  Bureau of Internal Revenue 

The Bureau of Internal Revenue is mandated by law to assess and

  Commission on Human Rights

   Commission on Elections 

1. Enforce and administer all laws and regulations relative to theconduct of an election, plebiscite, initiative, referendum, andrecall

2. Exercise exclusive original jurisdiction over all contests relatingto the elections, returns, and qualifications of all electiveregional, provincial, and city officials, and appellatejurisdiction over all contests involving elective municipalofficials decided by trial courts of general jurisdiction, orinvolving elective barangay officials decided by trial courts oflimited jurisdiction.

3. Decide, except those involving the right to vote, all questionsaffecting elections, including determination of the number andlocation of polling places, appointment of election officials andinspectors, and registration of voters.

  National Police Commission 

1. Exercise administrative control and operational supervisionover the Philippine National Police (PNP)

2. Advise the President on all matters involving police functionsand administration

3. Render to the President and to Congress an annual report of itsactivities and accomplishments during the thirty (30) days afterthe end of the calendar year, which shall include an appraisalof the conditions obtaining in the organization andadministration of police agencies in the municipalities, citiesand provinces throughout the country, and recommendationsfor appropriate remedial legislations.

  Civil Service Commission 

1. Administer and enforce the constitutional and statutoryprovisions on the merit system for all levels and ranks in theCivil Service

2. Control, supervise and coordinate Civil Service examinations.3. Formulate policies and regulations for the administration,

maintenance and implementation of position classification andcompensation and set standards for the establishment,allocation and reallocation of pay scales, classes and positions

4.  Inspect and audit the personnel actions and programs of thedepartments, agencies, bureaus, offices, local governmentincluding government-owned or controlled corporations;conduct periodic review of the decisions and actions of officesor officials to whom authority has been delegated by theCommission as well as the conduct of the officials and theemployees in these offices and apply appropriate sanctionswhenever necessary.

  National Commission for Culture and the Arts

1. Formulate policies for the development of culture and the arts

2. To coordinate & implement the overall policies and program ofattached agencies on the development of culture and arts asstated under Executive Order No. 80

3. Administer the National Endowment Fund for Culture and theArts

4. Encourage artistic creation within a climate of artistic freedom5. Develop and promote the Filipino national culture and arts;

and6. Preserve Filipino cultural heritage

   National Commission on Indigenous People 

1. To serve as the primary government agency through whichICCs/IPs can seek government assistance and as the medium,through which such assistance be extended

2. To review and assess the conditions of ICCs/IPs includingexisting laws and ideas pertinent thereto and to proposerelevant laws and policies to address role in nationaldevelopment

3. To negotiate for funds and to accept grants, donations, giftsand/or properties in whatever form and from whatever source,local and international, subject to the approval of thePresident of the Philippines, for the benefit of ICCs/IPs andadminister the same in accordance with the terms thereof or inthe absence of any condition, in such manner consistent withthe interest of ICCs/IPs as well as existing laws

  National Commission on the Role of Filipino Women

1.  Institute the gender responsiveness of national developmentplans and coordinate the preparation, assessment and updatingof the National Plan for Women, ensure its implementation andmonitor the performance of government agencies in theimplementation of the Plan at all levels.

2. Undertake continuing advocacy to promote economic, socialand political empowerment of women and provide technicalassistance in the setting-up and strengthening of mechanismson gender mainstreaming.

3. Ensure that the gains achieved by Filipino women due toPhilippine culture and tradition shall be preserved and

enhanced in the process of modernization.

  National Economic and Development Authority

The National Economic and Development Authority (NEDA), asmandated by the Philippine Constitution, is the country'sindependent economic development and planning agency. It isheaded by the President as chairman of the NEDA board, with theSecretary of Socio-Economic Planning, concurrently NEDADirector-General, as vice-chairman. All Cabinet members, as well

as the Central Bank Governor, are members of the NEDA Board.

  Home Development Mutual Fund (Pagtutulungan sa Kinabukasan: Ikaw,Bangko, Industria at

Gobyerno) 

1. To provide low-cost and socialized house and lotpackages/condominium units either for rent or for sale to lowincome Pag-IBIG members who cannot afford the housingpackages available in the market

2. To stimulate competition that will bring about better housing

packages in terms of price and development that will redoundto the benefit not only of Pag-IBIG Fund members but also ofthe public in general

3. To equitably distribute nationwide economic opportunitiesgenerated from housing production, and in the process,stimulate stability brought about by economic development

  Professional Regulation Commission 

1. Quasi-Judicial: Investigates cases against erring examinees and

professionals. Its decisions have the force and effect of thedecisions of a court of law, with the same level of authority asa Regional Trial Court. After the lapse of the period withinwhich to file an appeal, Commission decisions become final andexecutory

2. Quasi-Legislative: Formulates rules and policies on professionalregulation. When published in the official gazette, these ruleshave the force and effect of law

3. Executive: Administer, implements, and enforces theregulatory policies of the national government, including themaintenance of professional and occupational standards andethics and the enforcement of the rules and regulationsrelative thereto

  Social Security System 

Declaration of Policy"It is the policy of the State to establish, develop, promote andperfect a sound and viable tax-exempt social security systemsuitable to the needs of the people throughout the Philippineswhich shall promote social justice and provide meaningfulprotection to members and their families against the hazards ofdisability, sickness, maternity, old age, death and othercontingencies resulting in loss of income or financial burden.

Toward this end, the State shall endeavor to extend socialsecurity protection to workers and their beneficiaries." (Section 2,RA 8282)

  Government Service Insurance System

1. to maintain a provident fund, which consists of contributionsmade by both the GSIS and its officials and employees andtheir earnings, for the payment of benefits to such officials andemployees or their heirs under such terms and conditions as itmay prescribe.

2. to design and implement programs that will promote and

mobilize savings and provide additional resources for socialsecurity expansion and at the same time afford individualmembers appropriate returns on their savings/investments.The programs shall be so designed as to spur socio-economictake-off and maintain continued growth.

3. to be able to float proper instrument to liquefy long-termmaturity by pooling funds for short-term secondary market

  Office of the Ombudsman 

The Ombudsman and his deputies, as protectors of the people

shall act promptly on complaints filed in any form or manneragainst officers or employees of the Government, or of anysubdivision, agency or instrumentality thereof, includinggovernment-owned or controlled corporations, and enforce theiradministrative, civil and criminal liability in every case where theevidence warrants in order to promote efficient service by theGovernment to the people (Section 13, R.A. No. 6770; see alsoSection 12 Article XI of the 1987 Constitution).

The Ombudsman shall give priority to complaints filed againsthigh ranking government officials and/or those occupyingsupervisory positions, complaints involving grave offenses as well

as complaints involving large sums of money and/or properties(Sec. 15, R.A. No. 6770).

  Philippine Drug Enforcement Agency 

1. Take charge and have custody of all dangerous drugs and/orcontrolled precursors and essential chemicals seized,confiscated or surrendered to any national, provincial or locallaw enforcement agency

2. Prepare for prosecution or cause the filing of appropriatecriminal and civil cases for violation of all laws on dangerousdrugs, controlled precursors and essential chemicals, and othersimilar controlled substances

3. Establish and maintain a national drug intelligence system incooperation with law enforcement agencies, other governmentagencies/offices and local government units that will assist inthe apprehension of big-time drug lords

  Bureau of Immigration 

1. Act as the primary enforcement arm of the Department ofJustice and the President of the Philippines in ensuring that allforeigners within its territorial jurisdiction comply with existinglaws

2. Assist local and international law enforcement agencies insecuring the tranquility of the state against foreigners whosepresence or stay may be deemed threats to national security,public safety, public morals and public health

3. Act as chief repository of all immigration records pertaining toentry, temporary sojourn, admission, residence and departureof all foreigners in the country

  Technical Education and Skills Development Authority

The TESDA is the government agency tasked to manage andsupervise technical education and skills development (TESD) inthe Philippines. It was created by virtue of Republic Act 7796,otherwise known as the “Technical Education and SkillsDevelopment Act of 1994”. The said Act integrated the functionsof the former National Manpower and Youth Council (NMYC), the

Bureau of Technical-Vocational Education of the Department ofEducation, Culture and Sports (BTVE-DECS) and the Office ofApprenticeship of the Department of Labor and Employment(DOLE).

  Philippine Overseas Employment Administration 

  Industry Regulation  Issues license to engage in overseas recruitment and

manning to private recruitment agencies and ship manningcompanies

 Hears and arbitrates complaints and cases filed againstrecruitment and manning agencies, foreign principals andemployers, and overseas workers for reported violation ofPOEA rules and regulations, except for money claims

 Employment Facilitation  Accredits/ registers foreign principals and employers hiring

Filipino workers  Approves manpower requests of foreign principals and

employers Worker’s Protection   Conducts pre-employment orientation and anti-illegal

 Land Transportation Franchising and Regulatory Board 

1. To prescribe and regulate routes of service, economicallyviable capacities and zones or areas of operation of public landtransportation services provided by motorized vehicles inaccordance with the public land transportation developmentplans and programs approved by the Department ofTransportation and Communications

2. To issue, amend, revise, suspend or cancel Certificates ofPublic Convenience or permits authorizing the operation ofpublic land transportation services provided by motorizedvehicles, and to prescribe the appropriate terms and conditionstherefore;

3. To determine, prescribe and approve and periodically reviewand adjust, reasonable fares, rates and other related charges,relative to the operation of public land transportation servicesprovided by motorized vehicles

  Land Transportation Office

  Bureau of Corrections 

1. Safe keep prisoners convicted by courts three (3) years and one(1) day and above to serve sentence in prison.

2. Keep prisoners from committing crimes while in BuCor'scustody.

3. Provide inmates basic needs as human being.4. Ensure rehabilitation programs are made available to the

inmates for their physical, intellectual and spiritualdevelopment.

5. Develop livelihood programs to assist inmates earn a living anddevelop their skills while in prison.

  Office of the Solicitor General 

1. Represent the Government in the Supreme Court and the Courtof Appeals in all criminal proceedings; represent theGovernment and its officers in the Supreme Court, the Court ofAppeals, and all other courts or tribunals in all civil actions andspecial proceedings in which the Government or any officerthereof in his official capacity is a party.

2.  Investigate, initiate court action, or in any manner proceedagainst any person, corporation or firm for the enforcement ofany contract, bond, guarantee, mortgage, pledge or othercollateral executed in favor of the Government. Whereproceedings are to be conducted outside of the Philippines theSolicitor General may employ counsel to assist in the dischargeof the aforementioned responsibilities.

  National Labor Relations Commission

The National Labor Relations Commission is a quasi-judicial bodytasked to promote and maintain industrial peace by resolvinglabor and management disputes involving both local and overseasworkers through compulsory arbitration and alternative modes ofdispute resolution. It is attached to the Department of Labor andEmployment for program and policy coordination.

  National Telecommunications Commission

1. Grant certificates of Public convenience andNecessity/Provisional Authority to install, operate and maintaintelecommunications, broadcast and CATV services

2. Grant licenses to install, operate and maintain radio stations3. Conduct radio communications examination and issue radio

operators certificate4. Enforce applicable domestic and intemational laws, rules and

regulations, prosecute violation thereof, and imposeappropriate penalties/sanctions

5. Perform such other telecommunications/broadcast-relatedactivities as may be necessary in the interest of public service
