Offshore Wind –

UK World Leadership

Page 5: Franco-British Offshore Wind & Tidal B2B day

The UK is:-

The global market leader in offshore wind:

5 GW operations, 1.7 GW in construction, further 4GW coming

forward. At least 10GW by 2020

The most attractive location for offshore wind investment in the

world:

•UK tops rankings as the best place to invest in offshore wind,

•Successful in attracting investment from across the globe.

•Further £16 to £21bn UK offshore wind pipeline by 2020.

•Innovative funding models are being created

A stable and predictable policy regime:

•Electricity Market Reforms provide long term stable revenues for low

carbon energy projects and reduce investor risk.

Home to a growing supply chain capability:

•Build a competitive and innovative UK supply chain that delivers

and sustains jobs, exports and economic benefits for the UK.

Investment Case Study: Siemens, Humber

OverviewIn March 2014, Siemens Wind Power selected Green Port Hull as the location for

blade manufacturing for their next generation offshore wind turbines.

This £310m investment (£160m from Siemens and a further £150m from their port

partner Associated British Ports) will bring 1,000 jobs to the Humber.

Since March, Siemens has received continued on-going support from the UK to

encourage regional investment from companies that can both supply their new

plant and increase its competitiveness.

Investment RationaleWith its stable offshore wind policy environment, secure project pipeline and

robust infrastructure, Siemens Wind Power clearly believes the UK to be the best

location in Europe for their first dedicated offshore wind manufacturing facility.

The Humber is also particularly well placed to serve both large Round 3 projects in

the UK and continental Europe, with further potential opportunities available for

investment in the region.

Siemens investment in turbine

manufacturing is a strong vote of

confidence in the UK’s industry.

“This investment demonstrates our

ongoing commitment to UK manufacturing and

confidence in the industry. The development of

local manufacturing will provide a huge boost to

the UK renewables industry and will help unlock

other major projects and investments.”

Matthew Chinn, Managing Director,

Siemens UK & Ireland

“This deal shows our strategy for offshore wind

is working; bringing investment, green jobs and

growth, and helping keep Britain the number one

country in the world for offshore wind”

Ed Davey, Secretary of State for Energy and

Climate Change

Recent Successes

– Offshore Structure Britain, Transition pieces

Since its formation in August 2013,

offshore wind team has targeted a new

investment in monopiles to come into

the UK to deliver part of the c£1.5b

market for monopiles for UK market.

Relationships lead to a new JV between

German EEW and Danish Bladt

purchasing what was TAG site on

Teesside in Q3 2014

This JV was facilitated by Dong placing

an order with Offshore Structures

Britain without going through the

normal procurement processes.

In January 2015 OS(B) started recuiting

and training 70 new staff.

When further orders are secured we

expect 250 direct jobs in the factory with

significant multipliers supplying

materials and sub-contracting activities.

“The backing of Government through UKTI

and UKEF has provided support for JDR to

compete for offshore array cable projects

with new customers both within Europe and

further afield. This has given us the

confidence to invest in product development

and export capacity in order to compete

effectively in the global renewable energy

marketplace”

Martin Boden, Chief Financial Officer,

JDR Cable Systems

Overview

JDR, with UK facilities in Hartlepool and Littleport, is one of the world’s

leading suppliers of offshore wind inter-array cables. The company

also designs and manufactures subsea production umbilicals, subsea

power cables and IWOCS for the offshore oil and gas industry.

Alongside significant domestic achievements, JDR is one of the most

successful UK exporters into the European offshore wind sector. In

2014 this included contract wins on RWE Innogy’s Nordsee One

project and Vattenfall’s Sandbank project, both in German waters.

These wins follow the successful completion in 2012 of JDR’s first

German contract; Meerwind for Wind MW.

Creating the Opportunity

JDR has built a reputation for quality and successful delivery in the

domestic UK market, with projects that have included London Array

and Greater Gabbard. This has ensured that they have become the

supplier of choice for developers and cable installers seeking a

knowledgeable partner for challenging projects.

JDR has made use of UK Export Finance support to enhance its

competitive position in the European market. UKTI has also ensured

JDR is well positioned with key customers and receives all necessary

support from Government to increase competitiveness and promote

success.

Recent Success -

MHI Vestas offshore wind blade facility on Isle of Wight

Mitsubishi Heavy Industry and Vestas

formed a new JV venture on 1st April 2014.

Previously to the JV formation it was clear

never party had any aspirations for UK

content.

By August 2014 OWIO had secured a Uk

industrial strategy from MVOW.

Further activities saw MVOW announce

intention to manufacture blades in UK in Oct

2014

January 2015 MVOW announce the start of

recruitment for 200 people to make blades

on Isle of Wight from Q2 2015

Expecting further c£20m 50 jobs on blade

painting and storage facility in UK by q3

Speech in Nov

2015

“It is one area where the UK can help make a

lasting technological contribution ”[ to tackle

global climate change challenge]

“we will not support offshore wind at any cost”

“we will support up to a further 10GW of new

offshore wind projects in the 2020s… if the

Government’s conditions on cost reduction are

met”

“we will make funding available for three

A new call for tender for 2016 4

If the French Minister of Energy has the ambition to launch a new call for tender

in 2016, there are still discussions about different aspects :

Favorable sectors definition, by public concertations

Adaptation of the call for tender process, in order to encourage cost reductions

The target of the industry is to have a 3rd round for at least 2 GW, on a minimum of 4

new sites.

Key Factors of success

Involvement into an industrial cluster such as NEOPOLIA that enables to

cross competences between first level industrial partners and SMB’s.

Development of local competencies in capacity to provide services locally in

our field of competences.

Specific skills development (high training investment) to provide high level

services.

Development of partnership with other suppliers in oder to propose global

offers to final customers.

… thanks to major companies giving the opportunity to SMB’s to supply a

brick to large industrial off-shore projects construction.

A GROWING NUMBER OF INTERNATIONAL

ALLIANCES TO TACKLE THE FRENCH MARKET

The lists of potential suppliers in the bids are

extensively rated to assess the supply chain.

UK Companies are quite active in France : a few

examples*Marine services subsidiary in Cherbourg and Nantes

*Cable installation company with a french leading cable-laying company

*MP UK installer (with Jack-ups ) with a major french shipyard involved in MRE steelworks

*…

But danish, dutch, belgian and german companies do

the same…

Tips to get the best french partners*use local networks

-Business france

-CCI network(chamber of Commerce) and CCI Business EMR tool

-local specialized cluster such as Neopolia, BPN or ONEM

*Participate in major fairs and B2B meeetings Seanergy/Thetis

*embark french companies on smaller projects in France,UK or abroad to

test them (test sites, prototypes, pilot farms…)
