HURRICANE AND NATURAL DISASTER
CONTINGENCY PLAN
(Revised 1 March 2019)
1. Mission
This Plan describes US Coast Guard Auxiliary, Flotilla 96 preparedness, training and response op-
erations for severe heavy weather, including hurricanes and tornadoes, and other natural disasters
such as floods or earthquakes. This Plan also defines the deployment of Coast Guard Auxiliary re-
sources which may be done separately or in conjunction with other Coast Guard units.
2. General
A. During severe weather or natural disasters occurring in the Seventh District, but not directly af-
fecting this flotilla, auxiliarists from this flotilla will continue to perform our role of assisting the
Coast Guard in promoting maritime safety and conducting SAR missions. We will continue to
provide Auxiliary members and facilities including surface and radio facilities as well as trained
and qualified auxiliarists as backfill replacement or augmentation to regular Coast Guard units
such as Coast Guard radio watch standers, qualified small boat crew and coxswains, ATON re-
pair specialists, etc.
B. Trained auxiliarists with properly equipped, surface operations vessels can assist the Coast
Guard by performing tasks such as, but not limited to, checking ATONS, channels, pollution,
marine terminals, floating debris/hazards, available ramps, and disabled boats for survivors and
by transporting personnel, supplies, equipment or FEMA personnel and other officials.
Auxiliary manned station and mobile VHF-FM facilities, whether or not integrated with long
range, HF communication station nets, are ideally suited for the Coast Guard's Incident
Communications System.
3. Limitations
A. In the event of a natural disaster in this flotilla's area, the first priority of our members is to pro-
tect themselves, their families, and their property. Assistance for immediate, post storm opera-
tions should be drawn from nearby flotillas/divisions in less impacted areas.
B. Auxiliary surface and air assets will normally operate during daylight hours with the exception
of emergency SAR or vessels with special equipment such as searchlights, radar, or night vi-
sion equipment.
C. All mission tasking must come from the US Coast Guard order issuing authority, although our
flotilla resources are prepared to operate in a multi-agency responsive environment with other
government agencies.
D. Our flotilla will not be the sole or lead responders in an emergency. This Plan exists for aux-
iliarists and their facilities to support the Coast Guard, which may or may not have arrange-
ments with other municipal, state, Red Cross, and Federal agencies. Our members, when in-
vited to do so by our order issuing Coast Guard authority, are willing to participate in the
planning of and training in disaster plans, as a member of “Coast Guard Forces.”
4. Time Frames
A. HURCON V
This is a stand down condition set from 1 December 1 to 31 May each year, except when modi-
fied by a rare, winter hurricane.
a. Prior to February 28 of each year, our Auxiliary Flotilla Commander (FC) or his/her
designate will provide to the Division Commander a copy of this Disaster Plan, with a
list of flotilla members and a calling tree indicating names, member ID numbers, ad-
dresses, home/work phone numbers, cellular phone numbers, and email addresses. A
resource list will be included of operational vessel facilities, PWCs, and VHF-FM radio
facilities (both land and mobile).
b. Prior to February 28 of each year, the flotilla will present the entire Plan with hard and/or
digital copies to the DCDR, the SO-OP, the SO-CM, the FSO-OP and the FSO-CM.
c. During the months of January and February, in conjunction with a division designee, Flotilla
will hold planning meetings. Topics include points of contact, radio frequencies for control
nets, locations of shelters and storage areas. The agenda also includes post-heavy weather
contingency exercises and drills.
Radio nets and drills should simulate field communications and verify contacts between land,
mobile, fixed land, vessels, aircraft & portable communication units.
B. HURCON IV
This is a seasonal condition automatically set for all units from 1 June 1 through 30
November each year, unless directed otherwise by the Sector Commander, SECTOR St Peters-
burg, FL
1. During June, the flotilla will conduct emergency heavy weather contingency train-
ing and review with its members all plans and requirements for HURCON 3, 2, 1,
and Post Storm Operations, and it will ensure that all requirements of HURCON 5
were met.
2. During June, all flotilla rosters and calling trees should be reexamined, amended as
needed, and forwarded to the Division designee, who will note changes in the Plan
and forward it to the SO-OP.
3. Prior to June 30, all auxiliarists should review their family evacuation/safe-haven
plans, and advise their FC of any changes. All vessels, mobile supports units, and
generators should be maintained at least a 70% fuel capacity.
C. HURCON III
This is the readiness condition in which threatening winds are possible within 48 hours. For the
purpose of setting conditions, “threatening winds” is defined as sustained 50-knot winds. For the
purpose of establishing a readiness to be deployed, “alert status” is defined as ready for deploy-
ment or activation within 24 hours.
Because the primary responsibility of all auxiliarists is the safety of their own family and prop-
erty, HURCON III, HURCON II, HURCON I and POST STORM OPERATIONS are
divided into two sections depending on whether or not this flotilla is within or outside the
weather targeted area.
WITHIN THE TARGETED AREA:
1. The FC, VFC, FSO-OP and FSO-CM or other designated staff officers shall ensure
that all contingency plans for HURCON IV and HURCON V have been met and
are current.
2. All flotilla members should prepare for evacuation, secure their facilities, homes and
personal property, and prepare their evacuation kit. If applicable, flotilla building,
property and records should be secured.
3. Large vessels should be moved to pre-selected, sheltered moorings.
Most drawbridges may not open in HURCON II conditions. Check local evacuation
plans. Trailerable boats should be taken to their designated area and prepared for
heavy rains and winds.
4. The FC, VFC, FSO-OP or other designated flotilla officer will contact the DCDR or
VCDR and will confirm that the flotilla has completed HURCON III require-
ments.
OUTSIDE THE TARGETED AREA:
5. The DCDR, VCDR, SO-OP or other designated division staff officer of the division
adjacent to the target area will contact their flotillas to put them on alert status and will
make a list of Auxiliary resources ready and available to respond.
6. All operational facilities including PWCs should be 100% fueled and provisioned with
appropriate food and water, changes of clothing, and such additional equipment as may
be required. Auxiliarists will report their “alert status” to their FC, VFC, FSO-OP or
other designated staff officer who will relay this information to the DCDR or VCDR.
Towing vehicles shall also be fully fueled and readied.
7. VHF-FM stations and long-range HF-SSB stations should be maintained in readiness with
full battery power. Communications specialists will conduct an exercise to verify commu-
nications and will report their readiness to their FC, VFC, SO-CM or other designated
staff officer who will relay this information to the DCDR or VCDR. These stations
should be placed on an “alert status” ready to activate their nets within 24-hours’ notice.
Starting with HURCON 2, watch stander schedules for 24-hour coverage should be pre-
pared
D. HURCON II
This is the readiness condition in which threatening winds are possible within 24 hours.
WITHIN THE TARGETED AREA
1. All flotilla members should secure their property and evacuate.
2. All auxiliarists should take their Auxiliary ID card and an Auxiliary working uniform
(ODUs and black safety boots) so they can access restricted areas. Be sure the ID card is
current. Check expiration date no later than 01 June.
OUTSIDE THE TARGETED AREA:
3. The FC, VFC, FSO-OP, or designated staff officer shall check that all require-
ments for prior conditions are met.
4. Flotilla VHF-FM and long-range HF-SSB nets are activated and their Coast Guard order
issuing authority, SO-CM and SO – OP or other designated division officer is advised.
All nets in the adjoining flotillas and divisions are on a 24-hour communications sched-
ule.
E. HURCON I--ZULU
This is the dangerous condition. It covers the following time frames:
1. When threatening winds are expected within 12 hours;
2. The period during the storm;
3. After the storm has passed and until it’s unlikely to return
WITHIN THE TARGETED AREA
All flotilla members should have secured their property and evacuated.
OUTSIDE THE TARGETED AREA:
1. Adjoining divisions and flotillas will check that all prior HURCON conditions have been
met.
2. All VHF-FM and long-range HF-SSB radio nets will be operational and integrated. They
should be reporting hourly or as needed to handle emergency traffic to the Auxiliary Sector Net
Controller.
3. All Auxiliarists on alert status will be fully prepared and resting, but readily available to be
deployed within 3 hours.
F. HURCON POST-STORM
This is the period after the storm has passed and there is no possibility of itreturning to the affected area.
When the Sector Commander resets to HURCON IV, all Auxiliary units should resetto HURCON IV.
WITHIN THE AFFECTED AREA:Again, the primary responsibility for all auxiliarists is the safety of their property andfamilies. Auxiliarists within a disaster area are not to be utilized in post-storm opera-tions until they have completed their own damage assessments, secured their personalproperty, recovered from all damaging effects from the storm, and have advised thenearest OIA of their availability.

4-5 feet - Damage is primarily to shrubbery, trees, foliage, and unanchoredmobile homes. No real damage occurs to building structures. Somedamage is done to poorly constructed signs.- Low-lying coastal roads are inundated, minor pier damage occurs,some small craft in exposed anchorages break moorings.
CAT 2 96-110 mph(83-95 kts)
6-8 feet - Considerable damage is done to shrubbery and tree foliage, sometrees are blown down. Major structural damage occurs to exposedmobile homes. Extensive damage occurs to poorly constructed signs.Some damage is done to roofing material, windows, and doors; nomajor damage occurs to building structures.- Coastal roads and low-lying escape routes inland are cut off by risingwater 2-4 hrs before arrival of center. Considerable pier damageoccurs, marinas are flooded. Small craft in unprotected anchoragesbreak moorings. Evacuation of some shoreline residences and low- lying island areas is required.

9-12 feet - Damage occurs to shrubbery and trees: foliage is blown off trees,large trees are blown down. Practically all poorly constructed signsare blown down, some roofing material damage occurs, some windowand door damage occurs, and some structural damage occurs tosmall residences and utility buildings. Mobile homes are destroyed.There is a minor amount of curtain wall failure.- Serious flooding occurs at the coast with many smaller structuresnear the coast destroyed. Larger structures are damaged by batteringof floating debris. Low-lying escape routes inland are cut off by risingwater 3-5 hrs before the center arrives. Terrain continuously lowerthan 5 ft above sea level may be flooded inland 8 mi or more.Evacuation of low-lying residences within several blocks of theshoreline may be required.
CAT 4 131-154 mph(114-135 kts)

- Shrubs and trees are blown down, all signs are down. Extensiveroofing material damage occurs, extensive window and door damageoccurs, complete failure of roof structures occurs on many smallresidences, and complete destruction of mobile homes occurs. Somecurtain walls experience failure.Terrain that is continuously lower than 10 ft above sea level may beflooded inland as far as 6 mi. - - Major damage occurs to lower floorsof structures near the shore due to flooding and battering action. Low- lying escape routes inland may be cut off by rising water 3-5 hrsbefore the storm center arrives. Major erosion of beach area occurs.Massive evacuation of all residences within 500 yards of the shorelinemay be required and of single-story residences on low ground within 2mi of the shoreline.

than 15 ft above sea level and within 500 yds of the shoreline. Low- lying escape routes inland are cut off by rising water 3-5 hrs beforethe storm center arrives. Massive evacuations of residential areassituated on low ground within 5-10 mi of the shoreline may berequired.

Readiness Conditions
The following are unit readiness conditions that will be designated by higher authority. The Commander, Coast Guard District Seven is responsible for setting these conditions, although Commander, Sector St. Petersburg or the Station CO may set a higher condition in anticipation of gale/hurricane force winds in the AOR.

EVERBRIDGE RESPONSE
INSTRUCTIONS – 070-09
1. Telephone Notification
When your phone rings and Caller ID appears on your phone or television (if you have that feature),
it will show the calling number 239-458-3750. DO NOT CALL THIS NUMBER!!
This is your clue that it is from the Auxiliary and you should take it. The message will also state that it
comes from the Auxiliary.
Here again, listen to the whole message and take the action asked for.
Remember that if the message is critical, you will continue to receive messaging until you acknowledge
receipt.
If the message is directed to your answering machine/message center, you will get whatever message
your phone server sends to access your calls. It usually involves a telephone number and code. It could be
difficult to respond at that time because the numbers come fast and furious. Your best bet is to look at your
e-mail message and acknowledge message receipt that way. Acknowledging receipt within a phone call or
e-mail will stop the message from being resent to you.
2. Text Notifications
These messages will be the same as the e-mail and the phone messages. Typically this is the first message
received.
If you are blocking test messages, to be sure you receive any text announcements put the following number
in your phone – “89361”.
3. An example of an email announcement is on the reverse side of these instructions.
The email sender will show either “USCGAUX 070-09” OR “070-09 All Hands” with the sender's email
address as "[email protected]". It is necessary to add this to contacts so it’s not sent to Spam
mail. It depends on the nature of the incident, but the response method is the same regardless.
After you have experienced receiving Everbridge messages several times, it will become clearer to you on
how to personally handle the responses. The important things to remember are, of course, what the message
says and also to acknowledge it.
Please be advised that if there are multiple CGAUX members of the household, these procedures apply to
each member. Just because one of the members answers the call it does not stop until the other member also
responds to one of the messaging methods.
If the system does not get your acknowledgement for six hours, your Flotilla Commander must try to
contact you – by whatever means. This could become almost a ‘mission impossible; so PLEASE
acknowledge, even if you are on vacation and/or out of your Flotilla area.
