The 19 Bahá'í months are grouped accordingto earthly elements which signify divine laws:

The Báb, who created the Bahá'í calendar, explained that the 19 months correspond to the first four words in the Persian Bayan, which together contain 19 letters.

“Thus, He hath destined each day to be the springtime of one of His laws, that the inmates of this paradise may partake of divine delights in the utmost joy possible within the realm of creation.”

This and subsequent quotes are quoted from a tablet of The Báb in Gate of the Heart: Understanding the Writings of the Báb by Nader Saiedi (page 328).
