    SUMMARY: The FMCSA requests publiccomment on its draft strategic plan,Federal Motor Carrier SafetyAdministration 20112016 StrategicPlan: Raising the Safety Bar. This isFMCSAs second strategic plan since theAgency was established as a standaloneadministration within the Department ofTransportation (DOT) in 2000. In

    keeping with DOTs and FMCSAs toppriority safety, the draft strategic plan isshaped by three core principles: (1)Raise the bar to enter the motor carrierindustry; (2) Maintain high safetystandards to remain in the industry; and(3) Remove high-risk carriers, driversand service providers from operation.The Agencys new 5-year Strategic Planprovides continuing direction forFMCSA to further reduce crashes,injuries, and fatalities related tocommercial motor vehicles (CMVs),which include passenger carrier

    vehicles (e.g.,buses). We welcome andinvite comments and feedback onFMCSAs future direction. Commentswill be considered and incorporated asappropriate.

    SUPPLEMENTARY INFORMATION:

    Background

    FMCSA was established as a separateadministration within the United StatesDepartment of Transportation (DOT) on

    January 1, 2000, pursuant to the MotorCarrier Safety Improvement Act of 1999(Pub. L. 106159), with the safetymandate to reduce crashes, injuries, andfatalities involving commercial motorvehicles (CMVs).

    FMCSA hosted a listening session tosolicit input for the development of itsnew draft Plan. Participants were askedto provide input on key challengesfacing the motor carrier industry, issuesfacing stakeholders, and concerns thatshould be considered by the Agency indeveloping its next 5-year StrategicPlan. The meeting was held on

    September 8, 2010 (75 FR 53015, August30, 2010).

    The new draft strategic plan, TheFederal Motor Carrier SafetyAdministration 20112016 StrategicPlan: Raising the Safety Bar, is theAgencys second since its inception.The plan establishes a new strategicframework for how FMCSA willcontinue to carry out its mission, toppriority, and mandateSafetyandplaces a greater emphasis on the overallCMV transportation life-cycle.

    The CMV transportation life-cycleconcept encompasses the whole CMV

    transportation system, including all theentities that control or influence theoperation of CMVs, and focuses on thespecific responsibilities of each partyinvolved in the transport and logisticssupply chain in improving CMV safetyfactors. This is a holistic view of safetythat includes factors such as CMV andpassenger-vehicle driver behavior,compliance systems, quality of roads,and vehicle technologies. This life-cycleapproach will directly address CMVtransportation challenges affectingdrivers, vehicles, infrastructure, and themanagement of operations. Individuals,

    organizations, agencies, and otherentities that are part of the CMVtransportation life-cycle need to beaware of their impact on CMV safetyand take responsibility for that impact.

    The Agencys goals and strategiesdeveloped under its new five-year Planare grouped into four strategic focusareas:

    CMV Safety 1st Culture: Delivercomprehensive safety programs andpromote operating standards focused onfostering safety as the highest prioritywithin the CMV transportation life-

    cycle. Recognize that, while safety isFMCSAs highest priority, the Agencymust also foster other important societalgoals within the CMV transportationindustry, including security, hazmatsafety, consumer protection, and otherDOT objectives.

    Exponential Safety Power (SafetyXPower): Establish new partnerships and

    develop policies and programspromoting opportunities to collaboratewith all stakeholders on CMV safetyinterventions. Build a coordinatednetwork of safety partners andstakeholders to advance a commonsafety agenda.

    Using Comprehensive Data &Leveraging Technology: Improvestandards and systems to identify,collect, evaluate, and disseminate real-time performance data to all employees,customers, partners and stakeholders.Leverage research and emergingtechnologies to positively impact CMV

    transportation safety.One FMCSA: Improve the strategic

    management of programs and humancapital within FMCSA to build andsustain a diverse workforce and todevelop innovative solutions to theCMV transportation challenges of todayand tomorrow.

    FMCSA requests comments on itsdraft strategic plan, The Federal MotorCarrier Safety Administration 20112016 Strategic Plan: Raising the SafetyBar, which has been placed in the

    docket referenced at the beginning ofthis notice and is also available on theAgencys Web site at http://www.fmcsa.dot.gov/rules-regulations;click on Notices. The Agency willconsider all comments received by closeof business on July 29, 2011. Commentswill be available for examination in thedocket at the location listed under theADDRESSES section of this notice. TheAgency will consider to the extentpracticable comments received in thepublic docket after the closing date ofthe comment period.

    SUMMARY: FMCSA announces that theAgencys Motor Carrier Safety AdvisoryCommittee (MCSAC) will holdsubcommittee meetings on Monday and

    Tuesday, July 11 and 12, 2011, andMonday and Tuesday, August 1 and 2,2011. The meetings will be open to thepublic for their duration. Thesubcommittee will discuss howelectronic on-board recorder (EOBR)manufacturers could comply with theAgencys communications standards forthe transmittal of data files from EOBRsto enforcement officials and relatedtechnical issues. This meeting is not aforum for a discussion of broader non-technical EOBR issues. Thesubcommittees objective is to prepare aletter report and recommendations on

    the same for consideration by the fullMCSAC, which, in turn, will providerecommendations to the Agency.TIME AND DATES: Both meetings will beheld on Monday and Tuesday, July 1112, 2011, and Monday and Tuesday,August 1 and 2, 2011, from noon onMonday to 5 p.m., Eastern Time (E.T.),and on Tuesday from 8 a.m. to 5 p.m.,E.T. The July 11 and 12, 2011, meetingwill be held at the Hilton AlexandriaOld Town, 1767 King Street,Alexandria, VA 22314, in theWashington and Jefferson Rooms on the2nd floor. The August 1 and 2, 2011,
