ARCHITECTURAL NARRATIVE

GENERAL PROJECT DESCRIPTION

Building 341 at the Doña Ana Community College contains classrooms, computer classrooms, an auditorium classroom, science laboratories and support spaces. Approximately 19,100 square feet of Building 341 will be renovated in this project. See the Section Color diagram on page 3 of this document.

The building has been divided into sections of similar areas to group renovation tasks. The project will be issued with the following components• Base Bid Set• One Alternate Bid Set• Structural Stabilization Project - Bohannan Huston 2013• Fire Alarm System Project• Fire Sprinkler Project

BASE BID SET• Included in the base bid set will be renovations to classrooms, computer classrooms, science labs, and

support spaces. • One set of rest rooms, R100 and R123, will be receive new finishes and fixtures. • One section of the building will be re-roofed. • A building separation will be created by a two hour fire wall at the termination wall of most of the work

included in this project in order to allow approximately one half of the building to be sprinkled now and the other half will be sprinkled in a future project.

ALTERNATE BID SET• Included in the alternate bid set will be renovations to three classrooms in the Red Section.• Expansion and complete renovation to rest rooms, R101,102 are also included in the Alternate Bid

Set. A review of all exisitng rest rooms in the building will be done for an accurate plumbing fixture count and to locate the nearest accessable rest room to the entrance where the lift and automatic door opener will be installed.

STRUCTURAL STABILIZATION PROJECTA structural stabilization project will use underpinning to stabilize a portion of the building. See narrative locted on page 40 of this document.

BUILDING ENVELOPEThe north elevation of the building will have work done to increase window sizes. The roof penetrations that support the science laboratories will be changed. This area will also be re-roofed so changes in penetration locations will be done during the roofing portion of the project. Solatubes will be added to some classes to bring in natural light.

BUILDING INTERIORSAll of the rooms involved in this project will have interior finish upgrades to floor, wall and ceiling finishes. Light fixtures will be replaced with a new system. Toilet rooms will receive all new fixtures, accessories and finishes. Sealed concrete floors in science labs will be patched and resealed as required. Floors without damage will be cleaned. New code compliant room signs will be installed throughout the project.Science laboratories will receive new casework, counter tops, plumbing fixtures and emergency shower/eye wash units. The Water Utilities Maintenance Lab will have existing equipment removed, it will be replaced by a Package Waste Water Treatment Plant, supplied by DACC.

SITE WORKTwo of the exterior fin walls will be lowered to keep students from climbing on the roof.

One side of the stair enclosure will modified to allow installation of an Accessible Lift. A landing will be added adjacent to the existing landing, along with an access sidewalk. Handrails will be installed on the stairs to meet ADA requirements.

DECISIONS LIST

1. Please review plan and elevation drawings for casework in the Science Labs and make changes as required. Lab 124 appears to be an Electrical Lab, we plan to Specify wood casework with laminate tops. Labs 122 & 128 are water labs, we plan to Specify metal casework with acid resistant tops. See cut sheets in this document for your review and comment.

2. The toilet rooms through out the building currently have tile on the walls from floor to ceiling. Refer to the elevations, we are showing the tile from the floor to 4’ A.F.F. The wall above will be painted. Is this an acceptable finish?

3. The new 6 classrooms in the Blue Section have Solatubes with diming controls indicated. Is this lighting supplement what you require?

STRUCTURAL SYSTEMS NARRATIVEThe Stabilization Project, designed by Bohannan Huston, is included in the Construction Document set titled DACC Building 341 Building Renovations, designed by Willians Design Group.

Based on an evaluation of visible damage that has appeared both inside and outside the 1981 building addition to the original 1976 DACC Building 341, it was determined that the entire addition is settling in relation to the original building. The results of a geotechnical investigation recommended the installation of helical piers under all bearing walls in the addition to prevent additional settlement. Settlement damage that has already occurred will require repair. Damaged areas include settlement cracking visible on the interior and exterior of the building, and damage to bearing locations of the existing bar joist framing into the common wall between the original 1876 building and 1981 addition.

The project must be constructed when the classrooms have been evacuated for construction and coordinated with the upgrades required in the rooms. These classrooms and laboratories are very busy and they must be returned to the school in a timely manner according to the project schedule.

DACC BUILDING 341 RENOVATIONS DESIGN DEVELOPMENT

MECHANICAL NARRATIVE

The purpose of this narrative is to recap the design approach in order to assist the owner/reviewer in analyzing the proposed mechanical design for this facility. The scope of this project is to renovate various areas of DACC Building 341 at the Las Cruces Main Campus. The individual systems will be elaborated upon in respective sections below. The concept of design in most systems is based on the existing systems and current space use, energy efficiency and simplicity of maintenance. This facility will have "special" systems designed to accommodate the needs of the handicapped students as well as their faculty and staff.

Indoor Design Conditions, Interior Loads, and Ventilation requirements: The individual space loads are currently not calculated. Heating and cooling load calculations are currently based on engineering judgment and similar project until the loads are better understood. Refer to Table 1 for information used to determine heating and cooling load calculations. HVAC heating and cooling load calculations are done in accordance with ASHRAE recommendations. The HVAC heating and cooling loads are done using Trane Trace 700 software and will be used to size and select HVAC equipment. The internal heat generation densities values used in the HVAC heating and load calculations are noted below in Table 1. These values will be verified during design for final equipment selections. Space occupancy is based on architectural furniture plans and ASHRAE standards where no information is available.

HVAC SYSTEMS AND AIR DISTRIBUTION-GENERAL DISCUSSION:

Space Heating and Cooling: The existing central plant system shall be utilized for the conditioning of the renovated spaces in this project. New terminal units (VAV terminals or four pipe fan coils) will be provided in the remodeled areas and connected to the central plant piping or primary ductwork. IT Data distribution rooms shall be provided with new dedicated ductless Split systems. The preferred system manufacturer shall be Daiken. Separate room sensors shall monitor the room temperature via the building central DDC Control system.

Ventilation (Outside Air): Ventilation air rates (cubic feet per minute) will be provided in accordance with ASHRAE 62.1 – 2007 using ventilation rate procedure. Ventilation air will be provided by multiple packaged Energy Recovery Ventilator (ERV) units located on the roof of the building. The ERV unit will use the general building exhaust air to pre-heat and cool the incoming outside air using a cross flow air to air heat exchanger. The ventilation air will be ducted to the space or room. The ERV shall have additional capacity to further treat the outside air to handle days that are beyond design conditions in the winter and the summer. Dedicated exhaust systems shall be provided for lab general ventilation and new fume hoods. The ERV selections shall be adjusted for the added outside air requirements of the lab areas. Refer to the area specific descriptions below for additional information.

Controls: The Building's mechanical components will utilize a computer-based energy management and automatic temperature control system. The new area terminal units and other HVAC systems will be controlled and monitored through the energy management control system (EMCS). This includes remote monitoring and alarming of building equipment, temperature and pressure relationships where needed. A graphic representation of each mechanical system will be displayed at the central operator's terminal. This stand-alone EMCS will permit implementation of the most energy conservative strategies for the mechanical systems. Filter pressure drop monitoring can be provided by the EMCS at each filter bank. The control and EM system shall be Alerton Controls to interface with and match the College’s existing Alerton Control System.

PLUMBING-GENERAL DISCUSSION

Introduction

The systems shall meet all applicable codes and regulations of the State of New Mexico requirements.

PLUMBING SYSTEMS:

The plumbing system will include:

Sanitary drain system Roof drain system Domestic cold water system Domestic hot water system Domestic hot water recirculation system RO Water System piping and distribution DI Water System piping and distribution Natural gas piping system Plumbing fixtures Plumbing interfaces to owner provided packaged waste water treatment and other water treatment systems.

Sanitary Sewer Drain System The drain, waste and vent system shall be for conventional restroom waste and area drainage as required for the project. Materials shall be schedule 40 PVC with solvent welded joints. Sewer terminations shall be required at existing sewer mains in the vicinity of the remodeled area or addition. Plumbing fixtures for the renovated existing restrooms shall be standard commercial vitreous china with low consumption flush valves for water conservation. Waterless urinals shall be considered for the restroom renovations pending owner’s approval. Lavatories shall be wall or counter mounted as indicated by the architect, urinals shall be wall mounted and water closets shall be wall or floor mounted as required by the owner. Floor drains with trap priming provisions are provided in all public toilet rooms. Mechanical equipment rooms are provided with floor sinks and each room will have as a minimum, one general floor drain. Trap priming is included at all infrequently used drains.

Roof Drain System The existing roof drainage system will remain in an unmodified unless changes are required due to conflicts with new building systems.

Domestic Cold Water, Domestic Hot Water and Domestic Hot Water Recirculation System Domestic cold water will be extended from the existing building main for the renovated areas. Domestic hot water will be provided from the existing hot water distribution system. Emergency showers will be provided with thermostatic controls to provide tempered water in accordance with current codes for the renovated water tech area labs. Utility shutoff

controllers shall provide emergency shutdown of lab table utilities in the event of a fire or electrical failure.

Natural Gas System Any new Natural gas requirements shall be extended from the existing natural gas service lines in the building.

FIRE SPRINKLER SYSTEMS -GENERAL DISCUSSION: New Fire Sprinkler Service

A new 6” fire sprinkler service main shall be provided from NMSU water utilities from the west end of the building entering the building from the south side of the water lab area.

Building Fire Sprinkler System

Eventually the entire building shall be fully sprinkled from the new fire riser/service described in the paragraph above. Two to three branch risers shall be required for the entire building area. Currently it is planned to indicate the new service and extension of fire sprinkler mains to the areas contained in the remodel. This work and the sprinkler system for the remodeled areas shall be base bid work. The remainder of the building sprinkler system for areas not part of the remodel shall be shown as a bid alternate for the project. Most areas shall be light hazard occupancies with various labs, storage and kitchen areas requiring ordinary hazard group 1 protection.

AREA SPECIFIC DISCUSSIONS A. Section 1 – Blue – Rooms 101, 103, 105A, 105B, 101A & 101B 1. Reconfigure existing 4 classroom layout to a six classroom layout 2. Upgrade finishes HVAC SYSTEMS AND AIR DISTRIBUTION: Reconfigure existing 4 classroom layout to a six classroom layout. Modify the existing air distribution for the revised floor plan and provide new ceiling supply and return diffusers and registers. Review and replace existing terminal units to provide additional capacity for the computer labs. Existing system is a constant volume multi-zone system. Branch terminal units will have to be added to allow individual space/zone control of the remodeled areas.

PLUMBING SYSTEMS: Plumbing renovations for this section shall be minimal. Plumbing shall be provided for any HVAC revisions for condensate drains or supplemental DX cooling for the computer labs.und

Section 3 – Yellow and the west end of Section 5 Green – Rooms 123, 125, 127 1. Feasibility of expansion of the building to the north to enlarge classrooms was reviewed and determined not to be feasible 2. If the building finishes are updated, it should be phased in coordination with the Bohannen Huston Water Utilities Addition Stabilization project. HVAC SYSTEMS AND AIR DISTRIBUTION: Reconfigure existing 3 classroom layout with new interior finishes and infrastructure. Modify the existing air distribution for the revised floor plan and provide new ceiling supply and return diffusers and registers. Review and replace existing terminal units or system branch ductwork to provide additional capacity for the computer labs.

PLUMBING SYSTEMS: Plumbing shall be provided for any HVAC revisions for condensate drains or supplemental DX cooling for the computer labs.

D. Section 4 –Green – Rooms 128, 129, 131 1. Classroom 131, Prototype Water Treatment will not require finish upgrades unless it is repurposed as an Art Classroom. HVAC SYSTEMS AND AIR DISTRIBUTION:

Modify the existing air distribution for the revised floor plan and provide new ceiling supply and return diffusers and registers for rooms 129 and 131.

Room 128 is the wastewater and water treatment lab facility containing a number of water treatment systems (primary filtration, RO water, DI water, Ultrafiltration as well as a flow through waste water treatment plant). This area shall be completely removed from the buildings central HVAC system and the room isolated. During certain treatment system processes, odor complaints have occurred throughout the building.

New HVAC systems shall consist of dedicated exhaust of specific equipment or tanks, new split system space conditioning systems and dedicated packaged make up air systems to replace the increased volume of exhausted air. Consideration shall be given to filtering and treating the exhaust air paths (activated carbon filters) to further reduce odor transfer outside the facility. Cross flow energy recovery ventilators shall be utilized to pretreat outside fresh air for the high ventilation requirements. These will use independent air paths to avoid any recirculation or cross contamination of air streams.

PLUMBING SYSTEMS:

Plumbing shall be provided for any HVAC revisions for condensate drains or DX cooling units. Plumbing piping revisions may be required for the relocation of the various treatment systems or the installation of new equipment or systems. The final extent of equipment relocation or replacement is not determined at this phase of the project. New emergency showers and eyewash fixtures shall be provided in room 128. E. Section 5- Orange – Rooms 118A, 118, 122A, J120, 122, 124, 126, 126A 1. Existing rooms 118 and 118A are shown in the proposed layout to accommodate a new IT room at approximately 190 SF, new storage room at approximately 170SF and a security office at approximately 203 SF with a service counter and a window designed to observe activity in the commons. 2. Room 122A, Reference & Autoclave requires finish updates and a new fan hood/exhaust system for the Autoclave. 3. Room 124, Lab purpose needs definition and list of requirements. 4. Classroom 126 should have a wall built at approximately 24‘ from the front wall to create a classroom of approximately 850 SF. The back of the room, 126A would then be a storage room for either or both classrooms 131 and 126 of approximately 550 SF. 5. Classroom 126 will require complete classroom finishes for walls, ceilings, floors, white boards, tack boards, projection and wireless equipment. 6. Shelving used to create the current divider wall could be used in the storage room.

Modify the existing air distribution for the revised floor plan and provide new ceiling supply and return diffusers and registers. Lab spaces shall have new fume hoods with dedicated exhaust fans. Dedicated exhaust and make up air system shall be provided for the new location of the autoclave that serves lab 122A. A new make-up air system shall be provided to replace the exhaust air from the labs.

Cross flow energy recovery ventilators shall be utilized to pretreat outside fresh air for the high ventilation requirements. These will use independent air paths to avoid any recirculation or cross contamination of air streams.

PLUMBING SYSTEMS: Modify the existing plumbing to provide drains, waste and vent systems for new lab furniture. Acid resistant waste systems and neutralization shall be required. Extension of domestic hot and cold water piping, installation of new RO and DI water system piping, compressed air and vacuum piping shall also be required for the project. New emergency showers and eyewash fixtures shall be provided in all lab areas. F. Upgrades to all classrooms, storage rooms, and offices in the blue, red, green, and yellow areas shall be upgraded with: 1. Allerton card key locks 2. New ceiling grid and tile systems 3. Floor coverings 4. Wall finishes 5. White and tack boards as required 6. Lighting systems needs to be replaced 7. New roof for the entire building, may have roofing funds to cover 8. Number of computer labs or classrooms equipped to teach computer programs has not yet been defined. An option to use a raised floor system to facilitate easy changes in these rooms was proposed. 9. Raise ceiling heights in all classrooms if possible or provide solar tubes. HVAC SYSTEMS AND AIR DISTRIBUTION:

All areas receiving new finishes shall have new air distribution devices (ceiling or sidewall supply diffusers and return air registers).

DACC BUILDING 341 RENOVATIONS DESIGN DEVELOPMENT

ELECTRICAL NARRATIVE

The purpose of this narrative is to recap the design approach in order to assist the owner/reviewer in analyzing the proposed electrical design for this facility. The scope of this project is to renovate various areas of DACC Building 341 at the Las Cruces Main Campus. The individual systems will be elaborated upon in respective sections below. The concept of design in most systems is based on the existing systems and current space use, energy efficiency and simplicity of maintenance. The electrical system shall meet all code, regulations, and safety requirements. The electrical system shall be functional, expandable and have low maintenance costs.

CODES AND STANDARDS:

The electrical design and installation shall comply with the following codes and standards:

National Fire Protection Association (NFPA) Codes: NFPA 70 (National Electrical Code), 72,101. 2014 New Mexico Electrical Code (NEC 2014). 2009 International Building Code. 2009 Uniform Fire Code (UFC). 2010 Illuminating Engineering Society of North America (IESNA) Handbook. Uniform Federal Accessibility Standards (UFAS). New Mexico Night Skies Protection Act. International Energy Conservation Code (IECC 2006). Americans with Disabilities Act (ADA) New Mexico State University Design Guidelines

ELECTRICAL DISTRIBUTION – LIGHTS & OUTLETS The scope of the project consists of interior space remodels. No additional square footage is being added to the building. The capacity of existing panels is assumed to be adequate. However, it is expected that existing panels will not have enough breaker spaces. We expect to add 120V circuit panels to feed new outlets in remodeled classrooms. New circuits are needed in the labs for 220V loads. This is an area that new panels may be needed as well.

ELECTRICAL DISTRIBUTION – HVAC New load will be added because of new HVAC ventilation and new exhaust systems. New circuits will be added as needed. New panels and new feeders will be added as needed. LIGHTING In areas of remodel and new work, existing lighting will be replaced with new light fixtures. Most of the new lights will be LED. The new lighting in the General Classrooms will be with 2 x 4 recessed LED light fixtures. The computer classroom new lighting is the only planned area with new fluorescent lighting; this will be with pendant hung direct/indirect LED. The wall mount switches will be replaced with bi-level low voltage switches tied to new occupancy sensors. The occupancy sensor system shall be Watt Stopper or equal. Emergency and exit lighting will be added as needed to meet code. Provide power and control to the new solar tubes where installed. DATA WIRING Data drops will be added as needed. Per NMSU standard the cable will be provided to the contractor for installation by him, but termination will be DACC/NMSU.

AREA SPECIFIC DISCUSSIONS A. Section 1 – Blue – Rooms 101, 103, 105A, 105B, 101A & 101B 1. Reconfigure existing 4 classroom layout to a six classroom layout 2. Upgrade finishes Provide new LED lighting and occupancy sensors in new classrooms. Provide new outlets as needed in new classrooms. Provide new floor boxes. Cut and patch the floor as needed. Provide new power to the ceiling projector and projector screen. Provide power and data for new teacher stations. B. Section 2 – Red – Rooms 102,104,106, all 108 rooms, R101 & R102, J100 1. The proposed layout shows extended toilet rooms to existing perimeter wall, reconfigured layout, removing existing offices 108A, 108B, 108C, 108D 2. Replace plumbing fixtures, upgrade finishes 3. Upgrade finishes. Replace lighting with LED. Add occupancy sensors. Disconnect and reconnect exhaust fans as needed.

Add outlets as needed to new office spaces. Add computer and data drops as needed. C. Section 3 – Yellow - Rooms 123, 125, 127 1. If the building finishes are updated, it should be phased in coordination with the Bohannen Huston Water Utilities Addition Stabilization project. In new and reconfigured spaces provide new LED lighting. Provide Watt Stopper or equal occupancy sensor light controls. In new and reconfigured spaces provide new outlets as needed. Provide new data drops. Provide power for new equipment as needed. D. Section 4 –Green – Rooms 128, 129, 131 1. Classroom 131, Prototype Water Treatment will not require finish upgrades unless it is repurposed as an Art Classroom. In new and reconfigured spaces provide new LED lighting. Provide Watt stopper or equal occupancy sensor light controls. In new and reconfigured spaces provide new outlets as needed. Provide new data drops. Provide power for new equipment as needed. E. Section 5- Orange – Rooms 118A, 118, 122A, J120, 122, 124, 126, 126A 1. Existing rooms 118 and 118A are shown in the proposed layout to accommodate a new IT room at approximately 190 SF, new storage room at approximately 170SF and a security office at approximately 203 SF with a service counter and a window designed to observe activity in the commons. 2. Room 122A, Reference & Autoclave requires finish updates and a new fan hood/exhaust system for the Autoclave. 3. Room 124, Lab purpose needs definition and list of requirements. 4. Classroom 126 should have a wall built at approximately 24’ from the front wall to create a classroom of approximately 850 SF. The back of the room, 126A would then be a storage room for either or both classrooms 131 and 126 of approximately 550 SF. 5. Classroom 126 will require complete classroom finishes for walls, ceilings, floors, white boards, tack boards, projection and wireless equipment. 6. Shelving used to create the current divider wall could be used in the storage room. In new and reconfigured spaces provide new LED lighting. Provide watt stopper or equal occupancy sensor light controls. New IT Room will have plywood walls, dedicated outlets, grounding and power for HVAC. In new and reconfigured spaces, provide new outlets as needed. Provide new data drops. Add outlets in the lab areas. Add GFCI outlets. Add outlets to benches. Add power for 220V equipment. Upgrade lighting in the labs.

F. Upgrades to all classrooms, storage rooms, and offices in the blue, red, green and yellow areas shall be upgraded with: 1. Allerton card key locks 2. New ceiling grid and tile systems 3. Floor coverings 4. Wall finishes 5. White and tack boards as required 6. Lighting systems needs to be replaced 7. New roof for the entire building may have roofing funds to cover 8. Number of computer labs or classrooms equipped to teach computer programs has not yet been defined. A raised floor system to facilitate easy changes in these rooms is proposed. 9. Raise ceiling heights in all classrooms if possible or provide sola-tubes with motorized dampers. With the replacement of the ceiling grid all loose cabling above the ceiling shall be properly supported from the structure. Also all electrical conduits that are not properly supported shall be fixed. All boxes shall have covers. Replace lighting with new LED light fixtures. Provide Watt Stopper or equal occupancy sensor light controls. If sola-Tubes are provided, connect power and control as needed. .G. IT upgrades may be required. If new location of IT room is approved, additional programming with the IT Manager should be done to define the Scope of Work. New IT rooms shall have plywood walls, dedicated power outlets and grounding. Contractor shall provide the racks and table trays within the room. New power shall be provided to the new HVAC cooling units. H. The entire building will require a new fire alarm system and panel to meet requirements of code official with jurisdiction and NMSU standards. A meeting was held with DACC personnel, the A/E and MNSU Fire Department. The following items were discussed and agreed upon.

The occupancy of the building is B occupancy. The building does not require a Distributed Recipient Mass Notification System. The minimum requirement is a manual fire alarm system. The use of smoke and heat detectors throughout the building is not required by code or by NMSU FD, and will not be provided. The smoke detectors at the fire alarm panels that are required will be provided. The new fire alarm panel manufacturers shall be Gamewell, Notifier or Firelite. The new system will be addressable.

Wiring above ceilings shall be plenum rated; installation in conduit is not required. In public area the wiring will be in conduit or wire mold. In utilitarian spaces wiring shall be in conduit. New fire alarm appliances will be ceiling mounted to the fullest extent possible. Pull station will be provide at all exits and 200 feet on center. Pull stations do not require the clear plastic alarmed cover. Remote test station required for HVAC systems will be ceiling mounted. Power for the duct detectors shall come from the fire alarm panel. Fire alarm indicating devices shall be red in color. The new fire sprinkler system shall be monitored by the new fire alarm system for water flow and for tamper switches.
