Water Supply/Flood Control • Dave Benner (FPC) provided a summary of the current reservoir operations and water

supply forecasts, snowpack estimates, and ESP runoff volumes. See the attached document.

• To date, the 2017 flow year ranks 10th at Lower Granite and 9th at The Dalles for April – August flows. This comparison is for 57 years of data, through 2015.

Weather

• Kyle Dittmer (CRITFC) provided a summary of weather conditions and water year status. See attached.

Juvenile Fish Passage Status

• For passage indices on June 6, 2017, please see the attached document. For updated indices, use the FPC website.

• Brandon Chockley explained that at GBT sampling sites other than Lower Granite, subyearling and yearling Chinook are included in the same sample. This allows sampling to continue during the time period when yearling Chinook and steelhead passage is decreasing and subyearling Chinook passage is increasing. At Lower Granite, subyearlings are not sampled for GBT.

Adult Fish Passage Status

• For adult counts on June 6, 2017, please see the attached document. For updated counts, use the FPC website.

Spill Update

• For spill and TDG from May 30 to June 5, please see the attached document. For updated information, please use the FPC website.

• Brandon Chockley (FPC) advised that the monitor at Cascade Island may be malfunctioning.

Temperature

• Water temperature can be found on the FPC website. http://www.fpc.org/river/watertemp.php

Fallback and Delay Metrics

• Jay Hesse (Nez Perce Tribe) inquired if there was a follow-up to the FPAC discussion from two weeks ago regarding the usefulness of DART and alternative methodologies managers could use to answer questions about fallback.

• Paul Wagner (NOAA) replied that the conversation is ongoing, but that perhaps this year managers can reach a consensus on the appropriate metrics to use and how to calculate them. Blane Bellarud (NOAA) has finished his analysis of fallback at McNary Dam, and when the FPC analysis is finished the two can be compared and used to inform this ongoing discussion.

• Margaret Filardo (FPC) updated FPAC on the FPC analysis. The analysis will include 10 years of reascension data at McNary, with a detailed description of the analyses used.

o Although there is a desire for a regional tool that could be used on a daily basis to monitor fallback, so far the FPC is not optimistic that such a tool could be developed in a way that would be useful for making management decisions. The possibility will be explored in the completed FPC analysis.

o Margaret Filardo also noted the importance of weighing a small reduction in the reascension rate with the harmful effects of reduced spill on migrating juveniles.

• Jay Hesse commented that he does not know how to evaluate the delay between dams, since there is not a standard metric or management threshold.

• Paul Wagner (NOAA) asked if FPC would include data from 2004 in the analysis, which is the extent of the years posted on DART and was a year prior to daytime spill. The year 2004 has the lowest level of reascension. Also extending the data analysis to 1998 – 2001 would be informative because it would allow a comparison to years when radio tag studies were conducted.

o Brandon Chockley (FPC) pointed out that there was no PIT-tag detection near the exit of MC2 prior to 2006, so the current FPC methodology will not work for a comparison to 2004.

o Brandon Chockley also clarified that although it appears that the MC1 ladder has the highest reascension rate (according to DART), it also passes the majority of the fish. Preliminary analysis indicates that fish passing in the MC2 ladder have a higher probability of reascending.

Dworshak Summer Flow TDG Waiver

• Russ Kiefer (IDFG) and Jay Hesse (Nez Perce Tribe) have been working with the COE on how to facilitate discharge from Dworshak for summer flow augmentation. The COE will request a waiver to exceed the TDG level of 110%, likely to 120%. Unit 3 will not be operational until May or June of 2018.

o No managers expressed concern with a waiver to the 120% TDG level. • Current operations and forecast make it unlikely that the Dworshak reservoir will be

drafted to 1535’by the end of August. Additional water can be used in the fall. Pelicans at McNary

• Charlie Morrill (WDFW) informed FPAC that at McNary Dam, biologists have been observed pelicans feeding in the shallow reaches of the Umatilla.

Dworshak Hatchery-

• Dave Swank (USFWS) reported on a discussion between the Dworshak Hatchery and the COE regarding high TDG at the hatchery. The COE is potentially willing to provide some mitigation efforts for next spring while Unit 3 is not operational. Hatchery staff do not currently favor moving fish to other rearing sites.

• One potential mitigation project is to change the water supply for the nursery system.

Little Goose Operations • As outlined in the special FPAC meeting on June 5, spill at Little Goose Dam has been

reduced to 30% in an attempt to facilitate adult passage. The COE will attempt to keep the reservoir to MOP + 1.

• The operation will be discussed in tomorrow’s TMT, with a review of any data available by that point.

• Margaret Filardo (FPC) inquired how managers intend to evaluate the success or failure of the operation. There is a discrepancy in the number of adults passing Lower Monumental and Little Goose Dams, but less so with jacks. Additionally, adult counts have increased at Lower Monumental, so an increase in adult passage at Little Goose is expected independent of LGS operations.

Coordination

• There will be a meeting of the Spill Group tomorrow, June 7th. • There will be an Inland Avian Management meeting today, June 6th, at 1:00 PM. • There will be an SRWG meeting on June 12th and 13th in Portland. • The next FPAC meeting will be June 13th at 9:00 AM.

MEMORANDUM TO: FPAC FROM: David Benner, FPC DATE: June 5th, 2017 RE: Reservoir Operations/Water Supply/Flows Grand Coulee Reservoir is at 1,268.6 feet (6-4-17) and has refilled 11.9 feet over the last week. Outflows at Grand Coulee have ranged between 186.2 Kcfs and 200.7 Kcfs over the last week. The Libby Reservoir is currently at elevation 2,410.2 feet (6-4-17) and has refilled 15.4 feet over the past week. Daily average outflows at Libby Dam have been increased from 18.0 Kcfs to 25.0 Kcfs over the last week. Hungry Horse is currently at an elevation of 3,544.0 feet (6-4-17) and has refilled 5.4 feet last week. Outflows at Hungry Horse have been 8.4 to 10.5 Kcfs over the last week. Dworshak is currently at an elevation of 1,586.1 feet (6-4-17) and has refilled 9.6 feet last week. Dworshak outflows have been reduced from 6.2 to 4.4 Kcfs last week. The Brownlee Reservoir was at an elevation of 2,063.4 feet on June 4, 2017, and refilled 9.6 feet last week. Outflows at Hells Canyon have ranged between 33.7 and 38.4 Kcfs over the last four days. The Biological Opinion flow period began on April 3rd in the lower Snake River (Lower Granite). According to the April Final Water Supply Forecast (April 5th, 2017), the flow objective this spring will be 100 Kcfs at Lower Granite. Flows at Lower Granite Dam have averaged 164.0 Kcfs last week and 141.2 Kcfs over the spring season. Based on the April Final Water Supply Forecast, the Spring Biological Opinion Flow Objectives will be 260 Kcfs at McNary Dam (began April 10th) and 135 Kcfs at Priest Rapids Dam (began April 10th). ). Over the last week, flows at McNary Dam were 440.0

Kcfs and Priest Rapids Dam flows were 275.4 Kcfs. Over the spring season, flows at McNary Dam have been 390.8 Kcfs and Priest Rapids Dam flows were 244.5 Kcfs.

Smolt indices, clipped & unclipped or combined, are presented in the following order: yearling chinook (chinook 1's,)subyearling chinook (chinook 0's), steelhead, coho, sockeye, and lamprey juveniles.

Three classes of fish counts are shown in these tables:Sample counts (Samp) are provided for juvenile lamprey at LGR. See note below for details †.Collection counts (Coll), which account for sample rates but are not adjusted for flow;Passage indices (INDEX), which are collection counts divided by the proportion of water passing through the sampled powerhouse.Passage indices are not population estimates, but are used to adjust collection counts for daily fluctuations in the site's or project's operations.

The classes of counts presented in the report are defined below for each site. Most samples occur over a 24-hr periodthat spans two calendar days. In this report, the date shown corresponds with the sample end date.

Combined lamprey juvenile collection counts are provided for all sites. Combined lamprey juveniles is a combination of pacific lamprey ammocoetes, brooklamprey ammocoetes, unknown lamprey ammocoetes, pacific lamprey macropthalmia, and unidentified lamprey species.

† In 2013 it was confirmed that juvenile lamprey can escape the sample tank at LGR which would lead to unreliable estimates of collection.Therefore, only sample counts are provided in this report.

At Willamette Falls Dam, it takes the staff most of the day to accurately review one day of fish passage on tape when the counts are high. The WFA staff make every attemptto keep the counts as up­to­date as possible. Note: at WFA Monday's are extremely busy, as the staff attempt to catch­up with the weekend counts.The Corp of Engineers has stopped shad counting at The Dalles, starting in 2011 on the advice of the Fish Passage Operations and Management (FPOM) committee, made upof NOAA, CRITFC, ODFW, WDFW, IDFW, BPA, and COE biologists.1) Since the year 2006, Priest Rapids Dam and Wanapum Dam jack counts have included mini jacks.2) Shad are not counted at Willamette Falls, The Dalles, John Day, Lower Monumental, Little Goose, Rock Island, Rocky Reach and Wells Dams3) Steelhead counts appear higher at Lower Granite Dam because most years a group which migrated into the river system between October and December overwinters belowLGR and continues its migration in early March.4) As the Army Corp of Engineers no longer collects adult counts from the PUDs, we now get data directly from Chelan, Douglas and Grant Co. PUDs and DART.The steelhead counts include unclipped (wild) steelhead. It is not appropriate to add the steelhead counts and wild steelhead counts together.5) Wild steelhead are counted separately from hatchery steelhead at Corps dams on the Columbia and Snake Rivers. Wild steelhead are identified as fish with an intact adiposefin. However, a small number of hatchery fish may not have had their adipose fin removed. There are no wild steelhead counts at Priest Rapids or Willamette Falls. WillametteFalls counts for: Chinook, Steelhead, and Coho only.6) Shad are typically not counted at any of the Corps dams after August 31 each year and shad are not counted at all Corps dams. An n/a in the shad columns at BonnevilleDam and Lower Granite Dam after August 31st means that the shad are not being counted.7)In 2014, Grant County PUD trapped and transported hundreds of Lamprey above Rock Island Dam. Therefore, the ladder counts of Lamprey at Rock Island under estimate thetrue numbers of lamprey past the project.When the source column on this report reads 'unknown', 'ceftp', or 'TMT', it is because the counts have been gathered via the phone or ftp and are considered preliminary data.When the Corp of Engineers finalizes the counts and posts them on their website the source reads USACE.This report includes ALL available adult counts. The information in this report is preliminary.In 2012, the U.S. Army Corps of Engineers and NOAA Fisheries are currently developing automated counting systems for Lamprey Passage Structures (LPS) installed atBonneville Dam. In the interest of publishing accurate counts, LPS counts will not be publicly posted in­season until the automated systems are fully operational.The adult counts in this report are based on reporting dates for dams recently established (2000). They are presented in the table below. A report with adult salmon counts basedon historical dates (prior to 2000) can be found here.The reporting dates table shows that several dams stop counting fish around November 15th each year. After a dam stops counting fish for the season, only the total number offish are shown on this report.These data are updated periodically throughout the day. The FPC data retrieving robot searches the web for updated data every 30 minutes in the AM, and every hour in the PM.The last column " Source " shows where the data was imported from: NWACE is imported from the COE's Daily Fish Reports; USACE is from US Army Corps of Engineers fishcount pages; CHPUD is from Chelan PUD; GCPUD is from Grant PUD and DGPUD is from Douglas PUD and DART is from the University of Washington's Data Access in RealTime, WFA is imported from ODFW's Willamette Falls website.Some of the sites are several days behind in reporting, but is reported by the COE as zero, so where zeros appear across all rows, the data should be considered as "not yetreported".Video counts can cause a delay in posting the data to the web, because the staff at the projects have to review the tapes.
