Not a Mere Land DisputeIn a spot report, the local police of Laur said that the motive behind the killing is a mere land dispute. the police, however, did not identify any suspect.

Lilibeth told the fact-finding team that the fam-ily strongly believes that the military, particularly the 7th Infantry Division (ID) of the Philippine Army, was behind the killing.

LOSING senatorial candidate Risa Hontiveros-Baraquel yes-terday led petitioners in filing the impeachment case against Ombudsman Merceditas Guti-errrez at the House of Repre-sentatives.

Baraquel said she will no longer wait for the formal open-ing of the 15th Congress for the filing of the impeachment case since the one year ban has al-ready lapsed. The first impeach-ment case against Gutierrez was filed in March 2009.

Aside from Hontiveros, oth-er petitioners, retired military general Danilo Lim and Felipe Pestano, were very confident that with the new president, Benigno Aquino III, the case against Gutierrez will prosper.

Akbayan Reps. Walden Bello and Arlene “Kaka” Bag-ao are set to endorse the complained.

Basically, the complaint con-tained the old charges included in 2009 impeachment case and new issues to prove that she failed to fulfill her mandate.

The petitioners accused Guti-errez of betrayal of public trust and culpable violation of the Constitution when she failed to act on some graft cases involv-ing high officials of the previous administration.

“When the Ombudsman herself has lost the trust and the confidence of the people whom she is expected to serve, as a result of her failure to per-form her mandated functions, the remedy of the people is to

remove her from office through the impeachment process,” the petitioners said.

Among the issues raised in the complaint are the P1.3 billion counting machines procured by the Commission on Elections, the collusion of some bidders and government officials on the World Bank-initiated projects, the extor-tion case of former Justice Secretary Nani Perez, Fertil-izer Scam, Euro Generals and others.

It can be recalled that during the 14th Congress, the House committee on justice then chaired by Quezon City Rep. Matias Defensor has dismissed the impeachment case due to insufficiency in substance.

Ombudsman charged anewDEPARTMENT of Education (DepEd) Secretary Bro. Armin Luistro ordered all school officials to take necessary measures to prevent the possible oc-currence of Influenza A(H1N1), which becomes prevalent on the onset of the rainy season.

Luistro said the agency has lined up precautionary measures in prepa-ration for the possible out-break in schools.

“We call on the parents, students, teachers, and school officials to be mindful of their health, take extra precaution, and to be watchful for any symptoms pointing to A (H1N1),” said Luistro.

He also instructed all school officials to maintain sanitation in school premises and directed school health officials to conduct informa-tion dissemination campaign so that students and the community

will know what A (H1N1) virus is, and what the community can do to prevent it.

“The safety of the students, of-ficials and personnel should always be on top of our concerns. While the government was able to contain A (H1N1) last year, it nevertheless re-sulted to many class days missed by students, “ he said.

“This year, we should not let it stop our school operations, instead, we should be ready to do our part in controlling the spread of the virus,” Luistro added.

DepEd has also issued guidelines on the implementation of Preventive Alert System in Schools, a systematic relay of information on the child’s or teacher’s state of health to medical personnel/agencies in the locality which all school heads should follow.

FIvE persons, including an American, were killed by a still unidentified man in Angeles City, Pampanga yesterday after-noon.

Sr. Supt. Danilo Bautista, Angeles City Police chief, said one of the fatalities Albert Mitchell was found lying in a pool of blood inside his rented apartment on 18 Manuela St., Barangay Malabanias around 1:30p.m.

THE Southern Luzon Bus Oper-ators Association (SOLUBOA) is set to seek an additional 40 centavos per kilometer fare to cope with the implementation of the 12 percent value added tax and 250 percent toll hike on August 16.

Homer Mercado, SOLUBOA president, said they are now preparing the petition to be filed before the Land Transportation Franchising and Regulatory

Board (LTFRB). However, Mer-cado said they are still hoping that the Toll Regulatory Board (TRB) will make a thorough re-view on the implementation of 250 percent hike on toll before being implemented.

“Kayang tanggapin ng op-erators ang 12 percent vAT pero ‘yung 250 toll fee ay abot-langit ang presyo,” Mercado ex-plained.

While the group is seeking a

fare increase before LTFRB, it also filed a separate petition at the TRB to provide them with proofs and matrix where the board got their computation of the 250 percent increase.

Earlier, Bureau of Internal Revenue chief Kim Henares said the government will get some P1 billion every month from the VAT on toll from which the poor will benefit.

CalooCan City Mayor Enrico “Recom” Echiver-ri yesterday instructed the concerned city hall departments to immediately find solutions to the current water supply problem that have adversely affected the lives of residents.

Echiverri bared that some 50 trucks carrying free water would be making rounds in areas hit by the water crisis, particularly in Bagong Barrio, Baesa, Sta. Quiteria, Talipapa and other barangays in order to ease the plight of locals.

Each truck would be able to hold 14,000 liter of water, the mayor said, that’s why he hopes it would be enough to answer the needs of his constituents that have been in dire need of water.

aside from this, the local government has also assured that all 21 deep wells—particularly in north-ern part of the city—would be fully serviceable, ca-pable of supplying the area with 60,000 gallons of water. Echiverri has also directed the city engineer-ing office to monitor the deep wells so they may be put into proper order in case anything goes wrong with them. Meanwhile, the Patubig Office has been tasked to take care of the water supply problems in the first district of Caloocan, which has reported to have been seriously affected by the shortage.

In the meantime, Echiverri guaranteed his con-stituents that the rationing of water would contin-ue especially at hard-hit areas until the supply of water returns to normal in Caloocan.

The local government said that it has been coordinating with Maynilad Water Services, Inc. (MWSI) in pinpointing locations that currently have little or no water.

W hile walking through a home-improve-ment store, i saw a man wearing a bright red T-shirt bearing this melancholy mes-

sage: “Confidence: The feeling you have just before you understand the situation.”

i laughed at this humorous concept, but i also real-ized that the shirt carried a sane and sound warning. It’s a reminder to all of us who try to get things done through confidence in our own ability or credentials but without consciously trusting in the strength of God. If we think we can accomplish life’s tasks in our own strength, that false confidence will inevitably become our undoing—and we’ll collapse under the weight of our own failings.

Paul wrote to the Corinthians about this by recall-ing ancient Israel’s penchant for self-confidence and self-sufficiency. He described everything the Israelites thought they had going for them; then he told how they had turned those benefits into a license to sin and an almost arrogant confidence that would prove to be their undoing.

Paul said their self-confidence should warn us. His conclusion? “let him who thinks he stands take heed lest he fall” (1 Cor. 10:12). Psalm 118:8 shows us the best way: “it is better to trust in the lord than to put confidence in man,” or in ourselves. Where is your confidence?
