Introduction
The purpose of the consultation is to seek views on the following proposal:
“To establish a generic 10-place Learning Resource Base class for pupils aged between 4
years and 11 years with additional learning needs at Caerleon Lodge Hill Primary School
with effect from April 2019.”
This is your chance to ask questions and make comments that will be considered when the council
decides how to proceed.
This formal consultation period:

Ends at midnight on Tuesday 16 October 2018
Caerleon Lodge Hill Primary School currently operates over two separate sites in the former Caerleon
Lodge Hill Infant and Caerleon Lodge Hill Junior school buildings. A build project is currently underway
to create a new all-through building which will be able to accommodate all pupils. This project is being
funded via Band A of the 21st Century Schools Programme and is likely to be completed in October
2018 following which there will be a planned programme to support pupil transition to the new building.
This will be achieved by January 2019 at the very latest.
Caerleon Lodge Hill Primary School is a 1.5 form entry primary school with capacity for 315 pupils
of statutory school age. There is also a nursery class able to accommodate 24 full-time equivalent
places, delivered over either a morning or afternoon session. As well as including appropriate
learning spaces for the current calculated school capacity, the new building will also benefit
from an additional classroom space. It is proposed that this is used to create a generic 10-place
Learning Resource Base to accommodate pupils with additional learning needs for whom a
full-time mainstream placement is not deemed suitable.
This proposal supports the increasing demand for specialist education provision across the city of
Newport, a need which has grown significantly over the past 5-10 years. There is currently no such
Learning Resource Base provision within the Caerleon or St Julian’s cluster areas. This proposal
will therefore benefit pupils living locally but is not exclusive to those living within this cluster area.
It can be accessed by pupils across the city to support specific education needs in an appropriate and
secure environment. There will be no detrimental impact on mainstream or supported provision at this
school, or indeed at any other school across Newport.

The consultation process
The consultation process represents an opportunity for people to learn about the proposal, ask
questions and make comments that will be recorded and summarised in a consultation report.
This report will be published on the council’s website and will be considered when the council decides
on the way forward.
The consultation will involve two drop-in sessions with those most directly affected by the proposal,
where council officers will be on hand to explain the proposals in more details and answer any
questions:

proposal, they will be counted as adverse comments. Objections to a proposal can only be
registered following the publication of a statutory notice.
The deadline for all responses is midnight on Tuesday 16 October 2018.
Following consultation, the Leader of Newport City Council will consider the views expressed and then
decide whether to proceed with the proposal. If the decision is taken to proceed, a statutory notice will
be published in the local press and at the school. The statutory notice period will last for 28 days
following the date of publication and enables people to express their views in the form of supporting or
objecting to the proposals. If no objections are received following the publication of the statutory
notice, the Leader of Newport City Council will make the final decision as to whether to proceed.
Arrangements for the participation of children and young people
A Children and Young People’s Everyday Summary Version of this consultation has been produced and
is available from Caerleon Lodge Hill Primary School or from Newport City Council. The council will
consult with pupils at Caerleon Lodge Hill Primary School through the school council.

What do you have to consider?
The remainder of this document sets out the rationale for the proposal. We would like you to consider
the information contained within the document and to hear your views as to whether or not you
support the proposal.
The proposal
This is a proposal to establish a generic 10-place Learning Resource Base class for pupils aged between
4 years and 11 years with additional learning needs at Caerleon Lodge Hill Primary School, Roman Way,
Caerleon, with effect from April 2019.
The school is currently a 1.5 form entry school with a published admission number of 45. The total
capacity for pupils of statutory school age is 315. There is also a 24 place nursery class which is able to
accommodate a maximum of 48 children over either a morning or afternoon session. These
arrangements will be replicated in the new school building.

The Learning Resource Base is additional provision available through the design of the new school
building. The new building is being provided by the council in conjunction with Welsh Government
through Band A of the 21st Century Schools Programme.
The council is committed to providing Learning Resource Base facilities in all new school builds as this
supports a more inclusive approach for pupils with additional learning needs. There is also a desire to
move to a position where there is a least one Learning Resource Base class in each cluster of primary
schools. There is currently no such provision within the Caerleon cluster, or in the neighbouring St
Julian’s cluster.
This proposal will not have any detrimental impact on mainstream education provision at Caerleon
Lodge Hill Primary School, and in fact it is considered that there will be long term benefits for both the
school and the wider community.
Statutory Primary Education - Provision
Caerleon Lodge Hill Primary School was established in January 2013 following the amalgamation of the
former Caerleon Lodge Hill Infant School and Caerleon Lodge Hill Primary Junior School. The original
schools operated from separate school buildings a short distance from each other and each benefitted
from its own dedicated facilities.
The amalgamated primary school has continued to operate out of the two separate buildings with
Foundation Phase classes delivered from the former Infant school and Key Stage 2 classes from the
former Junior school. The primary school was established as a 1.5 form entry school with capacity
for 315 pupils of statutory school age. There is also an attached nursery class with provision
for 48 part-time places delivered over either a morning or afternoon session.
The existing school buildings are in poor condition and when inspected as part of the
21st Century Schools survey in 2010 were judged to be in condition category C overall, on
a scale of A (excellent) to D (poor). This survey placed the school as the first worst primary
school across the Newport school estate and thus a replacement programme was prioritised
under Band A of the 21st Century Schools Programme.
The re-build project is now underway and will provide a single unified condition category A school,
meaning that all pupils and staff will become truly amalgamated by relocating from their existing buildings
into a new 21st Century school facility. The new learning environment will have a positive impact on
learner outcomes and on staff morale.
The build programme is due to be completed in October 2018 and pupils will transfer from the existing
accommodation following this. All pupils will be attending the new school by January 2019 at the very
latest.

Caerleon Lodge Hill Primary School currently provides education for 281 children of statutory school
age (between 4 years and 11 years) as per the January 2018 Pupil Led Annual School Census (PLASC)

Provision and demand for pupils with additional learning needs
In order to support teaching pupils with additional learning needs where mainstream education is not
deemed appropriate, the Local Authority has numerous Learning Resource Bases across the city, hosted
by individual schools.
These Learning Resource Bases are attached to mainstream schools and provide learning environments
that have fewer pupil numbers with enhanced adult ratios. The Learning Resource Bases are generic in
nature and meet the needs of pupils with a range of difficulties. The ethos is to provide targeted support
to the individual pupils based on their needs with the intention of integrating the pupil back into
mainstream classes as appropriate. There is an on-going demand for primary Learning Resource Base
placements across Newport.
Entry and exit into a Learning Resource Base is determined by the council’s Special Educational Needs
(SEN) panel following a rigorous assessment of specific need. The capacity of each class is 10 pupils at
any time. There are currently 11 Learning Resource Bases across the primary school sector in Newport
providing a total of 170 placements.
The number of placements across the city has increased in recent years with the opening of new
schools. In addition, Learning Resource Bases have been established in existing schools to meet the
demand of the individual cluster area.

Statutory Primary Education - Standards
Quality and standards in schools in Newport are monitored by Estyn and the Local Authority
(LA). Estyn is the office of Her Majesty’s Chief Inspector of Education and Training in Wales.
It is a Crown body, established under the Education Act 1992. Estyn is independent of the
National Assembly for Wales but receives its funding from the Welsh Government under
Section 104 of the Government of Wales Act 1998. Estyn inspects quality and standards in
education and training providers in Wales.
Caerleon Lodge Hill Primary School was most recently inspected in May 2014, the results of which

The 3 year average FSM % for Caerleon Lodge Hill Primary was 14.6% in 2017, placing the school in the
8-16% FSM benchmark group for comparison of achievement.
At Foundation Phase, Caerleon Lodge Hill Primary was in quarter 3 for pupils achieving the Foundation
Phase Indicator (FPI) and Language Literacy and Communication, in quarter 2 for Mathematical
Development and quarter 1 for Personal and Social Development. Performance at the expected level
plus one is better, with the school in quarter 1 for Language, Literacy and Communication and
Mathematical Development, and quarter 2 for Personal and Social Development. In 2017, achievement
in the FPI was 92.3%, above the family average of 91.5%.
At Key Stage 2, Caerleon Lodge Hill Primary School was in quarter 3 for all subjects in 2017 - the Core
Subject Indicator (CSI), English, Mathematics and Science. At the expected level plus 1, performance is
better with the school in quarter 1 for English, Mathematics and Science. In 2016, achievement in the
CSI was 94.6%, higher the family average of 93.6%.

Attendance was 95.2% in 2017, slightly below the family average of 95.4% but above the Local Authority
average of 94.7% and Wales (94.9%).
In the latest categorisation for primary schools across Wales, the school has been placed in the “Green”
support category, (in the range Green, Yellow, Amber, Red), indicating that the school requires the
lowest level of support to improve standards.
The council firmly believes that this proposal will not have any detrimental impact on standards at the
school. The proposal will have a positive impact on the provision of specialist school places within the
Caerleon cluster and across the wider city area. The new school building will be well-equipped to
deliver a full curriculum for mainstream pupils and pupils with additional learning needs. Establishing the
Learning Resource Base within the primary school will not have any detrimental impact on mainstream
provision.
What will the proposal provide?
The proposal is to establish a generic 10-place Learning Resource Base class at Caerleon Lodge Hill
Primary School. These places will be accessible to pupils aged between 4 years and 11 years. This
proposal will not have any detrimental effect on mainstream education provision at the school. There
will be no change to the published admission number of the school, which will remain at 45 for the
Reception to Year Six group (1.5 form entry) and 48 for the Nursery class. The Learning Resource Base
is additional provision available through the design of the new school building.
The new school is being provided by the council in conjunction with Welsh Government through
Band A of the 21st Century Schools Programme. The council is committed to providing Learning
Resource Base facilities in all new school build projects as this supports a more inclusive
approach for pupils with additional learning needs. There is also a desire to move to a
position where there is a least one Learning Resource Base class in each cluster of primary
schools. There is currently no such provision within the Caerleon cluster (or within the
neighbouring St Julian’s cluster) and therefore the Learning Resource Base will provide a
convenient location for pupils with additional learning needs living within the area. It will not
however be exclusively used by either pupils living within the catchment area for
Caerleon Lodge Hill Primary School or those living within the Caerleon cluster.
The new school will be on a single floor and will be fully DDA compliant. There will be 11 mainstream
classrooms and a separate nursery. There is also appropriate classroom space which will be used to
establish the Learning Resource Base subject to this proposal. The new school will have a main hall, a
multi-function area and its own kitchen and servery area. Provision has also been made for appropriate
office space and storage facilities. Foundation Phase classrooms will have direct access to outdoor play.
The external play areas for the whole school will include a natural sports pitch and a Forest School
provision. On-site car parking facilities will be created for members of school staff and visitors, and
there will be a drop-off zone for use by parents.
When will this be effective?
If this proposal is approved, the Learning Resource Base will open in April 2019. This will provide the
governing body with sufficient time to recruit appropriate teaching and support staff and will also ensure
that pupil transition can be effectively facilitated.
Cost of the proposal
The total cost of this project is estimated to be approximately £6,392,000, funded jointly by the council
and Welsh Government through Band A of the 21st Century Schools Programme. This can be presented
as a cost of approximately £18,315 per full time equivalent pupil place, including the Learning Resource
Base.
There will be an increase in whole authority staff costs as additional staff will be required to
appropriately support the Learning Resource Base class. The proposal will however provide additional
supported placements across the city for pupils with additional educational needs and will potentially

enable some pupils to be taught at schools nearer to their home, thus reducing home to school
transport costs.
An amount of £64,000 is allocated to host school budgets to meet the costs associated with operating a
10-place Learning Resource Base. In addition, the school will receive the Age Weighted Pupil Unit
(AWPU) costs for each pupil who is allocated a place in the base. This AWPU funding is based on the
age of the pupil. The allocated funding is sufficient to meet the costs of operating a Learning Resource
Base, and includes those associated with the employment of a Teacher and two Teaching Assistants (at
Level 3 and Level 2 respectively).

Alternative Options Considered
Option 1
To provide the new school as per the arrangements for the existing school, ie., without a Learning
Resource Base class. This option would not however assist in increasing the number of places available
across the city to support children with additional educational needs. There would be no requirement
to carry out a statutory proposal if this was the preferred option.

Option 2
To establish a generic Learning Resource Base class at the school for pupils aged between 4 years and
11 years with additional learning needs. This will be accessible by pupils across the city and will support
pupils with additional educational needs to be accommodated within mainstream environments. The
generic nature of the provision means that access to the base will be determined accordingly to need at
the time of consideration. There will also be opportunities for re-integration into mainstream classes.
This is the preferred option.
Option 3
To establish a Learning Resource Base class at the school for pupils aged between 4 years and 11 years
with specific additional learning needs. Whilst this will be accessible by pupils across the city, it is
possible that the specific nature of the base will lead to some places remaining vacant for periods of
time. This would not be cost effective.
What will the preferred proposal achieve?
This preferred proposal supports the council’s vision for a generic Learning Resource Base class to be
established in all clusters across the city and in all new school builds. This will increase the opportunities
for children with additional learning needs to attend a primary school local to their home address.
School Organisation Arrangements
Catchment area
Whilst there is a designated catchment area for Caerleon Lodge Hill Primary School, places
in the Learning Resource Base will be available to pupils across Newport. There are no plans
to change these arrangements under this proposal.
Admissions
Pupils will not be able to apply for a place at the Learning Resource Base via the council’s
usual admission arrangements. Instead, admission will be based on individual need following an
assessment undertaken by the Education Inclusion Team. All pupils attending the base will have a
statement of Special Educational Needs. The council will determine admission taking parental
preference into consideration and following consultation with the Headteacher and Governing Body
as to the appropriateness of the placement. There are no plans to change these arrangements under
this proposal.
Newport City Council will however remain as the admissions authority for mainstream places at
Caerleon Lodge Hill Primary School. Information on the School Admissions process can be found on the

Transport
Where appropriate, transport may be provided in accordance with the council’s policy which states that
free home to school transport is available to all primary aged pupils who live 2 miles or more from their
catchment school, or alternatively the nearest available school.
Governance
There will be no changes to school governance arrangements as a result of this proposal. The governing
body will continue in its current form.
Staffing
There may be staffing implications for Caerleon Lodge Hill Primary School in terms of appointing any
additional teaching and support staff necessary for the Learning Resource Base. This can be managed
effectively through existing staff recruitment arrangements.

Advantages and disadvantages
The advantages of this proposal are:
Creation of a primary Learning Resource Base within the Caerleon cluster;
Increased availability of places to accommodate pupils who require supported mainstream
placements;
Increased opportunities for pupils accessing supported provision to reintegrate into mainstream
classes;
Effective use of space within the new school building;
Better use of resources;
Increased opportunities for staff development;
Improved parental and community engagement.
The disadvantages of this proposal are:
Parents of pupils in alternative provision could be reluctant to move them;
Pupils accessing the base will be from a variety of primary school age groups.
Risks The risks associated with this proposal, and mitigating factors are listed below:
