Toronto City Councillor and former Mayor, Rob Ford, was recently readmitted to hospital for
treatment in his battle with cancer. His brother, former City Councillor Doug Ford, reports that

Councillor Rob Ford to lie in repose at Toronto City Hall
Members of the public are invited to pay their respects to Councillor Rob Ford (Ward 2 Etobicoke
North) who passed away on Tuesday, March 22.
Councillor Ford will lie in repose at Toronto City Hall on Monday, March 28 and Tuesday, March 29.
Lying in Repose
Toronto City Hall, 100 Queen St. W., main floor rotunda
Monday, March 28, 10 a.m. to 6 p.m.
Tuesday, March 29, 7:30 a.m. to 9 p.m.
Books of condolence are set up at City Hall as well as the East York, Etc bicoke, North York,
Scarborough and York Civic Centres. City Hall and the civic centres are open to the public from 7:30
a.m. to 9 p.m. Monday to Friday and 8 a.m. to 6 p.m. on weekends and statutory holidays. An online
book of condolence is available at htto://cityoftorontocondolences.ca.
Funeral services for Councillor Ford will be held at noon on Wednesday, March 30 at St. James
Cathedral, 65 Church St. (at King Street). The procession from City Hall to the cathedral will begin on
Wednesday. Timing and route information will follow.
The burial will be a private ceremony.
Flags at City Hall, Metro Hall and the civic centres are lowered to half mast, and will remain lowered
until the end of the day on March 30.
The meeting of City Council scheduled for March 30 and 31 will be rescheduled to March 31 and April
1 beginning at 9:30 a.m.

My opinion is that you do need to post some kind of caption. As Andrea suggested, a description of the event would
suffice. The photo gallery page looks very odd with no text beside the photos.
Also, I'm surprised that there is no way to view the images as a slideshow. You're forced to open and
close each image
one at a time? That's unfortunate, but if this site doesn't have that ability there isn't much you can do about it.
Also, the names of the photos are displayed once you click to view the image. My suggestion is that you rename the
photos if file names will be visible. Those file names are not user friendly but because they're on display they are now
acting as captions. Not ideal.

would suggest we avoid naming everyone in the photos because that just increases our chances of making a mistake. I
would suggest that for this purpose, simply describing the event and whenever possible the date (Month Year is
sufficient) will be fine.

Attached are 15 photos. The image name is noted below in this email with whatever outline info I could find saved in the
files.
Most of the photos of Rob Ford are of him shaking hands with other dignitaries. I avoided those as I wasn't sure if that
was appropriate, although there are a few. Possibly the images should all be of just Ford as we don't necessarily have
permission to use photos of anyone else in this capacity (?) I think Andrea will need to provide guidance in this area.
Another note, most of the photos didn't have a date as part of the file name. I dated them (year) based on the name of
the folder they were saved in. I didn't c reate any of these folders, so I can't guarantee their accuracy, nor did I add the
descriptions to the original photos. I just copied and pasted what I found below.

2.
retitle the achievements button to biography since that's what you have on their right now
3.
add a line to the arrangements page to say ''Visitation and funeral arrangements will be available here when finalized
and released_" and remove the other content until these details are available
4.
please add more photos or remove the gallery... it's not a gallery with one photo, there has to be a lot of photos
available — from his old Mayor's pages.
5.
Use the following copy somewhere, like the main landing page as a basic intro:

As discussed by phone, attached is what we are seeing in Chrome. I've checked on two other computers here and
they
have the same issue.
In Chrome, once I click next and then open any photo the file name is displayed.
Also. In Chrome the hover text (alt text) is showing the file name. This is not appropriate either. Is there a second field
where you can add aft text? If there is you should change the name so that it is appropriate for screen readers and all
users.

The one Mayor who died in Office that I recall was Mayor Donald Summerville on November 20
1963.
Did the city have a similar "state" funeral for Mayor Summerville, I recall he was a much beloved
Mayor and 1 imagine the city would have had funeral similar to what was granted Rob Ford.

The City did not pay for the funeral for Councillor Rob Ford. The funeral costs were covered by the
family. The City does not typically cover funeral costs for mayors or councillors.
The approximately $18K in incremental costs incurred by the City was to support the visitation
(lying in repose) at City Hall including on Easter Monday, which is typically a day off for most City
staff. This amount covered mostly overtime costs for Security and other staff throughout the visitation
period in which thousands of people came to City Hall to pay their respects.
The family requested the visitation at City Hall and as he has publicly stated, Mayor Tory granted it,
given the unique situation that Councillor Ford was a sitting councillor as well as a former mayor.
We don't have accurate records prior to amalgamation but media accounts from the time indicate
that Donald Summerville did lie in repose at Old City Hall. I don't have details on the funeral
arrangements.

The City did not have any formal discussions with the family about costs or reimbursement of costs
prior to the funeral. It was always the City's intention to absorb any costs related to the visitation (lying
in repose) for Councillor Ford. We did not request nor expect the family to pay for these expenses,
which were covered within the City's normal operating budget.
It's difficult to say what is "normal" in terms of releasing expenses.
It depends on the situation and the amount of time it takes to compile the expenses. Sometimes the
amount is easy to determine and can be released immediately. In other cases, it can take days
or
weeks to compile expenses depending on the complexity, including the timelines and the number of
City divisions involved.
In this case, the City had received multiple requests from media, members of the public and
Councillors requesting the costs for the City to host the visitation. Once the funeral was over and staff
had time to compile the costs, we did so and released them on Friday, April 1.

Staff and operations within the Member's office
All staff in the Councillor's Office will continue to be employees of the City of Toronto
in their temporary contract positions, reporting to the Deputy City Clerk, Strategic
Integration and Excellence, until the vacancy is filled. The new ward Councillor will
decide on the future employment contract for the staff.
Councillor's staff will continue, under the direction of the Deputy City Clerk, to provide
assistance to the constituents of the ward as per their normal practice, liaising with
City divisions on issues raised by residents.


A separate briefing note outlines the actions for filling a vacancy resulting from the
death of a Member of Council.
Historical notes:

The most recent death of a sitting member of Council was Councillor Frank Faubert
on June 20, 1999. At that time, Protocol Services provided the following services:
lowering flags at City Hall and Civic Centres; placement and management of
condolence books at City Hall and Civic Centres; communication to Members of
Council and senior City staff regarding visitation and funeral arrangements;
assistance at the funeral with seating arrangements, flag placement and co-
ordination of the Civic Honour Guards; floral arrangement at the Member's seat in
Chamber at the next Council meeting and condolence motion.

In August of 2011, The Honourable Jack Layton, former councillor, passed away.
Heritage Canada contacted the City of Toronto to request that Mr. Layton be
permitted to lie in repose at Toronto City Hall in recognition of his role as Leader of
the Official Opposition. The request was supported by the mayor. Mr. Layton served
on Toronto City Council and Metro Council for 18 years. Flags were lowered to half
mast and remained lowered until end of day of his funeral in accordance with flag
policy. Condolence books were available at in the rotunda of City Hall and at the
East York Civic Centre.

The Firefighters Honour Guard is made up of volunteers. It's the same with the Taranto Paramedic Services Honour
Guard, which includes both retirees and off duty paramedics. Paramedic Services pays their Honour Guard members a
small honorarium while Fire doesn't.
I don't know about the Police Honour Guard. The ones who stood at the four corners of the casket were from the Chiefs
Ceremonial Honour Guard. There may have been other Police honour guards including pipe & drums who marched in the
procession but that was all arranged by Police. You'd have to check with them directly.

released the $18,676 figure on Friday as you're aware.
Media are asking whether the City can/will accept the money and if so, how would that work? Would the family simply
