Brief greeting and photo opportunity with Mr. & Mrs. John R. Guy --- Jack and Herma (pronounced "Herman" without the "n") --- stepfather and mother of Mike Chanin.

II. BACKGROUND, PARTICIPANTS, PRESS PLAN

Background: Herma Chanin Guy was born in Berlin, Germany and fled the Nazi's to come to the United States. Now living in New York City, she was a

long time resident of Atlanta where she was active in the development of the Atlanta Symphony and had her own classical music radio show on Station WGKA. She served on the Board of the Atlanta Symphony and was active in its ticket sales and fund raising. She was on the National Council of the Metropolitan Opera and in New York is active with both the Metropolitan and New York City opera companies.

Herma Guy's father, Ferdinand Blumenthal, was head of the German Cancer Institute and was working on early anti-cancer serum before his death during the war. One of her grandfathers was court doctor to Kaiser Wilhelm and the other grandfather invented the first electric light meter and "Big Bertha", the famous German World War I gun.

Jack Guy is from Florida, and is the son of a Methodist Minister. In Atlanta he ran the Southeastern auditions for the Metroplitan Opera and in New York he is active with regional and national auditions for both the New York City and the Metroplitan Opera companies.

SUBJECT: Expanding the Use of Non-Civil Service Merchant Seamen by the Navy's Military Sealift Command

ISSUE:

Maritime labor is anxious to increase the number of civilian merchant seamen used by the Navy to crew the non-combatant support and auxiliary ships of the Military Sealift Command (MSC). Of approximately 119 U.S. flag ships controlled by

MSC on fully operational status, 59 are now manned _by union crews.

DISCUSSION:

The Department of the Navy is considering what new legislation would be necessary to authorize it to charter non-combatant, commercial vessels on a long-term basis. To the extent any vessels acquired under such new authorization were employed in ·

point-to-point service, the Department would expect to crew them with union members in accordance with its existing policy. However, these uncertainties will not be resolved for some time and will not increase the number of non-civil service merchant seamen manning existing MSC controlled ships. The Navy is concerned that union crews furnished by contract operators or owners of chartered vessels for ships which are directly subordinate to and operating with fleets at sea, such as fleet oilers in the Navy Fleet Auxiliary Force, would be outside the direct operating control of the fleet commander, and the Navy has no present authority to employ merchant seamen directly under its control unless they are Civil Service employees. The Navy also wants to comply with OMB Circular A-76 and Section 502 of the FY '81 Authorization Act which require that the cost of contract personnel services not be greater than the cost of the same or similar services already being provided by Civil Service employees. On October 15, the Department of Defense agreed to proceed with A-76 cost studies to determine whether union crews can be used by the MSC on two ice-strengthened ships, three T-1 tankers and four scientific support ships in accordance with A-76 and Section 502 requirements. However, plans to put union crews on these ships have been proceeding for some time, it is anticipated that the costs of union crews and Civil Service crews are comparable, and maritime labor is more concerned about placing union crews on ships of the Navy Fleet Auxiliary Force.

Maritime labor has asked the Navy to take immediate steps short of legislation to increase merchant marine participation in naval support services. Frank Drozak, who has succeeded Paul Hall as President of the Seafarers International Union and the Maritime Trades Department, AFL-CIO, believes most of the issues raised by the Navy can be worked out in charters and contracts agreed to by the Navy, the unions, and the operators of MSC contract vessels. He proposes having ship operators notify the unions before sailing when a vessel is carrying military. cargo so .that it can receive expedited service, and having union members who crew such ships join in the Merchant Marine Reserve-U.S. Navy Reserve to remove concerns about the Navy's command control over the crews. He has indicated that the unions would be willing to sign no-strike clauses in contracts for ships carrying military cargo.

R ECOMMENDATION:

To strengthen and maintain the United States Merchant Marine, while relieving government personnel of some Navy support functions, we should pursue. efforts to increase the use of civilian merchant seamen by the Military Sealift Command. This is consistent with the Administration's policy to increase the use. of the private merchant marine by the Navy for its support functions. With your approval, we will therefore continue to work with the Navy Department and the Maritime Administration in an effort to resolve the differences between maritime labor and the Navy.

We further recommend that you notify the Department of the Navy of:

o your desire to strengthen the Navy's support capability through the increased utilization of the United States Merchant Marine resources, and that you

o ask the Navy to determine what steps can be taken now to increase the use of merchant seamen on existing Military Sealift Command ships without reducing fleet operating effectiveness.

The following is a summary of your meetings as President­elect with Members of Congress.

We had five meetings in Plains and three meetings in Washington prior to your inauguration. I might point out that they were substantive meetings and not courtesy calls.

The first one was at Talmadge Farms on 11/17/76, 11 days after the election, with Senators Mansfield, Byrd, Humphrey, Muskie, Nelson, Cranston, Haskell, Talmadge and Long and Congressmen O'Neill, Delaney, Ullman, Adams, Mahon and Young.

You arrived in '-Jashington on Sunday, November 21 and had briefings on Monday by NSC, OMB, Department of Defense, HEW, Treasury, President Ford, Dr. Burns, etc. Tuesday you had a private breakfast meeting with Tip O'Neill. Tip O'Neill then escorted you to the Capitol where you had a 45-rninute meeting with the chairmen of the various Senate committees. You then met for an hour with the Senate Foreign Relations Committee, followed by lunch with the chairmen of the House International Relations Committee, a meeting which Zablocki and others remember as being very constructive. You then met for 30 minutes with the Republican leadership of the House and the Senate. Your final meeting that day was with Jack Brooks and Abe Ribicoff on authority for reorganization, which was a very substantive meeting that paved the way for all of your reorganization accomplishments.

You carne back to Washington and met for 30 minutes on the 9th of December with Abe Ribicoff on reorganization and the Mid East and then met with Dick Stone for 25 minutes on the Mid East. The next morning you met with the newly-elected leader­ship of the House of Representatives at the Blair House and you then met at the Blair House with every Democratic Member of the House of Representatives in three separate groups. Again, no photographs, but hard questions and answers with you outlining your goals for your Administration, your making requests of them and your telling them how you wanted to work with them.

Early next week we should be in a position t_o know how many of each type of print and letter will be required so that we can begin our printing process. This process should take about four or five days, after which should be able to quickly provide you those prints which Mrs. Carter and you will be signing and to begin processing and mailing all the rest.

We need your selection on the inscriptions for each category of print. A description of the categories and some suggested inscriptions are attached. Please indicate your choice or such other inscriptions as you might desire.

We need eight original signatures each from Mrs. Carter and you done o n separate sheets of white bond paper. Please indicate your preference among the eight signatures for use on-the Category C prints. On the large Category B-1 prints, the printer will print eight prints at a time on his large press. Therefore, he can use eight different signatures so that each one looks slightly different.

Finally, please write the inscription chosen by you for the 500 Category B prints (which Mrs. Carter and you will personally sign) on the margin of the enclosed sample paper which will be used for those prints.

I suggest that you call Subcommittee Chairman Inouye on the matter, stressing to him the importance of IDCA as a means of coordinating US international development policies. Its staff is very small; the cost is negligible. But OMB and I both believe that it has done good work in coordinating and thus improving the effieiency of the US aid programs that the Congress has mandated.

Senator Inouye has requested that you make an interim appoint­ment of a Hawaiian j udge. Frank Moore has talked with Lloyd Cutler about it and we will follow up with you next week. Should the Senator raise this, tell him you are having Cutler look into it.

The House Appropriations Conunittee (Whitten) is expected to act on a continuing resolution early next week, with the full House considering it on December 3, 4, or 5. · The resolution under which the Department has been operating-will expire on December 15. The resolution will probably not cover the entire fiscal year. The House Labor/HHS/ED Subcommittee (Natcher) is pressing the full committee to provide funding at the rate of the FY 1981 House-passed Labor/HHS/ED appropriations bill, H.R. 7998. However, the Senate may not agree with this level.

On November 21, the House passed H.R. 7724, the FY 1981 Department of Interior appropriations bill. The Senate is expected to act on December 1. The bill includes $81.7 million for Indian Education, a reduction of $19.2 million from the Administration's request, and $12.8 million for the Institute of Museum Services, a reduction of $43,000.

The House Subcommittee on Elementary, Secondary and Vocational Education (Perkins) may hold a hearing next week on H.R. 8253 (de la Garza) and H.R. 8053 (Mattox), bills making illegal alien

children eligible for impact aid funds.
