    Plan. The objectives of the electronic government

    program are to improve internal efficiency of the

    government, improve access to information, expedite

    the delivery of services to citizens, and to bringtransparency in government-citizens interactions.

    However, in order to achieve this, a number of areas

    internal to the government have to be addressed.

    These relate to improving efficiency of operations of

    the government. This internal efficiency component

    has been divided into three areas which are explained

    below:

    i) Establishment of the basic networking

    and hardware infrastructure

    ii) Development of applications and

    databases within the various government

    agencies and departments, and integrating

    different offices of these agencies through

    enterprise applications

    iii) Development of IT skills and knowledge

    base within different departments/agencies of

    the government.

    To avoid lop-sided implementation of the program,

    projects in each of the areas identified are

    implemented every year. These areas are:

    i) Provision of IT infrastructure in

    government offices by furnishing LANs,

    Hardware and simple electronic communications

    software for day to day office working

    ii) Improving IT Skills of government

    functionaries through establishing IT facilities at

    training academies of the government.

    iii) Improving operational efficiency

    through system re-engineering and maximum

    use of ICT to convert government offices into

    less-paper entitiesiv) Provision of e-services to citizens after

    digitized databases have been created within

    government offices

    It may be mentioned here that for all these four

    categories, projects relating to providing IT

    infrastructure in government offices are pre-

    requisite of any e-government program. Unless

    such projects are implemented other

    e-government projects may not be launched

    successfully. Such projects occupy the same

    position in e-offices as pen, paper and typewriters

    in the paper-based office organizations.

    5.2 EGD has already started the execution of project

    Federal Government Data Centre which includes

    building the ICT infrastructure at MOH, Islamabad

    through establishment of LAN and provision of

    hardware (PCs, Printers, and Scanners etc.) to the

    personnel of MOH, Islamabad.

    5.3 The current project E-Service at Ministry of

    Health, Islamabad includes:

    - Development of Customized database applications

    for automating the business processes of MOH,

    Islamabad.

    - Development of Web based citizen centric

    applications.

    - Development of IT skills within the government.

    5.4 The proposed automation will not only improve the

    internal efficiency of government departments through

    implementation of electronic office (ERP solution) but itwill also complement the objectives of E-government

    program through expediting the delivery of services to

    citizens and bringing the transparency & accountability

    in government-citizen interactions.

    5.5 The project will ensure the optimal utilization of ICT

    infrastructure, provided to MOH, Islamabad through

    Federal Government Data Centre Project.

    5.6. The project will also enable citizens to interact

    with MOH, Islamabad, through Internet.

    5.7 The project improves the service delivery to

    companies through the provision of online registration

    of pharmaceutical units and drug registration

    PART 'B'

    PROJECT DESCRIPTION & FINANCING

    14 Existing

    Facilities

    14.1. At present, there is no ICT infrastructure lying at MOH,

    Islamabad.

    Note: It is expected that by end of 1 st quarter of year 2006 (Jan

    06 March 06), the basic IT infrastructure will be established at

    MOH, Islamabad, under the on-going project Federal

    Government Data Centre. This includes the establishment of

    LAN and provision of Hardware (PCs, Printers, and Scanners, etc.).

    Furthermore, the implementation of Email Messaging System at

    MOH, Islamabad, is also planned same time under the above

    mentioned e-government project.

    14.2. An informative website (www.dcomoh.gov.pk) maintained by

    MOH, Islamabad keeps important information regarding drug

    section of MOH, Islamabad. This website is hosted at local

    company of Pakistan (M/S e-database).

    14.3 Some database applications related to drug wing are

    developed and placed on SQL server database. The user

    interfaces are developed in Visual Basic. These database

    applications are developed in-house by Computer Programmer

    employed by MOH, Islamabad.

    15 Description of

    the Proposed

    System

    15.1 At present, the implementation of e-government project titled

    Federal Government Data Centre is in process. Under this

    project, the basic IT infrastructure will be established at MOH,

    Islamabad. This includes installation of hardware (e.g. Desktop PCs,

    Printers, and Scanners etc.), establishment of LAN, Internet

    connectivity, and Email messaging system. The main crux of this e-

    government project is to establish ICT infrastructure in 28 divisions

    of Federal government.

    15.2 Under this project titled E-Services at Ministry of Health,

    Islamabad, the customized software will be developed for

    automating the business processes of MOH, Islamabad. Further, theweb-based citizen centric applications (with interfaces of Urdu

    language, wherever required and possible) will also be developed

    under this project.

    15.3. Both these projects (i.e. Federal Government Data Centre and

    E-Services at Ministry of Health, Islamabad), will provide synergistic

    deliverables for e-government.

    employer)

    may be empowered to see the status of their

    applications online.

    matters and activities will be carried out in

    transparent and efficient way.

    i.Creation of less-paper environment while reducing the

    paper, stationary, photocopying, and storage costs.

    16 Implementatio

    n Methodology

    16.1 For the management of the project, a team of resources from

    MOH, Islamabad and EGD will be constituted. Main items of

    implementation methodology are explained categorically below:

    16.1.1. Selection of Vendor for Networking

    A network services vendor will be selected through a separate

    tender, who will be responsible for installation of LAN at the

    premises of MOH, Islamabad.

    16.1.2. Selection of Vendor for SRS Preparation

    In order to estimate the size of applications to be developedand implemented, the Software development/consulting firm

    will be selected through a separate tender. The selected firm

    will prepare system requirement specifications (SRS), which

    will contain the following content:

    - Scope

    - System integration requirements of different systems

    being proposed- Functional Requirements

    - Business flow requirements and workflow

    - Data/document conversion strategy on how and what

    parts of the existing data should be brought

    - Project Plan

    TOR for the selection of SRS Vendor will specifically mention

    that SRS team will spend at least 1-2 months with the

    software development firm. This activity will help the software

    development firm to better understand the system

    requirements documented by SRS vendor. Successful vendor

    for SRS will mention the bottlenecks of the current manual

    system.

    Note: Though unlikely, if after the SRS phase, the firm

    suggests major changes in required/existing list of hardware,

    Networking and software requirements of the proposed

    systems that affects the budgeting of the project, then PC-I

    will be revised to accommodate the suggested changes.

    16.1.3. Selection of vendor for Software Development, Software

    Testing, Training & Support

    After the validation/updating of the system requirement

    specifications (SRS), the hired development firm will develop the

    software applications listed in final SRS. This software firm will

    also prepare the detailed functional specification before software

    development. The firm will also be responsible for preparing the

    user manuals and software documentations.

    It may be noted that citizen service applications,

    Office/Enterprise Resource Planning applications (HR,

    Budget/finance, procurement, project management, inventory),

    and document management may be developed and/or bought as

    pre-packaged solutions and implemented after customization (if

    required).

    Testing: The firm will also be responsible for testing the

    software. This testing include Unit testing, white-box and black-

    box testing, Functional/Validation testing and Regression testing.

    Integration Testing: It is required that the firm will ensure thebug free running of existing systems in the new environment.

    Acceptance Testing: The purpose of this testing is ensure that

    the MOH, Islamabad, finds the systems useful, and also to verify

    that they work according to specifications.

    End-user Training: The software development firm will also

    provide an adequate training to the end users and the technical

    staff hired for this project. Trainees will be trained in their

    respective areas of customized applications.

    Project Staff Training: Project staff will be trained for by software

    development firm on actual tools (technology) used in

    developing the application systems.

    Details of Training Plan are outlined in AnnexureXVIII.

    Support: The software development firm will also provide

    software maintenance support till all the previous data has been

    digitized and software systems become fully online.

    Note: It may be preferable that the same software vendor (software solution

    provider) performs data entry and document scanning, to load the various

    software systems with actual data to bring these systems online.

    16.1.4. Selection of Vendor Scanning (digitization) of Previous

    recordsThe vendor for carrying out the data entry activities (including

    scanning of documents) will be selected through a separate

    tender. The selected firm will enter the previous record into the

    system.

    The volume of data entry will be provided in SRS document,

    prepared by selected vendor.

    The firm will provide on-job training to employees who entercurrent data on on-line systems.

    16.1.5. Selection of vendor for Procurement of Hardware

    including Servers and System Software

    The vendor will be selected through a separate tender, who will

    be responsible for provision and installation of Hardware and

    System Software.

    16.1.6. Selection of Vendor for IS Audit

    The firm will be responsible for identifying the unauthorized

    technical exposures (intentional or unintentional) incorporatedinto software. They might include torjan horses, virus, worm,

    logic bomb, trap door, data leakage, wire-taping, piggybacking

    and computer shutdown etc.

    Note: It may be possible to outsource all or some of the

    above activities to one vendor as a Turnkey Solution.

    16.2 The public portal is planned to be placed at NTC whereas the

    internal portal is planned to be placed in data centre, established

    under e-government project Federal Government Data

    Centre.

    16.3. The implementation of the project will be done as per the rules

    and regulations of the Federal Government of Pakistan for

    tendering/contracting and hiring.

    16.4 For the management of work to be carried out by the different

    contracting firms, the services of the following project staff

    they are compelled to complain so that their grievances can be

    listened by higher authority. Presently, the complaints are received

    Minister for Health, Government of Pakistan. There is no proper

    record of complaints available for ready reference for higher

    authorities. Moreover, the complainants may find difficulty to pursue

    their complaints specially the status of their complaints.

    The proposed system will be an interactive system through which

    citizens can lodge their complaints online. The proposed system will

    enable all citizens to fill out the pre-formatted complaint form using

    Internet. All these forms, submitted by citizens will be made

    available to respective Admin wing along with a copy to Office of

    Secretary MOH and Minister for Health, MOH. The Admin wing will

    prioritize the complaint forms according to nature of work. This

    priority will be intimated to Secretary office for proper action within

    These doctors are required to pass the USMLE (United States

    Medical Licence Exam). Once they pass the exam, they get the offer

    letter from one of the hospital of USA. These doctors are then

    entitled to apply for J-1 visa. The USA embassy requires these

    doctors to submit the letter-of-need, issued from MOH, Islamabad.Through this service, MOH, Islamabad keeps the detailed record

    (including the specialization fields of all Pakistani doctors, working

    abroad) of all doctors who go to USA on J-1 visa.
