturers of similar type are covered by this Guideline as well. The following
Guideline provides EATON Electrical Services & Systems “Accepted Standards” for
installations.
These guidelines cover the minimum details, variations, or combinations of the
equipment, its installation, checkout, and safe operation. Care must be exercised to
comply with local, state, and national regulations, as well as safety practices for this class
of equipment. Consult specific instruction manuals and drawings for detailed installation
and operating procedures. Variable Frequency Drives should be installed, operated, and
maintained by qualified personnel as defined by OSHA 29CFR1910 subpart 5 and ACP.
2. PURPOSE
This document is to ensure product quality and provide product data gathered during the
installation phases. This document is to ensure that the VFD’s and dynamic brakes are
handled and installed as per EATON 9000X AF Drives User Manual and Post Glover
installation instructions as a guideline. This procedure applies to the following
equipment:

3.8. PERSONNEL
Technicians performing these electrical tests and inspections shall be trained and
experienced concerning the apparatus and systems being evaluated. These
individuals shall be capable of conducting the tests in a safe manner and with
complete knowledge of the hazards involved (OSHA, NFPA70). They must
evaluate the test data and make a judgment on the serviceability of the specific
equipment.

5. QUALITY FORMS AND INSPECTION PROGRAMS
Throughout the equipment installation process, points of inspection must be recorded in a
clear manner in order to prevent confusion and/or errors. Below is a list of the documents
that are used to record the inspection data. These items are mentioned within the
Inspection and test plan (ITP) itself.
Inspection Checklist (ICL) – A document that states the inspection and/or test
conducted conforms to the requirements of the project specifications. It is
included on Appendix 2 and must be signed and approved by the inspection
party

6. INSPECTION AND TEST PLAN
6.1. GENERAL NOTES AND PRE-REQUITSITES
DO NOT ATTEMPT TO INSTALL OR WORK ON EQUIPMENT WHILE IT IS ENERGIZED
Always verify that no voltage is present before proceeding with testing. Assume all
circuits are energized. Confirm primary sources of power are disconnected, tagged, and
locked out. Always follow all local, state, and national regulations including OSHA,
ACP requirements and generally accepted safety procedures.
• Verify that equipment areas are available and safe to perform all related
inspections.
• Confirm that a power source is available for the installation equipment operation
prior to arriving to site.
• Inspect rigging devices and equipment. Lifting equipment shall have their
inspection up to date and labeled by a competent person.
• Workers shall bring to site all of the Personal Protective Equipment (PPE)
required to perform the tests and to comply with site requirements.
• Installation personnel shall comply with ACP 2600SEG-118 and
G00/UPCHSI0008 whenever required to perform Lock Out/Tag Out procedures
to isolate, from energy systems, machinery or equipment to be inspected,
serviced, or repaired. Energy sources may be electrical, mechanical, pneumatic,
chemical, thermal, or of other types that could cause injury to personnel or
damage to equipment.
6.2. INSPECTIONS
Equipment installations shall be made to ensure a correct installation according to
EATON’s User Manual for 9000X AF Drives and Post Glover Dynamic Brakes
installation Instructions. Verify reference drawings for additional information
regarding mounting diagrams, mounting locations and details. Inspections shall be
performed on the VFD’s and Dynamic brakes as a whole unit following the
Inspection and test plan included on Appendix 1. This plan details by line item the
activity to be inspected and the expected results as follows:

7. HEALTH AND SAFETY
Prior to working on any equipment or related component the employees shall review:
• Safe working procedures and MSDS forms that apply to this task.
• Site safety rules and emergency procedures.
• Perform a Job Safety Analysis to address the work environment and necessary
measures for a safe environment. This shall include:
• Identification of safety locks and tags and safety grounds installation
location as required to provide for a safe working environment
• Grounding points
• Barricade areas
• Minimum clearances based on NFPA70
• Emergency/Egress plan
• Contact information
• Required Work permits
• Required notifications
• Employee shall follow all OSHA guidelines for the work environment.

Any identified substandard condition or requirement (for the protection of workers)
that may come up during the development of works is under this WPR, will be
implemented regardless of the fact that it may have been inadvertently been left out.
8. ENVIRONMENT
Inspection crew shall familiarize with all environmental pre-requisites on site prior to
mobilization. As part of the acceptance testing the following shall be observed:
• Familiarize and follow all local guidelines for environmental compliance.
• Review the Material Safety Data Sheets (MSDS) of the materials to be used and
carry a copy to the site. This includes:
o Lubricants
o Corrosion inhibitors
o Adhesives
o Other that apply
• Bring oil absorbent material and proper disposal recipient.
Areas and equipment conditions shall be documented prior to start any activity. All
areas shall be clean at all times and left in operational conditions prior to leaving the
site. Contact a customer representative to report activity completion and any follow-
up actions.
