018

發展「認可經濟營運商」計劃已成為一個

全球的趨勢，目前超過七十個海關當局(包括

香港大部份主要貿易夥伴 ) 已全面推行

這項計劃，當中部份經濟體更達成互認

安排，即某經濟體的認可經濟營運商

可藉此享有其他經濟體提供的通關

便利。

截至二零一八月年三月，

香港海關已先後與內地、

印度、韓國、新加坡、

泰國、馬來西亞、日

本及澳洲海關達成

共八份互認安排。

香港認可經濟營運

商能夠享有由八個經

濟體所提供的便利通關

措施。

The development of AEO programmes has become

a global trend. Currently o v e r 7 0 n u m b e r s o f

o v e r s e a s C u s t o m s a d m i n i s t r a t i o n s ,

including most of Hong Kong’s principal trading

partners have fully launched the i r AEO programmes .

Some of them have established among themselves MRAs, whereby AEOs of one

economy may enjoy facilitation provided by the others.

As of March 2018, C&ED has concluded eight MRAs with the Mainland, India, Korea,

Singapore, Thailand, Malaysia, Japan and Australia Customs. HKAEOs are able to enjoy reciprocal clearance facilitation provided by the eight economies.

C&ED will continue to take active steps to develop MRAs with other Customs administrations with a view to providing HKAEOs with more clearance benefits at the international level.

To promote the latest development of the Programme, C&ED will regularly organize seminars to trade associations and conduct outreach visits to companies to share the best practice of supply chain security with the industry.

「香港認可經濟營運商計劃」於二零一二年

四月正式推行，是香港海關執行的一個

公開、免費和自願性參與的認證制度。該

計劃完全符合世界海關組織的《保障及便利

國際貿易標準框架》，旨在加強國際供應鏈

安全及提高香港認可經濟營運商在海外市場

的競爭力和銷售能力。

HKAEO Programme, formally launched in April 2012, is administered by the Customs and Excise Department (C&ED) under an open, free and voluntary certification regime. In full compliance with the World Customs Organization’s SAFE Framework of Standards to Secure and Facilitate Global Trade, the Programme aims to enhance international supply chain security and improve the competitiveness and marketability of HKAEOs in overseas markets.

認可經濟營運商資格分為兩級。香港海關將

All local stakeholders engaging in the international supply chain activities, which have met pre-determined security standards will be accredited as HKAEOs, and enjoy appropriate Customs facilitation.

「專用服務櫃位」及「專用停泊位」。海關人

員會優先處理認可經濟營運商的貨物，從而減

少所需的清關時間。

Apart from reduced Customs inspection, AEOs can enjoy prioritized Customs clearance. To provide prioritized Customs clearance to AEOs, C&ED set up designated ‘AEO Priority Service Counter’ and ‘AEO Priority Parking Space’ at various control points. Customs officers will give priority on handling the AEOs’ consignments and this will shorten the time required for Customs clearance.

特別為香港認可經濟營運商計劃而設計的

標誌於二零一四年一月推出，標誌內「轉動

的地球」代表全球各供應鏈持份者緊密合作，

加強國際貿易安全；而「緊扣的箭咀」代表

香港海關與本地企業緊密交流、攜手合作，

共同保障國際供應鏈以便利合法貨物的流動。

所有香港認可經濟營運商均可在業務上使用

這個標誌，適用範圍包括公司網頁、公司

車輛、場所及名片等。

The accredited companies will be awarded the AEO Certificate in recognition of their trusted partner status with C&ED. Being accredited as HKAEO is a manifestation of the outstanding performance of a company in upholding supply chain security. The accreditation qualification represents a reliable and trustworthy international brand.

A specially designed HKAEO logo was introduced in January 2014. ‘Rotation of the earth’ embedded in the logo denotes stakeholders of the global supply chain working closely together to strengthen the security of international trade; ‘Interlocking arrows’ denotes the close exchanges and cooperation between C&ED and local enterprises in safeguarding the international supply chain so as to facilitate the flow of legitimate goods. All AEOs are entitled to use the logo in their business, such as applying on companies’ websites, companies’ vehicles, premises and business cards etc.
