Major FY 2017 Highlights

The Department of Homeland Security Appropriations Act, 2017 increased the funding carve

out for the Nonprofit Security Grant Program from $20 million to $25 million.

Due to the increase to NSGP funding, the funding minimums under the State Homeland

Security Program (SHSP) rose $17,500 for the 50 states, D.C. and Puerto Rico for a total of

$3,752,000 per state. Funding minimums for the other territories rose $3,600 for a total of

$857,600 per territory.

Thirty-three (33) high-risk urban areas will be funded under the Urban Area Security Initiative

jurisdictions for FY 2017 based on Congressional direction that DHS limit funding to jurisdictions

that comprise 85% of the total nationwide risk of terrorism. This is an increase from the 29 urban

areas funded in FY 2016.

To ensure that all FY 2017 awards under the Preparedness Grant Programs are processed by

September 30th, the timeline for announcing and awarding grants has been severely

compressed. This includes an application timeline shortened to 21 days, which received a

waiver from the FEMA Acting Administrator, pursuant to 2 C.F.R. 200.203 (b).

Operation Stonegarden recipients will be allowed to:

Use funding to train officers and reimburse overtime expenses associated with Section

287(g)-related border enforcement functions;

Use funding to prioritize the acquisition and development of regional projects on the

borders to maximize interoperability and coordination capabilities among federal and local

partners.

SHSP and UASI recipients will be allowed to Use funding to reimburse overtime expenses

associated with combating transnational crime organizations (TCO) as a part of federally-led

task forces and investigations.

FY 2017 Risk Methodology

FEMA utilizes a comprehensive risk methodology to determine the eligibility and target

allocations for the State Homeland Security Program and the Urban Area Security

Initiative. In addition, the Port Security Grant Program, Transit Security Grant Program,

and Operation Stonegarden use elements of risk, in conjunction with Transportation

Security Administration (TSA), United States Coast Guard (USCG), and Customs and

Border Protection (CBP) analysis, to determine eligibility and funding amounts.

There are no structural changes to the risk formula for FY 2017.

All data has been refreshed to reflect the most current data available.

The FY 2017 risk validation process for State Homeland Security Program and Urban

Area Security Initiative took place in April 2017.

The risk validation process is mandatory.

FEMA heard from 45 states and urban areas during the process.

FEMA also conducted two risk webinars to provide training on the risk validation

process.

FY 2017 State Homeland Security Program

Program Overview FY 2016 FY 2017

Purpose: The Homeland Security Grant Program is the primary funding

mechanism for building and sustaining national preparedness capabilities. The

Homeland Security Grant Program is comprised of three interconnected grant

programs: State Homeland Security Program, Urban Area Security Initiative,

and Operation Stonegarden.

Eligibility: The State Administrative Agency is the only entity eligible to apply

for and administer FY 2017 Homeland Security Grant Program funds.

Program Highlights

The $402 million allocation is based on funding the Tribal Homeland Security Grant Program at $10 million and Operation

Stonegarden at $55 million (funding for these programs is carved out of the SHSP allocation).

The FY 2017 State Homeland Security Program funding minimums are increased as compared with FY 2016:

State Minimums rose from $3,734,500 up to $3,752,000 (including D.C. and Puerto Rico);

Territory Minimums rose from $854,000 up to $857,600.

The state and territory minimums were calculated based on funding numbers for all appropriated dollars under the

Homeland Security Act of 2002, as amended (State Homeland Security Program, Urban Area Security Initiative, Operation

Stonegarden, Tribal Homeland Security Grant Program, Nonprofit Security Grant Program).

Three-year period of performance will apply.

Program Overview FY 2016 FY 2017

Purpose: The Homeland Security Grant Program is the primary funding

mechanism for building and sustaining national preparedness capabilities. The

Homeland Security Grant Program is comprised of three interconnected grant

programs: State Homeland Security Program, Urban Area Security Initiative,

and Operation Stonegarden.

for and administer FY 2017 Homeland Security Grant Program funds.

Program Highlights

The explanatory statement accompanying the FY 2017 DHS appropriations bill limits Urban Area Security Initiative funding

to urban areas representing 85% of nationwide risk.

“Consistent with the 9/11 Act, FEMA shall conduct risk assessments for the 100 most populous metropolitan areas

prior to making UASI grant awards. It is expected that UASI funding will be limited to urban areas representing up to

85 percent of the cumulative national terrorism risk and that resources will continue to be allocated in proportion to

risk.”

The 33 urban areas identified for FY 2017 funding represent 85% of nationwide risk according to the DHS risk formula. 29

urban areas were funded last year.

Based on risk, Hampton Roads, VA, Indianapolis, IN, Salt Lake City, UT, and San Antonio, TX were added. All other

urban areas funded in FY 2017 are funded in FY 2017.

Three-year period of performance will apply.

FY 2017 Operation Stonegarden

Program Overview FY 2016 FY 2017

Purpose: Operation Stonegarden is intended to enhance cooperation and

coordination among federal, state, local, tribal, and territorial law enforcement

agencies in a joint mission to secure the United States borders along routes of

ingress from international borders to include travel corridors in states

bordering Mexico and Canada, as well as states and territories with

international water borders.

Eligibility: Eligible applicants include local units of government at the county

level and federally-recognized tribal governments in the states bordering

Canada (including Alaska), southern states bordering Mexico, and states and

territories with international water borders.

There are no proposed changes to eligibility.

FY 2017 OPSG Eligible Applicants

FY 2017 eligible applicants are the same as FY 2016.

Eligible applicants include: Local units of government at the county level or

equivalent, federally-recognized tribal governments in the 39 states

bordering Canada and Mexico, and states and territories with international

water borders.

OPSG is active in all 22 states that have ongoing United States Border

FY 2017 Emergency Management Performance Grant Program

Program Overview FY 2016 FY 2017

Purpose: The Emergency Management Performance Grant program provides

federal funds to assist state, local, tribal, and territorial governments in

preparing for all hazards. The Federal Government, through Emergency

Management Performance Grant, provide necessary direction, coordination,

guidance, and assistance to support a comprehensive all hazards emergency

preparedness system.

Eligibility: State government’s State Administrative Agency or Emergency

Management Agency are the only entities eligible to apply for and administer

FY 2017 Emergency Management Performance Grant funds.

FY 2017 Tribal Homeland Security Grant Program

Recommended

Purpose: The Tribal Homeland Security Grant Program provides

supplemental funding to directly eligible tribes to help strengthen the Nation

against risks associated with potential terrorist attacks.

Eligibility: The Tribal Homeland Security Grant Program provides funding to

directly eligible tribes, as determined by the Homeland Security Act of 2002,

as amended.

Program Highlights

The Tribal Homeland Security Grant Program is a carve out from the State Homeland Security Grant Program. The

minimum amount is .1% of funds appropriated under the Urban Area Security Initiative and State Homeland Security Grant

Program. This would equate to $1,067,000 in FY 2017. However, DHS is setting aside $10 million for the Tribal Homeland

Security Grant Program which is consistent with the previous fiscal year.

Three-year period of performance will apply.

FY 2016 Information

61 tribes submitted THSGP applications (96 Investments) requesting $31,899,900 in funding. Fifty seven (57) tribes (96

Investments) were deemed eligible for funding and forwarded to peer review.

Of the 57 applications sent to peer review, 25 (37 Investments) received funding:

6 tribes received an award in FY 2016 for the first time since the program’s inception in FY 2008;

The average allocation was $400,000.

FY 2017 Nonprofit Security Grant Program

Program Overview FY 2016 FY 2017

Purpose: The Nonprofit Security Grant Program provides funding support for

target hardening activities to nonprofit organizations that are at high risk of

terrorist attack and located within one of the UASI-designated urban areas.

Eligibility: The State Administrative Agency is the only entity eligible to apply

for FY 2017 Nonprofit Security Grant Program funds on behalf of nonprofit

organizations as described under section 501(c)(3) of the Internal Revenue

Code of 1986 and exempt from tax under section 501(a) of such Code.

There are no proposed changes to eligibility or program priorities.

The FY 2017 Nonprofit Security Grant Program (NSGP) funding level is 25 percent higher than the FY 2016 NSGP level.

FY 2016 Information

A total of 850 investments were submitted to the Federal Emergency Management Agency requesting $59,367,636 in

federal funding:

100% (21 out of 21) of eligible states applied;

97% (28 out of the 29) FY 2016 UASI-designated urban areas applied; Riverside Urban Area did not apply.

Fifty one percent (51%) of all submitting urban area applications (at least one application from each submitting urban area)

advanced to federal review:

A total of 437 applications advanced to the federal review requesting over $30,973,398 in federal funding;

In FY 2016, FEMA funded 282 applications; 142 of which have not received NSGP funding in previous years;

Of the urban areas that did apply, the following urban areas did not have organizations recommended for funding -

Anaheim/Santa Ana Area, CA; Sacramento, CA; and Charlotte, NC.

FY 2017 Port Security Grant Program

Purpose: Port Security Grant Program provides funds for transportation

infrastructure security activities to implement Area Maritime Transportation

Security Plans and facility security plans among port authorities, facility

operators, and state and local government agencies required to provide port

security services

Eligibility: Applicants will be selected for funding through a fully competitive

review process

Funding recommendations will be based on a scoring system that analyzes both project effectiveness and port risk.

A 25 percent (with exceptions) cost share of non-federal funds is required.

A total of 721 applications (1066 investments) were submitted to FEMA requesting over $318,949,642 million in federal

funding. Of the 1066 investments reviewed 471 (from 79 port areas) were funded.

Program Overview FY 2016 FY 2017

Purpose: Transit Security Grant Program provides funding to owners and

operators of transit systems to protect critical surface transportation

infrastructure and the traveling public from acts of terrorism, major disasters,

and other emergencies.

Eligibility: Eligible transit agencies are determined based on daily unlinked

passenger trips (ridership) and transit systems that serve historically eligible

Urban Area Security Initiative jurisdictions.

FY 2017 Intercity Passenger Rail - Amtrak

Program Overview FY 2016 FY 2017

Purpose: The Intercity Passenger Rail Program protects critical surface

transportation infrastructure and the traveling public from acts of terrorism,

major disasters, and other emergencies within the Amtrak rail system.

Eligibility: The National Passenger Railroad Corporation (Amtrak) is the only

entity eligible to apply for funding under the FY 2017 Intercity Passenger Rail

program.

There are no significant changes being proposed to the FY 2017 Intercity Passenger Rail program.

The $10 million minimum allocation for FY 2017 is consistent with last year.

FY 2017 Intercity Bus Security Grant Program

Program Overview FY 2016 FY 2017

Purpose: The Intercity Bus Security Grant Program creates a sustainable

program for the protection of intercity bus systems and the traveling public

from terrorism.

Eligibility: Private operators providing transportation using over the road

buses that have completed a vulnerability assessment and developed a

security plan as required by Section 1531 of the 9/11 Act (6 U.S.C. § 1181).

Private operators must either provide transportation services to a defined

Urban Area Security Initiative jurisdiction or operate a charter bus service

using over the road buses and provide a minimum of 50 trips annually to one

or more defined Urban Area Security Initiative jurisdictions.

Program Highlights

There are no significant changes being proposed to the FY 2017 Intercity Bus Security Grant program.

The FY 2017 Intercity Bus Security Grant Program funding amount decreased $1 million from FY 2016 numbers.

Funding will be awarded to the highest-risk systems through a competitive review process.

FY 2016 Information

In FY 2016, 103 applications (132 projects) were received requesting $22,189,513 in funding. Of this, 90 applications (114

projects) were funded totaling $3,000,000.
