This free training was an initiative of Korea Polytechnic Professor Keon Beom Lee KOICA phase 2 Project Consultant for Entrepreneurship. The enrolment application started on December 1, 2014 until January 31, 2014 and classes begun on February 1, 2015 and was culminated last March 31, 2015. n pursuant to Republic Act No. 10650 (known as the “Open Distance Learning Act”) which objective is to expand and further democratize access to quality tertiary education

through the promotion and application of open learning as a philosophy of access to edu-cational services, and the use of distance education as an appropriate, efficient and effective system of delivering quality higher and technical educational services in the country, Zonal Consultations were conducted to selected venues in Luzon, Visayas and Mindanao.

It is an honor to the Center to be selected as the venue for the MindanaoZone consultation of the above said activity last May 5, 2015. This event was spearheaded by the University of the Philippines (UP) in collaboration with Technical Education and Skills Development Authority (TESDA) and Commission on Higher Education (CHED). Maraming manggagawa (skilled workers) ang na-hihiyang makipagkamay sa kanyang kapwa lalo na sa kanyang nililigawan dahil daw sa makalyo ang kanyang kamay. May mga tao rin na nangungutya kung ang nakipagkamayan sa kanila ay makalyo at magaspang ang palad dahil ito ay nangangahulugang ang taong nakamayan ay may mababang uri ng trabaho. Maaar-ing ito ay totoo at nakakahiya sa mababaw na pag-iisip o pag-akala. Subali’t lingid sa kaalaman ng mga may ganitong pag-iisip at, ito ay napakalaking kamalian!

Kung laliman lamang at alaming mabuti ang da-hilan at mga sirkumstansya kung bakit makalyo at magaspang ang mga kamay ng mga skilled workers ay dagling mawaglit kaagad ang maling akala ng iba. Paalala, maraming namamatay sa maling akala!

“No man is an island” ‘ikanga. Tayo ay may kanya-kanyang gampanin sa lipunan na ating pinaninirahan. Bawat tungkulin ay mahalaga - gaano man kalaki o ka-liit nito ganundin na may kaakibat na epekto ito sa tra-baho ng iba na maaaring maging positibo o negatibo. Ang mga skilled workers ay nasa gitna ng herarkiya (hi-erarchy) sa sistema ng trabaho. Ang mga non-skilled workers ay kinukuha ang serbisyo ng mga skilled workers para sa kanilang sariling pangangailangan tulad ng mga construction workers sa pagpapatayo nila ng bahay at iba pa. Habang ang mga engineers at mga scientists naman ay kukuha ng mga skilled workers para isakatuparan ang kanilang mga plano/desinyo o eksperimento ayon sa detalyeng teknikal o specifications upang ito ay gagana ayon sa inaasahan. Dahil dito ay hayag na hayag na lubhang kailangan ang mga skilled workers sa dalawang bahagi ng sistemang pangtrabaho sa ating lipunan. Ganoon din na klaro na karunungang teknikal at bihasang kamay ang kapital ng mga manggagawang teknikal upang maisagawa nila ang kanilang mga tungkulin. Sa pa-aaral at pagsasanay pa lamang sa teknikal at bokasyonal na mga kurso ay pinakamalaking bahagi sa kurikulum ang “HANDS-ON” na sinusundan ng theories, work values at entrepre-neurship. (sa ngayon ay idinaragdag ang critical think-ing, research at supervisory skills upang lalong maging epektibo ang mga manggagawang teknikal)

Ano kaya ang mangyayari sa ating mundo kung walang mga manggaga-wang teknikal?

Sa tingin mo, bihasa kaya ang isang tinaguriang skilled worker (maliban sa IT at ibang soft skills) kung sakaling siya ay isang mason o karpen-tero ngunit ang kamay niya ay makinis; walang kalyo o magaspang?

Mga dalagang sinusuyo ng mga manliligaw na skilled workers (hard skill), alin kaya ang pipiliin mo, may makinis o may magaspang/makalyo na kamay upang masiguro ang iyong kinabukasan?

Kung alam mo na ang tamang kahulugan at katuturan sa magaspang o makalyong kamay ng manggagawang teknikal, dapat bang ikahiya ito?

ustling city of Cagayan de Oro became the venue for the Mindanao Zonal Dual Part-nership Forum 2015 last May 26, 2015 at Lim Ket Kai Luxe Hotel. The said event was attended by more than 300 participating schools, training centers, industry partners from the six regions in Mindanao.

The Forum aimed to revitalize the dual-training system which was pioneered from Germany. A brief presentation was given by Project Director Tobias Bolle of the Dual-training German-Philippine Chamber of Commerce and Industry, Inc. to refresh partici-pants on the concept behind this system of training.

Director Marta M. Hernandez, TESDA Executive Director, shared the DTS In-centive and Accreditation Procedures citing Republic Act No. 7686 or the Dual Training System Act of 1994. The Act intended to strengthen manpower education and training in the Philippines by institutionalizing the dual training system of technical and vocational education and training, providing the mechanism, appropriating funds therefore and for other purposes.

Two workshops were held which grouped technical-vocational institutions (TVI) and industry representative into industry cluster, TVIs and economic sector. The workshop aimed to garner the pulses of participants on the advantages and disadvantages of DTP/DTS program as well as soliciting commitment in implementing and developing it to their respective institutions.

On April 30, 2015 another fruit of cooperation was received; 40-footer vans started to arrive at the Center transporting brand new equipment, tools and materials/supplies for the Incubation

Center. All the items brought directly came from South Korea.

It took more than a day to haul these restobar and farm implements fabrication equipment, tools and materials/supplies. Korea Polytechnic Professor Keon Beom Lee, KOICA phase 2 project consul-tant for entrepreneurship facilitated the order, shipping, and checking of the newly arrived items which ranging from heavy equipment like forklift, state-of the-art farm machineries for the fabrica-tion, big kitchen equipment, and authentic Korean-made furniture together with its supplies and materials.

Along with the restobar and fabrication items delivered, were the equipment, supplies and materials for the Korean Book Cafe’, Korean Language and Culture class room, and Korean Overseas Volun-teers’ room at the second floor of the Incubation Center building. Likewise, the needed equipment of the Multi-purpose hall located at the rear part of the building which includes high-end sound system.

Though the delivery was overwhelming, still many needs of the Incubation Center were needed to be purchased in Davao City or in the Philippines. Again through concerted efforts, Professor Lee and the concerned Filipino counterparts in RTC-KorPhil Davao identified said lacking needs.

Hindi Sapat ang Galing at Kasanayang Teknikal upang Maituturing na

“Total Skilled Worker”

Hindi maiiwasan sa hanay ng mga kabataang bago pa lamang natuto sa Tech-Voc courses

na minsan mahulog sa maling akala. Sa sobrang tuwa sa bagong natutunang proyektong-teknikal na hindi lamang napag-alaman ng trainee ang proceso nito, bagkus ito pa ay gumagana at maaaring pa niya itong i-customize ayon sa gusto niya (kung applicable) na magkaroon kaagad ng kumpyansa at bilib sa sarili. Ito ay dahil normal lamang na mapusok ang mga kabataan, sadyang mapaglaro pa at kalimitan mahilig mang-asar/mangantiyaw sa kasama kung nakakalamang. Tulad halimbawa sa sector ng ICT, marami sa mga kabataan lalo na sa mga lalaki na gustong magiging hacker – gusto niyang mapasok o kontrolin ang computer system ng mga kasama niya at ipagmayabang na mas magaling siya. Maituturing man itong normal sa bahagi ng buhay ng tao ay hindi ito dapat ikonsinte ng guro, dapat kaagad itong ituwid subali’t sa paraang maintindihan ng bata ang magiging negatibong kahihinatnan nito sa susunod na yugto ng kaniyang buhay pagkatapos ng training. Ang kumpyansa at bilib sa sarili ay hindi ma-sama bagkus magiging driving force pa ito ng trainee upang mas lalong magsumikap sa kanyang pag-aaral. Subali’t kung ito ay lumabis na, hindi kontrolado at naka-kasama na sa kapwa ay di lamang masama ito, mapanganib pa! Ang TESDA ay may acronym na KASH na dapat maisapuso ng mga trainee lalo na sa mga kabataan. Ito ay nangangahulugang Knowledge, Attitude, Skills and Habit (maaring sa ganitong pagkahanay o order rin - skills, knowledge, attitude and work values). Samakatuwid, hindi lamang pala sapat na marunong at magaling ang isang skilled worker, kailangan din pala ang tamang pakikitungo at ugali sa trabaho upang maituturing ganap o total skilled worker. Base sa eksperyensya at modelo ng Tech-Voc Education sa Amerika, sa K-12 ang senior high school student ay dapat nasa exploratory stage pa sa iba’t-ibang sector ng industriya upang maaninaw niya kung anong skills talaga ang nais niya at ganon din na maaari rin siyang makapagtrabaho sa industy pagkatapos ng high school sa level na NC 1 (pabalik-balik o routinary na trabaho sa pagmamasid ng super-visor) at NC 2 (may kaunting autonomiya sa pabalik-balik na trabaho). Nguni’t sa pagdating niya sa post-secondary, kung sa ating bansa sa pag-enroll niya sa TESDA, ay dapat magsasanay siya upang maging espesyalista sa skill na gusto niya. Kung kaya ayon sa bago nating Philippine Qualification Framework, da-hil nasa TESDA na siya, ideal na kukunin ang NC 3 (Designer level) patungo sa NC 4 (Mentor/Supervisory/Managerial level) hanggang NC 5 (Master Mentor o dalubhasa na pang-international ang kalibre) na siyang pinakadulo para sa Kasanayang Teknikal– Vocational (hanggang 3-year course lang din ang TESDA) ang kasunod nito ay para sa Commission on Higher Education (CHED) na. Maaninag natin ayon sa mga nabanggit sa itaas na sa mundo ng trabaho (world of works) pagkata-pos ng pagsasanay sa paaralan ay nag-iiba na ang takbo ng buhay o mundo ng isang graduate. Hindi lang pala na trabaho ng trabaho lang kundi may mga makasalamuha ka nang ibang mga katrabaho at level ng trabaho. Dito na papasok ang “Attitude” at “Work Value/Habit” kaagapay sa “Knowledge” and Skills” kasi kailangang mong makikitungo sa katrabaho mo (team mates) upang matapos ang trabaho ayon sa deadline o mas maaga pa rito. May mga supervisor at iba pang mga superiors na dapat mong sundin at pakikitun-guhan higit sa lahat dapat mong ma satisfy sa iprenisenta mong output sa trabaho. Ang Knowledge, Skills, Attitude at Work Value/Habit rin ang mag determina kung aangat ka ba, manatili, o mawalan ng trabaho (sa normal na takbo ng trabaho - hindi kasali rito ang implwensya, politika, at iba pang aspetong katulad nito). Ngayong alam mo na at may bisyon na sa hinaharap bilang skilled worker – magsanay, isabuhay at tunguhin mo ang mga nararapat upang magiging isang total skilled worker .
