CERTIFICATE PROGRAM CHANGE REQUEST

DEPARTMENT OF PUBLIC POLICY AND ADMINISTRATION

JUSTIFICATION:

On May 12, 2021, the Maurice A. Ferré Institute for Civic Leadership was launched in the Steven J. Green School of International and Public Affairs at FIU. The Founding Director of the Ferré Institute has served as the Director of the existing Leadership Studies Certificate since 2015 and is a faculty member within the Department of Public Policy and Administration. The undergraduate Leadership Studies Certificate is being rebranded as a Certificate in Civic Leadership.

The proposed changes to update the current Graduate Certificate in Public Management are designed to align with the proposed Undergraduate Certificate in Civic Leadership and encourage student engagement and participation among graduate students. The Graduate Certificate in Public Management has been stagnant in terms of student enrollment, and this is an opportunity to revitalize this program offering. The changes reflect the recommendations from the coordinating committee and are intended to avoid creating a competing Certificate. The new Graduate Certificate in Civic Leadership aims to complement existing and aligned programming through internal partners and encourage students to pursue professional micro credentials and badges. The internship courses added in the Department of Public Policy and Administration allows students from a diverse range of backgrounds to gain relevant work experience. There are also added student participation expectations to promote civic engagement and participatory leadership.

The coordinating committee reflects the expanded internal partnerships that were designed to allow students to complete multiple certificates, micro-credentials and badges that share common requisites. This helps to cross-promote programs across the university and encourages students to pursue professional development and service-learning experiences.

The student expectations for earning the application were updated so that when students apply, they will complete an advising meeting to outline their professional development, training, and community engagement goals. Students will be expected to attend at least six (6) approved FIU Student Conferences, educational training and/ or seminars and document completion of one community engagement project prior to completion. Students will meet with a Certificate Advisor at least once a semester to report their progress and prepare a portfolio artifact (e.g. policy memo, website, infographic) to be submitted in their final semester.

The Certificate Advisor and Coordinating Committee will advise students on complimentary micro credentials and programming offered by partner entities such as the Office of Social Justice and Inclusion, Global Learning, Engagement, and Governmental Relations, among others.

Graduate Certificate in Public Management Susannah Ali, Chair and MPA Director This graduate certificate program provides students with a thorough understanding of the managerial concepts and techniques of public administration and is designed particularly for those who already have a professional field of specialization. The Certificate is designed for non-Master of Public Administration (MPA) students, although students who are admitted into this Certificate program may apply for admission to the MPA program. Current MPA students may not be admitted to this Certificate. Certificate Requirements Admissions All applicants must hold a baccalaureate degree from an accredited college or university and have an upper division GPA of at least 3.0. Applicants with GPA lower than 3.0 may be considered if they submit a GRE, LSAT or GMAT Score. Students must be admitted to the certificate program to start taking classes. Admission to a certificate program does not guarantee admission to the Master of Public Administration (MPA) program. This certificate program is open to degree seeking students only. Note: Those students who apply for and are admitted to the Master of Public Administration degree program may have certificate courses credited toward the MPA core. All the credits earned in a Graduate Certificate Program may be used in a master's degree program provided the student is admitted to the master's degree program prior to the completion of no more than 12 Graduate Certificate credits. So the description would have to say open to both non-Degree and Degree seekers.And youhave to develop an assessment plan just like for a degree program for the certificate.

Hence why everybody got rid of the non-degree seekers. It is a large pain in the… Micro credential stuff is messier but theoretically possible. Not sure how you would mesh the twothough. Susan P.
