Sena Technologies, Inc., a Bluetooth innovator in the motorcycle and outdoor activities market, announced the release of its Bluetooth® Stereo Headset and Intercom for Scooters and Motorcycles, the SMH5. The SMH5 is designed with Bluetooth v3.0 technol-ogy and allows riders to wirelessly make mobile calls, listen to stereo or mp3 player music or audio instruc-tion of GPS navigation. Riders can also effortlessly hold conversations with another motorcyclist or the passenger via the SMH5’s two-way, multi-pair Bluetooth intercom system. “The SMH5 shares many of the award-winning features our custom-ers love about our flagship SMH10 Bluetooth Headset and Intercom, and comes in at a very accessible price point for all riders,” said Tae Kim, Presi-dent and CEO of Sena Technologies, Inc. “We listened to and made sure we addressed the needs of motorcycle and scooter riders looking for optimal capability in a wireless communication device. We feel the SMH5 offers many features miss-ing from other Bluetooth devices designed for motor-cyclists.” Thanks to the latest Bluetooth v3.0 and its advanced digital processing technology, riders will find the Sena SMH5 to offer the best audio quality for both incoming and outgoing sound in its class. Mo-torcyclists who wear gloves while riding may appreci-ate the easy-to-access and intuitive button and dial operations. Riders may hold conversations at normal volume with a passenger or another motorcycle rider, spanning a distance of one-quarter mile in open

terrain via the multi-pair intercom capabil-ity. The SMH5 also supports

the Audio Video Remote Control Profile (AVRCP), so one may not only listen to the music wirelessly over Bluetooth, but also remotely control music playback on compatible Bluetooth audio devices. In addition, the integrated audio booster of the SMH5 provides sufficient sound level for the best sound experience in noisy environments, and the SMH5 may be charged while in use. The SMH5 retails for $129.00 for a single kit, $249.00 for a dual kit and is available, along with Sena’s line of other Bluetooth products, at retailers throughout the country, as well as online at www.senabluetooth.com.

About Sena Technologies, Inc. Sena Technologies, Inc. is a leading provider of Bluetooth communication de-vices, including Bluetooth motorcycle intercom. For The Editor - On A Personal note these are great for riding in groups and trying to communicate between everyone. Also allowing to make or recieve a phone calls while riding. One of the impressive things about the headsets are how loud they are and how easy it is to hear. I have used a similar headset like this in the past and could barley hear the person talking on the other end. These mount very quickly, are easy to understand how to use and are loud enough to hear each other. Also they have a nice feature so that when you are riding with gloves on, it is simple to answer or make a call by press-ing the large buttons and dial. I highly recom-mend the SMH5 by Sena Technologies if you are looking for a good blue-tooth/intercom system while riding! Tony C.

As usual, another busy month for the Divas! We did a lot of riding last month and it was fantas-tic. We rode to Tarpon Springs for the day as well as other destinations north. We also held our annual Horny Devil Ride which could not have turned out better. Some

of our Diva’s also received their 5 year pin and certificate this past month. Donna DeFant, the President of our organization, presented them with it at Quaker Steak & Lube. We always love toy runs and always participate in the Full Throttle's Christmas in July Toy Run as it is near and dear to our hearts. Tony C. and the staff at Full Throttle pull out all the stops to make dreams come true for the children at St. Joseph’s Hospital. Kudos to everyone at FT! On a side note,

the Diva Angels would like to congratulate Tony and Tonya Cianci on their wedding, best wishes to you both! A real treat for the Diva’s was the opportunity to work the Tim Mc-Graw and Kenny Chesney concert at the Raymond James Stadium. Not only did we do

a fine job but we were able to experience two talented, and I might add, handsome entertainers perform a stellar show. Yes, life is good in Diva Angel land, whether it’s riding for the love of riding, helping those in need, or simply hanging with our Diva sisters, because that’s how we roll.

If you are interested in finding out what we are all about, we meet the 2nd Tuesday of each month at Ker’s Wing House on US 19 in Pinellas Park at 7:00pm. You can also find us on Wednesday nights at the best Bike Night ever at Quaker Steak & Lube. Please visit our website www.divaangels.org or visit us on Facebook! Ride safe and rubber side down.

The 35th President.........Honor and Duty and Motor Units............ It amazes even me sometimes what path some of my motorcycles take me down when trying to write something that you, my history hungry readers would find interesting and maybe at the least entertaining. So there I sat in my bike barn cleaning my 1974 Moto Guzzi Eldorado LAPD bike, and as I polished the chrome siren I thought of the pursuits this bike may have been in and the law and order it helped enforce. Los Angeles had some high profile events going on in 1974 when my bike entered service. Patty Hearst had been kidnapped by the Symbionese Liberation Army and six SLA members had been killed in a shoot out with LAPD. The L.A. Dodgers would win the NL West and

John Lennon and Paul McCartney did their first record-ings together since the beatles broke up in 1970 in the famous "Lost Weekend" that Lennon spent in L.A. But the biggest story would be the return of the resigned

(and soon pardoned) President Richard M. Nixon, who would be escorted by no less than 24 LAPD motor units to his home in San Clemente, Calif. And I thought to myself, was my original LAPD motor unit part of any of this significant history in its service life? Chasing Patty Hearst, escorting the Dodgers bus? or as I like to think,

part of the ex president's motorcade taking Nixon on that long lonely ride home and into history. You see the first images of police motorcycles I remember as a kid

were JFK's motorcades. Kennedy was really the nation's first "television" president and he knew its value. He was

also a very handsome and charismatic leader who knew the crowds loved to see him and that, televisions were in fact fly-ing off the shelves and into voters homes. It was a changing time in America. Crowds at government events were getting bigger, more divided and dangerous. The blue 1961 Lincoln limousine Kennedy rode in would be the last unarmored and unreinforced convertible Presidential limousine ever made. After JFK's death, it became a very different time in America, it suddenly became much more important to protect the President then to see him. And this my friends is where the local law enforcement motor units come into play. For it falls to the local police departments to assist the Secret Service in protecting a Presidential motorcade, and still to this day the motor unit makes up more than half of the vehicles involved in one.

It was 4 days before JFK would be assassinated at Dealey Plaza in Dallas, Texas, the date was Nov. 18th. 1963 when President John Fitzgerald Kennedy's plane would touch down at Mac Dill Air Force Base. He and General Paul D. Adams would sit in the very same Lincoln that he and his wife Jackie would be in on that fateful day in Dallas. The motorcades in Texas needed Jackie. For you see they made an amazingly photogenic couple and the campaign needed the Texas voter. The Tampa motorcade route would begin after a speech at Al Lopez Field. It went south on Dale Mabry then turned east and ran 5 miles up Grand Central Avenue to Franklin Street. Winded it's way around to Howard Avenue and stopped at the Fort Homer Hesterley Armory where he would deliver another speech. Then back to Grand Central Avenue and west to the International Inn (now the InterContinental). After another 20 minute speech back to Grand Central Avenue and then return to MacDill. In JFK's en-tire presidency this would be his second longest motorcade route, eclipsed only by his famous Berlin, Germany trip. On this entire route JFK was guarded front, back and all sides by the Tampa Police Department Motor Officers, 34 motor units in all on that sunny day in November. I recently talked with retired TPD motor officer Russell Groover (who with officer Ronald Barber) were chosen to be the two motor units clos-est to JFK. The FBI and Tampa Police started recieving threats against the President two weeks before his landing. Two days before the President's arrival when asked by the Secret Service "If anyone breaks through this perimeter you are to take them out. How would you do this?" Without thinking, officer Groover said "I'd hit them with my motorcycle". With hands needed to operate the motor unit and the possibility of a stray bullet into the crowd, it was the correct answer. Officer Barber agreed and they had their two "lead" men to the left and right of our 35th President. Officer Groover drew a detailed diagram of the TPD motor unit deployment. It was a very closely spaced diamond of 7 units around JFK's car and the remaining 23 boxing in that formation. He also comment-ed that in every multi story building along the motorcade there were police or military stationed on every floor and the roof. At Mac Dill, president Kennedy thanked every officer personally and with a handshake, for Tampa did its job well and JFK boarded Air Force One

without incident.

The motor units are of immense value in a motorcade due to narrow road lanes and crowded conditions. They can pass, drop back and are a great tool to "push" back an overzealous crowd from the Presidential cars in such limited space. While moving the motorcade along at about 11 mph. And when bracketing JFK's Presi-dential limo, they would block dangerous sight lines. I don't think there's a shot of Kennedy's limo in most motorcades that you can't see 2 or more motor units.

It would be on Nov. 29th. 1963 LIFE Magazine would release 30 still frames of the famed Zapruder film and they would be continuously in the public eye until 1975 when a little known TV host Geraldo Rivera would make history with the first ever network showing of the 26.6 second Zapruder film in its entirety. I was 13 then and the only thing I noticed besides JFKs blue limo in this film is the DPD motor units. You can't look at the Zapruder, Nix or Willis photos or film or the Tampa

Photo: Tony Zappone Motor Officer Russell Groover to right of JFK limo in photo

Page 29: FLFT August 2012

27Full Throttle Magazinemotorcade stills of local media legend Tony Zappone and not see a Dallas or Tampa motor unit near President Ken-nedy. But, on that Black Friday Nov. 22nd 1963, the 22 motor officers of the Dallas Police Department would be front and center of so many different events that it could and does fill books. In the last moments of the President's life you see DPD motor units leading JFK around the 120 degree left turn towards the Texas School Book Depository, then the 4 motor units behind him, then chaos. It would be DPD motor officer B.W. Hargis who would lay his bike down in a rush to the infamous "grassy knoll"with his service revolver drawn. It would be a DPD motor officer Marion L. Baker who would rush to the Texas School Book Depository and find Lee Harvey Oswald on the second floor only to have Oswald's supervisor vouch for him as an employee there, and amid all the confusion the officer would continue to the sixth floor looking for the shooter. And it would be motor officer H.B. McClain who at Parkland Hospital would get a grief stricken Jackie Kennedy to release her protective shield of

her husband and let doctors remove him from the back seat of the limo and he then would escort her into the emergency room. Even after that day they would figure into the books, investigations and commission reports.

A quote from DPD motor officer B.J.Martin "They told us out at Love Field right after Kennedy's plane landed... Well while Kennedy was out shaking hands with all the well wishers at the airport Johnson's Secret Service people came over to the motorcycle cops and gave a bunch of instructions. They ordered us into the damdest escort

formation I'd ever seen. Ordinarily, you bracket the car with four motorcycles, one on each fender, but this time, they told the four of us assigned to the President's

car there would be no forward escorts. We were to stay well back and not let ourselves get ahead of the car's rear

wheels under any circumstances. I'd never heard of a formation like that, much less riden in one, but they said they wanted to let the crowds have an unrestricted view of the President. Well, I guess somebody got an unrestricted view of him all right. In the 1979 House Select Commitee on Assassinations report (volume 11,pg.529)it stated "The Secret Ser-vices's alteration of the original Dallas Police Depart-ments motorcycle deployment plan prevented the use of maximim possible security precautions. Surprisingly, the security measure used in the prior motorcades during same Texas visit 11/21/63 shows the deployment of motorcycles in Dallas may have been uniquely insecure, and goes on to cite the very secure formations at Tampa, San Antonio and Fort Worth on the days leading up to Dallas. I would like you to know this article isn't written to stir up conspiracies or create government mistrust, this is a motorcycle article and is not a place for my religion or politics or "theories". No it's to show the danger motor units and the officers face and how they think and act. But It's also about how two motorcade units played a pivotal role in American history that one week in November of 1963. Motorcade escort is not the main duty of the local law enforcement motor units,

but it's the most highly visible service they perform and a dangerous one too. Just in the past few years a motor officer escorting President Bush and most recently Hillary Clinton (in Dallas) were killed in the line of duty. But like mounted officers and K9 units they have a different connection and a different mind set. Motor officers, like us, are exposed to the same dangers. The left turners, rain, snow and wind and they basically ride bikes just like ours. But now, due to budget problems and cut backs, they are becoming an endangered occupation in all but the biggest cities. What is written here are just some facts about how 2 different mo-torcades being protected by motor officers all did their duty, carried out what they were instructed to do (right or wrong) and put their lives on the line. Just as all police whether on 2

wheels, 4 wheels or 4 legs do every day in cities big and small. To all of you officers out there, thank you and be safe. Oh by the way, remember that road JFK put so many miles on that 18th. day of November, Grand Central Avenue? Well, in 1964 it was renamed by a unani-mous vote by the Tampa City Council.....to John F. Kennedy Boulevard or as you may know it as you ride your motorcycle, Kennedy Blvd. As you do ride down that boulevard of memories just remem-ber that sometimes you never know when you are riding into history.

By Robert De Moss

I would like to thank Tony Zappone of Tampa who at age 16 took the pictures of JFKs motorcade in Tampa and has an amazing photo and journalistic career. I urge you to read his Wikipedia bio. and go to his link which contains his story and all photos of JFK's Tampa visit "JFK, As I remember him" (Type jfktampa1) into your search bar. Also a big thank you to retired motor officer Russell Groover of Brooksville who besides protecting Tampa and training TPD officers for 15 years was located on JFKs left rear fender on that 18th day of November escorting the President's motorcade. Please look for his book "Tales from the streets of Tampa" about his years as a TPD motor officer and book review coming in Full Throttle.

The Miss Full ThrottleVision contest was held at Kahuna's Bar and Grill on Saturday July 21st and we had a HUGE turn out! If the rain's didn't come when they did, we would have run out of room for parking, it was that busy. We had 13 amazing ladies join in the $1,000 "B" cup and under bikini contest for Miss Full ThrottleVision 2012. We would like to thank Rick from Florida's Finest Bikini Babes and Miss Nicole Spencer who won the con-test! Keep your eyes out for our next FTV bikini contest "C" cup and bigger contest and our Mr. Full ThrottleVision Contest!

The 2012 Tampa Bay Strong Man Competition and Miss Fit Angel Physique Pageant was a huge hit bringing out the masses to Quaker Steak and Lube. It was a very hot day but the contestants were pulling trucks, flipping tires, lifting logs and much more. It made for a really great show and was different. The winners can all be seen below and as few of the Miss Fit Angel Physique contestants can be seen to the left. Full Throttle handled the ride in bike show and gave all the money we collected to the wounded warrior foundation. We are looking forward to this event again next year!

Jack Willie’s has re-opened with a great new atmo-sphere and a wonderful family running the show. The Garrick family has taken over Jack Willie's as the new owners and have made some very nice changes that are going to make it a destination to visit once again! First thing you notice when you pull up to Jack Wil-lie's is the special parking for bikes and the huge tiki hut out front with the wooden bar/ship under it. It’s a great place to sit and eat lunch or dinner right on the water. When you walk in the front door you notice

the newly remodeled bar and refurbished wood floors. The Garrick Family is also very proud of the newly remodeled kitchen and appliances that make it a top shelf place to eat and enjoy the wonderful Florida weather. This family knows how to make a great restaurant work as they also own Crackers Bar and Grill in Crystal River for 26 years. Jack Willie's is a full liquor establishment that is open for lunch and dinner with happy hour from 5pm-7pm Mon-Fri and live music on the weekend. They also have a back room

that can cater to events and meetings if you are looking for a place to hold your events. Jack Willie's will also be starting a monthly bike night on the First Thursday of every month starting September 6th. Teddy James

Returning home from work, a blonde was shocked to fi nd her house ransacked and burglarized. She telephoned the police at once and reported the crime. The police dispatcher broadcast the call on the ra-dio, and a K-9 unit, patrolling nearby was the fi rst to respond.

As the K-9 offi cer approached the house with his dog on a leash, the blonde ran out on the porch, shuddered at the sight of the cop and his dog, then sat down on the steps.

Putting her face in her hands, she moaned, ‘I come home to fi nd all my house broken into and all my posses-sions stolen. I call the police for help, and what do they do? They send me a BLIND policeman.”

****************************************A guy is in his back yard trying to launch a kite. He threw the kite up in the air, the wind would catch it for a few seconds, then it would come crashing back down to earth. He tried this a few more times with no success.

All the while, his wife is watching from the kitchen window, muttering to her-self how men need to be told how to do everything.

She opened the window and yelled to her husband, ‘You need a piece of tail.’

The husband turned around with a confused look on his face and said,

‘Make up your mind. Last night, you told me to go fl y a kite.’

It was a small town and the patrolman was making his eve-ning rounds..

As he was checking a used car lot, he came upon two little old ladies sitting in a used car. He stopped and asked them why they were sitting there in the car or were they trying to steal it?

‘Heavens no offi cer, we bought it.’

A bit confused the offi cer said, ‘Then why don’t you drive it away.’

One old lady answered, ‘We can’t drive.’

Now even more confused, the offi cer said, Well then why did you bother to buy it?’

With a smile the old lady said, ‘We were told that if we bought a used car here we’d get screwed …..............so we’re just waiting!

One day long ago, a man and woman got married. The man told the woman that there would always be a box under the bed but to never look into it. So they were married for 40 years and the woman never looked in the box. On the morning of their 40th anniversary, the wife looked in the box. In the box, there was about 300 dollars in small bills, and 3 empty beer bottles. At dinner that evening, the woman just had to ask. So she did, she asked “what are those beer bottles for, you know, in the box under the bed?” The man said, oh no, you looked. OK, Every time I’ve been unfaithful to you, I chugged a beer

and put it in the box.

The wife says, well for forty years, that’s not so bad. At night, the woman was having a bad night, she could not get to sleep, something was bug-ging her. Then she remem-bered. She shook awake her

husband and asked, what was the money for, though. The guy says, what? The lady says, you know, the money in the box. The guy says, well, every time the box fi lled up, I took it in and got money for the bottles.

Bubba had long heard the stories of an amazing family tradition. It seems that his father, grandfather and great-grandfather had all been able to walk on water on their 18th birthday. On that special day, they’d each walked across the lake to the bar on the far side for their fi rst legal drink.

So when Bubba’s 18th birthday came around, he and his pal Clete, took a boat out to the middle of the lake, Bubba stepped out of the boat and nearly drowned!

Clete just barely managed to pull him to safety. Furious and confused, Bubba went to see his grandmother.

‘Grandma,’ he asked, “It’s my 18th birthday, so why can’t I walk ‘cross

the lake like my father, his father, and his father before him?”

Granny looked deeply into Bubba’s troubled brown eyes and said,

“Because your fa-ther, grandfather and great-grand-father were all born in Janu-ary, when the

lake is frozen. You were born in July, you idiot!”

This was one of the best turnouts we have had at our Christmas in July Toy in in a few years! We were very proud to have around 130 bikes on the run this year and large amount of people on the ride. We gave all the kids that were at St. Joseph's Children's Hospital toys and still filled a bin and a half for the other kids! This is one of those events you do that makes you feel great and can bring a tear to your eye. We would like to thank the hospital and Fran Haasch for sponsoring this awesome toy ride. We would also like to thank everyone who at-tended and LAMA Brandon for coming out as they

do every year with a large group! We will be doing this run again in December and we are looking to have a police escort! Stay tuned to Full Throttle For info and go to our facebook page to see more pictures

Hi all. I just sat down with the owner of Gotta Havit Insurance, Dana. I asked Dana some of the things you should know about insurance. "Do you need to have insurance on your bike?" "We get many people ask-ing us if the state of Florida requires motorcycle insurance. It is mainly from people that have recently moved here or first time bike owners. It really is a tough question, because they do and they don't. Insurance can be

very confusing", so Dana will try to answer as best as she can as to not confuse you too much. "Heck, I confuse myself all the time. This applies to drivers that are 21 years of age and older. OK, technically no, you do not need motorcycle insurance to purchase a tag for your bike in Florida. This is usually when most people say, OK, thank you and hang up or leave the office". Now, Dana is not going to get into having comprehensive and collision coverage to cover your bike if it is damaged, or if your lien holder/bank requires it while you are still making payments on it. Nor am I not getting into other very important coverage's such as uninsured/underinsured motorists or medical payments for the helmet law, just liability coverage for now. "For those of you who do not understand what 10/20/10, 25/50/25, 50/100/50, or 100/300/100 means under liability coverage, (lets use the 10/20/10 for this example), the first two #'s 10/20 means if youinjure someone else, your policy will cover their body for $10,000 a person, but not more than $20,000 per accident. The last # 10, means that your policy will cover up to $10,000 for their property. Even though Florida does not require insurance, on motorcycles, you are still liable for property damage and bodily injury if you are in an at fault accident. This is when I always hear people say, 'Well, if I have an accident on my bike, it is going to be my body that gets injured and my bike that gets damaged". Dana agrees, most of the time it is, but what if you, (or someone driving your bike), caused the accident and you are found to be at fault? The No-Fault part of insurance that everyone is supposed to be carrying on their car, requires them to have $10,000 in medical, (PIP), no matter who is at fault in a accident. You can be held liable for the other persons injuries if they are above the $10,000 that they should be carrying, assuming it is a car that is involved. Nowadays, it is so easy to rack up $10,000 in medical bills quickly, especially with all the insurance fraud that is going on in Florida. If it is another bike involved in the accident, you are liable for 100% of their medical since they can not get PIP on their bike insurance. In addition to being liable for their medical expenses, you can also be liable for the property you damage, legal fees, lost wages, court fees, pain and suffering, and car rental expenses. And if that isn't enough, you can lose your driving privileges, tags, registration and be required to purchase SR22 high risk liability insurance for 3 years. Also, if you have a DUI while on your bike, and your are not carrying 100/300 bodily injury coverage, you can be required to purchase FR44 high risk liability insurance for 3 years. So, with all that said, is it really worth it to not at least carry liability insurance on your motorcycle? For a driver with out any infractions on their driving record in the past three years, you can purchase a liability policy for as low as $75 for a year. So, back to the very first question, do you have insurance on your bike? If no, why don't you give us a call so we can give you a quote? If you do have insurance on your bike, take a look at your coverage's to see what limits of bodily injury you have. So many riders out there have the lowest limit of 10/20. If that is all you have, give your insurance agent or company a call to see how much it is to raise your coverage a little. Dana always quotes the higher limit of 100/300 because the difference between 10/20 and 100/300 bodily injury can be as low as $25 a year. For that little bit of money, is it really worth it to have to go through all that? I hope Dana and I helped answer your questions about the need for insurance. Till the next time Live Life to the full-est and Party your A$$ off Dew

It's that time again for the world's longest yard sale in August. It starts on the 1st Thursday of August and you can shop until to you drop. It starts from Alabama, Georgia, Ten-nessee, Kentucky, and ends in Ohio. No way to see it all in one week and it is ever changing. If you can't find it there, you just can't find it.

As you travel there are BBQ stands, fish pork and chicken. There are national parks all through the trip. I once saw a biker set up a tent on the side of the road and sell pocket knives. Maybe even some armadillo on the side of the road. But it's all good - it's a great ride on a bike but you should

have a pickup or a van as a chase vehicle to haul your finds home as you will be tempted by something you cannot pass up!

I wrote about how some people get nick names. Maybe I can get some help naming a person who I helped get a bike. He bor-rowed a couple thousand several (5 plus years) years

ago because he really wanted the bike. He kept promis-ing to make it good but he won't return my calls or call me anymore. I heard he got a $50,000 insurance settlement but I never got a nickel. I have a picture of him that maybe I can put in next month's article. I will tell you more about how he owes an old man nearly 80 years old. Is that abusing the elderly. Maybe he is just waiting for me to die. We need to come up with a nick name for this guy. When we come up with a nick name for this guy, I will let you know who he is. Steve, see you soon...

PRESS RELEASE Rhonda Griffis Public Relations Trustee, ABATE of Florida, Inc. (407) 412-8381 FAX (386) 943-9610 [email protected] www.abateflorida.com

FOR IMMEDIATE RELEASE

ABATE of Florida, Inc., Response to CDC call for Mandatory National Helmet Law Volusia County, Florida, June 21, 2012 - It seems to be very popular the past few days to point fingers at motorcyclist and shout, “If only they were forced to wear a helmet thousands of lives and billions of dollars would be saved each year”. Bolstered by a study here and a newspaper column there, many of the “I know what's best for you” crowd will try to rally others into forcing a small minority of our society into losing what precious bit of personal freedom we currently possess.

The eye of the recent motorcycle helmet hurricane revolves around a national study that the CDC published. This report by the CDC is a tad bit misleading. While helmets do give a slight advantage of surviving head injuries, motorcyclists want to make their own decision on when to wear a helmet. And statistics support that choice.

In the 2009 NHSTA Traffic Safety Facts-Motorcycles, of the 6 states (FL, CA, TX, PA, Ohio, and NY) with the highest motorcyclist’s fatalities, only two require all riders to wear helmets. However, of the six states with the lowest motorcyclist fatalities, only two require all motorcyclists to wear helmets. The actual CDC report stated “Percentages were suppressed for states with fewer than 10 fatalities involving motorcyclists who were not wearing helmets”. Using that low fatality criterion, only one state required universal helmet use. A better figure would be the fatality per motorcycle registrations. In 2002, of the six states with the lowest ratios, only Vermont required all riders to wear helmets. Using that ratio as an indicator, for over a decade, the majority of states, with the lowest fatality ratios, allowed the rider to decide when to wear a helmet.

I offer these reports from the Florida Department of Highway Safety and Motor Vehicles (DHSMV). The DHSMV gathers all traffic related crash numbers and puts out a report each year. So using the CDC's same time frame, the DHSMV shows that motorcycle deaths in Florida actually decreased from 532 in 2008 to 383 in 2010 (2009 had 402 deaths) about 28% decrease in deaths. But contrary to the CDC and NHTSA reports of the deaths each year, more people died wearing a safety helmet.
