Message from the Secretary

Theyear2010sawthecountryintransition.AnewPresidentwaselected,which also coincidedwith changes in the leadership ofmanygovernmentagencies,agreatnumberofwhichalsocopedwiththechallengesofinternalreorganizations.AttheDepartmentofScienceandTechnology,sucheffortswerepursuedwiththeclearviewofservingourpublicsbetterinthedeliveryofS&Tservices.

Inlinewiththeobjectiveofpromotingpublic-privatepartnershipsundertheadministrationofHisExcellencyBenignoSimeonAquinoIII, theDepartmentofScienceandTechnology (DOST)hasbeenbusybuildingandstrengtheningits linkageswith itsstakeholdersbothatthelocalandinternationallevels.

Hence I commend the Food and Nutrition Research Institute(FNRI) for internalizing this commitment by undertaking high-impactresearchprojectsthataddressthenutritionalproblemsofFilipinos, especially those frommarginaland vulnerablegroups.Forinstance,FNRIlaunchedtheSulong Pinoy Projectin2010thatpromotes easy-to-prepare nutritious complementary foods fromlocalingredientsforpriorityprovinces,andSupeRice, ourresponseto theprevalenceof irondeficiencyanemia in the country.Bothprojectsaddressthepressingandpersistentnationalproblemsonmacroandmicronutrientmalnutrition.

IamlikewiseencouragedbyFNRI’ssteadypromotionofoptimumnutritionbydevelopingandupdatingnutritiontoolsandstandardsforprogramplanners,dietcounselors,andpublichealthworkers,andcreatingeasy-to-followinformationmaterialsforconsumers.Ithasalsointroducedanon-airprogram,Nutrisyon Is Kool, designedto teach the televiewingpublic thebasicsofgoodnutrition.Thisprogramissettodebutinthefirstquarterof2011.

The FNRI’s technical assistance to small andmedium enterprisesandsimilarly-sizedorganizationsprovedsuccessful intheoverallimprovementinthenutritionalstatusofthepopulationbyexpandingfoodchoicesandincreasingavailabilityandknowledgeofcheapersourcesofnutritiousfood.

I salute the FNRI for itsaccomplishments in 2010.May the passion for helpingfellow Filipinos to becomewell-nourishedandproductivecitizensnevercease.

Message from the Director

Iampleasedtopresentour2010AnnualReport,theproductofadynamicyearfortheFoodandNutritionResearchInstituteoftheDepartmentofScienceandTechnology(FNRI-DOST).TheInstitutemovedswiftlytomeetthechallengesofaddressingthecontinuingproblemofmalnutrition in itsvariousforms,andofworkingwithourgovernment’snewadministration.

ThisreportfollowstheoutlineofourMajorFinalOutputs,providingdetailsontheaccomplishmentsoverthepastyearandplansforthe future. The FNRImanagementand staffworked together tobetterunderstandhownutrition interventionsshouldbedesignedso that improvements in nutritional status and implementationof programswill be optimized.We determined the benefits offunctionalfoods,fortifiedfoodsandotherfoodproductsthatwillcontributetotheseimprovements.Welikewisedevelopedtoolsandinformation materials that would enhance assessment, planningandpreparationofdiets,andmaximizedisseminationofresearchresults through the use of “old and new” nutrition informationpackagesand informationand communications technology (ICT).In2010,wecompleted17projectsintheseareasandexpecttohavemore in2011,as various interestingprojectsare currentlybeingundertakenbytheInstitute.

Among these are our aspirations to push for low-cost nutritiouscomplementary foods that will address undernutrition amongyoung children and reduce nutritional anemia in the country bymakingavailableiron-fortifiedricenationwide.TheInstituteisalsoembarking on projects aimed to empower communities throughnutritioneducation,trainingandtechnologytransferortheSiglang PinoyProject.

Whileourjobisnoteasy,wearefortunatetohavepartnersintheseendeavors.Wehaveforgednewpartnershipsandstrengthenedexistingonesthroughcontractresearches,S&Tservices,eventtie-upsandcollaborations,bothatthelocalandinternationallevels.Wearealso continuing tobuildand upgradeour facilitiesandservicestocatertotheneedsofourgrowingnumberofclients.

Our current status is due largely to the commitment and hardwork demonstrated by the Institute’s workforce. The FNRI-DOSTsupports further training of its staff to bemore equippedwithadvancedknowledgeandskillstofacetheincreasingtasksinfood

and nutrition research anddevelopment.

Executive Summary

This annual report chronicles the activities theFNRI-DOST conducted for2010. It shows theprogressofitsresearchanddevelopmenteffortsinthepreviousyearthataimedtocontributetotheimprovementofnutritionalwell-beingofFilipinos.

The Institute implemented 36 research anddevelopment (R&D) projects and completed 17projectsalongthefollowingareas:normalnutrition,micronutrient deficiencies, overnutrition and non-communicablediet-relateddiseases(NCDs),foodquality and safety, development of tools andstandards,nutritionalassessmentandmonitoring,in-depth correlation studies, information andcommunicationtechnology(ICT).

In terms of scientific productivity, a total of 44scientific/technical papers were prepared ofwhich23werepublishedinlocalandinternationaljournals. One R&D undertaking was approvedfor intellectual property rights registration andtwo are awaiting approval from the IntellectualPropertyOffice(IPO).

The results of the 7th National Nutrition SurveyFood Consumption Survey, Vitamin A Status aswell as the Anthropometric Survey based onthe World Health Organization Child GrowthStandard(WHOCGS)werepresentedinvariousfora. These data are essential inputs in policiesandprogramsinnutrition,healthandagriculturalproduction.

Ontechnologytransferservices,12entrepreneursenteredintoagreementswiththeFNRIwhilealmost700 clients in the regions were served, asidefrom clients who directly contacted the Institute.Likewise, for technical/analytical services, morethanfivethousandclientswereservedandthesegeneratedanincomeofPhp2.1million.

To further disseminate its research findings andservicesavailable,theFNRIutilizeddifferentmedia

andpromotionstrategiesincludingpressreleasesin variousprintmedia, radioand TV interviews,webpostings,conductoflectures,demonstrations,fora and seminars and participation in exhibits.These activities expanded the Institute’s networkof stakeholders, partners and clients who weremadeawareaboutwhattheFNRIcanprovidetoentrepreneurs,organizationsandconsumersalike.

While the FNRI implemented its R&D andS&T projects, it also continued to upgrade itsfacilitiestocatertotheemergingneedsofclientsand complement the activities in pursuit of itsmandates. This ensures that faster and accurateinformation and services are provided andappropriatesolutionsonfoodandnutritionissuesarerecommended.

Moreover,infulfillingitscommitmentofprovidingproductsandserviceswiththehigheststandardsofqualityandreliability,theFNRItransitionedtoISO9001:2008accreditation. The ISO isagloballyimplemented standard for providing assuranceabout the ability to satisfy quality requirementsandenhancecostumersatisfaction.

AlongwiththeupgradingoffacilitiesandservicesistheInstitute’scontinuedcapability-buildingofitsworkforcethroughattendancetoformalandnon-formal trainings locally and abroad as well asin-housetrainings.Atotalof10staffcompletedtheir master’s degree in 2010, and 10 staffare currently pursuing their graduate and post-graduatedegreesthroughstudygrants.

Finally, the FNRI-DOST would not have doneit all without the aid of its partners from localand international agencies, organizations andinstitutions. It has forged scientific linkages andcooperation in food and nutrition projects andactivitiesthattrulyreflectitsuntiringendeavorstoachieveoptimumnutritionforallFilipinos.

Program for Normal Nutrition

Thestudyofbodycomposition is importantdue to the need to evaluate changes innutritional status which can affect bodyreserves differentially. A person can gainor lose body fat, fat-free mass, bonemineral mass or cellular mass as results ofdisease, overeating, sports, undernutritionordue to interventionprograms. TheFNRI-DOST undertook a study to determine thebody composition of selected high school students, 12-14 years old in Taguig City.

A totalof153adolescentswere randomlyselected in a public school in Taguig Cityand were classified according to sexand weight based on BMI-for-age usingthe WHO standards. Height, weight, hipand waist circumferences were measured

using a stadiometer, weighing scale andtape measure by trained staff. The bodycompositionmeasurementinthisstudyutilizedthe twocompartmentmodel,dividingbodymass into fatmass (FM) and fat-freemass(FFM) using bioelectric impedance analysis(BIA).

Resultsshowedthat theFFMofmalesweresignificantlyhigherthanthefemalesinboththe normal and overweight compared toobese adolescents. The FM of overweightto obese adolescents was higher than theadolescentswithnormalweights.Moreover,percentbodyfatamongmaleswere lowerthanamongfemales.Thestudyrecommendsvalidation of the method against isotopedilationmethodinarepresentativesample.

Olderpersons60yearsandovergenerallyhavediminishingtasteandsmellwhichcouldlead to inadequate food intake. The FNRI-DOST conducteda study todetermine the effect of flavor enhancers on food intake,changesinbodyweight,waistcircumference,blood pressure, body temperature, serumsodium, toleranceor intolerancewithflavorenhancer, and quality of life among olderresidentsofGoldenAcresInstitution.

Theproject useda cross-overdoubleblindrandomizeddesignwhereparticipantsweregiven either a pouch of 0.5 gram flavorenhanceror0.5gramiodizedsaltforlunchorsupper.Resultsshowedthatflavorenhancerwas effective to increase food intake andwaist circumference of male older personsbut not of females. Sodium enhancer andiodizedsaltincreasedsystolicbloodpressureofsubjectsfromnormaltopre-hypertension.

Theserumsodiumlevelsofparticipantswerewithinnormallevelswithflavorenhancerandiodizedsaltalthoughvalueswerehigherwithiodizedsalt.Thebodytemperaturewasnotaffectedbyeitherflavorenhanceroriodizedsalt. Both flavor enhancer and iodizedsalt were positively well-tolerated by theparticipants.Therewasalsoimprovementinthequalityoflifeobservedforbothgenderwiththeadditionofeitherflavorenhanceroriodizedsalt.

The study recommends that meeting thenutritionalneedsofolderpersonsbegivenattention. The use of flavor enhancer inmoderation can be considered in order toincrease the food intake of older persons.Iodized salt can also be used to improvefoodtaste.However,usingitmorethanwhatis needed is not encouraged since a highsodiumintakemayresulttohypertension.

In response to the increasing demand forready-to-drink (RTD) vitamin-rich greenmango juice and the need to reducemicronutrient malnutrition, the FNRI-DOSTtested the commercial viability of the production and fortification of RTD green mango juice based on physico-chemical,microbiological and sensory properties oftheproduct.

A laboratory scale trial was conducted tomodify the FNRI-developed technology onRTDgreenmangojuice.Specificationsoftheraw materials and product as well as thepotencyof the fortificantweredeterminedpriortotheconductofthefortificationtrial.The RTD green mango juice was fortifiedwith 100% vitamin C and 33% vitaminA per 200mL serving size based on theRecommended Energy andNutrient Intakes(RENI) for a Filipino adult 30-39 years ofage. Three production runs using differentprocessing parameters were conducted inlargescaleatBulacanPackagingServiceand

TollPackagingCenter(BPSTPC)todeterminethe best optimum processing parameters.The physico-chemical, microbiological andsensory properties during processing andstorage were determined. Results showedthatthevitaminsAandCcontentsoftheRTDgreenmangojuicedrinkwereretainedafter10 months of storage. The polyethyleneterephthalate(PET)-bottlepackedjuiceshadsignificantlylowergeneralacceptabilitythanglassandfoil-packed.Thetypeofpackagingmaterialwasdeemedtosignificantlyaffectthe stability of juices, with the PET bottle-pack providing stability only for 5 monthscompared with the juices packed in glassbottle and foil pouch which were foundstablefor10months.

Thestudyrecommendsglassbottlesandfoilpouches as good packaging materials forthe RTD green mango juice. Public-privatepartnership is encouraged to acceleratetransferofthefoodfortificationtechnologytohelpreducetheprevalenceofmicronutrientmalnutritioninthecountry.

Determination of accurate energy needs isimportantforhealthplannersbecauseunderor over-estimation can lead to under- orovernutritionofthepopulation.TheInstituteundertook a study to determine the basal metabolic rate (BMR) of 35 selected Filipino adults by indirect calorimetry.Inthisstudy,theBMRwasmeasuredandcomparedwithcommonlyusedpredictiveequationssuchasFAO,Harris-Benedict,OxfordandMifflin-St.Jeor.

Skinfoldthicknessfortricepsandbicepswerehigher among female participants whilenutrient intake particularly energy, proteinand carbohydrate were higher for maleparticipants. The proportion of proteins,fats and carbohydrates was within therecommendedrangeofintakeforFilipinos.

BMRobtainedfromindirectcalorimetryweresignificantly higher for men (1271 + 200kcal)comparedtowomen(1153+199kcal).For both sexes, basal energy from indirectcalorimetrywas1204+205kcal.TheBMRdatameasuredfromReevuecalorimetrywassignificantly lower compared to the FAO,Harris-Benedict,OxfordandMifflin-St.Jeorequations.

Differences in BMR between the indirectcalorimetryweresignificantlyhigherby223+ 180 (95%Cl -285 to -161) using FAOequation,by191+166 (-95%Cl248 to-134)usingtheHarris-Benedictequation,by147+173(95%Cl-206to-87)forOxfordequation,andby107+174(-167to-48)usingtheMifflin-St.Jeorequation.

Theresultssuggestthatactualmeasurementof BMR is a better option if there is anavailable calorimetry machine to calculateBMR. If the option is to use the predictiveformula, theMifflin-St. Jeor formulawouldgiveacloservalueamongtheFilipinoadults.

“The BMR data measured from Reevue calorimetry were significantly lower compared to the FAO,

Harris-Benedict, Oxford and Mifflin-St. Jeor equations.”

TheReevuemetabolicanalyzerwasusedtomeasuretheBMRofparticipantswhowereinafastingstateanddidnotengageinanystrenuous physical activity in the previousday. The participants also had to avoidcaffeineandalcoholintakefourhourspriortoBMRdetermination.

Results showed that for anthropometry, themaleandfemaleparticipantsdidnotdifferintermsofBMIandwaistcircumferencebutwaist tohipratiowashigheramongmales.

Program Addressing Micronutrient Deficiencies

The school feeding program is one of themajor nutrition interventions to addressmalnutrition among children. Studies haveshown that this intervention improves schoolattendance and achievement levels ofchildren.TheFNRI-DOSTconductedastudytoevaluate the feasibility and effectiveness of a pre-developed model on school-based supplementary feeding delivery system on the nutritional status of schoolchildren.

A totalof1009 schoolchildren6-12yearsintworandomlyselectedschoolsinTaclobanCityweregiven200mLready-to-drink(RTD)juice fortifiedwith iron,zinc, lysinevitaminsAandCfor120feedingdays.Hemoglobinstatus, weight and height measurementswerecollectedatbaselineandendline.Foodintake was assessed using a 24-hour foodrecallquestionnaireandgradesofchildrenwerecollectedfromclassrecordsofteachers.Pupil leaders were asked to claim their

class’allocationof the juice.Classadvisersaccomplishedattendancesheetswhichweresubmitted to feeding coordinators. Process,gapsorbarriersintheimplementationwerenoted.

Resultsshowedthatafter120feedingdays,mean hemoglobin level, weight and heightand school performance of schoolchildrensignificantly improved. The percentage ofchildrenwithanemiadecreasedsignificantlyfrom100percentto42.3percent.Theschoolsprovidedsafeandsecurestorageareasandpracticedfirstin,firstout(FIFO)policy.

Thestudyfurthershowsthattheestablishedmodelonsupplychainanddistributioncanbe implemented in supplementary feedingprograms. It can also be a venue to instillgood values and proper hygiene amongschoolchildrensuchassenseofresponsibility,prayingandhandwashing.

Consistent with the government’s policy ofprivate-public partnership, the FNRI andWisehill Business Corporation (Wisehill isthe management and consulting companyoverseeing the operation of Mister Donut)ventured into an agreement for thetechnology generation for the production of fortified donut.

Fourtypesofdonutpremixeswerefortifiedwithiron,vitaminAandiodineinlaboratoryscale at the Mister Donut Test Kitchenfollowing the Recommended Energy andNutrient Intakes (RENI) for adult Filipinosofthesenutrientsperservingsizeofdonut.Several types of fortificants were testedto determine the suitable fortificants forthe vehicle. Large scale production ofdonutmixeswasproducedatMisterDonutManufacturingPlantsinPasigandLasPiñasusingtheacceptableformula.

Resultsshowedthatiron,vitaminAandiodineweresubstantiallyretainedafterstorageofdonuts. There was no significant differenceobserved between the fortified andunfortified donuts in terms of appearance,color,odor,textureandgeneralacceptability.Packagingmaterials, nutrition facts,postersand billboards of the top ten variants offortifiedMisterDonutsweredeveloped.Thecountry’sfirstLusogDonutsmadefromVITADoughwaslaunchedinJuly2009andwascommerciallytestedfor1year.Theshelf-lifeofpremixeswas2monthswhenstoredundersimulatedmarketconditions.ThefortificationtechnologywastransferredtoMisterDonutSystemforcommercialization.

were substantially retained after storage of donuts. There was no significant

difference observed between the fortified and unfortified donuts in terms

of appearance, color, odor, texture and general

acceptability.”

Program Addressing Overnutrition and Non-Communicable Diet-related Diseases (NCDs)

The Philippines is abundant in vegetableslikemalunggayorMoringa oleifera thatareinexpensivesourcesofvitamins,mineralsandantioxidants.TheFNRIearlierdevelopedandstandardized a method for the productionof malunggay leaves powder which wasshownstableforeightmonths.Aprojectwasconductedtoformulatepotentialfunctionalfood products using malunggay leaves powder.

Malunggayleavespowderwasincorporatedin four products which underwent trialformulations for optimization, consumeracceptability, determination of chemical,physico-chemical, microbiological andsensoryproperties,andshelf-lifeestimation.Thefourproductswereready-to-cook(RTC)veggie soup, RTC veggie sauce, breakfastcerealandveggiefishsausage.

Results showed that color was the limitingfactor in all the products developed.

Malunggay leaves powder imparted darkgreen color such that the most acceptableformulationwas theproductwithasensoryscoreof“likeslightly”to“likemoderately”.Based on the Recommended Energy andNutrient Intakes (RENI) for vitamin A andcalcium, the products may significantlycontribute to the requirements for thesenutrients for children aged 1-9 years andwomenaged19-49years.TheRTCveggiesoup, RTC veggie sauce, breakfast cerealswere stable up to four months of storageat room temperature. Veggie fish sausage,storedunderfrozenconditionswasstableuptothreemonths.

Scale-up production should be done todeterminetechnicalandcommercialviabilityofthefourproducts.Itisrecommendedthattheseproductsbepromotedtogovernmentinstitutions as well as to non-governmentorganizations for utilization in feedingprograms.

Development of food products using localsourcesoffructooligosacharides (FOS)suchas yacon, onions, garlic, tomato, lacatanand yellow ginger is encouraged for theproductionofpotentialfunctionalfoods.

Two methods of extraction procedures,namely ShiomiandSalamawerecomparedto determine which one is more applicable to the food samples being analyzed. Theresultsontheanalysisof11differentfoodsamples showed that although there wasno significant difference between the twomethodsintermsofcostofanalysisandruntime,theShiomimethodwasmoreefficientintermsofpercentagerecovery.FOScontentwas highest in yacon, followed by nativeonions, red onion, garlic, tomato, lacatanandyellowgingerwhile therewasnoFOSdetected in saba, white corn, brown sugarandbignayjuice.

Programs Addressing Food Quality and Safety

To ensure global competitiveness of localfoodproductsandtoavoiddetentionintheimportingcountry’sportofentry,onlyvalidand reliable data should be generatedby food testing laboratories. Total dietaryfiber(TDF)isamandatorynutritionlabelingrequirementinfoodsexportedabroad.TheFNRI assessed the performance of food testing laboratories in the conduct of TDF in wheat flour and produced reference materials (RMs) with assigned values fromProficiencyTest(PT)participants’results.

The organization of TDF Proficiency Test(PT)wasaccordingtoISO/IEC17043:2010Conformity Assessment – GeneralRequirements for Proficiency Testing andISO/IEC 13528:2005 Statistical Methodsfor Use in Proficiency Testing by Inter-Laboratory Comparisons which assisted indecision-making in all PT activities. A total

of 22 laboratories (6 DOST, 8 non-DOSTand8foreign)participatedintheanalysis.ParticipantsreportedawidevariationofTDFresultswith72.7percentofthemrecording“satisfactory” performance. The proficiencytest (PT)onTDFprovidedaneffective toolin assessing laboratory performance onTDF analysis, conducting investigative andcorrective action on unsatisfactory resultsto improve performance and confidence/credibility-buildingforlocallaboratories.

It is recommended that FNRI continuouslyorganize PTs on different food matriceson a regular basis and expand the scopeof componentsbeyondnutrition labeling toprovide readily available, accessible andaffordable analytical quality assurance(AQA) tools to monitor local food testinglaboratoryperformance.

Program for Development of Tools and Standards

Putting priority to valid and reliableinstruments,astudywasdoneby theFNRI-DOST to validate the physical activity questionnaire (PAQ) in a physical activity intervention for schoolchildren. A totalof 640 schoolchildrenwere assessed usingthePAQmethodandtheheartratemonitor(HRM).ValiditywasassessedusingheartratemonitoringcriterionmeasurewhilesensitivityandspecificitywereappliedtovalidatethePAQ.

Results showed that thePAQsensitivitywas90.4percent,specificityof7.1percentanda positive predictive value (PPV) of 53.2percent. The percent agreement betweenHRM and PAQ is 52 percent.With a fewnumber of these false positives and largefalse negatives, a less active PAQ screentestisgoodatconfirmingthatachildislessactive.

In response to the downward consumptionofcornandcornproductsandroots/tubers,andtoincreasedietarysourcesofenergyintheFilipinodiet, theFNRI-DOSTdevelopedand printed the 2011 FNRI Menu Guide Calendar featuring recipes that use thesefooditems.

Recipes were developed based on theresultsofaseriesoffocusgroupdiscussion(FGD)amongFNRIstaffwhichexploredandelicitedfeelingsaboutenergy-givingfoods.A two-series trial formulations and sensoryevaluation of 15 recipes were conducted.Estimated energy and nutrient contributionper servingof the recipeswere calculatedand photo documentation was carried out.The layout,coverand inside-pagesdesignsof thecalendarwere linedwith the theme,“Meeting the energy needs of the familythrough the consumption of rootcrops andcorn”, ina full-colorwall calendar.Articlesonthenutritionalandhealthbenefitsofcornandrootcropswerealsoincorporated.

The final output was a calendar for 2011that featured 12 recipes which werealso incorporated in twelve 7-day cyclemenus for normal, healthy individualswhileconsidering specialdietary concerns of theundernourished.Theprintingof1,000copieswasmadepossiblethroughfundingsupportofUNILEVERPhilippines.

Toestimateandevaluate theadequacyoffolatefromfoodofthepopulation,theFNRI-DOST developed a handbook on folate content of foods consumed by Filipinos.Thehandbookcanbeusedinstudiesregardingdiet-health-disease relationships especiallyamongwomenandolderpeople.

The handbook was developed from thedatabase of foods items consumed byFilipinos containing folate gathered fromvarioussources.Pre-testingoftheprototypewasconductedbythePhilippineInformationAgency (PIA) among nutrition researchers,nutritionist-dietitiansinhospitalsandnutritionprofessors who are potential users of thehandbook. A total of six hundred fortyfive (645) food itemswere included in thehandbook. The compiled data on folatefoundinthehandbookwere156fooditemsfromthePhilippineFoodCompositionTable(FCT) 1990, 149 contributed by 16 localfoodmanufacturers,andtheremaining340sourcedfromforeignFCTssuchasDenmark(2008),Finland(2009),NewZealand(2009),andUnitedStatesofAmerica(2009).

Thefinalhandbookis7”x10”insizeconsistingof 93 pages with International StandardBook Number (ISBN) 978-971-8769-26-3.The handbook is informative, easy to readandhandyandishopedtoservetheneedsofthefoodandnutritioncommunity.

Theincreasingprevalenceofchronicdiseasessuch as diabetes mellitus, cardiovasculardiseases and cancer have made peoplenowadaysconsciousofwhattoeatandhowit affects their lives. The use of glycemicindex (GI) of foods was introduced toprovideadditional informationaboutfoodstobeconsideredalongwiththeirnutritionalcomposition to assist in food choice. Theglycemicindexistheglucoseresponseofanindividualtofoodandcancontributeinthepropercontrolandmanagementofdiabetesmellitus.

TheFNRI-DOSTdevelopedahandbook on the glycemix index of carbohydrate foods commonly consumed in the Philippinesthatcanbeusedinplanningdietsforpeoplewith special needs, particularly in themanagementofcarbohydrateintake.Atotalof88foodswereincludedinthehandbook,

arranged according to the grouping ofthe FNRI-DOST Food Composition Tablesparticularly rice/rice products/noodles/bakery products, rootcrops, tubers andproducts, nuts and legumes, fruits andproducts,vegetables,andsugarsandsyrups.Thetablesgiveinformationontheavailablecarbohydrates ingrams, the serving size ingrams,thedietaryfibercontentingramsper100gram-sample (g/100g)aswellas theinulin,fructoseandfructo-oligisaccharideinparenthesisandbracketsunderthedietaryfibercolumn,theglycemicindex(GI)valuesanditsclassificationaslow,mediumandhigh.

The handbook will be a good guide fornutritionist-dietitians, people with diabetes,andthegeneralpopulationintherightchoicesof carbohydrate foods for maintenance ofhealth.

Nutritional Assessment and Monitoring

Data on zinc status worldwide is still verylimitedanditsprevalenceremainsunknowninmostpopulation.TheFNRI-DOSTundertookastudytodetermine serum zinc levels and magnitude of deficiencyamongpreschoolchildren,aged6monthsto5years,femaleadolescents, 13-19 years, elderly persons,60yearsandover,andpregnantwomen.

Serum zinc was determined by atomicabsorption spectrometry (AAS) andprevalence and magnitude of deficiencywasevaluatedusingthe2004InternationalZincNutritionConsultativeGroup(IZiNCG)’ssuggestedlowercut-offsandguidelinesforpublichealthconcern.

Results showed that the prevalence of zincdeficiency was 21.6 percent among thepreschoolchildren,20.6percentamongtheadolescentfemales,28.4percentamongtheelderly,and21.5percentamongpregnantwomen.Maleelderlyweremoreat-riskthantheirfemalecounterpartwithprevalenceoflow serum zinc levels of 33.6 percent and24.5percent,respectively.Thelowestmeanzincconcentration(75.13+1.70microgram/deciliter) was observed among pregnantwomen.Meanserumzinclevelsdecreaseandzincdeficiencyincreaseswiththeprogressionofgestationalperiod.

“Results showed that the prevalence of zinc deficiency was 21.6%

among preschool children 6 months – 5 years, 20.6% among adolescent females, 13-19 years, 28.4% among

the elderly, and 21.5% among pregnant women.”

Based on IZiNCG’s suggested guidelinesforzincaspublichealthconcern,zincstatusamongtheseselectedpopulationgroupswasgenerally of high magnitude with greaterthan20percentprevalencecut-off.Thestudyrecommendsthatmoreepidemiologicstudiesbe undertaken, particularly in assessingthe risk factors to the development of zincdeficiency, to produce a strong frameworkforapreventiveprogram.

In-depth and Correlation Studies

The status of consumption of rice, thePhilippines’mainstaplefood,servesas thebasisindrawinguppoliciesofitsproductionandimportation.TheFNRI-DOSTundertookan analysis of the consumption of rice and other staple foods among Filipino households from 1993 to 2008.

Atotalof4050householdsin1993and4880in2008wereincludedassamplehouseholdsusing multi-stage sampling design. Percapitaintakeofriceandotherstapleswereanalyzed, processed and evaluated usingthe Household Dietary Evaluation System(HDES).

Results showed that the mean per capitariceintakein1993was272gramsperdayand307gramsin2008showingthatriceisstillthemajorstapleofFilipinos.Percapitaintakeofmilledcornwas34gramsin1993and18gramsin2008.

Boththeincreaseinriceconsumptionandthedecrease in the intakeofmilled cornwerestatisticallysignificant.

“Results showed that the mean per capita rice intake in 1993 was 272 grams per day and 307 grams in 2008, showing that rice is still the major staple of Filipinos. Per capita intake of milled corn was 34 grams in 1993 and

18 grams in 2008.”

Regional consumption showed that CentralVisayas, Northern Mindanao, Davao andZamboanga Peninsula consume a mixtureof rice and corn. The data will serve asbasis in formulating programs and policiesthat address the demand for rice andsustainability for rice production throughresearchanddevelopment.

Recognizing the significant role of linkingresearch and policy, the FNRI-DOSTundertookan analysis of food and nutrition researches towards policy translation and advocacy. It consisted of two componentsspecifically, capabilitybuildingof technicalstaff through trainings on policy analysisandresearch,andtranslationandwritingofpolicystatements.Thepolicygapsidentifiedinthe2008NationalNutritionSurveywereanalyzedandreviewedforpolicytranslation.

Six policy statements were craftedparticularly on the following topics (a)undernutrition among young children, (b)infant and young child feeding practices,

Constant exposure to food and nutritioninformationdatadelivered through variousmeans of communication channels andstrategies is crucial. The FNRI-DOST andNestle Philippines, Inc. (NPI) embarkedin a partnership in the development, implementation and evaluation of the NutritionSchool.ph, an online school onnutritioninthePhilippines.

(c)nutritionallyat-riskpregnantwomenandlowbirthweightbabies,(d)householdfoodsecurity,(e)anemiaamongchildrenandtheirmothers,and(f)universalsaltiodization.

Thesetofpolicystatementswhichisthefirstoutput,willbedisseminatedtotheprospectivestakeholders at the local and nationallevels with the vision of further translationinto resolutions, memoranda, departmentordersandotherpolicydocuments.Thesetofpolicyresearchconceptproposals,whichis the second output, is envisioned to beimplementedaspartoftheresearchagendaoftheInstitute.

The school is a creative convergence ofeducation,nutritionandICT.Theschoolisforfreeandveersawayfromtheconventionallytediousclassroomortrainingenvironmentbyoffering an interactive setting that is bothinformativeandentertaining.Theprojecthadfour components particularly, developmentof themodules and othermulti-media andICT based packages, implementation, andmonitoringandevaluationofutilizationandstatusoftheschool.

There were six modules developednamely basic nutrition, nutrition in the lifecycle, nutrition and disease, foods, mealmanagement, and state of nutrition in thePhilippines.

A pretested on-line self-administeredquestionnairewasusedtoevaluatetheschool.Atotalof1,897onlineinvitationsweresenttoenrolleesofwhich134expressedinterestto join the study. Outof the134,only52respondentssubmittedandaccomplishedthequestionnairecompletely.

Evaluation results showed that, in terms ofcontent,theparticipantsfoundthelengthandamount of information just right, words orlanguagefamiliar,modulesunderstandable,examsrangingfromaveragetomoderatelydifficultandtheschoolitselfuseful.Intermsofperceivedeffects,nearlyallrespondents

thoughtthattheschoolwashelpfulinarrivingat healthy choices, aided in planning andpreparingmeals,guidedtheminmanagingcertain lifestyle diseases encouraged themtohaveregularphysicalactivityandmadethemawareofnutritionservices.

Afterthreeyearsofbeingavailableonline,the NutritionSchool.ph showed to be ausefulonlineeducational toolbasedon theexperiencesoftheusers.

Information and Communication Technology

To better serve the Institute’s clientele, the FNRI continued to strengthen the ties in improving its ICT infrastructure. The Institute’s ICT projects aim to contribute to the promotion of the country’s capabilities in this field and help make the country a world-class provider of ICT products and services.

For 2010, implementation of six (6) ICT projects was sustained. These are the FNRI website, the NutritionSchool.ph, e-Nutrition, e-Library, TACIS (Tests, Analysis and Calibration Information System), and e-NGAS.

The increase in the number of clients visiting the website hits could still be attributed to the initial highlights of the 7th NNS, e-Digest, interactive pyramids, among other nutrition information presented in a dynamic and attractive package.

The e-Nutrition is an automated knowledge center in nutrition for the electronic dissemination and utilization of data from nutrition surveys and other nutrition-related indicators.

The Philippine e-Lib project is one of the e-Government funded projects through the Information Technology and e-Commerce Council (ITECC) now Commission on Information and Communication Technology (CICT). The FNRI is one of the contributors to the e-Lib project. It contributed 5, 370 bibliographic records and installed two (2) kiosks to enable clients to access the e-Lib website. A series of orientation on e-Lib was conducted among the FNRI staff.

The TACIS project of the Institute is an interactive information system to enhance the operational capability of the FNRI-DOST testing and analysis services. In 2010, features of TACIS were updated to include: (1) Computerization of clients’ request on testing analysis and calibration services conducted by the implementing agencies; (2) Provision of electronic payment; (3) Automatic generation of results; (4) Automatic generation of test reports/certificates; (5) Online release of test reports/certificates; and (6) Online tracking of clients’ requests at each stage thereby making real-time request status possible.

Technology Transfer Services

With the enactment of Republic Act No. 10055, entitled “An Act Providing the

Framework and Support System for the Ownership, Management, Use, and Commercialization of Intellectual Property Generated from Research and Development Funded by Government and for Other Purposes” also known as the “Philippine Technology Transfer Act (TTA) of 2009” in the early months of 2010, it is expected that the process of technology commercialization will be hastened, while broadening the scope of protection for Intellectual Property (IP) rights in the government’s R&D institutions (RDIs). It is envisioned that this new law on technology transfer, will revolutionize the commercialization of technologies generated by research and funded by taxpayers’ money. The TTA seeks to promote the commercialization of intellectual property (IP) technology and knowledge

resulting from R&D to ultimately benefit national development. To achieve this, the TTA addresses issues on ownership of intellectual property in RDIs, rights and responsibilities of government funding agencies and RDIs, management of IPs derived from R&D performed by government RDIs through their own budget, revenue sharing and commercialization by private companies.

The new law is designed to help take technologies to market, to prevent the “brain drain” of science and technology professionals out of the Philippines, and to encourage students to pursue R&D studies.

In response to the TTA of 2009, the FNRI-DOST hastened the process of technology commercialization and broadened the scope of protection for Intellectual Property (IP) rights and licensing agreements in 2010.

Commercialized Technologies

In 2010, six technologies were transferred to 12 entrepreneurs and companies geographically situated at the NCR, Regions IVA, VII, IX, XI, XII and CARAGA. The activity was still made possible through the FNRI technology transfer program, contract research and accelerated program for the commercialization of veggie bread and noodles in the regions.

The Accelerated Program for the Commercialization of the Veggie Noodle/Bread Technologies was a response to the need to find supplements to address the rising cost of flour. It also addressed the nutritionally disadvantaged consumers in the region. The program was made possible through DOST-GIA and TAPI-DOST.

The FNRI veggie noodles technologies included squash, saluyot and seaweeds canton, squash and seaweed miki, and squash and seaweed instant noodles in cups. On the other hand, the FNRI veggie bread technology included pandesal, loaf, buns made of squash.

Laboratory Services

In 2010, the Institute was able to analyze 650 food and water samples and serve 275 clients such as food manufactures, students, professional, and businessmen, among others. These laboratory services generated and income of Php 1.2 million.

Consultancy Services

The FNRI rendered consultancy services on R&D and S&T activities to various clients.

Library Services

In 2010, around 989 walk-in-clients and 2,200 via internet from various government agencies, private companies, Nutrition Research Information Network (NUTRINET) member-agencies, food industries, media partners, universities and colleges availed of library services. The Institute was able to acquire 30 books, scientific journals, thesis and dissertion.

The Institute also developed 138 print and broadcast releases which were distributed to various media outfits nationwide for publication and airing. FNRI coordinated 48 broadcast and personal interviews and developed 31 information, education, communication (IEC) materials and 6 videos. There were 25,005 of these IEC materials distributed to various stakeholders.

In 2010, the FNRI embarked on using television to disseminate food, nutrition and health information to the public. A nutrition school on television dubbed as Nutrisyon Is Kool started its production phase as one of the segments of Rx Nutrisyon at Kalusugan Program. It is the first known nutrition school on Philippine television. The Nutrisyon Is Kool is a fifteen minute module in nutrition to be aired at IBC 13. The first episode will be aired on January 3, 2011 at 1:30-2:00 p.m. and every Mondays and Fridays thereafter.

FNRI technical staff served as resource persons, speakers, lecturers, presenters, judges, facilitators and trainers in numerous conventions, conferences, seminars and trainings organized and conducted by private institutions, other government agencies and

National Science and Technology Week (NSTW) Celebration

The technology fair, which was part of the NSTW celebration, was held last July 19-20, 2010, this time at the Manila Hotel. Bearing the theme, Filipinnovation: The Way Forward, the fair showcased all the research outputs and technologies of all DOST agencies and stakeholders.

After the opening ceremonies of the NSTW celebration, a forum dubbed as “Engaging Industry Partners in Business Opportunities” was held to showcase the DOST’s innovative partnerships with technology adopters through testimonies of beneficiaries of R&D outputs and S&T services.

The FNRI participated in five S&T regional fairs to promote FNRI new services and mature technologies which are ready for commercialization. The FNRI was able to participate in regional fairs held in Baguio City, Isabela, Palawan, Dumaguete City and Cagayan de Oro City.

The month of July is always a busy month for the Department of Science and Technology and the Food and Nutrition Research Institute. This is because this is the time of the year that the whole DOST celebrates its National

Science and Technology Week (NSTW) and the S&T Regional Fairs. Nutrition Month is also celebrated during the month of July and the FNRI Annual Seminar Series falls in July.

Nutrition Communication Network (NUTRICOMNET)

A total of 11 monitoring meetings and media fora were conducted for the period of September to December 2010 in six regional and 5 provincial NUTRICOMNET areas. Around 79 media releases were developed for distribution to tri-media partners in NUTRICOMNET areas. NUTRICOMNET which stands for Nutrition Communication Network is composed provincial and regional media men and information officers of various agencies and institutions involved in food, nutrition and health promotion.

Nutrition Research Information Network (NUTRINET)

The Nutrition Research Information Network (NUTRINET), a consortium of libraries of government and private research and development and academic institutions specifically dedicated to food, health, nutrition, and related information conducted its annual seminar and Nutrifair last June 16-17, 2010 at Department of Agriculture’s Agricultural Training Institute (DA-ATI).

The NUTRINET seminar focused on the theme “Achieving Food Security Amidst Climate Change through Nutrition and Agricultural Information”. The theme posed an immense challenge to NUTRINET in sharing information resources to assist stakeholders in coping the effects of global warming on agricultural productivity and proper nutrition. Four topics were featured particularly related to the theme namely food security preparedness, nutrition and food security, environmental and global climate change and livelihood seminar and demonstration on vinegar and malunggay-based processing.

A total of 223 participants attended the seminar consisting of city, municipality and barangay health workers, food technologists, teachers, barangay nutrition scholars, barangay officials, nutritionist-dietitians, students and the staff and employees of NUTRINET member agencies.

FNRI Seminar Series

The 36th FNRI Seminar Series was held last July 6-7, 2010 at the Institute’s ground in Bicutan, Taguig City with the theme “Pagkaing Tama at Sapat, Para sa Kalusugan ng Lahat” This activity was in cooperation with the Philippine Society of Nutritionist-Dietitians (PSND), Inc. Researches on food and nutrition, as well as science and technology activities undertaken by the FNRI were featured through oral and poster presentations. The dietary, biochemical and health components of the National Nutrition Survey (NNS) were also presented.

The usual non-technical session was also showcaswed in the second day with an entertainment program featuring Mr. Wan Lu, a renowned ventriloquist. He was the first winner of Talentadong Pinoy in ABC 5. Wan Lu put up a 30-minute puppet show together with his impressive muppet characters. The FNRI puppet videos were also launched on the second day. The puppet videos are good strategies to educate the stakeholders on specific nutrition messages and provide unique opportunities to encourage people to practice good nutrition and healthy lifestyle.

There were 1,200 registered participants consisting of nutritionist-dietitians, health workers, public health practitioners, college students, members of the academe and research organizations, nutrition allies in the medical field, and media practitioners.

S&T Sulong Pinoy Program

The “S&T Based Interventions to Address Malnutrition” or the Sulong PINOY program is the DOST’s response to address the persistent problem of malnutrition among 0-5 year-old children in the country and to meet our Millenium Development Goal of halving between 1990 and 2015, the proportion of 0-5 year-old children who are underweight-for-age.

The S&T Sulong PINOY program aims to reduce the prevalence of undernutrition among 6 month to 35 month-old children through the production and technology transfer of complementary food blends and snack food, DOST PINOY (Package for the Improvement and Nutrition of Young Children): A Nutrition Intervention Strategy and R&D on multi-nutrient growth mix.

The DOST PINOY package is comprised of 120-day feeding of children with FNRI-DOST developed complementary food blends and snack curls complemented rich in protein and energy with nutrition education among mothers and caregivers.

For 2010, provincial and municipal orientation meetings and coordination were conducted in four provinces (Antique, Occidental Mindoro, Leyte and Iloilo) which are identified as nutrionally depressed based on the 2008 National Nutrition Survey of the FNRI-DOST.

Siglang Pinoy

The FNRI partnered with the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) for a project on the improvement of health and nutritional status of the population through socio-economic development project titled “Empowering Stakeholders of the Hunger Mitigation Program through Nutrition Communication and Technology Transfer”. The project has been dubbed as Siglang Pinoy in the six project sites in food-poor provinces of the country.

The team conducted a series of project briefings in 5 areas namely Labo, Camarines Norte; Uson, Masbate; Maitum, Sarangani; Kiamba, Sarangani; and Iligan City where the Consortium Directors (CD), DOST Regional Directors (RD), Regional Nutrition Program Coordinators (RNPCs) and Local Chief Executives (LCEs) of the province and municipal teams were met.

The team also completed conceptualizing the design and layout of various IEC packages on smoking, alcohol drinking and physical activity.

Baseline instuments for farmers, farmers’ wives and caregiver of preschool children were developed, revised and pretested already.

The Nutrition School on the Air (NSA) Manual of Scripts, Season I Filipino version was also developed.

Launching of SupeRice

The FNRI launched the SupeRice, an iron fortified rice which was originally marketed in Bataan and now is being promoted in the districts of Zambales. SupeRice is an iron-fortified rice that promises to make people livelier, brighter, and stronger. This was developed by the FNRI-DOST and the DOST’s answer to the burden of malnutrition that weighs down a segment of the country’s population, especially young children. SupeRice contains 6 mg iron per 100 gram rice. A day’s intake of about 4 to 6 cups of cooked SupeRice already meets the daily iron requirement of the body.

The FNRI released and presented the 7th NNS anthropometric survey results of children (0-19 years old) using the WHO-CGS in a public forum held at the New Horizon Hotel, Boni Avenue, EDSA, Mandaluyong City, on November 18, 2010.

The forum was attended by the different stakeholders and users of the data from government and non-government organizations, private sectors and academe.

The new WHO-CGS is considered to be the growth chart of the 21st century and as very useful in the conduct of growth monitoring and promotion (GMP) and Operation Timbang activities in the country as well as other assessment studies.

FNRI transitions to ISO 9001:2008

An encouraging start of the second quarter of 2010 was the Institute’s transition and accreditation to ISO 9001:2008 which it received last April 5, 2010 from the Certification International Philippines, Incorporated (CIPI).

ISO 9001:2008 is now firmly established as the globally implemented standard for providing assurance about the ability to satisfy quality requirement and to enhance customer satisfaction in supplier-customer relationships.

With this accreditation, the FNRI is committed to provide quality public service to clients’ needs.

The Institute continued to build and upgrade staff capabilities through study grants in both degree and non-degree programs. Self-financed studies were also encouraged.

Under degree programs, a total of 10 staff completed Masteral degrees. A total of 5

Under this program, the FNRI Building was upgraded to include the replacement of the entire FNRI roof including gutters and water proofing, replacement of all dilapidated ceilings with fiber-cement boards, installation of the fiberglass fume exhaust dock, plumbing works, installation of electrical fixtures repair of comfort rooms and repainting of the lobby. Particularly the following jobs were completed:

Future Directions

Food and nutrition remain as the most essential basic needs of humans. This is why the FNRI

continues to uncover the issues and concerns around these topics while finding ways to address them.

First of its commitments for 2011 is to push forward S&T-based interventions for malnourished children which is one of DOST’s Priority Programs. These will include development of a model for PINOY (or Package for the Improvement of Nutrition of Young Children). Here, FNRI-developed complementary and snack foods will be promoted together with FNRI-packaged nutrition information, education and communication (IEC) materials. The institute will also continue empowering communities through nutrition education, training and technology transfer in its project more commonly known as “Siglang Pinoy” Project. R&D projects on brown rice will be done to include process optimization to improve shelf-life and determining mineral bioavailability, dietary fiber and fermentability characteristics as evidence of its health benefits. Likewise, an advocacy on changing the Filipino mindset that includes cinema plugs and radio info bits, puppet videos on nutrition and participation in the Oh My Gulay! Campaign to increase vegetable consumption will be launched and implemented.

The survey in the updating of nutritional status of the Filipino population will also be conducted, an essential undertaking in keeping track of the Philippines’ progress in the achievement of its targets for the Millennium Development Goals.

Other priority programs that will take full swing on 2011 are the R&D on coco sap sugar and syrup, setting of R&D agenda for nutrigenomics and resource generation for the sustainability of the Food Analytical Service Laboratory and

Biochemical Assessment Service Laboratory ISO 17025 Accreditations.

Thus for research and development, the FNRI-DOST has laid out its plan for the studies on nutrigenomics, food safety, tools and standards and in-depth studies on nutritional assessment and monitoring. The FNRI is extensively enhancing skills in the conduct of nutrigenomics research while a line-up of studies on this field has been conceptualized, one of which will be implemented in 2011. Studies on artificial sweeteners and updating of the Food Composition Tables (FCT) are on their way to ensure food safety and provide information of nutritional quality of foods, respectively. To keep up with the changing lifestyles, and the changing nutritional and health needs of people, the Recommended Energy and Nutrient Intakes (RENI) will be updated, along with a study on the effect of exercise on basal metabolic rate (BMR) among selected Filipino adults. To increase fruit and vegetable consumption and production, local level policy advocacy will be conducted in selected communities in the country.

For technology transfer services, technical assistance under the SETUP and licensing agreements will be continued in line with the Nationwide Technology Transfer and Commercialization Program.

The upgrading of the FNRI building (Phase 2) and other facilities will be continued as part of the objective towards ISO 14001 on designing and implementing an effective environmental management that reflect the best organizational practices and comply with the requirements in addressing occupational health hazards as well as sustain the accreditations FOR ISO 9001:2008 on quality management systems and ISO/IEC 17025 for its laboratories.
