Our history, because we were founded in 1831 when Fort Wayne was a frontier town and because we are the oldest continuing congregation, is about the adaptation of Christian ministry to the development of Indiana's second largest city. While we relish our creation of model ministries in post-World War II America, the tradition began with our first clergyman, the Reverend James Chute (1831-1835), who applied his multiple talents as pastor, evan- gelist, teacher and temperance advocate in this town of about 300, largely irreligious, residents. . . . a tradition of missions to Fort Wayne and the world. In the 1840s and 1850s, we founded elementary and high schools. A hundred years later we tutored children and operated Fort Wayne's first pre-school. Today, it is a Day School. We began interna- tional ministries in 1871 when our women organized the Missionary Society to raise funds for missionaries abroad. When our membership was at its zenith (about 1,100 in 1950 and 3,600 in 1970), we dedicated as much as one-third of our operating budget to missions. We still maintain a substantial missions budget for local, regional and inter- national agencies within and without Presbyterian auspices. . . . a tradition of growth through personal inquiry. We understand that Presbyterians are supposed to mature in faith and ethics through personal initiative. So, we attend thoughtful preaching and educational programs that deal with theology, church his- tory, the Bible, spirituality and the relation of religion to social issues. . . . a tradition of ministry via the arts. We appointed a paid choir director in 1839 and installed a reed organ in 1845, a frontier novelty. Music in worship continues to be a priority. As part of our mid-twentieth century plan for an expanded ministry to the community, we began a recital and concert series and a national organ playing contest; we also initiated programming in the visual and dramatic arts. Our professionally- staffed theater presents a season of plays and our gallery hosts a series of exhibits. The arts, we believe, are a window to the soul. . . . a tradition that honors God with fine facilities. Always a city church, we have wor- shiped and served in five buildings, each better adapted to the implementation of our evolving mission, each a symbol of “God's place in our lives.” Our first structure in- cluded a basement for Sunday School which had met in homes and store fronts. Our second was an especially imposing addition to the Fort Wayne scene. Our third and fourth structures significantly expanded seating to keep pace with our growing influ- ence in a growing city. By 1864, Fort Wayne had grown to 9,000, and we were provid- ing seating for 640 at worship. Our current structure was completed in stages between 1954 and 1967. We designed the complex to support a seven-days-a-week ministry to the parish, the neighborhood and the Fort Wayne community. First Presbyterian is a smaller congregation today with membership under 900. We still attract members from the four corners of Allen County, and beyond, and our stee- ple still rises above the city center. We are still a vibrant and spiritually diverse Chris- tian community committed to developing new ministries; committed to maturing in faith and ethics through worship, inquiry and service; committed to embodying the love of Christ in our fellowship and delivery of missions of evangelism, justice, health and education to our community and to the world. REVISED PCUSA DIRECTORY OF WORSHIP PRESENTATION

Principles for Revising the Directory for Worship

The proposed revision is not a new Directory for Worship. It seeks to preserve the spirit and

strength of precursor documents—a tradition that has shaped Presbyterian worship from 1645 to

the present, more than 350 years. At the same time, this is a thorough revision, seeking to speak

clearly, authentically, and faithfully to this church in this time and place.

Certain principles shaped the work of revision:

to uphold the essentials of Reformed faith, life, and worship;

to respond to changing contexts, changing congregations;

to allow for more flexibility and diverse cultural expressions;

to use “we” language (vs. “they”) for the people of God;

to streamline contents and provide user-friendly organization;

to simplify language and rewrite in a more accessible style;

to reduce verbiage and eliminate redundancy; and

to enhance the Directory’s usefulness as a teaching document.

Resource persons shall brief commissioners on the major points of the Belhar Confession and the amendment to the Directory of Worship (marriage). More general information will be provided on the other amendments to the Book of Order. Voting commissioners are to have read the document “Proposed Amendments to the Constitution” prior to the meeting. A copy of this document is available through: http://www.pcusa.org/resource/ga221-proposed-amendments-constitution/. Table discussions. All members of the presbytery are invited to sit in dialogue around the lunchroom tables. A guided worksheet will be provided for each table. Commissioners are asked to bring a copy of the “Proposed Amendments to the Constitution” as well as a copy of the Belhar Confession that were sent out in the post papers. Resource persons will be available to answer any questions on the content of the amendments when we reconvene after lunch. We will break around 12:15 for lunch and groups may continue to discuss during lunch if desired. Our luncheon prayers will be lifted up by each table group as they break for lunch. Floor Discussion Upon reconvening at 1:00, the floor will be open for discussion. Questions related to content of any of the amendments and the Belhar Confession will be taken first and the remaining time open for individual comments. Only those who are eligible to vote may present comments on the floor. Directions:

1. Please come to one of the microphones. If you are physically unable to get to a microphone, raise your hand and a microphone will be brought to you.

2. Give your name and church 3. Give the name of the amendment you wish to speak on. 4. You will be given one minute to present your position (either for or against) on any of the

amendments to the Constitution to be voted upon. 5. Our time is limited so try not to duplicate the points made by a prior speaker. 6. We will rotate between microphones so please be ready to speak when acknowledged by

the Moderator.

March, 2015 Financial Reports received and reviewed by the Finance Committee;

Mission Operations (Page 1) - Per Capita gifts from the churches are above last-year for this period, generally in-line with budget expectations. We are blessed to have so many churches remitting payment in-full during the first quarter of the year. These on-time payments result in an operating surplus of $252k as of 3/31/15. The fund surplus is anticipated to decrease as annual budgeted expenses align with per capita giving;

Mission Focus Units (Page 2) - The fund details a deficit of ($26k) as of 3/31/15. Many of our churches remit gifts to shared mission quarterly (i.e., April) and at year end and the fund balance is anticipated to fluctuate within budget parameters as gifts are received. We are grateful that mission pledges received (thus far) for 2015 reflect an increase in the resources for our shared mission totaling $27,596. Four churches decreased shared mission gifts as compared to 2014 (-$7,223) and we have yet to receive a pledge from ten churches that traditionally provide one.

Selected Accounting Fund Balances (Page 3) - The reports details balances as of 3/31/2015 including the Corporation Fund, Promise of Tomorrow and several ongoing partnerships and grant opportunities for the mission and ministry we accomplish together.

Presbytery cash balances (Page 4) are sufficient to fund operations with excess cash earning a market rate of return. Unrestricted net balance of $582k on 3/31/15 (includes $200k surplus in operating ministry fund that will be drawn down as the year progresses).

COORDINATING COUNCIL REPORT TO PRESBYTERY

Highlights & reported action of Coordinating Council Meeting March 4, 2015 First Presbyterian Church, Noblesville

1. Council members participated in a group building exercise and orientation for new members

2. Board of Directors will meet March 19

3. The Executive Committee met in December and January to review their work and plan for

Presbytery. Next meeting March 11.

4. Reported Action Approved motion granting permission to the following groups and committees to serve

the sacrament of communion in 2015, at annual gatherings, retreats, camp/conference events with dates to be determined: Presbyterian Women, Committee on Ministry, Coordinating Council and Pyoca Camp and Conference Center.

5. Presbytery Moderator’s Report Ginny Sheets reported.

Rev. Jake Hofmeister, Pyoca Executive Director, will be installed March 21 Rev. Matthew Downey, Boggstown Presbyterian Church, installed February 8 First Presbyterian Church, Ossian – Initial Response Team met with the Session regarding

their discernment to dissolve relationship with PC(USA) Hispanic Ministries – Dorcas baskets will be dedicated and received during Presbytery

6. Executive Presbyter’s Report Rev. Alan Thames reported Council Retreat, April 24-25, will be facilitated by Laurie Ferguson. Focus: How do we live

into the new mission design and embrace the shifts? Ossian – continues discernment regarding dissolving their relationship with the PC(USA).

The Initial Response Team met with Session and future meeting will begin to focus on details and process. The Council will be informed about the congregation’s decision and the steps in the Presbytery’s Gracious Dismissal policy.

Greenwood-Center Grove dismissal papers from the PC(USA) have been signed.

7. Stated Clerk’s Report Kristy Quinn reported.

Twelve new Presbytery commissioners attend the New Commission Orientation at Presbytery February 21. Orientation included an overview or Presbytery boundaries, churches, and membership; the progression and process of how work/actions/reports are presented to the Presbytery assembly.

The annual updating of ministerial roles through the PC(USA) is in progress. Session Records reviews with clerks of sessions are in progress.

8. Financial Consultant Report

Eric Herzog reviewed his work and role and work as the Presbytery’s Financial Consultant.
