    Recently, our Chief Minister Shri Vijay Rupani launched a new monthly initiative where he holds an in-person interaction with groups of people from the state and resolves their queries. One of our stories captures certain segments of ‘Mukhyamantri Saathe Mokala Mane.’

    Interacting with people and communicating his thoughts are other distinct qualities of the Prime Minister that separates him from other leaders. The issue carries its regular feature ‘Mann ki Baat,’ for September. The PM has spoken about spreading humanity through social service this festive season, recognizing ‘Nari Shakti’ by felicitating daughters, ‘Run for Unity’ marathon on 144th birth anniversary of Sardar Vallabhbhai Patel and most importantly ridding the country from the menace of single-use plastic on the occasion of 150th birth anniversary of Mahatma Gandhi.

    Dear Readers,Mahatma Gandhi is considered to be one of the greatest inuencers of modern history. His resolve of non-violence

    and perseverance got India free while his ideals shaped generations of Indians and stitched together the social fabric of India. However, despite this saint-like revering for Gandhiji, we forgot one of his teachings – cleanliness.

    This changed in 2014, when Prime Minister Shri Narendra Modi, during his maiden Independence Day speech from the rampart of the Red Fort gave the clarion call of ‘Swachh Bharat Abhiyan.’ He envisioned a ‘Swachh Bharat,’ as dreamt by our Bapu by his 150th anniversary as a tting tribute to our greatest leader. And thus began independent India’s biggest public movement.

    On October 2nd this year, PM Modi announced India as free from open defecation (ODF) from the corridors of Sabarmati Ashram, in a grand event organized by the Government of Gujarat. Gujarat, the janmabhoomi and karmabhoomi of Bapu, and its people led the way in accomplishing this noble dream. The Cover Story in October issue discusses the signicance of cleanliness for Indian society, along with a glimpse of key milestones of Swachh Bharat Abhiyan and the event at Sabarmati Ashram.

    For the past three issues, we have written a lot about Gujarat government’s water management initiatives. We are proud to say that the hard work of lakhs of people including citizens, engineers, bureaucrats and leaders under the leadership of PM Modi and Chief Minister Shri Vijay Rupani, nally bore fruit on September 17th. The Prime Minister on his 69th birthday, along with CM Shri Vijay Rupani and Deputy CM Shri Nitin Patel, visited the Sardar Sarovar Dam and released excess water, as the Dam reached its full capacity. It was a rare moment for each Gujarati, including Modi ji, as we all were witnessing a long-held dream fullled. Our lead story covers the event ‘Namami Devi Narmade.’

    Assessment and improvement is a continuous process and a key driver of good governance. Government of Gujarat regularly assesses its initiatives, seeks feedback and introduces changes to achieve improvement. With this approach, the state government introduced a New Port Policy for the development of the ports and increase in trade through imports & exports along the coastline of Gujarat. It also launched a state-wide data centre for Anganwadi workers to help the government monitor the data at anganwadi level and ensure that women, adolescents, and children benet from the schemes of the government as well as make amendments if required. The government also started a new Health helpline ‘104 Help line’ service to provide counselling by psychologists to people with mental illness and Divyangs. One of the stories briey presents these initiatives.

    Government of Gujarat invited Hon'ble PM Shri Narendra Modi as the chief guest of this program. Shri Modi worshipped Maa Narmada at the program and then he visited the new tourist attractions being made around the Statue of Unity. Governor of Gujarat Shri Acharya Devvrat, Hon'ble CM Shri Vijay Rupani and Deputy CM Shri Nitinbhai Patel were also present with the Prime Minister.

    After visiting the tourist attractions, the PM, CM and Deputy CM graced a public function where people in large numbers were eagerly waiting. Hon'ble CM Shri Vijay Rupani welcomed Hon'ble PM Shri Narendra Modi on the stage, and expressed his gratitude towards PM Modi for his contribution in Sardar Sarovar Dam Project.

    As a consequence of state government's efforts and due to bountiful rains this year, water in Sardar Sarovar Dam in Gujarat has reached its maximum storage capacity, i.e. to the height of 138 meters. With Sardar Sarovar Dam storing record water, the state government has secured drinking water for the entire state to last at least a year. This is a moment of achievement and great joy for the people of Gujarat since Narmada river is said to be the lifeline of the state. Gujaratis realize the value of water more than other states as they have faced serious water scarcity a decade back, and are aware of the water struggles of their elders.

    In order to mark this huge milestone, Chief Minister Shri Vijay Rupani decided to celebrate this achievement as state level celebration. On 17th September, on the occasion of the birthday of Hon'ble PM Shri Narendra Modi, 'Namami Devi Narmade' Program was organised at Kevadiya in Narmada District.

    Wishing Prime Minister Shri Narendra Modi on his birthday CM Shri Vijay Rupani remembered his contribution towards water conservation and water supply in Gujarat. Shri Rupani said, “Sardar Sarovar Dam is lled with water up to its maximum capacity. Today is a historical day when the extra

    water of Sardar Sarovar will be released by Prime Minister Shri Narendra Modi. Sardar Patel dreamed of Narmada Dam in 1946 and as a result of many efforts made by our Prime Minister Shri Narendra Modi, this dream has come true. Namami Devi Narmade programme has become more special as it is being celebrated on the birthday of Hon'ble PM.”

    Talking about the importance of Sardar Sarovar Dam, Shri Rupani said, “Maa Narmada and Narmada Yojana has been the lifeline of the state since seven decades. Earlier, water could be stored up to the height of 121 meters in this dam, but now the water storage capacity has been increased up to 138 meters. Because of this, 10 thousand villages, 170 cities and 18.5 lakh hectares of land will get irrigation facilities. The whole country knows that when Shr i Narendrabhai was CM of Gujarat, people who were against Narmada Yojana created so many obstructions. However, within 17 days of becoming the Prime Minister, Shri Narendrabhai gave permission to close the gates of Sardar Sarovar Dam and as a result, today, Gujarat is witnessing this glorious day.”

    Shri Modi also remembered the contribution of Sardar Patel in uniting the nation and said, “Sardar Patel is the symbol of Unity and Integrity. India will achieve new heights with his inspirations. 17th September is celebrated as Hyderabad Mukti Divas. Without Sardar Patel's foresight, India would have been facing many problems today.

    After the welcome address by CM Shri Vijay Rupani, Prime Minister Shri Narendra Modi addressed the people. Shri Modi said, “This huge crowd of people gathered to welcome the large amount of water in River Narmada will give new identity and new height to Kevadiya. Today, the entire state is happy and joyful. Today, the Sardar Sarovar Dam has crossed its maximum water level capacity of 138 meters. Many people h a v e c o n t r i b u t e d i n achieving this milestone and I salute to all of them.”

    In his address, Shri Modi also appreciated the efforts made by the Government of Gujarat for irrigation system and supply of drinking water in the state. Shri Modi said, “We are moving forward with the mantra of Development of Gujarat for Development of India.”

    Referring to his new campaign of making India free from Plastic by 2022, Shri Modi said, “We all have to come forward to bring complete ban on the single use plastic. Environment is badly affected due to unlimited use of plastic. There is a lot of damage to water and land due to single use plastic. In Kevadiya also, we have to show awareness in this matter.”

    Ta l k i n g a b o u t t h e t o u r i s m s p e c i a l i t i e s i n Kevadiya, Shri Modi said, “Development can be achieved with the protection of environment. Kevadiya is the best example of this. Kevadiya has become a tourist attraction for the country and it is a wonderful conuence of natural beauty and use of latest technologies. Here in Kevadiya, electricity is generated through water and it has various tourist attractions like Ekta Nursery, Buttery Park, Cactus Garden and Eco Tourism.”

    People of Jammu-Kashmir and Ladakh were facing discrimination for 70 years. Taking inspiration from Sardar Patel, Government of India took the historical decision of abrogating Section 370 and 35A.”

    In this programme, Shri Narendra Modi pushed for women empowerment and asked people to encourage women. As a part of Fit India, he concluded by urging people to participate in the ‘Run for Unity’ event on Sardar Vallabhbhai Patel’s birth anniversary on October 31.

    Prime Minister Shri Narendra Modi addressed the nation through his monthly radio broadcast ‘Mann Ki Baat’ on 29th September and conveyed his best wishes for the upcoming festive season. The beginning of Mann Ki Baat was blessed by the legendary Lata Mangeshkar. She featured on the program via a call made by Shri Narendra Modi to wish her on the occasion of her 90th birthday on 28th September. Through the program, Hon’ble Prime Minister urged the youth to stop tobacco consumption, avoid addictions and continue on the journey of ‘Fit India.’ He urged people to get rid of the menace of single-use plastic on Mahatma Gandhi’s 150th birth anniversary on October 2nd.

    Under this campaign, the aims were to make cities and villages free from open-defecation, spreading awareness against littering in public places and to make every household clean.     Shri Modi further stated in his address, “Women, an integral part of the society have contributed largely to this campaign. With construction of toilets in the villages, there has been betterment in sanitation and health. Bapu had dreamed of an India with efcient governance, and today we have achieved that. But it is not appropriate to be satised here itself. The resolution of Swachh Bharat should continue unabated and I am condent that India will continue to do so.”

    While concluding, Shri Modi appealed to the citizens to contribute to freeing the country from single-use plastics by 2022.

    Modi visited the Gandhi Ashram and paid

    tribute to Mahatma Gandhi. On this occasion,

    Shri Modi introduced coins of Rs.150. After

    visiting Gandhi Ashram, Shri Modi arrived at a

    function organized at the riverfront built on the

    banks of the Sabarmati river where 20,000

    Sarpanchs, as well as swarm of citizens of

    Gujarat, welcomed him. The people were

    joyous to see their leader.

    Shri Modi further stated in his address, “Women, an integral part of the society have contributed largely to this campaign. With construction of toilets in the villages, there has been betterment in sanitation and health. Bapu had dreamed of an India with efcient governance, and today we have achieved that. But it is not appropriate to be satised here itself. The resolution of Swachh Bharat should continue unabated and I am condent that India will continue to do so.”

    While concluding, Shri Modi appealed to the citizens to contribute to freeing the country from single-use plastics by 2022.

    On the occasion of the Swachh Bharat Divas organized to commemorate the 150th birth anniversary of Gandhi Ji at Sabarmati riverfront built on the banks of the Sabarmati River, Shri Narendra Modi addressed the sarpanch and cleaners from across the country by saying, "You have worked hard for ve consecutive years to fulll Bapu's dream of clean India.” Referring to Mahatma Gandhi's ideologies on cleanliness, Shri Modi said, “Mahatma Gandhi was the torchbearer of cleanliness.     Some important details of the Swachh Bharat Divas Program

    Ÿ More than 5.99 lakh villages, 699 districts, 35 states and union territories in the country are free from open-defecation.

    On 2nd October 2019, Chief Minister Shri Vijay Rupani attended the Sarvadharma prayer meeting at Kirtimandir in Porbandar which is the birthplace of Gandhi Ji. District In-charge Minister Shri Jawaharbhai Chavda, Katha reader Shri Rameshbhai Oza and other social dignitaries were also present along with the Chief Minister. On this occasion, Shri Vijay Rupani made an announcement to start environmental laboratories to spread awareness regarding the environment in primary as well as secondary schools of the state and encourage thinking in the interest of environment inspired by Bapu himself.

    After paying tribute to Mahatma Gandhi at the Kirti Mandir on the occasion of 150th birth anniversary of Bapu, Chief Minister Shri Vijay Rupani undertook shramdaan at Chaupati in Porbandar as part of 'Swachhata Hi Seva' campaign inspired by Gandhi Ji’s ideologies and spread the message of cleanliness all over Gujarat.

    In the meantime, in order to fulll Bapu's dream of a Swachh Bharat, a swearing-in ceremony was organized in the process of making Gujarat plastic-free from October 2nd 2019 under Prime Minister Shri Narendra Modi's Plastic Free India campaign. Along with the Chief Minister, dignitaries, ofcials, school children, and citizens took oath to maintain cleanliness. The oath of, ‘I will not litter, nor would I let anyone else litter’, 'I will not use plates, bowls, glasses and bottles made of plastic', ‘I will conserve environment by making home, locality, village, city, garden, state and country plastic-free’ was administered by the Chief Minister.

    On 2nd October, Mahatma Gandhi’s 150th birth anniversary, Chief Minister Shri Vijay Rupani on inauguration of

    the rst riverfront of Saurashtra on the Asmavati river in Porbandar, said that along with the provision of basic

    amenities in the cities of Gujarat, the physical and mental well-being of the urban people as well their happiness index

    has to be increased. Shri Rupani said that Gujarat has given priority to water and the environment. He gave information

    regarding the success of various schemes like desalination of saline water to potable water, lling of 58 dams with

    Narmada water under Saurashtra-Narmada Avataran Irrigation Yojana (SAUNI Yojana) and progressively working

    towards lling remaining dams, recycling, and water harvesting policy. He also said that this year we will benet from

    Sujalam Suam Abhiyan. With a long term plan laid for water management, Gujarat will now become a water surplus

    state after attaining surplus electricity.

    Referring to the development work progressing effectively in Gujarat, Shri Rupani said that Gujarat will establish

    new dimensions on its journey towards New India which is the far-sightedness of Prime Minister Shri Narendra Modi.

    Ÿ In accordance with the Divyang Act passed in the Parliament, the Commissioner of Divyang Welfare will be appointed in Gujarat. The role of the commissioner is to seek solutions to the problems faced by divyangs. He will also ensure their empowerment with regard to the administrat ive and nancia l matters of organizations working for the disabled.

    Ÿ Divyang Certicate issued to persons with disabilities, can now be obtained from 22 medical colleges of the state government. Earlier, they were only available at district headquarters or Ahmedabad Civil Hospital.

    Shri Rupani concluded this program by expressing the commitment of the state government to equip and empower divyangs with resources and make them self-reliant. He also said that taking care of divyang is not only their duty but also their moral responsibility. Since the program was held during Navratri, Shri Rupani emphasized on social harmony and equality for these integral members of the society.

    Ÿ An announcement to increase the grant given to disabled children and childcare homes from Rs.1,500 per month to Rs.2,160 per month was made. Approximately 10,000 children will receive this additional benet. He also expressed the commitment of the state government to take proactive decisions for the welfare of divyangs of the state.

    On 5th October 2019, in the third edition of Mukhyamantri sathe Mokla Mane, Chief Minister Shri Vijay Rupani held an interaction with divyangs from various institutes of the state. During the program, the interaction unfolded various changes in schemes and new plans for the welfare of divyangs from the people-centric and sensitive government;

    Ÿ With Diwali just around the corner, Shri Rupani presented the divyang audience with an increase in the allowance of Divyang Sathan Sahay from Rs. 10 thousand to Rs. 20 thousand per person after Diwali.

    Ÿ The state government is planning to operate separate Divyang Nana ane Vikas Nigam (Divyang nancial and Development board), for effective implementation as well as the presentation of welfare schemes for citizens with disabilities.

    On 19th September 2019, in a program organized by the Department of Labor and Employment, Chief Minister Shri Vijay Rupani started various development projects for skill development amongst youth. He also inaugurated Employment Fair Fortnight along with 26 Industrial Training Institutes (ITIs) set up at a cost of Rs.196 crore. During the program, he congratulated the newly appointed principals, felicitated students who

    performed excellently in academics and honoured institutes that provide nest training.

    As India’s demographic strength lies with its youth, it is necessary to empower the youth and provide them ample opportunities for skilling as well as employment. Well aware of its role as an effective enabler, Government of Gujarat has been making continuous efforts in the direction. The success of Mukhyamantri Apprenticeship Scheme is a great example of preparing and training youth as per the requirement of the industries and opening doors to employment opportunities.

    Shri Vijay Rupani addressed the audience through his speech and said, "Skill India will become the foundation of development in the days to come. Prime Minister Shri Narendra Modi is determined to full the resolution of Make in India through youth empowerment. As a result, Gujarat will become the most preferred destination for investment and about 57 lakh skilled young manpower will be required by 2022. Our government has provided work for each hand and has given importance to Shramev Jayate. We have trained 17 lakh youths through ITIs of the state. We have inaugurated 287 government ITIs and Kaushalya Vardhan Kendra to enable the youth of the state to achieve skill development training as per the requirements of the industries.     Present at the program, Minister of Labor & Employment Department, Shri Dilip Kumar Thakor said, "The Mukhyamantri Apprenticeship Scheme of the Government of Gujarat has proved to be very successful in providing greater impetus to Prime Minister Shri Narendra Modi's Make in India and Skill India program. Under this scheme, more than 77 thousand youths have been trained. In the last three years, lakhs of youth have been provided employment opportunities through Employment Fairs. A target of providing employment to more than 35 thousand youths has been set under the current Employment Fair. An app has been launched for the rst time ever in India which looks after the health of the workers working in factories called SACHET (Safety and

    Comprehensive Health Environment Test). Another app called SIMPLE (Shram Inspection Mobile Portal For Labour and Employment) has been launched to make inspections more transparent in factories that have lesser number of staff members. Through the SIMPLE app, there will be transparency in the labour inspection process and the comments from inspection can be uploaded on the site itself. Along with that, 27 mobile vans will be operational across the state to provide health facilities at the initial stage of diseases to the workers working in the factories using the SACHET app. This app can also monitor the

    working conditions in industrial units. A provision of Rs.15 crore has been sanctioned for the same."

    Present at the program, Minister of Labor & Employment Department, Shri Dilip Kumar Thakor said, "The Mukhyamantri Apprenticeship Scheme of the Government of Gujarat has proved to be very successful in providing greater impetus to Prime Minister Shri Narendra Modi's Make in India and Skill India program. Under this scheme, more than 77 thousand youths have been trained. In the last three years, lakhs of youth have been provided employment opportunities through Employment Fairs. A target of providing employment to more than 35 thousand youths has been set under the current Employment Fair. An app has been launched for the rst time ever in India which looks after the health of the workers working in factories called SACHET (Safety and

    Comprehensive Health Environment Test). Another app called SIMPLE (Shram Inspection Mobile Portal For Labour and Employment) has been launched to make inspections more transparent in factories that have lesser number of staff members. Through the SIMPLE app, there will be transparency in the labour inspection process and the comments from inspection can be uploaded on the site itself. Along with that, 27 mobile vans will be operational across the state to provide health facilities at the initial stage of diseases to the workers working in the factories using the SACHET app. This app can also monitor the

    working conditions in industrial units. A provision of Rs.15 crore has been sanctioned for the same."

    involved in four months of resident training at IIT-

    Gandhinagar. He also provided Letters of

    Appreciation to Honda Motorcycles and Scooter

    India for establishing a modern lab in 20 ITIs and also

    to Quest Alliance for providing skill development

    training to ITI students as well as to Pidilite Industries

    for increasing skill development through their

    innovative projects as a Knowledge Partner. Shri

    Rupani also interacted with the trainees of ITI-

    Kubernagar and apprentice trainees from Suzuki

    Motors Gujarat through video conference. A short

    lm was screened at the program regarding various

    activities of the Department of Labor and

    Employment which was watched live by ITI students

    across the state.
