About the Survey: Florida continues to be a national leader in collecting self-report data and information from youth and young adults who are currently under our care in the foster care system or have aged out of our foster care system. Beginning in 2006/2007, Florida implemented the Independent Living Services Critical Checklist; a paper survey completed by youth, young adults and caseworkers. In 2011, Florida contracted with Cby25™ Initiative to update and expand the survey tool. Cby25™ Initiative launched the Florida version of My Services. The Florida version of My Services is comprised of questions about services required under Florida Statute and Administrative Code combined with questions from the original IL Checklist and topics from Florida’s Quality Parenting Initiative and the Gabriel Myers Workgroup. Most importantly, we added questions from our young people who identified subject matter significant to them…What did they want us to ask? What did they want to make sure we knew about their services while in foster care? Methodology: 1- The survey is specific to youth ages 13-17 eligible for services under Florida Statute 409.1451. The questions are written in youth friendly language. 2- Following the services age groups identified by DCF, the survey has questions specific to ages: 13-14 15-16 Age 17 3- The survey administration period for this report was September 1, 2011 – October 31, 2011 4- The survey is administered on-line. Youth can access the survey from home, school or community location. [Phone surveys were conducted by Cby25™ Initiative staff with youth who requested a phone survey based on their individual preference or placement in a facility where internet access may be prohibited.] 5- On-Line “Chat” Help and a phone helpdesk provided support and assistance during the survey administration For reporting 1- Youth responses are reported by question/ by age. Similar topics are grouped together for this report 2- For some questions a percentage response may have been calculated. In such cases, there is a reference and explanation.

About the Report:

This report was designed to be a communication tool to our state system, legislature, Community Based Care lead agencies, providers, funders, community stakeholders and the youth and young adults who provided the information. We know from national and statewide research the poor outcomes of youth aging out of foster care. We know what the data says about low graduation rates, high rates of pregnancy, criminal activity and homelessness. However, each of us reading this report can refuse to reinforce that “self-fulfilling” prophecy for our youth in foster care. With the My Services survey data we can change outcomes and write a different ending to the story for our youth in foster care. We can focus on what we know to be predictors of success for all young people. We can ensure our youth are building assets while in our foster care system. Assets are that future “bank” that will level the playing field when our youth leave foster care and compete with their peers for employment, housing and social opportunities. Examples of assets for our youth in foster care are educational achievement, employment experience, permanent connections to supportive adults and a personal investment in their own success. In addition, we want our youth in foster care to build social capital  another predictor of success for young people. Our young people build social capital when we stress normalcy and ensure our youth in foster care can make and expand connections to individuals and networks that can offer them the opportunities to explore their educational, employment and leisure/social interests. It is our hope that we will use the data from this report to inform and influence policy and practice. We can learn from our youth in foster care about what’s working for them and areas where we need improvement. We can use the data in this report as part of our quality assurance and monitoring and future planning for service delivery. Over 1600 youth in foster care took the time to “talk” to us; often telling us personal information about themselves and how they are doing while in our care… This report is meant to be an easy to understand telling of what we learned.
