Project

Powerpoint TemplatesPage 4

SPEDPRO

Why change in systems ?

Flaws in the original design and structure of the application.

Flaws in the data reporting logic.

Needed streamlining. Some data collected was leftover for the LEAMIS system.

Needed data clerk issues addressed.Application speed

Most data Clerks Hated KAN_Service

SPEDPRO

How was the new system design determined ?

1. Feedback received from MIS clerks. 2. FY2015 application upgrade was not completed

a. 90% of the requirements carried over3. State level issues found on the KSDE end4. Contributions from an Advisory Committee of local

users.

SPEDPro:

What is Gone ?

Evaluation Dates

Why?

Evaluation data is collected in the Indicator 11 & 12 District Data System

Powerpoint TemplatesPage 8

SPEDPro:

What is Gone ?

Edit minutes for private / parochial schools

Why?

Process conflicts with the “Master Data Management” method of development using a single data source

SPEDPro:What is Gone ?

Primary Provider logicPrimary Service location logic

Why?

KSDE does not use this information.

Some, none or all providers can be designated Primary and no alerts or verifications will flag

Same applies to Primary Service location

Powerpoint TemplatesPage 10

SPEDPro:

What is Gone ?

Social security numbers

Why?

KSDE is moving away from the SSN in all of the data collections

SPEDPro:What is Gone ?

Funding Codes

Why?

Funding codes were leftover from LEAMIS system. Federal payment formula does not rely on individual student counts.

Replaced by Claiming indicator:

Claiming the student – Yes or No

Claim of No functions like = the Funding code 5

Powerpoint TemplatesPage 12

SPEDPro:What is Gone ?

NPE contract data entered on a student’s IEP page

Why?Needed an easier way to see all NPE students in one place.

Where is it?Navigation pane

What is Gone ?Provider license code on the providerprofile

Why?

Redundant, it is listed on thecontracted service lines

SPEDPro:What is gone? What is New?

Association to KIDS records.

Application will no longer save the initial KIDS record association at the time the record is entered or imported.

Ability to manually select a different KIDS record has been removed. Most recent / current KIDS record will populate the demographics in SPEDPro. Inaccurate KIDS data will require a new KIDS record to be submitted

Powerpoint TemplatesPage 14

SPEDPro:

What’s the same?

Reporting and submission schedules are unchanged

IEP and service data

Calendar and building / directory functions

8

Powerpoint TemplatesPage 15

SPEDPro:What is New?

New functionality

Addressing the application speed.

What was slowing it down?

1. Processing records during Import

2. Student Searches

3. The verification routine

Powerpoint TemplatesPage 16

1. Will registration to SPEDPro be required?a. Yes, permissions cannot be transferred from

one application to another.2. What organization should I register under?

a. Same as the current organization levels,D0123, D0600, D0700, S0123

3. What organization buildings are selected?a. All buildings

4. What user role is the MIS clerk?a. District Update

5. Can I do this under Manage My Account?a. Yes, unless a coop or Interlocal user is not

using the D0600 or D0700 organizationidentifier. It will require a new User Name

SPEDPro:

9

Powerpoint TemplatesPage 17

SPEDPro:What is New?

Central Authentication System - CAS

Replacement of the Common Authentication System

Establishes access to multiple KSDE web applications for the same user role, only requiring a single user name and password

It will start will new applications released – CAPS, gradually adding new applications over time It will not require new registration

It will run behind the scenes, though CAS will look slightly different

Powerpoint TemplatesPage 18

SPEDPro:What is New?

Central Authentication System - CAS

9

Mason Vosburgh

8/28/2015

10

Powerpoint TemplatesPage 19

SPEDPro:How will CAS work?

It looks at user profiles and recognizes them as one.Switching accounts does not require log out and back in

User role – District level user, Susie SwivelManaged account with Registered E-mail SusieS@USD123

1. User name - Sswivela. Directory Updates

2. User name - Susansa. SPEDPro

3. User name - Swivels420a. CAPS

A log in under any of these user profile will grant access to Directory, SPEDPro and CAP because

the user role is the sameDistrict level user

Powerpoint TemplatesPage 20

SPEDPro:New functionality

Import validation

Records will fail to import as whole or partially if reported values are invalid 1. Whole records will fail if the profile cannot be

created due to invalid data.

2. An individual service line may fail to import while others pass import

3. Import history will display failed messages in these cases

SPEDPro: Student search

List of students in SPEDPro will not automatically list when on the student search page. Why?This process of finding and listing students automatically used lots of processing recourses and was a major cause of the application running slowly.

How do student records display?

By using the search criteria first

Search on a single recordSearch on a subset of recordsSearch on all by listing no criteria

SPEDPro:

Verifications

Verifications are down from 175 to 88

All verification information is only on the verification page.

To address the application seed and response:

No red dots, listing of codes or text descriptions of verifications will be found on the student profile or IEP pages

Powerpoint TemplatesPage 24

SPEDPro:

New Verification Routine

No Processing routine, no search selection firstNo Red DotsNo QueueNo Waiting

How does it work?

Verifications are based on the current status of the data. -------No Verification History

SPEDPro:Fixed reports

Gained student report – Intended to alert users of IEP students who exit elsewhere, are claimed by local school district and are not listed in SPEDPro after their exit.

Report fix: - new criteria

1. Exited with code “A”, “D”, “L” or “T”, AND2. Has KIDS record with School Entry Date that is on or

after the MIS Exit Date, ANDa) Student is not in the MIS at all or b) Does have a current year profile but there are

no service end dates after the MIS Exit date(move out, then move back in)

Powerpoint TemplatesPage 26

SPEDPro:Fixed reports

Overlap report – Intended to alert users of the outside organization causing the overlap and the overlapping dates.

Report fix: - new criteria

1. Modified the date matching logic to better align with service line start and end dates.

K-S to SPEDPro:

Because the SPEDPro was designed differently to address the processing speed and response time issues, the 2 applications have different structures. So data sets between applications are not compatible. For example

Students – Area of disability and responsible school moved from the profile to the service lines to track by date.

Providers – SSN was replaced by provider ID, No license field

Begin year set up will require initial population of Calendars, Providers, Settings and lastly students.

How will the conversionbetween the 2 systems work?

Powerpoint TemplatesPage 44

Directory Minutes:Directory will be the sole source for all building, program and session minutes.

Non-Public, Private and Parochial schools with missing minutes will pull zero values into SPEDPro

Zero values will skew OSEP Environment calculations

How do the zero values get corrected?

1. Contact school and request a Directory update

2. Unresolved zero values can be corrected by KSDE. Contact Mason

Result: Edit Minutes feature for MIS clerk entry will be removed

New Import Specifications

Student level Import - Import contraintsRequired fields – data must match permitted value or

record fails to import

Match Dependant or blank – Only codes matching to theKIDS record will pass import. A blank / null value will pulland populate the value from the KIDS records

Permitted Value or blank – 1 = Yes, 0 = No, blank is treated as zero

Optional fields – Permanent Null values are permitted

Conditional fields – reported valuespartner with values from otherreported fields

Data Dictionary Updates

Gifted Service location

Locations for Gifted services do not factor in the OSEP Environment calculations for LRE, or Indicators 5 & 6Why?

Under the IDEA, Gifted exceptionality is not classified as special education. Gifted services / support is considered to be part of the student’s general education curriculum.

As a result:

All Service types of GI = Gifted, can be reported under setting “C” = Regular class

Powerpoint TemplatesPage 48

Data Dictionary Updates

New Verifications

0214 – Service line setting does not match with program type in the directory

Why checked – To align programs so that class schedules are equally measured for OSEP environments and Indicators 5 & 6

Example: Service setting = “B”Directory lists reverse mainstream only

Fix: Change the directory program type orChange the service line setting to “W”

24

25

Powerpoint TemplatesPage 49

Data Dictionary Updates

New Verifications

0216 – Gifted only student has services not appropriate for a Gifted only student

Why checked – Several services are only appropriate for students with disabilities.

Example: Service code = “OM” – Orientation Mobility

Fix: Remove the service orAdd the area of disability

Powerpoint TemplatesPage 50

Data Dictionary Updates

New Verifications

0217 – Student has the same IEP by date listed more than once in the same school year.

Why checked – IEPs for Transferring students may get imported into receiving school’s MIS record. Possible duplicated services reported.

Example: IEP dates are equal

Fix: Delete duplicate IEP

25

Mason Vosburgh

8/28/2015

26

Powerpoint TemplatesPage 51

Data Dictionary Updates

New Verifications

0219 – Provider license determined rate of payment.

Why checked – To align providers with the service they are delivering.

Example: Speech provider reported as the provider of the Autism service.

Verification is an indication the payment rate was adjusted by the system

Fix: No action is required.

Data Dictionary Updates

New Verifications

0220 – December 1 service range does not match Primary and secondary disability and Gifted values.

Why checked – Consistency needed for calculation of OSEP disability category, inclusion in the Gifted totals

Example: 4 service lines, 08/18/2015 - Lines 1 & 3 = ED & GI – No.

to12/11/2015 - Lines 2 & 4 = LD / ED & GI – Yes

What is the December 1 disability ?Include or exclude on the Gifted Summery ?

Fix: Align the exceptionalities to be equal

Powerpoint TemplatesPage 54

Data Dictionary Updates

New Verifications

0221 – December 1 Responsible schools are not equal

Why checked – OSEP child count and environment data is reported at the building level.

Example: 4 service lines, 08/18/2015 - Lines 1 & 2 = Jefferson Elementary.

to12/11/2015 - Lines 3 & 4 = Madison Middle school.

What is the December 1 responsible school?

Fix: Align the responsible schools to be equal

Data Dictionary Updates

New Verifications

0223 – December 1 service start and end dates are not equal

Why checked – Determination of proportionate service minutes to apply to December 1 OSEP environment calculation cannot be determined.

Example: 3 service lines, 08/18/2015 - Line 1 - 8/18/15 to 10/25/2015 = 41 days

to Line 2 – 8/18/2015 to 12/11/2015 = 75 days12/11/2015 - Line 3 – 10/26/2015 to 12/11/2015 = 20 days

How many days from line 2 applies to Dec 1 ?

Managing Building Time

There are times when building data is not accurate or missing from the state Directory. Examples include but are not limited to non-accredited private / parochial schools, community based preschools, special education programs in off campus settings, etc. One must discover this information needed to account for the program, update MIS building information so the OSEP environment calculations can be complete and accurate.

To determine building information to be entered in the MIS, the following details must be known.

I. The building’s configuration a. Is the building administered by the public school system {(USD or COOP) [type D0]} or

is it privately run {type X0}. b. What are the grade levels are present in the building? {Level 2 –High school, 3 – Jr. High,

4 middle school, 5 – preschool, 7 – elementary, 9 - multilevel, 10 – Infant toddler network.}

c. What service settings are available in the building? Is it attended by only IEP students or a combination of IEP and non-IEP students, what type of preschool programs?

II. The building’s schedule a. The bell schedule must be identified, first bell, dismissal bell, lunch period. b. The number of days in session. c. The calendar the building or program follows?

To determine this information the MIS clerk must call the building’s administrator. The follow series of questions serve as an example of how to ask an administrator to discover the information needed.

1. Q. What time is first bell? – A. 8:10 am

2. Q. What time is dismissal bell? – A. 3:20 pm

3. Q. How much time is taken for lunch? – A. 30 minutes

4. Q. How many days per week are the school / program in session? A. 5 days for KG-6th grade, 4 days for preschool

5. Q. Can you fax me a copy of your school calendar? 6. Q. How many days per week is kindergarten in session? –

A. 5 days. 7. Q. What is the start and end times of your Kindergarten session? –

A. 8:15 am to 11:45 pm 8. Q. Is the kindergarten class a single session or a morning and afternoon session? –

A. 1 session 9. Q. Does the building’s preschool program follow the same daily schedule as the KG? –

A. No i. If no, then questions 5 through 8 must be asked in terms of the preschool.

ii. New calendars must be created in all cases where the building or program does not follow the same calendar as the USD.

Using the data above one can determine the building profile information.

Start 8:10 am Days in session 5 End 3:20 pm KG minutes 210

Managing Building Time

Appendix Page | 2

There are times when a kindergarten or preschool deviates from the schedule of grades 1-12. In this case a new building must be set up in the directory to accommodate the program.

Building Information

This is a table in the MIS database that contains information about all buildings used in a student record.

Definitions 1. Total Building minutes – The number of minutes between the staring bell and dismissal bell 2. Class time – The number of instructional minutes in the buildings school day (includes recess and

passing periods). Class time equal the total building minutes minus the lunch period. 3. Kindergarten minutes – The number of minutes of the longest kindergarten session offered. 4. Days per week – The number of days per week the program is in session 5. Weeks per year – The number of weeks equals the total school days for the school year divided

by the number of days per week The building is in session (rounded up to the next whole week). 6. Preschool Minutes per session - The number of minutes of the longest preschool session offered. 7. Preschool Days per week - The number of days per week the preschool is in session. 8. Preschool Weeks per year – The preschool weeks equals the total preschool days for the school

year divided by the number of days per week the preschool is in session (rounded up to the next whole week).

9. Preschool calendar – The schedule of when the preschool is in session from the first day to the last day of preschool classes accounting for vacation dates, holidays, and other off days.

10. Total Preschool minutes per day – The total minutes of consecutive preschool session(s) per day a. All day preschool – The minutes per session plus the lunch period b. Single Half Day Session (children dismissed) – Same as minutes per session c. Two Half Day Session (children dismissed between sessions) – Session 1 + session 2. d. Two Half Day Session (children may stay for lunch) – Session 1 + session 2 + lunch

11. Preschool settings – The MIS code of the preschool program(s) offered in the building a. B – Early Childhood settings (Headstart, regular preschool etc.) b. G – Resource rooms in elementary or secondary buildings c. R – Integrated Special education classrooms d. W – Reverse Mainstream classrooms e. K - Early Childhood settings (Headstart, regular preschool, KG, etc.) without services.

12. Itinerant services – Services delivered to children who do not participate in preschool programs but travel to an elementary or secondary school for services delivered in resource room settings, and then departs upon completion of the services.

Itinerant preschoolers – If an elementary or secondary school does not offer preschool programs, but students are brought to the building for “itinerate” services, then preschool data must be entered into the building profile. To assure itinerate preschoolers calculate the same as other children, replicate the preschool session, days, weeks and calendar designation that is offered in another local elementary school. The service setting for itinerate preschoolers is “G”.

Total Day 430 minutes KG days in session 5 (minus Lunch) (30) PR minutes 180 Class time 400 minutes PR days in session 4
