Supply & service

Extinguishers supplied will conform toBritish Standards and come with aminimum 12 monthmanufacturer’s guarantee. Fireextinguishers should be serviced

by a ‘competent person’, minimum ofonce a year. We ask for duration of

project at commencement. If it is 11 months only, theinitial service will be required. If, however, the projectruns for 14 months we will schedule a second visit for12 months following initial installation.

As part of the Construction (Design andManagement) Regulations 2015, the dutieslisted below apply to all construction sites,regardless of size, nature or duration.

Morgan Fire Protection Ltd can provideequipment to assist contractors in meetingthis requirement. CDM stands can bepersonalised with your company branding.

Regulation 17 (Safe places of work): Every place ofwork must be safe to access, egress and to work at.Unauthorised access must be prevented andsufficient working space must be provided.

Regulation 18 (Good order and site security): Sitesmust be tidy, secure (to prevent unauthorisedaccess) have its perimeter identified by suitablesignage and have no projecting objects.

Regulation 29 (Prevention of risk from fire, floodingand so on): Steps must be taken to avoid risk of fire,expolsion, flooding and asphyxiation from anysubstance.

Regulation 30 (Emergency Procedures): A plan mustbe in place for the safe evacuation of all people onsite in situations where there is a forseeable risk ofan emergency. Everyone on site must be madeaware of the emergency plan and it must bepractised at suitable intervals.

Regulation 31 (Emergency routes & exits): Adequatemeans of evacuation (emergency escape routes) toa safe place must be established. Routes must bekept clear of obstruction and be adequately signed.

Regulation 32 (Fire detection and fire fighting):Suitable fire-fighting equipment, fire detectionequipment and alarms must be provided, examinedand tested at suitable intervals and suitably located.Manual fire-fighting equipment (such as hand-heldextinguishers), must be easy to access andindicated by required signage. An appropriatenumber of on-site staff must be trained in the use offire-fighting equipment. (Please refer to Fire Trainingsection, page 7 in this guide)

Fire risk assessment, site set up and fire plans

The Regulatory Reform (Fire Safety) Order 2005 places a duty onthe ‘responsible person’ to carry out a fire risk assessment of theirpremises. In the workplace this is the employer or any other personwho may have control of any part of the premises, eg the occupieror owner.

We can supply you with a Contractor Site Set Up form (exampleoverleaf) in advance of your Fire Risk Assessment.

We strongly recommend that you arrange for installation of your fireextinguishers and alarms etc. (as applicable) prior to booking a firerisk assessment.

The Flow Chart alongside provides a useful guide to newconstruction site set up. It contains established and testedprocedures which are regularly reviewed and can be tailored to yourspecific requirements.

Contractor Site Set Up Form template

The Fire Risk Assessment will be carried out by an experienced riskassessor who will be aware of the specific risks encountered onconstruction sites.

This may include but is not limited to:

Specific sources of heat and high risks•

Hot working permits and permit to work•

Safe use and storage of cylinders, flammable liquids and highly •flammable liquids (HFL), Dangerous Substances & ExplosiveAtmosphere Regulations, (DSEAR)

Issues relating to temporary buildings and transient sites•

Low voltage equipment, temporary cables and wiring•

Refilling plant and maintaining safe areas.•

Once the survey is complete you will receive an easy to understanddocument, free of jargon. You will also receive information regardingreviewing your assessment, staff training, your emergency fire plan andfire protection record sheets.

Morgan Fire can create fire plans for each site or level, please see theexample shown right.

Our administrative staff will provide your site manager with a ContractorSite Set Up Form (example below) to gather the site’s requirements.Once these are known a service technician will attend site with theequipment and install in the correct locations.

Should the contract for the site run over 12 months we can schedule anautomatic visit 12 months after the installation date.

When site closure is approaching, please contact Morgan Fire and wewill arrange for the site to be demobilized and equipment removed andput into the site’s stock in our stores depot which can then be used forother site set ups.

Subsequent to this we can provide escape plans, fire risk assessmentsand fire marshall training (please see Fire Training section, page 7)

A monthly stock report can be supplied showing your stock holding anda label is affixed to the equipment to denote your ownership.

The maintenance regime and visualinpsection of portable appliances shouldbe appropriate to the environment andduty for which the equipment is used, egelectrical testing in a low-risk area such asan office would be less frequent than in aharsh industrial environment.

Legislation including the The Health &Safety at Work Act 1974, The Provision andUse of Work Equipment Regulations(PUWER) 1998 and The Electricity at Work

Regulations 1989 places responsibility on the employer to ensure thatall types of electrical equipment in work situations are inspected andtested.

The scope extends from distribution systems down to the smallestpiece of electrical equipment

Morgan Fire technicians work to recommendations from the HSE(Health & Safety Executive) and all testing is carried to the latest codeof practice, provided by the Institution of Engineering and Technologyto assist you in meeting your legal requirements.

Portable appliance testing (PAT)

Overview of PAT Testing process

Portable appliance testing includes a thorough visual check of theappliance and a series of tests using high quality portable appliancetesting equipment.

The visual inspection involves a number of checks:

The plug is wired correctly1The fuse rating is correct 2The plug is checked for damage 3The plug is checked for loose connections4There are no exposed wires5There are no signs of overheating on the plug6The cable is not damaged 7The cable has not been extended using a connector block 8

If the appliance passes the visual inspection then the following testswill be applied to the electrical appliance:

An electrical earth continuity test •Insulation resistance test •Functional test •

Passed Items - will be given a Pass Label.

Failed items - will be given a Fail Label and the failed item will be takenout of service with the user’s permission.

A full report and certificate will be provided showing the results of alltests carried out.

Please note the testing will involve switching off items. To minimisedisruption we may be able to offer you out of hours testing if required.

The user of the equipment should also be encouraged to check thecondition of the equipment prior to use, and to report signs ofdamage, overheating and misuse. Employers should ensure that asuitable reporting process is in place.

Construction personnel fire trainingThe Regulatory Reform Order (Fire Safety) 2005 and the associatedHealth & Safety legislation place an obligation on employers to ensurethat their staff receive adequate fire safety training at the time whenthey are first employed and on there being increased or changed risks.

The level and frequency of staff fire training is determined by the type,use and risk presented.

Morgan Fire Protection can advise you on the most suitable trainingprogramme for your employees.

Bespoke fire training courses for the construction industry:

Morgan Fire offers C.I.T.B. compliant Fire Marshall fire training, a•half day course for up to 15 delegates including practical session.

Course ContentAll courses are delivered by Morgan Fire training staff who areexperienced/qualified fire technicians. Training can be exclusivelyin-house or shared with other employers at an appropriate venue. Allcourses aim to ensure that employees feel confident in their role in afire emergency. Times are approximate.

Fire Marshal & Warden Training (3.5 hours with practical*) C.I.T.B. compliant course.This course is designed for all levels of staff who have responsibility offire marshal/warden duties, and who may also be required to operatefire extinguishers safely. The course includes all content from FireAwareness and Extinguisehr Users courses below.

Fire Awareness/Safety Training 3 hours with practical*) In addition tothe objectives of Fire Extinguisher Users training below, delegates willbe able to identify factors that can prevent fire in the workplace, havean understanding of fire detection and alarm systems, understand firesignage and evacuation procedures.

Fire Extinguisher Users Training (2 or 2.5 hours with practical*)Delegates will be able to understand compliance with the RegulatoryReform Order, identify potential fire risks, know which extinguisher isappropriate for which type of fire, use portable extinguishers safely andunderstand compliance with British Standard EN3 regarding the use offire extinguishers.

* During the practicalsession, delegates willhave the opportunity ofputting out a ‘live fire’using the fire simulatorand water, foam, CO2extinguishers and fireblanket. An outside areaof 3m x 3m is essentialand space to park ourvehicle closeby.

Dry riser visual & pressure tests, hydrant testing

Dry Risers are a vital piece of fire protection equipment for buildingsabove 18 metres. They play a critical role in delivering considerablequantities of water in a high rise building. They can however be proneto serious neglect and vandalism so it is important to have themregularly maintained and serviced.

Morgan Fire Protection engineers will carry out a full annual pressuretest and six monthly visual check to the current British Standard Codeof Practice BS9990:2015 using our own dry riser testing appliance.

Annual Wet Test Dry and wet risers are checked and pressure tested to150 PSL or 10 bar for a minimum of 15 minutes. All insets and outletsare checked for leaks and any missing or faulty items replaced. Flowtesting is also carried out. If any valves have to be replaced a furtherpressure test will be carried out before certification is issued.

Six Monthly Visual Test This involves a visual inspection as required byBS9990:2015 and any missing or damaged items are replaced.

Private Hydrant Test For large premises with hydrants on sites, MorganFire Protection will test flow meter rates and carry out a visual inspectionof the location, H plate, cover and frost valve. BS9990:2015 clause 7requires checking of pits, frames, covers and surface paving roundedges of frames.
