The project architect has informed the district that Western Ventures Construction, Inc. met all of its obligations for final completion of the Science Classroom Upgrades. A letter from Dykeman Architects notifying the district of Western Ventures’ contract completion and recommending final acceptance is attached. Attachment: Dykeman Architects Final Acceptance 20130205.pdf (205 KB) Board-Superintendent Communications Four separate items of correspondence resulting from the U.S. Navy Band concert this week are included in the Friday Report. Following on the heels of the U.S. Navy Jazz Band concert this past year, this community event (co-sponsored by the district, city, and Rodland Toyota) nearly filled Civic Auditorium and brought the crowd to its feet on numerous occasions. Frank McChord once again led the effort to bring the band to Everett, and the remarkable experience many of our band students enjoyed as they joined the band for Sousa's Washington Post march will stay with them always (see the related item below). The communications office has also received notes of thanks for the district's central role in sponsoring the event. The fifth item of correspondence is a continuation in the series with Mr. Heckathorn. The curriculum and assessment office is preparing another response to Mr. Heckathorn's suggestions and comments. Finally, an email series from Director Olson regarding written confirmation of her interest in attending the NSBA Conference is attached (note the verification that the Spokane Doubletree did refund room charges, but WSSDA did not refund fees, in connection with Director Olson's reservation and registration charges for the annual conference this past November). The foundation board met with the district board of directors to assist in aligning the foundation's efforts with the district's strategic priorities. One outcome of that effort is the upcoming foundation annual breakfast focus on science, technology, engineering, and math (STEM) programs on March 21, 2013 from 7:15 to 8:30 a.m. at the Hansen Conference Center in the Comcast Arena. Boeing's commercial airplane manufacturing head, Scott Fancher, will keynote the breakfast. On a related note, look for the Everett PTSA Council's newly completed strategic plan in an upcoming edition of the Friday Report. Training for English Language Learner Referral to Special Education (Strategic Target: 1.2.a)In mid-February, the English Language Learner (ELL) department and the Special Education department will present ajoint training for Student Study Teams (SST) and special education staff at all schools. The two departments have workedtogether to develop a consistent process for Student Study Teams to follow that will help ensure that ELL students whoqualify for Special Education will get that support, while those for whom the lack of English language competence is anissue will not be incorrectly identified as disabled. The training will teach SSTs a four-step process to follow whenconsidering whether an ELL student who is struggling academically should be referred for evaluation for special education.The training is in response to questions from school personnel regarding how to better identify those ELL students who arestruggling due to limited English versus those who are disabled and would benefit from special education support. Thefour-step process provides staff guidelines to follow in gathering data regarding the student’s progress and consideringfactors that may impact that student’s progress. It requires the SST to implement and monitor interventions over time. Ifthe student continues not making adequate progress despite targeted interventions, the SST will consider whether to referthe student for evaluation using a 16-point matrix. The matrix helps to structure the discussion and ensure considerationof all factors. The four-step process and 16-point matrix are attached.Attachment: Intervention Process 20130215.pdf (21 KB)Attachment: Critical Data Matrix Everett 20130215.pdf (116 KB) Math Adoption Update (Strategic Target: 1.2.a)As part of the math adoption process, special education teachers and administrators were included to recommendinstructional materials to support the district’s math curriculum. During this process, staff took advantage of theopportunity to be involved in hands-on, in-depth screening of different programs and lesson test programs in specialeducation classroom settings, hear presentations from program consultants and give ongoing feedback regarding ourevaluations of programs to best support special populations. Science Technology Engineering Math (STEM) Fellows Program (Strategic Target: 1.2.b)This winter Boeing awarded a grant to the Washington Alliance for Better Schools (WABS) to develop a STEM Fellowsprogram. STEM Fellows teachers will work collaboratively in cross-district teams with engineers, scientists and higheducation partners to enhance math and science lessons to incorporate STEM activities related to local industries. Thisspring, Everett teachers are participating in the pilot of the STEM Fellows program with teachers from Shoreline SchoolDistrict. The first unit will be an enhancement of the battery activities found in the electricity unit at eighth grade. STEMFellows will enhance the lessons to reflect problem based learning strategies, next generation science standards, andcommon core state standards in mathematics. The intent is to develop lessons incorporating the engineering designprocess well as provide teachers with new skills and knowledge they can share with their colleagues. As the programdevelops the teams will include mathematics, science, and related CTE teachers. Washington Green Schools (Strategic Target: 1.2.b)Washington Green Schools is partnering with Everett Public Schools teachers on a Boeing-funded project to incorporatereal time energy usage data from across the district in science lessons. The lessons will become part of the energyresources unit in our ninth grade Coordinated Science class which already uses data from the solar panels at Cedar Wood.Coordinated Science students also use the engineering design process to improve windmill blades as the students developan understanding of sustainable energy. As a result of these kinds of modifications throughout the course, coordinatedscience is the district's first of CTE/STEM science courses. Students are able to apply credit earned in the class towardmeeting both lab science and CTE graduation requirements. Pre-AP Collaborative Teams (Strategic Target: 1.2.b) In early February, eighth and ninth grade challenge and language arts teachers met to continue work toward verticalalignment of concepts, content, and skills taught in their classrooms, and to continue their work with unpacking andarticulating the English/Language Arts common core state standards (CCSS). During this work session, teachers workedon the reading information standards, and the reading literature standards from CCSS. One of the activities in whichteachers engaged was developing a pre-AP writer’s learning progression and a pre-AP reader’s learning progression. Theseprogressions identified specific concepts that students would develop from grades 6 through 12 based upon CCSS andAdvanced Placement standards. In addition to analyzing the standards with their colleagues, teachers collaborated on anddesigned common rigorous lessons that were aligned with both the CCSS and pre-Advanced Placement (pre-AP)standards. This work will continue with content-area and grade-level teams in the individual buildings and at pre-APcollaborative team meetings. Navy Band High School Class Visits (Strategic Target: 1.4.a)As part of their visit for the Navy Band concert this week, four Navy Band musicians joined band students at Jackson andEverett High Schools. The Navy musicians shared information about music careers in the Navy, played instruments withthe students, and gave individual instruction. Students were interested to hear that all the Armed Forces have musicprograms stationed in Washington, D.C., around the United States, and overseas. Auditions are open to all musicians, butstudents learned that most Navy musicians earn a bachelor’s degree, often a master’s degree, and sometimes a doctorate,to reach the level necessary for a successful Navy career. The Navy musicians also provided one-on-one instruction toseveral students, showing them how to improve tone and musicality. This was an enriching and unforgettable opportunityfor Everett Public Schools music students.

Washington English Language Proficiency Exam (WELPA) Update (Strategic Target: 1.5.a)In early February, the OSPI Assessment Operations Department notified all districts to continue suspension of WELPAtesting for the week of February 11 – February 1. OSPI Assessment Operations is working with the WELPA vendor toresolve the issues with the test booklets. At this point, testing for grades 9 through 12 is expected to commence later inFebruary. The other grades will commence on dates determined by OSPI Assessment Operations as they work with theWELPA vendor to provide remedies that minimize the impact on students. The EPS Curriculum and Assessment staff willcontinue to work with categorical programs staff to keep affected staff apprised of the transition timeline and provideassistance where needed. Learning Management System (LMS) Update (Strategic Target: 2.1.a)Over the past few months the LMS team has been working on several priorities aligned to strategic plan deliverablesdeveloped in August 2012. Grade Book: An attendance systems integration field test began with Sequoia High School teachers. All teachers havebeen trained and are taking attendance in the grade book. Attendance data is being pushed into eSchool every 30minutes. Office staff members are managing any changes made in the grade book. The semester grade push wassuccessful. The team plans to expand field testing to a middle school at the start of trimester three in March. Assessment: Biology and chemistry teachers completed their final exams using LMS. There were a few issues withscanning, which were resolved collaboratively with Gobal Scholar's implementation engineer and education specialist.They communicated regularly and throughout the weekend as the LMS team worked to complete the process. High schoolreading data from a recent assessment is available in Insight, the name for the LMS data analytics component. Parent Portal: An updated mock-up of the new parent portal was received this week. The information was shared with highschool principals, success coordinators and K-12 counselors. Feedback from these groups was compiled and sent to GlobalScholar for review. The LMS team met with Global Scholar and discussed the feedback and next steps in the process. Insight: All administrators have now received training in Insight. Elementary DRA data is available for use. The teamovercame the data integration challenges from the past year data, and data from 2006 forward is now available in mostcurricular areas. Elementary specialists and office managers training has begun. The LMS team will be working with theInstructional Leadership Council to make decisions about access issues as they continue product implementation and rollout (which is a five-year process). Curriculum: The LMS team is working to load standards into the system. An initial decision was made about formatting,allowing the team to successfully load standards into the district's test instruction environment. Testing the integrationbetween grade book and instruction is the next step to completion. Once completed, the data will be tested in the liveenvironment. State Auditor Entrance ConferenceThe State Auditor Office team met with the board president and vice president and several district staff to conduct theaudit conference this week. While the meeting was published as a precaution against an unlawful meeting of the board,there was not a quorum so no meeting occurred. The audit team reviewed the attached entrance document, and describedthe audit plan for this year. The audit scope and cost to the district is reduced from last year because the federal ARRAfunds expired the prior year (receipt of those federal funds generated a considerably expanded and more costly auditscope).Attachment: Gadbois Email (SAO audit entrance) 20130211.pdf (20 KB)Attachment: SAO (Everett School District Audit Entrance Handout) 20130211.pdf (218 KB) Public Records Requests UpdateDeno Millikan Law Firm: The request for records addressing property markers and survey stakes at Whittier Elementaryhas been completed. Edie Beyer: Ms. Beyer requested attachments from the January 18 Friday Report, including the elementary class sizereport, and the student FTE and headcount enrollment updates. This request has been completed. Eve Mennen: Ms. Mennen requested a copy of the school bus video documenting an issue with her son. This request hasbeen completed. Rodman Reynolds: Mr. Reynolds requested the voucher and supporting documentation for “IXL Subscription Services,”which is attached here. He further requested copies of the January 18, 25, and February 1 editions of the Friday Reportincluding the executive content and contacts areas.
