Page 1 of 2 ozqc2013/PPA FUNCTIONAL STATEMENTS, OBJECTIVES AND EXPECTED RESULTS Office/Department : CITY VICE MAYOR’S OFFICE 1016 F u n c t i o n : Vice Chief Executive of LGU and Presiding Officer of Sanggunian Funds/Special Account : GENERAL FUND SANTIAGO CITY FUNCTIONAL STATEMENT: 1) Act as presiding officer of the Sangguniang Panlungsod and sign all warrants drawn on the city treasury for all expenditures appropriated for the operation of the Sangguniang Panlungsod; 2) Subject to civil service law, rules and regulations, appoint all officials and employees of the Sangguniang Panlungsod, except those whose manner of appointment is specifically provided for under existing laws; 3) Assume the office of the city mayor for the unexpired term of the latter in the event of permanent vacancy; 4) Exercise the powers and perform the duties and functions of the city mayor in cases of temporary vacancy. 5) Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance. OBJECTIVES: 1) To have a pro-active stance on governance that necessitates comprehensive studies on legislative measures in relation to their implementation; 2) To be instrumental in translating public sentiments and provide mechanisms for information and consultations which are pivotal to the attainment of a dynamic legislature; 3) Preserve order and decorum during sessions and in case of disturbance or disorderly conduct in the session hall or within the premises, take measures as he/she may deem advisable or as the sanggunian may direct; and 4) To provide opportunities for Sangguniang Panlungsod employees to enhance their knowledge and skills to provide efficient legislative support. FUNCTIONAL STATEMENT:

1) Act as presiding officer of the Sangguniang Panlungsod and sign all warrants drawn on the city
