Brazil Without ExtrEmE povErty plan
Brazil faces the challenge of ending povertyOver the last years Brazil has
surprised the world by taking 28
million Brazilians out of poverty
and moving 36 million people to
middle class. But this work must
continue because there are still 16
million people living in extreme
poverty. For this, the government
has created the Brazil Without
Poverty plan, which enhances and
extends the best of the Brazilian
experience in the social area.
Coordinated by the Ministry
of Social Development and
Fight against Hunger, the plan
articulates and mobilizes the
efforts of the federal government,
states and municipalities around
hundreds of actions in urban
centers and in the countryside.
Its focuses on the 16 million
Brazilians whose family income,
when divided among its members,
is less than US$ 44 a month per
person. Of this total, 59% live in
the Northeast, 21% in the South
and Southeast and 20% in the
North and Midwest of Brazil.
In addition to its solidary and
human character, the plan
also aims to be a powerful new
lever for the development of
Brazil. After all, the process of
social ascent of the last eight
years was crucial to reduce
inequality, expand domestic
market, strengthen the economy
and accelerate the growth of the
country.
Now, by taking the challenge of
overcoming poverty, the federal
government has taken a new and
decisive step in order to extend
these achievements to
all Brazilians.
Poverty has different faces and
needs according to the region.
Reality in the rural environment
is different from that of urban
centers. Therefore, the Brazil
Without Extreme Poverty plan
will have national and regional
actions based on three main axes:
income, productive inclusion
and public services.
In the countryside, the main
objective is to increase farmers’
production. In the city, it is to
qualify manpower and identify
employment opportunities for the
poorest. Meanwhile, the plan will
ensure that poor people will have
access to water supply, electricity,
health, education and housing.
To achieve these goals, the
government drawing the most
complete map of poverty in Brazil.
And it’s also drawing a map of
opportunities to identify the most
appropriate and efficient means
to improve these people’s lives.
These tools will enable, for
example, the plan to identify
and register people who do
not receive the Bolsa Família
benefit (conditional cash transfer
program), whether for lack of
information or because they live
in places unreached by the State’s
action.

Expansion of thE Bolsa família proGram
Brazil Without Extreme Poverty will create an effective set of employment opportunities and income for the improvement of the poorest lives. And the Bolsa Familia Program is of vital importance in this context.
For a start, the program will be expanded, including more than 800 thousand families entitled to receive the benefit, but for various reasons not receiving it yet. And the limit of family members receiving the variable benefit has been expanded from three to five children.
The change, which takes into account the fact that 40% of extremely poor people are under 14 years old, will include 1.3 million children and adolescents up to 15 years old at the Bolsa Família Program. These children will, thereafter, fulfill all the conditionalities of the program, such as school attendance and health care. Finally, the Bolsa Família Program card will have new functions: through it other benefits, such as credits for rural development and the Bolsa Verde, will be paid.

The Plan Brazil Without
Extreme Poverty was
especially created to reach
where the poorest people are.
To this end, a new strategy
called “Active Search” was
developed. This strategy
is helping draw the most
complete map of poverty
in the country. The goal is
to include in the Unified
Registry families living
outside the social protection
and promotion network and
other actions of the public
power. Joint efforts and
search campaigns, cross
registration, involvement and
training of public managers
to support the extremely
poor populations will be
performed, coordinated by
the social assistance area.
In municipalities with low
coverage, an additional
effort will be made for
registration of specific
segments of the population.
Brazil Without Extreme poverty in the countryside
In rural areas, which concentrate
47% of the plan’s population, the
priority is to increase the farmer’s
production through guidance and
technical assistance, inputs and
water supply.

key strategies of Brazil Without
Extreme Poverty in rural areas.
Technical Assistance
The poorest farmers will have
continued and individual
monitoring by teams of
professionals engaged
primarily in the region by
the federal government.
Each group of one thousand
families will be assisted by
one technician qualified
with a college degree and
ten mid-level technicians. A
partnership with Embrapa
(Brazilian Agricultural
Research Corporation) and
universities will introduce
technologies appropriate to
each family, thereby increasing
production.
Promotion and Seeds
Brazil Without Extreme
Poverty will support extremely
poor families in food
production and marketing of
production. Each family will
receive a US$ 1,502 grant at no
cost, payable in semiannual
installments over two years
to purchase inputs and
equipment. By 2014, 250,000
families will be assisted. The
plan will also contemplate
other complementary
development actions such as
the offer of Embrapa’s seeds
and Technologies appropriate
for each region.
The Water for All Program
The goal is to assist
750,000 families with the
construction of water-tanks
(cisterns) and collective
simplified systems. In
addition, thousands of families
will benefit from production-
oriented water systems.

Food Purchase Program (PAA)
PAA is one of the most effective
programs in expanding the
market for small farmers.
Through this program the
federal government buys the
production and donates it to
charities or for stockpiling. With
Brazil Without Extreme Poverty,
PAA will be considerably
expanded. today it serves
66,000 families in extreme
poverty; by 2014, 255 thousand
families will be benefited.
Purchase of Production
Another activity planned
is the expansion of public
procurement for hospitals,
universities, prisons, daycare
centers and also to supply
the private network, such as
supermarkets and restaurants,
which will have the poorest
farmers as a supply alternative.
GrEEn Grant
One of the new
programs of Brazil Without
Poverty, Green Grant is the
quarterly payment of an aid
amounting to Us$ 188 for
the preservation of
environmental assets.
The poorest rural beneficiaries
of the Bolsa Família Program
will therefore have an
additional incentive to
work in the maintenance
and preservation of natural
resources found in forests,
extractive reserves and
in areas of sustainable
development. .
Brazil Without Extreme poverty in the cityIn urban areas, the main objective
of Brazil Without Extreme Poverty
will be to generate jobs and
income for the poorest people,
between 18 and 65 years old,
through vocational training
courses, employment mediation,
expansion of micro-credit
policies to stimulate popular and
solidarity economy and other
actions for social inclusion that
should benefit two million
people.
The lines of action include:
Map of Opportunities
The federal government,
along with states and
municipalities, will make a
survey about the number of
opportunities available in
the cities for the productive
inclusion of families identified
by the poverty map. Thus,
combining these two
instruments, Brazil Without
Extreme Poverty will promote
a more inclusive economic
growth, creating new job
opportunities and income.
Training of Manpower
The goal is to include Bolsa
Família beneficiaries in the
labor market through training
courses according to attuned
to the economic life of each
region. Technical schools, the
S-system and other networks
will be mobilized to be able to
offer more than 200 types of
free courses and certificates.
The student will receive
educational materials, lunch
and transportation.
Public Mediation of Labor
Mediation actions will be
performed considering the set
of opportunities pointed out by
public and private companies.
Beneficiaries of the Bolsa
Família Program and people
aged between 18 and 65 will be
the first to be selected.
Support for the
Organization of Recyclable
Material Pickers
Brazil Without Extreme
Poverty will strongly support
the municipalities in the
implementation of selective
collection programs. Thus,
in addition to benefiting the
environment, it will strengthen
the existing cooperatives of
garbage pickers and open
thousands of job opportunities
in this sector.
EntrEprEnEUrship
Aiming for the productive
inclusion of the poorest people,
Brazil Without Extreme Poverty
will, among other actions,
promote the coordination of
several government programs.
The goal is to create new
opportunities for local economic
development, broaden the market
for micro and small enterprises,
encourage cooperative
arrangements and support the
individual microentrepreneurs,
the microfinance policies and the
Popular and Solidary Economy.
accEss to pUBlic sErvicEs
One of the pillars of the Brazil
Without Extreme Poverty Plan is
the expansion of public services
in areas defined as priorities by
the poverty map. The coverage
of various public programs,
including Bolsa Família, Saúde
da Família (Family Health),
Previdência Rural (Rural Social
Security), Brasil Alfabetizado
(Literate Brazil), as well as Brasil
Sorridente (Smiling Brazil), Mais
Educação (More Education) and
Rede Cegonha (Stork Network),
among others, will be expanded
in these territories.
To ensure improvement in the
care of the population in extreme
poverty and the adoption of new
approaches, training courses
and awareness actions will
be performed involving civil
servants from the three levels of
government - federal, state and
municipal.
For all these reasons, Brazil
Without Extreme Poverty
enhances the best of the Brazilian
experience in the social area. The
plan creates, renews, extends,
and, especially, includes dozens
of programs. It incorporates
the work of Ministries and acts
differently in the urban and rural
areas, and in the various regions
of the country to benefit 16
million poorest Brazilians,
wherever they are.

The Reference Centers for
Social Assistance (CRAS),
found in all municipalities,
will be used as assistance
and reference centers for the
programs comprised in the
Brazil Without Extreme
Poverty plan. Aside from the
already existing centers, others
will be created in order to
extend assistance to all areas
where extreme poverty is
concentrated.
