Acts as a force shaping tool by leveling rating manning from overmanned to undermanned and acts as a quality screening by controlling reenlistments

FR-PTS Integration Overview Provides ability for Commands to view in-rate, convert out and convert in quotas on a

monthly basis via the Application Browser.

Allows system to remain open for new applications during monthly processing

Applications may be submitted for either AC or RC, but not both

PTS quotas are considered executed after change to EAOS or Soft EAOS (SEAOS).

For conversions, a change of Current Enlistment Date (CED) constitutes an executed PTS quota.

PTS quotas are considered expired after 13-months has elapsed from the processing month.

System will self-generate CNPC letters denoting the specific monthly status. This will be the official means of notification. Naval Messages will no longer be transmitted.

Pre-populated applications increased total applications• In Legacy PTS there were an average of 8000-9000 applications per month. Now we are

averaging approximately 24,000-25,000 applications each month.

30 Jan 12 Business Rules Memorandum N13-signed Perform-To-Serve (PTS) Quota Management Plan Business Rules

Memorandum for the Record (Modifies the October 2010 Business Rules)

New Policy:

– Any action that changes a Sailor’s SEAOS date constitutes utilization of the PTS Quota. Any future enlistment or continuation action will require a new approved PTS quota.

– For approved quotas based on SEAOS applications: Any action that changes a Sailor’s EAOS prior to quota expiration, such as an existing extension going operative, will not result in the quota being rescinded/loss of PTS approval.

– For approved quotas based on Special Circumstance (SPEC CIRC) applications: Any action that changes a Sailor’s EOAS, such as an existing extension going operative, constitutes non-utilization of the approved quota and the quota will be rescinded.

– Automatic In-Rate PTS quotas for Sailors who advance via NWAE will no longer be given. September 2011 are the last group to receive automatic approval quotas.

– Beginning March 2012 NWAE and subsequent exam cycles, Sailors selected for advancement must participate in standard PTS competition for quota approval. Sailors who have exhausted their PTS looks, but are then selected for advancement, will be reset for on additional PTS look at the frocked paygrade.

30 Jan 12 Business Rules Memorandum (Continued)

– Sailors must have sufficient Active Obligated Service remaining to permit full PTS decision processing for the application to receive the additional look. Short-term extensions will not be approved and should not be submitted for the sole purpose of receiving additional PTS reviews after notification of selection for advancement.

– Sailors with Denied-Final PTS status that do not have sufficient OBLISERV to complete one PTS cycle after the NWAE results are released are ineligible to take the advancement exam.

Sailors who have received final PTS denial as of 28 (29 ) February with SEAOS prior to 31 July, shall be ineligible to take the March NWAE.

Sailors who have received final PTS denial as of 31 August and whose SEAOS is prior to 31 January shall be ineligible to take the September NWAE.

4 OCT 11 Business Plan Memorandum

N13-signed Perform-To-Serve (PTS) Quota Management Plan Business Rules Memorandum for the Record

– Retains previously approved policies for expiration dates, reporting/monitoring requirements, and quotas for advancing via the Navy-Wide Advancement Exam (NWAE)

– Now allows:

Use of Quota Management Tool (QMT) for planning and execution of PTS quotas

Phased manning changes over a maximum of three years, including year of execution

Reenlistment opportunity in every rating (regardless of inventory-to-EPA level) to top performers in each year group every month not to exceed 20% of total FY eligibles. Top performers will be determined by the PTS Rack and Stack algorithm.
