Minnesota has a reputation for providing the best in education and healthcare. Fraser embodies those same standards in the

services we provide to our families. Through the dedication and innovation of our staff in healthcare, education and housing,

we create bright futures for families with special needs.

It is humbling to review our year. Fraser served over 9,200 individuals and families as they learned the skills to be full

participants in their communities. And that is what Fraser is all about.

When Louise Whitbeck Fraser started the Fraser Home School in 1935, it was based on the belief that all children deserve an

education and that all families could stay intact and engaged in their neighborhoods.

It is this legacy that drives our current Fraser vision. We seek to provide services across the state, so that no family needs

to travel more than 35 minutes or 35 miles to receive the therapy and interventions that will transform their lives. There is

a great need for mental health care in our community, and we are partnering with schools and other organizations to bring

those services directly to families who so desperately need them.

Take some time to review this annual report. You will see how Fraser is growing, serving more families and creating bright

futures in more communities. There’s a reason Fraser continues to thrive in Minnesota, a place that values education and

health. These values are our foundation. We’re proud to call this state our home, as we cultivate an environment where those

with special needs can be supported in their own communities.

My son, Thiha Htut, is 10 years old, loves Transformers, drawing and, of course, his iPad. He was diagnosed with autism at Fraser in 2011 when he was four. We started with day treatment, speech, occupational, music and feeding therapy.

He had only two, three words when we started with Fraser. Now I feel like I want to say to him, “Please be quiet.“ It is wonderful. Before we started with these services he couldn’t write his name, now he can. He sings. He will even correct himself if he mispronounces something.

Like most children with autism, he struggles with social skills, interacting with peers and family and friends, how to negotiate social interactions and accepting other people’s feelings and wants. He works on all those in his Fraser group and individual skills training. Fraser also gives me information and ways to help him at home through in-home support. After all these years, I feel like Fraser is my second home and everyone knows Thiha here. But getting to this place was not easy.

We moved to Minneapolis from Burma in 2009. My husband had been living here for a year and finally we could join him. I spoke very little English so my husband wrote me notes to help navigate the airport. I showed those notes to people, while I held my son. The whole transition was overwhelming.

I thought what I was seeing at first with my son were language issues because of being in a bilingual household. It was hard to tell what was going on. We had no support or family to rely on here.

Before I came to Fraser, I didn’t think he would ever speak or talk. He spoke in his own language of noises. It was nonsense. He was scared of heights, slides. I was crying. “You are my only child. You are a boy. Why can’t you do these things?” At that time I was not understanding him, but when I came to the parent group at Fraser I learned how to understand him, what was going on. It made everything so much easier. They let me know we are not alone in this.

Fraser teaches me ways to help him, like using a timer to help with transitions. They connected us to social

services. If they hadn’t told me, I wouldn’t have known all that was available for him.

If I hadn’t come here, I don’t know what our future would be. In Burma there are no clinics or therapy or hospitals for autism. There, these children just look at the ground. Here, they are getting help. I just want him to be independent and safe.

In the future, when I have time, I want to share and volunteer in the community. I feel empathy for other families like mine who come here not knowing what is wrong with their child or how much help is available. I would like to bring them into the community. I would like to give back something because of all that Fraser gave to us. Thanks to Fraser, our future is bright and there are many places my son can go.

Over the past three years,

Fraser Autism Center of Excellence has served

a total of children young adults.

We do a lot of planning and soul searching with our founder and family to find the nonprofits we support. Our foundation focuses on three areas: education, human services, and health and medicine. We seek out the best organizations, the ones we know will use resources effectively and yield the best results. Fraser definitely falls into that category.

The need for autism services is growing. There is that global need for autism services, but there is also a specific geographic need in the east metro. There just aren’t enough services in this area. That is regrettable, but it’s also something that can be fixed.

That’s why we are supporting Fraser to build this clinic in Woodbury. Our challenge grant inspires others to give and connects Fraser to the east metro community. We are thrilled to be a part of this success. We are proud of the partnerships we have with Fraser and look forward to working with Fraser in the future.

We thought our son, Logan, who is nine, simply had some speech issues. But at the age of six, things changed. In kindergarten, he didn’t respond to redirection the way other children did. We were told the school couldn’t work with him.

That began a series of tests, diagnosis, medications and therapies. Nothing worked and nothing seemed to help. Then we called Fraser, had another evaluation and landed on a diagnosis of autism. Fraser was by far our best experience with anyone, both in terms of diagnosis and explaining to us how uniquely autism presented itself in Logan.

Even though we had been seeking answers, the diagnosis was hard to accept at first. You have that thought – “What will his life be like?” It was then that we realized we

had to let go of our expectations and let him be himself.

That began our journey as a family through Fraser. We have three other children and one by one they have needed Fraser. Just as we were settling into Logan’s diagnosis and social and individuals skills therapy, we began to see issues with our daughter, Charlotte who is five. She just finished with day treatment at Fraser Eden Prairie, I cried when she graduated. Her gains are remarkable, picking up things

from other kids. Her confidence has increased so much. Thanks to her time with Fraser, we feel she’s ready for kindergarten.

Then there is Owen, who is seven. It was hard to know if something was going on with Owen, since he picked up so many things from his big

brother. We were pretty convinced that he had autism, but his struggles are not communication based.

He has ADHD, anxiety and speech disorder. He’s made a lot of improvements, thanks to Fraser Mental Health services. His level of patience and thinking outside himself are so much better.

Last is Elise, who is three. She’s like the song, “One of these things are not like the other.” I was pregnant with her when Owen was diagnosed, and she was just diagnosed with oppositional defiance disorder through Fraser. For her, Fraser has been essential as we learn how to help her through Fraser In-Home Support.

We trust Fraser to make the decisions on what is best for our kids. We had lots of bad experiences, lots. But that all stopped when we got to Fraser. Finally we were able to put all the bits and pieces together. They put us in touch with other resources. It changed everything. Autism didn’t look so much like a doom and gloom diagnosis.

While all our children have benefited from various services at Fraser: day treatment, therapy, skills groups and training, our next step with Fraser has had a big impact – In-Home Support. Through school and therapy, the kids learn great tools, but those tools never come home. We have four kids. We don’t have time to dedicate to just one, because when we’re with Owen, Elise is pouring rice on the floor and Charlotte is coloring the walls. We just can’t do it.

There’s no time for parent coaching with 19 appointments a week. When would we have time for that? Fraser in-home therapists will incorporate everything – the coaching and education we need, and the therapy our kids need.

The hardest part of all this is to see your kids freaking out and there’s nothing you can do. Fraser is helping us be

better parents. Through them we are learning about our children’s struggle. Our understanding is growing and that makes things so much easier.

When you have a baby you have all these hopes and dreams of what they will do, what they will be like, how they will like the same things you do. You envision that. When you get a diagnosis, it’s heartbreaking. Those dreams change. It’s sad. They won’t be the way you were as a child, or do the things you did.

When you come to a place like Fraser you get that hope back. You get to build dreams again for your child. It changes everything.

“Fraser is the right place for me.”

I was nervous at first to leave Duluth and move to St. Paul. But I am glad to be here, in my own apartment. In Duluth, I was in a group home. There I had very little independence. I wasn’t doing much cooking. Everything was shared.

At Fraser I do my own cooking and cleaning, and I can come and go as I want. I have independence, freedom. I can go and do things if I want. I learned how to do things like cook and clean and shop when I was growing up at home. But when I lived in a group home, I didn’t get to use those skills. Now I do.

I am very happy with Fraser Supportive Living. There’s a lot of social opportunities with other Fraser clients. I know everyone else with Fra-ser who lives here and get to know people as they move in. I will have lived here for four years in July. The staff helps us connect with one

another, so friendships develop. We have a community dinner every Wednesday. I check in with Fraser staff every day and that’s good.

It helps me to check in, and my parents, who are living in Kenya right now, feel confident that there is someone keeping up with me. And I am happy because the staff is there if I need them, but they are not on me all the time. They are there if I need them, and they help me out if I need it.

I work full time at Macalester College in the food service. My schedule follows the school calendar, so in the summers I do grounds main-tenance at a golf course. I have a lot of responsibilities there. I hope that my responsibilities at Macalester will grow as well, or that I will find a different job with more variety and more challenges. I like to be outside and move around.

I have my driver’s permit, and I like to drive, but mostly I take the bus to get around. I like to see my nieces and nephews and my grandma. I took the bus and bought her a present for her 90th birthday.

Fraser is the right place for me. I can be independent, and I can use all my skills while still being supported. My family trusts that I am well taken care of through Fraser, and I trust that they will respect my desire to manage my own life and my own apartment.

Fraser is incredibly important to our family. Our son, Sam, was diagnosed with autism 22 years ago by Pat Pulice, a leader at Fraser and an advocate for families with special needs. One of his first teachers was Rachel Gardner, who now serves as the Director of the Fraser Autism Center of Excellence. Over the years, we have benefited tremendously from Fraser services and therapies. Most importantly, Sam has been a resident at Queensland House since he was 12 years old. We are so grateful that he enjoys living at a Fraser residence, where he receives the 24-hour care he needs. Fraser changed our lives.

In support of Fraser and other families served by the organization, we participate in Fraser events and make annual contributions. Additionally, we have included Fraser in our estate plan. We want to be sure Fraser continues to be well positioned to provide Sam with the services he needs far into the future.

Before Fraser, I was worried about my daughter, Joey’s, adaptive skills. She was very dependent on me, not potty trained. She couldn’t tell you when she was hungry or thirsty. She had a lot of trouble making her needs known. I was worried about how kindergarten would go for her.

Not any more. She’s six and rocking it!

Joey was diagnosed with autism at Health Partners Riverside shortly after her third birthday. She was not talking at all. She was very quiet, couldn’t answer questions. She could label things but didn’t engage with us very much. She was really in her own world.

Health Partners referred us to Fraser for services, and it all went very quickly. We met with Fraser in June and started day treatment the first week in September. It was all pretty painless.

The first six months we didn’t see much progress. We went through a lot of adjustments. Then something just clicked. She started talking

and talking and talking. Tantrums went from every day to maybe one a week. She started to be interested in other kids, pointing to things and wanting our attention. She just started sharing; sharing with us.

Speech and occupational therapy were embedded into her day at Fraser day treatment. It was a package deal and very convenient. She was in day treatment for 15 months.

Theo, our son, is four. I was worried about him earlier than Joey. He didn’t transition to solid food. Around 15 or 18 months, I knew there was something wrong. He has a lot of sensory issues. He didn’t really talk. It was pretty obvious with him. He started day treatment with Fraser at two and a half.

He talks all the time now. He’s loud, and he’s excited, and he’s happy. He’s so much more aware of his surroundings and his peers. He initiates interactions with other kids and is developing relationships.

As siblings they are much more aware of each other. When Theo’s social skills and language improved, it pushed Joey to use her words and communicate how she’s feeling. They’re generally happy to see each other at the end of the day. They really love spending time together now.

Fraser has been such a big part of our family. They’ve been able to work with us at home. The family therapy component has been amazing. The quality of service has been remarkable, and it’s been wonderful to see the changes in the kids.

If the destination is a bright future, we’ve arrived.

The Louise Legacy Society will always hold special meaning for me. In 1997, my daughter Nina unexpectedly passed away. She had a love for music and always seemed to live in a world of imagination, creating joyful memories for all who met her. Nina also had autism. As a way to honor her memory and work through my grief, I began volunteering at Fraser.

When a position opened in the Fraser development department, I was thrilled to be hired. Fraser was my therapy. It saved my life by allowing me to create events that represent Nina’s beautiful spirit.

My mission is to keep Nina’s memory alive through my passion - working at Fraser. Even though my daughter was never served by Fraser, I know it would have been life-changing for her. Just like it is for the many families Fraser serves.

Today, families need access to all types of services, in a multitude of areas. I hope my story and experience inspires others to become a member of the Louise Legacy Society and keep supporting Fraser.

For the purpose of simplification, all Fraser-affiliated entities are combined here. This includes Fraser (which includes Fraser School, Fraser Home and Community Supports, Fraser Supervised Living and Fraser Pediatric Therapy), Fraser Mental Health and five Fraser Independent Living Project (ILP) apartment buildings.

Fraser meets all accountability standards set by The Charities Review Council, an independent organization that reviews Minnesota nonprofits to help donors make informed giving decisions.

Fraser is a contract provider for Hennepin County and other counties. Fraser is an equal opportunity/affirmative action employer committed to the equal treatment of all employees without regard to race, religion, color, creed, gender, sexual orientation or any other factor prohibited by law.

The State of Minnesota and private medical insurance companies have continually varied reimbursement rates for some treatment services provided by Fraser. These fluctuations resulted in an increased reimbursement rate for the last several fiscal years for one Fraser primary treatment program. Reimbursement rate volatility has unfortunately become more common. Program compliance and rates are reviewed on a regular basis and these reviews can result in reimbursement rate changes or paybacks with little notice. In addition, certain benefit sets and services are also at risk for legislative changes which could have a dramatic and uncertain negative impact on the Fraser revenue stream.

Fraser Board of Directors has identified increasing our operating reserves as a strategic priority to mitigate potential future financial challenges due

to legislative and payment changes. Industry standards recommend nonprofits have six months of operating reserve funds on hand. Fraser currently has less than one month of expenses in its Board Designated Operating Reserves.

As a result, the Fraser Board of Directors has restricted the 2016 increase in net assets to: 1) Increase Fraser operating reserve; 2) Improve operations and infrastructure in order to maintain the highest quality of service for clients; 3) Prepare for health care reform changes including costly technology upgrades; 4) Expand services to reduce the wait-list for services. Fraser is committed to building a strong financial reserve and using those financial resources over the long term in response to anticipated economic challenges to improve client services and continuity of care.
