The S~fety Mapping Tool was designed by the Women's Centre for Health Matters (WCHM) using an

ACT Government Women's Safety Grant and was launched In August 2016.

The Safety Mapping Tool is used to ga':fhe:r information from Canberrans (particularly women) about

the public places and spaces in t he ACT where they feel safe or unsafe. It is hoped that this will provide

a greater understanding of which elements contribute to those spaces being perceived to be safe or

unsafe.

women, feel safe.

The Women's Centre for Health Matters {WCHM) have been IA dls-eoS'Stons with a number of ACT

government directorates {including EPSDD, TCCS aurl tsllt about ttae findings of the Safety Mapping

Tool and how these can be used to inform government planning decisions.

Over 7(00 pJeces a:Ue;edhac._ have been received through the Safety Mapping Tool and ever 80 'per

cent~ f these were submitted by women. Not surprisinglf. feedback has indicated that perceptions of

safety for women are primarily related to wh? is~ the'sPace, how they are using that space and how

visible they are (eg. lighting).

Fifty seven per cent of the feedback received focused on the Inner North ACT, the majority of which

focused on Haig Parl<. Input received on Haig Park was used by the ACT government to inform the

recent modifications carried out.

Next Steps

Ongoing work will be undertaken to support the use of data from the Safety Mapping Tool in ACT

government planning, including:

• Relevant areas of the ACT government (particularly EPSDD and TCCS} engaging with the

WCHM to get existing data when new planning projects arise.

• Relevant areas of the ACT government advising the WCHM when they need additional data

on specific locations so that the WCHM can make a specific request to the public for

additional data.

Couple of minor corrections to the Minutes ... I didn't give a number for how many reports had been made in the tool - I think I said "over 700" but couldn't say an

exact number. 80-85% of respondents were female (depends on which age demographic Is looked at) We only have a small amount of data about cycling specifically, but what we do have is consistent with safety concerns around foot travel. I'm not sure about the concl1.1sion about integrating the safety mapping tool with Of'N's event audit toolkit- I don't know what's in the toolkit or how the two things might be integrated, so that's not a conclusion I can support.

Agenda Item: Progress update on Action 1.2 and discussion on the opportunities for the Safe~y Mapping Tool and to guide ACT Government planning

Discussion:

Emma Davidson provided an overview of the data collected by the Safety Mapping Tool (handout provided). Key findings were:

o Close to 770 responses received o 85% of respondents were women. o Perceptions of safety for women primarily focused on who was in the space and how they were using

that space. i.e. spaces that were deserted or spaces that were occupied by a single demographic were perceived as unsafe.

o Men's perceptions of safety were based on the physical design and appearance of space. i.e. graffiti o 57% of reports focused on Inner North ACT, the majority of which focused on Haig Park o Feedback also focused on lighting, cycling infrastructure bus stops, and town centers

Feedback was based on perceptions or safety, rather than reported clime statistics. Input was n1ost successful when feedback was sought for a specific location end timeframe. Data is used by WCHM in a way that does not stigmatize specific areas or communities. WCHM has also consulted women on housing choices, feedback collected showed that women want a mix of housing typologies and a varied demographic in neighborhoods.

Conclusions:

Strategic Planning could use the Safety Mapping Tool Data for the Dickson Section 72 community consultation. The Safety Mapping Tool may be integrated into the Strategic Planning Place Audit Toolkit (not yet publically available)

- The safety mapping tool maybe integrated with the Office for Women event audit toolkit. Opportunity for data to be used for design and location of Light Rail Stops. Active Travel planning Data can be used to help EPSDD teams select venues for community consultations

Action items ✓ Strategic Plannlng, Office for Women and EPSDD to advise WCHM when a specific areanocation needs data,

preferably six months to allow time for data collection.

Following our discussion I've spoken with our executive sponsor and relevant senior manager regarding the meeting with CSD to discuss the Safety Mapping Tool. At this time we have not been able to identify which staff members from EPSDD have worked on the project previous and/or have received data and information from WCHM collected by the safety mapping tooL

Do you know if WCHM have provided providing information from the safety mapping tool to ACT Government? It would also be useful to understand the type of data collected and how WCHM plans to use and distribute t his .nforrnation.

I am happy to attend the meeting to discuss these questions, noting that I t1ave not been involved in development of the safety mapping tool. I will also continue to try and find other relevant EPSDD staff members to attend.

As discussed EPSDD will not be able to provide the final Year One Reporting Template today. The template is currently being finalised and will be provided at the earliest possible convenience.

Gender and the safe use of public spaces in the ACT: Interactive digital mapping project

This project will extend and complement the Women's Safety Assessment project that was funded through the Audrey Fagan Community Grants Program over 2013-14 by creating a digital landscape which will allow Canberrans to map out the routes that they take across the City.

KEY' OUTCOMES:

• The development of an online digital mapping tool designed to assist Canberrans, ACT Directorates, and community organisations by mapping how people use public spaces in the ACT (Online tool developed and available);

• Sex-disaggregated data collection on how women (and men) use Identified spaces in the ACT which will be a valuable tool in recommending improvements in the delivery of public services and facilities in the ACT (data collection report, recommendations);

• Identify and increase knowledge of gaps and barriers that contribute to social inclusion and impact adversely on wellbeing for women in the ACT (batriers and gaps Identified; and

• Women are provided with opportunities to contribute to the design and location of safe, secure, and accessible public facilities (number of total hits to the online resource, number of women using the online tool).

Thanks for the verbal confirmation last Thursday that - because of unexpected issues out of our control - WCHM would be able to carry over the remaining funding for the Digital Mapping project.

As discussed we received $25,000 funding from the 2013-14 ACT Women's Grants program to deliver the project from 1 July 2014 to 30 June 2015. The project involved working closely with CIT to develop an online digital mapping tool. Myself and a project officer worked closely from July - September with Cff to scope what the tool might be and how they might involve students to help design the elements of it duding January- June. The person we dealt with suddenly became seriously ill in September and we have spent many months since then trying to get support from CIT to progress the project. I was advised last week finally form the Head Of School that due to illness among several of their faculty they are unable to follow through on their commitment. But we are following through with them on other alternatives including options in the private sector or with external students.

This will mean though we will need to carryover the remaining funding left and the deliverables to the 2015-16 Financial Year. The expenditure YTD on the project has been $6,214.37 (exc GST) and we will need your formal approval to carry over the remaining $18,785.63 to next financial year.

The Mapping Tool has been designed to collect basic demographic information about the person using the tool•sex, age.and disability.

The tool allows a user to select a suburb or area (using a rectangle or ctrcle icon, or a marker) and to provide details about the day/time they used the area, whether they felt safe or unsafe in that area and the reasons that users felt unsafe or safe.

WCHM is able to ccllate that information and report on the results for specific areas, sex and age disaggregated data, the reasons users gave for feeling unsafe (or safe).

This will allow WCHM to use the age and sex disaggregated data to identify ACT spaces where 5afety has been identified as '-------------·----------<---~------~

a factor and the reasons, to make recommendations and inform the future design of public spaces and facilities, and the need for improvements on current s~9es. In the testing phase, the types of barriers identified by women (who were the majority of testers) included lighting, isolation, lack of surveillance, & harassment by others in the area. Once the tool has been in use for 6 months the data about barriers/gaps will be collated and used to increase knowledge about the impact of the design of public spaces on their use by women . In the testing phase, the numbers of users were small but 99% of those were women and ail the responses were about unsafe areas - mainly Haig Park and the city areas. This shows us that the tool" once promoted and launched -will appeal to women.

In the testing phase, several improvements were suggested by women which WCHM will implement before the launch so that the tool is user friendly and easy to use. And the tool can be used on desktop or mobile devices in a web browser which helps provide better opportunities for use.

For the launch, WCHM will then develop a plan for promoting the tool so that we ensure that ACT women are aware of it and can contribute to planning and design of safe spaces through it's use. WCHM will also promote the tool to women throuah our _ ...... .....

networks and media etc when there are opportunities to provide specific input (such as redevelopment of spaces or planning for new spaces in the ACT).

The collation of information over ti me will help to understand what elements contribute to safety perceptions - positively or negatively - and how if these characteristics are not

. removed, improved or !addressed, women and some other people in our community will take their own action to stay safe, {which mostly means avoiding these places based on the initial data}.

As the data grows over time WCHM expects to formally report on the results from the tool annually.
