During the reporting period, protection monitoring was conducted in 7 Division in theSouth-West and North-West Regions by INTERSOS and DRC. A total of 820 incidentswere recorded in both regions, thus 4% increased compared to the month of July (789 incidents). 620 cases were identified in South-West mainly in Meme, Fako, Lebialem and Manyu while 194 were in North-West in Momo, Boyo and Bui. Violationof right to property notably burning of Houses remains the main protection concern asthis accounts for more than 41% of the protection incident recorded and its constitutea major protection issues in August. 144 (17.6%) child protection cases and 30 (4%) GBV cases were reported.
498 security incidents have been reported during the eight months of the year, mostly armed conflict and crime. The security situation is preventing civilians with humanitarian needs from accessing vital assistance and hampers movement of humanitarian personnel.
The humanitarian situation in Cameroon’s North-West and South-West regions continues to deteriorate with 1.3 million people now in need of assistance. The conflict in the two regions has left 430,897 internally displaced, 196,258 returnees and 39,602Cameroonian refugees in Nigeria.* The outlook for the rest of 2019 is one of emergency response as displacement continues due to the ongoing conflict and vulnerability is compounded as services deteriorate and resilience is eroded. The situation ischaracterised by human rights and protection violations. Armed fighting and insecurity continue to be the principal impediment to the provision of assistance as well as a barrier for those in need to reach areas where they can receive aid.

These numbers show an increase of about 19% as compared to the recent EFSA whichis mainly perceived to be because of the ongoing insecurity challenges, loss of farmlands/produce and other means of livelihood leading to a high dependency on humanitarian assistance by the people. Though the deteriorating security situation negatively affects the overall livelihood of the people, humanitarian organizations (UN, INGOs and Local NGOs) in both regions continue to provide food and livelihood assistance within the limited resources and accessible areas. WFP will continue to provide food items to 125,000 IDPs in North-West and 80,000 IDPs in South-West regions until September.
Surveillance and essential healthcare delivery is dependent on functional health structures. This assessment shows that a majority of health districts (19/37) in the NW/SW have between 23-65% of the health structures partially or totally non-functional. It is worth noting that 3 health districts have more than 65% of the health structures non-operational. There is little or no epidemiological surveillance activities and limited access to essential health care when health facilities are not operational.
