Fall isn’t officially here, but the weather is much cooler, the leaves are turning theircolors and the tourists have started their migration back inland. Autumn always re-minds me of the upcoming holidays and in particular, our American tradition ofThanksgiving. And in the spirit of Thanksgiving I am taking this forum to thank inparticular some of the many people that do so much for our Historical Society on adaily basis.

First off, thank you to my fellow board members, who give their time, money andencouragement to our Society. They make the hard decisions and do the difficultthings necessary to steer this ship. They fill in the gaps and are the first ones to vol-unteer with a smile. Their names are listed to the left of this article. Our Society is 32years old and it is because of hard working board members, both past and present.My heartfelt thanks to all of you.

I have to give a big thank you shout out to Lowell Deaton our work-camper and‘Lighthouse Keeper’. Most people don’t know him, but he’s the guy that keeps thedoors open at the Lighthouse, gives tours, and helps with all the odds and ends thathappen at the Lighthouse. Also, many thanks to Will Willard for helping out Lowellat the Lighthouse and keeping things running smoothly.

A big thank you to the Diles Family: Jerry, Jerrod and Jesse. Jesse and Jerrod are al-ways there at the Museum, always helping out at events. Doing whatever needs doing- with both the willingness and ENERGY to do them. They are a volunteer coordina-tor’s dream – always willing to work a shift at the Museum when needed.

I can’t forget to thank Peggy Coverdale. Need a tour given for school children? AskPeggy. Need someone to make phone calls and ‘get the word out’? Ask Peggy. Needan article for the Foghorn on short notice? Ask Peggy. She’s been my mentor andguide since I was first on the Board seven years ago. She has so much informationand she is willing to share it all to keep this Society on the right track.

A special thank you to Jeff Andrews. He doesn’t say much - he lets his hands do allthe talking by working on all the projects we have going on at both the Museum andLighthouse. If you need it done, Jeff ‘The Handyman’ will figure out how to do itand do it right. Well done!

And last, but not least…thank you John Shaw, our Executive Director, and JulieSmith, our Education and Operations Manager. John IS the ‘Energizer Bunny’ – Idon’t know where all the energy and ideas come from. John is an extremely hardworker and community builder. And Julie is my SUNSHINE – always has the detailsat her fingertips in our chaos and keeps me grounded with her smiles.

Now that I’ve counted all my Blessings, I hope to see you at the membership meeting

WSBHS Receives $15,000 in Grants from Grays Harbor Community Foundation

The Westport South Beach Historical Society is one of 26 non-profit organizations and agencies that were recently awarded a totalof $215,306 in grants from the Grays Harbor Community Foundation. The Historical Society was the only organization to receivegrants from both the Foundation’s Discretionary program and its Capacity Building Initiative.

The $10,000 discretionary grant will allow the Society to modernize technology at McCausland Hall. We will now be able to getreliable Wi-Fi to the hall and grounds. The lack of Wi-Fi is a major complaint by most groups that like using the Hall for meetingsand adding QR codes for our exterior exhibits allowing visitors to stream real time information about what they are seeing on thegrounds is a goal of the Collections Committee. We will also add a small sound system, a built-in laser display for presentations ona large smart board and a large video display for showing photos and movies. This will allow us to use the Hall for more educationalactivities, displays and talks.

The Historical Society will use its $5,000 Capacity Building Initiative grant to modernize the Westport Maritime Museum’s collec-tions inventory system. This grant will cover the costs for a new computer to run a new high-end scanner capable of handling ourlarge format negatives. We will also be able to upgrade our Past Perfect software program, along with adding a scan bar and inven-tory control and modern search capabilities

Our first concern is protecting the photo collection and creating stronger archiving systems. Currently, historical photos are stored

in a number of ways — in bins, boxes, file cabinets, drawers and/or in piles on workspaces up on the third floor. “There have been a

number of different systems used to catalog photos through the years since the museum opened in 1985,” said longtime volunteer

Jeff Pence, who serves not only as the Collections Committee chairman, but also as exhibits curator. “We need to get all photos and

photographic ephemera catalogued in one system to make the collection more accessible. “

Blinds Replaced in Lighthouse by Pete Eberle

Another project at the Grays Harbor Lighthouse has been completed to the satisfaction of all of us

involved. The project was to remove the green Sunbrella curtains that have been in the lighthouse for

over 10 years. They had become very stiff, and had quite the accumulation of dust over the years. Ty-

ing them back for viewing was always a chore. So, last year the lighthouse committee discussed alter-

natives such as going back to roller blinds which for years was the preferred method of shielding the

lens from sunlight and damaging UV rays during daylight hours. If you look at historical photos of the

lighthouse you very seldom see the blinds open in any lighthouse during daylight hours. Lowell Den-

ton and Jeff Pence went out and researched vendors to supply blinds. In December the Lighthouse

committee reviewed two bids, one from Home Depot and one from Budget Blinds of Longview. We

choose the Budget Blinds bid and ask the board to approve the expenditure of just under $4,000.00 for

the job to supply and install 16 full length blinds. The board approved and they were ordered after the

first of the year.

Now the work started in earnest. Several lighthouse committee members looked over the lens room to see what needed to be done tohave a neat and clean installation of the new blinds. Originally the lens room had dual pane windows. The inner panes were held inplace by brass pinch strips which remained in place after the window panes were removed early in the life of the lighthouse. Proba-bly because it was so hard to keep them clean in between the inner and outer panes. At some point in time the pinch strips had beenremoved and reinstalled in the wrong places. This allowed them to stick out in odd places and interfere with the curtains. We wereconcerned that they could also snag the new blinds, so we choose to remove them. They are now in storage in the south oil house.Also there was the old electrical conduit and switches that powered the1000 watt bulbs in the lens. Since this was no longer used and deemed adanger to the lens we removed this also. We also removed all of the previ-ous curtain hangers and old brackets that had been in use with previousblind installations.

With all this stuff removed we cleaned up the window frames and touchedup the paint. We were able to mount the new blind brackets by using exist-ing screw holes in the upper pinch strips. John Shaw and Jeff Andrews hadto modify our original mounting design when they found out that the blindswouldn’t fit. By staggering the mounts they fit nicely and we now have aneat installation. All work was completed by August 11th in time for the bigUS Lighthouse Society tour on August 19th which was a great success.

I think that we can all be proud of our work in the lens room and hope that these new blinds give us many years of service. They

have already helped to keep temperatures down in the lens room on hot sunny days. And when we had the evening lighting on Na-

tional Lighthouse Day, they were up and out of the way in minutes. They are living up to all our expectations. Finally I would like to

thank Jeff Andrews, Jeff Pence, Lowell Denton and John Shaw for all their hard work and diligence in getting this job done.

Profile: Do You Know...Julie Smith ? by Peggy Coverdale

Yes, I know Julie Smith. It’s been a couple of years ago this month I was losing arenter in one of my apartments…and complaining about it while at the museum asa “Friday Watchstander”. Julie surprised me by saying she’d be interested in see-ing the apartment as soon as it was available, but would rent it if it had four wallsand a door. She was very unhappy with the place she had found on line whenmaking her move to Westport to become the Operations Manager for the museumand lighthouse. So within a short period of time she became by renter, my neigh-bor and my friend.

Lorain, Ohio is where Julie comes from. She had worked at Sea World – fell inlove with Orcas – and headed for the Ocean to find the whales. She and her twobest feline friends Kati and Kali crossed the country with an adventurous journeyand landed in Friday Harbor where she worked as a grocery store manager be-fore moving to Westport. Her Mother still lives in Lorain and I know Julie wishesshe would leave the very hot summers and very cold winters and join her in West-port.

Julie is the perfect person for the job she has. She is the Education Coordinator and spends time putting together thetours for both children and adults. She prepares material to be given to the visitors and has the schedules at the tip ofher fingers. She manages to keep all the “happenings” on track whether at the lighthouse, the museum, theMcCausland Hall or the Lens building. She has made up items of interest for children to help make a visit to themuseum fun.

A look at the gift shop would give you an idea how Julie’s touch makes itlook great. She assists with the ordering, pricing and placing of theitems.

Whenever the McCausland Hall is used for a gathering of any kind, it’sJulie who helps see that the place is clean and ready for renting or His-torical Society use. She is doing this while being the only person in theoffice at the museum to answer the phone, answer the questions, makeup forms, make reports, interact with every person who comes throughthe door (both front and back doors). And she can do all of this with asmile.

More information has reached the Society Members since Juliecame. She is good about getting the word out via the computer. And forthose of us who “don’t do” computers, she gets me to give a phone callwhen information needs to get to members.

Now, as in the past, both the lighthouse and museum have few peoplewilling to stand watch at the desk or Lens building in the museum or atthe lighthouse gift shop, base of the light or at the top of the light. It hasalways been hard to get people to commit to a given time/day or even anoccasional day each month. Filling these spots is another of Julie’sjobs. It is probably the most difficult task she is required to do.

Another challenge for Julie is that we all think she can answer any ques-tion……that we always remember to “clue her in” ……. She surelyknows WHAT it is, WHERE it is, WHEN it is, WHY it’s happening, andany other details we can think of to ask. This, of course, isn’t always thecase. We sometimes don’t remember to let her know the what, where,

As the newly appointed volunteer Chair of the Collections Committee,otherwise known as Curator, I am pleased to announce this new regu-lar feature to the quarterly Foghorn newsletter. In this feature I will talkabout what is going on with our Museum’s collections including de-scriptions of new acquisitions (accessions), organizing, cataloging, ar-chiving, and upgrades to exhibits plus much, much more.

At the present time, much needs to be done. Most of the artifacts noton display in the Museum had been removed a couple of years agofrom the Museum third floor to the basement area where they remain

today. The extensive photograph collection and other paper (ephemeral) collections remain on thethird floor, albeit in less than an ideal state of organization, cataloging, etc. Part of the problem hasbeen lack of heat and electricity on the third floor. Currently, Executive Director John Shaw is work-ing the Westport City officials to correct those problems. Also, Director Shaw was successful in ob-taining a grant of $5,000 from the Grays Harbor Community Fund to purchase a new computer sys-tem and software program with training to organize and catalog the Museum’s collections. We willalso be purchasing with the grant money an Epson scanner for digitizing, organizing, cataloging,and archiving the photograph collection.

Recent accessions of interest include the following: anadditional set of blueprints for our Lighthouse showingchanges including the bricking over of the windows inthe 1960’s; a pair of vintage decoys from the Laidlaw Is-land duck hunting club on the Elk River; and an Adamsand Westlake (Adlake) bridge lamp believed to be fromthe Coast Guard station, now our museum.

With the loss of two key September Events, “The Blues Festival”and “Salmon Tales”, the Historical Society stepped up to help tour-ism in our city by hosting and helping to organize a combinedevent for the 2016 Season. Coined the “Westport Maritime MusicFestival and Salmon Jam’, elements of both events will now takeplace on the Maritime Museum grounds this September 23-24th. (see poster at right for details).

when and why. But I’ll say this…she is on top of what’s going on each day when she informed. I know John Shaw, theExecutive Director, counts on her to be on hand and prepared for whatever a day will bring.

Julie says she loves Westport, her job at the museum, and the friends and “family” she has made here and has no plansto leave. She has increased her family with the addition of Roxy, a nine year old Australian Shepard rescue and thinkslife at the beach is great.

I care a great deal for the museum and lighthouse and I’m truly pleased that Julie is on board and likes being here inWestport, because I don’t know what we’d do without her; And I’m really happy to have her for a friend and neighbor.

Proposed By-Laws

AMENDED BY-LAWS OF THEWESTPORT-SOUTH BEACH HISTORICAL SOCIETY

ARTICLE I MEMBERSHIPSection 1. The Corporation shall be composed of members in good standing.

Section 2. Any person interested in the history of the Westport-South Beach area may be enrolled as an active member upon receiptby the treasurer of the first payment of dues.Section 3. Membership fees or dues, and classifications and the membership year will be set by the Board of Trustees.

ARTICLE II GOVERNMENTSection 1. The officers of the corporation shall be a president, a vice-president, a secretary, a treasurer, and a Board of Five (5) trus-tees. Persons must be current members of the corporation for a minimum of six (6) months to qualify for nomination, election, orappointment as officers or trustees. The offices of secretary and treasurer may be combined upon recommendation of the Board ofTrustees and approval by the majority of the members voting at the annual meeting.Section 2. The Board of Trustees, the president, the vice-president, the secretary and the treasurer shall manage the affairs of thecorporation subject to such restrictions and regulations as are hereinafter set forth. The president, the vice-president, the secretaryand the treasurer shall be voting members of the Board of Trustees. (See Article IX)Section 3. The officers and Board of Trustees are responsible for hiring, supervision, evaluation and termination of the executivedirector of the corporation. The executive director is responsible for the implementation of the policies, programs, special displays,events and budgets necessary for operation of the museum and lighthouse, and for recommending changes and additions to such pol-icies, programs, special displays, events and budgets. The executive director is additionally responsible for appointing and supervis-ing other employees, volunteers and special committees (other than the standing committees provided for in Article VIII) necessaryto museum and lighthouse operations. The executive director reports to the officers and Board of Trustees through the president.

ARTICLE III ELECTION OF OFFICERS AND TRUSTEESSection 1. All officers shall be elected at the annual meeting in October to hold office for three (3) years.

Section 2. Trustees shall be elected at the annual meeting in October to hold office for three (3) years.

The By-Law committee reviewed the By-Laws and, to be consistent throughout the document, the term “Director” isbeing replaced with “Trustee” in Articles II, III, IV, V and XIII. ARTICLE IV DUTIES OF BOARD OF TRUSTEESSection 1. The president shall serve as chief executive officer. The president shall preside at all meetings of the membership andBoard of Trustees The president shall appoint all special committees provided for by the membership or by the Board of Trustees orby these by-laws. The president shall keep order and enforce decorum at all meetings. The president, upon end of term, has the op-tion to take an ad-hoc position to the Board of Trustees. (This will be an advisory position to the Board of Trustees with no votingauthority)Section 2. The vice-president shall perform the duties of the president in the absence or disability of the president. The vice-president shall be chair of the membership sub-committee.Section 3. The secretary shall be in attendance and keep a record of all meetings of the membership; keep a list of members in goodstanding; keep a record of all meetings of the Board of Trustees; keep a record of all sub-committee minutes provided by the chair ofthat sub-committee.Section 4. The treasurer shall keep safely all funds and moneys belonging to the corporation, and the treasurer shall assure that suchfunds are deposited in the name of the corporation in a bank or savings and loan association. No checks on the account of the corpo-ration foundation shall be payable except upon the signature of the treasurer and one other trustee whose name shall be submitted tothe bank at such times as may be necessary. The treasurer shall make an accounting of the affairs of the corporation. If the Board ofTrustees so order, the treasurer or the corporation officer(s) must procure and keep active a surety bond payable to the corporation inany amount equal to the greatest liability of the treasurer or the corporation officer(s). The premium on such bond shall be paid bythe corporation, and the bond must be deposited with the secretary.Section 5. The Board of Trustees shall be in charge of all affairs of the corporation. A majority of the Board of Trustees may callspecial meetings of the general membership and require attendance at the meeting of all trustees to discuss affairs of the corporationand when necessary shall make reports to the membership either at regular meetings of the corporation or a special meeting.

ARTICLE V OFFICERS AND TRUSTEES TERMS AND DISMISSALSection 1. All officers and Trustees’ terms of office shall commence on the first day of January and end on the last day of Decem-

ber. All officers and trustees may be elected to not more than three (3) consecutive terms in each office. Officers and/or trustees

may be reelected to a position previously held after one (1) year out of that office. In case of a vacancy arising in any office or seat,

the officers and Board of Trustees at any scheduled meeting of the officers and Board of Trustees may fill it temporarily until the

next election by appointment of an eligible person. At the next annual election the position shall be filled by vote of the membership

to complete the term.

Section 2. Completion of a partial term as an appointed board member does not apply to the restrictions on consecutive terms for

board members. A board member is defined as an officer or a board trustee.

Section 3. Absence of any officer or trustee at two (2) successive quarterly membership meetings or two (2) successive board meet-

ings without board approval may cause that person’s dismissal from the board consistent with Roberts Rules of Order.

Section 4. Officers and/or Trustees may be removed from the board for disciplinary reasons consistent with Roberts Rules of Orderand board policies.

ARTICLE VI MEETINGSSection 1. Quarterly membership meetings shall be held. The October quarterly membership meeting shall be designated the annualmeeting. Notice of these meetings shall be given to the membership as directed by the president or the Board of Trustees.Section 2. At each of the quarterly membership meetings the attendance of ten (10) members shall constitute a quorum.Section 3. The Board of Trustees shall hold meetings once a month. The attendance of 50% of trustees shall constitute a quorum.Section 4. During a Board of Trustees meeting, a trustee may request an executive session. No motion(s) or vote(s) may be takenduring said session. No minutes or records are taken during said session. At the conclusion of an executive session the item(s) dis-cussed may be brought to the table for appropriate action. An executive session may be called in regards to personnel or litigationissues and shall be closed to the membership at large.

ARTICLE VII AMENDMENTSSection 1. These by-laws may be amended at any regular quarterly meeting of the membership and only by a two-thirds vote of themembership present. Notice of the suggested amendment shall be published in a newsletter thirty (30) days prior to a membershipmeeting.

ARTICLE VIII COMMITTEESSection 1. Standing committees of the corporation include those specified below. The president shall appoint all committees subjectto the limitations laid out hereafter. Presidents-elect shall appoint the committees specified herein to serve for their tenure in officeno later than the first date of that tenure. The president is an ex-officio member of all standing and ad-hoc committees of the corpo-ration. When possible, trustees shall be appointed to chair committees.a. By-Laws Committee. The By-laws committee is responsible for annual review of the corporation by-laws. The committee shalldraft and recommend to the Board of Trustees any needed changes no later than June of each year.b. Executive Committee. The Executive Committee consists of the president, the vice-president, the secretary and the treasurer ofthe corporation. The executive committee is empowered to act for the Board of Trustees as a whole with its actions subject to ratifi-cation.c. Finance Committee. The elected treasurer of the corporation shall chair the finance committee. The finance committee is respon-sible for preparing and recommending to the Board of Trustees annual budgets necessary to carry out the purpose of the corporation.d. Strategic Planning Committee. The Strategic Planning Committee is responsible for developing and recommending to the Boardof Trustees long-range, a five (5) year or more plan necessary to carry out the purposes of the corporation.e. Membership Committee. The Membership Committee is responsible for developing and implementing board approved programs

and activities to recruit, administer, and expand the membership of the corporation.f. Nominating Committee. The Nominating Committee is responsible for identifying, determining the qualifications and eligibility

of, and recommending to the membership nominees to serve on the Board of Trustees. No person presented as a candidate for elec-tion to a position as a trustee may serve on the nominating committee.g. Development Committee. The Development Committee is responsible for recommending, developing, and implementing fund-raising strategies.

ARTICLE IX ORDER OF MEETINGSSection 1. Roberts Rules of Order shall be used at all meetings.

ARTICLE X DISPOSITION OF COLLECTIONSSection 1. The assets of this corporation shall be dedicated exclusively to the objects and purposes as set out in the Articles of Incor-poration, and no part of the net earnings shall ever inure to the benefit of any member.Section 2. In the event of the dissolution of this corporation, the assets thereof are to be distributed exclusively for the objects andpurposes mentioned in ARTICLE II, Government of the Articles of Incorporation.

ARTICLE XI AFFILIATION WITH THE WASHINGTON STATE HISTORICAL SOCIETYSection 1. This corporation shall be enrolled as an annual institutional member of the Washington State Historical society, payingthe prescribed annual dues in advance and as such, it shall, whenever possible, send a delegate or delegates to represent it at themeeting of the State Society.

ARTICLE XII NON-DISCRIMINATION POLICYSection 1. The Non-Discrimination Policy of Westport South Beach Historical Society is as follows:Westport-South Beach Historical Society., subscribes to, and complies with, all local, state, and federal acts and laws regarding dis-crimination. No person shall, on the grounds of race, color, national origin, sex, or otherwise qualified handicapped person solely byreason of the handicap, be denied benefits of, or be subjected to discrimination under any program or activity of, or employment byWestport-South Beach Historical Society.

ARTICLE XIII INDEMNIFICATION CLAUSESection 1. A director, board member, officer, or employee shall have no liability to the corporation or its members for monetarydamages for conduct as a director, board member, officer, or employee except for acts or omissions that involve intentional miscon-

duct, or a knowing violation of law, or for any transaction from which such person will personally receive a benefit in money, prop-erty, or services to which that person is not legally entitled. If the Washington Nonprofit Corporation Act is hereafter amended toauthorize corporate action further eliminating or limiting the personal liability of directors, board members, officers, or employees,then the liability of a director, board member, officer, or employee shall be eliminated or limited to the full extent permitted by theWashington Nonprofit Corporation Act, as so amended. Any repeal or modification of this Article shall not adversely affect anyright or protection existing at the time of such repeal or modification for or with respect to an act or omission of such director, boardmember, officer, or employee occurring prior to such repeal of modification.
