1 Introduction
Since 2014, India has started a journey to become a clean country. Following Mahatma
Gandhi’s mantra ‘cleanliness is godliness’, the Swachh Bharat Mission (SBM) gathers the
forces of the states and citizens to achieve its goal: a clean, open-defecation free and
sustainable India. The Gujarat Industrial Development Corporation (GIDC) is taking part in
this global effort under the Swachh Bharat Urban (SBU). GIDC undertook a ‘GIDC Swachhata
Abhiyan 2016’ for all its industrial estates.
The campaign encourages the estates in improving their amenities including their waste and
waste water disposal system, cleanliness and overall environment. In order to do so, a
competition is organized between the 200+ estates and one notified area, to determine the
cleanest industrial estates of Gujarat.
GIDC has appointed Urban Management Centre (UMC) to conduct a primary assessment of
the estates across the state and rate them. GIDC will then reward the best estates suitably.

2 Aim and Objective
In September 2016, GIDC notified 202 industrial estates and one notified area of Gujarat that
a survey was about to be conducted in their premises. GIDC communicated a list of criteria
under which the estates would be evaluated and invited them to take part in the competition.
More than 40 estates accepted to be involved. However, GIDC decided to survey all the estates
irrespective of their participation in the competition. All the estates have been divided into two
categories based on the area:
- Large Estates (greater than 100 Ha)
- Small Estates (smaller than 100 Ha)
The survey allows GIDC to assess the cleanliness and regular maintenance of industrial
estates. It provides important data on the development of the estates. The competition provides
an opportunity to the estates to improve their waste and water management as well as their
overall environment. It rewards the estates that put more effort in becoming sustainable by
safely collecting and disposing their solid waste, waste water and provide a green environment.
According to the twelve broad parameters provided from GIDC in the circular, the scoring
framework was firmed into five major sectors, as listed in the table below. Each section was
divided into questions to be asked to the estate manager and to be noted as per enumerator’s
observations. The sections and the marks allocated for industrial area of the estate are
represented as follows:

3 Scope and Limitations:
This report discusses the findings of the overall cleanliness on the basis of availability and
maintenance of the obligatory infrastructure facilities in all the industrial estates of Gujarat
State under jurisdiction of GIDC plus one notified area. This report presents the findings of the
survey conducted in 201 GIDC estates and draws recommendations based on UMC’s
technical expertise.
This data used for the analysis is based on the feedback of respondents – GIDC’s estate
managers and/ or presidents (or designated representatives) of industrial associations. Our
team also gathered feedback from a few independent industries in the estates. During the
survey, our team focussed on GIDC’s and industrial associations’ compliance as per the
assessment framework only (refer Annexure D). The assessment of estates is limited to the
availability and maintenance of the estates’ common facilities and does not measure the
performance/ quality of the infrastructure available.
The recommendations provide in the report are based on our subject expertise and
comparison with standards and norms wherever available. The recommendations are drawn
based on aggregate data available for all estates and may be useful for GIDC to plan and
make budgetary provisions for infrastructure and services improvements. We recommend that
GIDC should prepare a detailed project report for each estate prior to undertaking
improvements.

4 Methodology
Basic parametersGIDC defined 12 parameters on which the estates where evaluated. The parameters were
firmed into 5 main sectors and used to design the survey and the scoring framework.
Survey designUsing these sectors, questionnaires were designed to gather all the necessary
information from each estate.
Data collectionSurveys were conducted in participating estates, collecting information with a
questionnaire and photographs supporting the information provided during the visits.
Data verification and correctionData collected was analysed and verified, ensuring that each information provided was supported by pictures showing the implementation in the estate itself. Contracts and
other documents were analysed to ensure the validity of the data.
ScoringAfter the data was verified, the estates were scored based on the information provided
as per the designed questionnaire to fulfill all the predecided parameters. Each parameter has different weightage based on its involvement in the SBM bringing more or
less points to establish the final score.
RankingScores were compared between estates to establish the better estates considering all the
categories, regions and the overall best estates in large and small scale.

5 Data Analysis
As explained earlier in this report, surveys were conducted in all 201 industrial estates to
analyse all the parameters pre-decided by GIDC which were reorganised in five major sectors:
Plantation, Road, street lights and signage, Sanitation facilities, Water supply and Emergency
response. Data collected and analysed for all these sectors have been described further in
this chapter.
The survey was conducted in all 201 industrial estates. 171 estates are operational with
functional industrial units, and this report analyses the sanitation and the infrastructure of these
estates.
5.1 Plantation
Trees and plants are necessary to improve the general environmental conditions of the estate.
Trees improve the air quality, create a barrier to reduce noise pollution, reduce the air
temperature and interrupt wind flow. Trees provide shade which is needed in industrial areas,
to improve the quality of working environment for the benefit of workers employed in these
industries within the premises. Although trees generate organic waste, this waste is easily
disposable if collected properly. In this sector, the focus is on both the factors inclusive of the
number of trees and also on the collection and disposal of the waste this vegetation generates.
The plantation sector is thus needed to analyse the green cover of the estates and is useful
to assess the quality of the environment of the estate.
This sector analyses the density of trees in common areas of the estate, whether the estate
has facilities of garden or park for the recreational purpose and the collection and disposal of
the green waste. Where, green waste is organic waste composed of leaves, branches or any
other parts of trees/ shrubs.
Data collected from survey indicates that only 20% of the estates meet the standard for the
plantation1 in a developed area. As obvious as it seems, rest 80% of the estates require to
plant trees to meet the minimum standard. Standard states that, there is requirement of 150
trees / ha in the developed areas. Since industrial plots are assigned to various industries, it
is their responsibility to plant trees within plot limit, when plantation in common areas is to be
carried out by maintenance authority, in most of the cases it is GIDC. Some estates have been
developed on the waste / barren land and hence is unable to support the requisite density of
trees.
It has been observed that tree density in the large estates is higher compared to smaller
estates. More than 45% of the large estates meet the standard when in case of small estates
this number is less than 15%.
Main green waste generators are trees, shrubs / weed in the common areas. In some cases,
there are gardens also. Since green waste is being generated, there is requirement of vehicles
to collect it and convey to the disposal point. Either separate vehicles can be used or the
common vehicles with separators can be used to transport this type of waste. As the service
area is purely industrial and there will be limited spots to collect green waste, it is
recommended to collect green waste separately.

As per the analysis, only 3% of the estates (as shown in the chart below) have formal green
waste disposal systems. These estates include Visnagar, Sikka notified area, Dahej I, Dahej
II and Dahej III. This waste can be reused as compost for the gardens within the estate or
given to farmers. Since there is no fixed disposal method in most of the estates, they don’t
even bother to either collect the green waste or segregate their waste into organic and
inorganic waste.
All the estates have some amount of vegetation in the premises. To make better use of the
green waste generated, there is need of composting plants for each estate. A common
compost plant can be proposed for the estates located close to each other. The capacity of
composting plant can be decided based on the waste generated by each estate.
Recommendations:
• To meet the standard of 150 trees per hectare in common spaces, around 5.6 lakh trees need to be planted in 131 estates. A list of estates and the number of trees required in each estate is provided in Annexure E.
• The major component of common space is occupied by road network, we recommend to plant trees along road. It enhances appearance of the estate as well as create an environment friendly barrier.
• Green waste generated by the vegetation will eventually increase after implementation of recommended plantation in individual estates. There is requirement of a common compost plant for all GIDC estates. To make it economically beneficial, the services can be shared with local authority. Manure generated from compost plant can be reused for plantation or garden in the estate or can be sold to farmers which can generate revenue for the maintenance authority.
• In case of green waste generated from individual unit, it is recommended to have small compost plants of their own.
• Garden or park can be developed in common open spaces to increase green cover. It also provides a relaxing environment for the workers and improves visual impact of overall estate.
• Training programs are recommended for the gardeners. It will improve their knowledge about local flora-fauna and learn new maintenance techniques.
• We recommend Information Education Communication (IEC) awareness methods to be used for green waste collection and disposal.

5.2 Road and Signage
Industrial estates require good connectivity to be fully integrated in the economic system.
When we talk about connectivity of a place it includes accessibility as well as the quality of the
connecting modes to the estate along with internal subsidiary modes. To improvise the mobility
within estate area there is need of proper signage. Good roads and signage ensure an easy
access to the industries which is crucial for the economic growth. This section focuses on the
quality and cleanliness of roads as well as appropriate signage at various locations within
estate. The parameters considered for this sector includes condition of road, presence of
footpath, street lights, various signage and encroachments over the road. Signage includes
estate name board at the entrance, street names at every junction, estate map at the entrance
of the estate and the presence of compound wall coloured uniformly surrounding entire estate.
The major portion of daily commuters is labour class who live away from the estate area (as
the data indicates there are less than 5% of the estates with housing facility). They can only
afford shared transport, which is available outside the estate area. It is highly recommended
to have footpath for pedestrian movements.

The above graph shows that longer the roads covered with footpath, cleaner the estate. The
above graph shows the difference of cleanliness level of the road with respect to the length
and presence of footpath.
The time after working hours can be used for the maintenance of the utilities and amenities,
to avoid interference with the regular work environment. Installing street lights helps in the
maintenance of the estate and create more secure environment. It also enhances overall look
of the estate.

It has been noticed that the presence of street lights improves the cleanliness level of the
estates. The estates with functional street lights have cleaner roads compare to the ones
without. The above chart shows the comparison of estates with complete and partial cover of
street lights.
It is important to have signage in the estate area to discrete from the regular surrounding
developments. The signage like estate name board at the entrance, estate map, street name
boards and uniformly coloured compound wall can solve the problem. Compound wall can
separate the industrial estate from other surrounding development, also helps in increasing
security.

Results show that, the estates with signage have average cleanliness score of 70% when the
ones without are about 25%. It shows that signage also plays a major role in keeping estate
clean and enhances the overall appearance of estate. Presence of signage helps guiding
traffic to the appropriate location.
Recommendations:
• Around 32 km of the road in 26 estates need to be metaled.
• Road widening can be done as per the set criteria of GIDC (refer Annexure E).
• There is about 217 km of road without street lights. Assuming street lights to be placed on the regular interval of 30 m, there is requirement of about 7,300 street lights to cover 100% of the estate area.
• About 1,435 km of the road is not yet served with footpath. To regulate pedestrian movement and keep estates cleaner it is recommended to have footpaths along all the roads.
• 675 km of the road is without signage. This signage includes board with street names/ plot numbers to ease the movement in estate.
• Vehicles were found parked on roads or road sideways in about 51 estates. There is need of designated parking in common spaces or along the road to avoid interference with the live traffic.
• Similarly, there is need of designated vending spaces in about 32 estates where vendors have encroached spaces on road sides. Alternatively, vendors can be moved inside private premises which can be seen in Mansa GIDC.
• Underground utility and service corridors are recommended to optimize use of land parcels along road. It also enhances the visual impact and gives estate an elegant look.
• To enhance the security of the estate, we recommend GIDC may install CCTV cameras at the important junctions and the entrances of estate area.
• We recommend to penalize the ones who are responsible for encroachment in common spaces. Strict policies to be developed and implemented to inhibit the interference in services and facilities of the estate.
• We also recommend to keep traffic count record at all entrances. Security guards can be trained to do so, or additional staff can be hired to serve the purpose. It will give an accurate number of vehicles entering and leaving the premises on daily basis. The space required for parking and of related facilities (accommodation, dining and refreshment facilities for drivers) can be calculated.

5.3 Sanitation Facilities
The idea is to bring about a conscious change in the sanitation facilities and therefore this
parameter has been given the maximum weightage in the scoring and ranking of estates which
is in line with the tenets of the SBU, under which this survey falls.
The sanitation facility parameters assesse the availability, maintenance and cleanliness of the
stated infrastructures provided in estates. This sector includes following factors:
- Solid waste management
- Effluent management
- Sewage management
- Storm water drainage
Each of the sanitation components requires appropriate method of collection, treatment, and
disposal as per the quantity and type of waste generated by the units.
5.3.1 Solid Waste Management
Waste management is crucial part of industrial estates, to ensure a safe and pleasant working
environment. Individual industries are responsible for collection, processing and disposal of
industrial waste. For other domestic waste generated in industrial units and common spaces
in the estates, the estate management is responsible for collection and disposal.
The sources of domestic waste in the industrial area are mainly stationary waste from various
offices, venders located in private or public spaces and the green waste from vegetation. Our
assessments focus is on the availability of garbage containers per unit, the frequency of
collection and share of the industrial units served by the facility. Estates are also asked
whether they segregate the waste and what type of disposal is in place. Street sweeping is
also one of the parameters to cross check the cleanliness of the road, also for collection of
green waste generated by the vegetation. The collection and disposal of the green waste has
been discussed earlier under Plantation sector.
In some cases, maintenance authorities like industrial associations are providing dustbins to
the individual units. One of these cases is Mansa GIDC estate.

Presence of bins in individual units greatly affects the cleanliness of the estate. As shown in
the chart above, higher the number of bins, cleaner is the estate. As the regression value
indicates that the correlation between individual bins and the cleanliness is almost 55%. The
result indicates that all industries should have individual bins for overall cleanliness of the
estate.
Waste collection at primary level covers major portion of the domestic waste. However, to
collect waste at secondary level that is common spaces in the estate, there is requirement of
secondary waste collection bins.

Regular waste collection is as important as the waste collection at the source. Irregularity in
this service might create nuisance at the source level and users will start dumping their solid
waste at convenient locations. These convenient locations are generally vacant plots in the
estate or just outside their plot boundary. As shown in the chart above, door to door waste
collection facility and its frequency makes estate cleaner.
There is no point collecting waste unless you have a formal place to treat or dump it and
making sure that it won’t harm anyone or the environment. It has been seen that some of the
estates are using waste disposal facilities of the ULBs, which is appropriate until respective
ULB has a formal waste disposal facility like Naroda GIDC is using Scientific Landfill Facility
(SLF) of allied ULB of Ahmedabad.

As the major component of the domestic waste collected from the industrial units is inorganic,
also the quantity of the waste is too less for a recycling plant, the better option for disposing
waste will be a SLF. The same SLF can also be used for non-hazardous industrial waste within
the estate.
It is always a better idea to give that contract to an experienced agency than maintaining it on
own because SLF requires technical supervision and continuous monitoring by professionals.
If not maintained properly it can be disastrous. Capacity of the SLF can be calculated based
on the amount of inorganic waste generated by the estate. A study will need to be carried out
to choose a site for SLF in each case.
Recommendations:
• We recommend primary waste collection bins for 14,000 industrial units in about 150 estates (estate wise list is provided in Annexure E). These bins should be used by respective industrial unit to collect and segregate their daily domestic waste generated.
• We recommend 2,950 secondary waste collection bins at regular intervals of 500 m. As some of the estates are going bin-free, installation of secondary bins is not mandatory but maybe considered by estates. Estate wise list of number of secondary bins required has been given in Annexure E.
• Number of vehicles required for waste collection should be calculated based on the amount of waste generated by respective estate.
• Door to door waste collection facility is required to monitor the regular collection of domestic waste from each industrial unit in the estate.
• Waste segregation is necessary to separate organic and inorganic waste at the source to avoid wastage of bio mass. The organic / green waste can be reused for other purposes like agricultural activities.
• SLF for all the estates are recommended. In case, the estate is close to a ULB with such facility then it will be better option to share it. It will reduce the financial burden of the capital cost. However, it is recommended to have separate SLF for each estate.
• We recommend regular street sweeping on daily or weekly basis. Majority of the waste collected from streets would be green waste due to presence of vegetation along roads.
• We recommend to develop a Grievance Redressal System (GRS) for all the estates for users to point out their issues regarding any of the facility and services. As a live example, Gandhinagar- Electronics GIDC estate have developed an app where users can lodge their complaints which get addressed in a day or two.
• We recommend to conduct training sessions for all the users whenever there are new systems introduced in the estate. These systems may include GRS, Supervisory Control And Data Acquisition (SCADA), or any other advanced technique that is new for the users.
• IEC awareness methods can be used in form of signage to keep roads and common spaces clean.

5.3.2 Effluent Treatment System
Most of the industries require water in order to carry out their industrial processes and
operations. Some industries, such as chemical, metallurgical, paper or textile uses a
particularly high amount of water for industrial purpose. This waste water then requires
treatment and then ideally reused for industrial or gardening purpose. Proper treatment of
effluent is required for the estates for its safe and suitable reuse and disposal in the
environment. Monitoring of ground water quality is also required to verify the seepage of waste
water into the ground and contamination of ground water.
As per the data collected, it has been observed that most of the estates who generate effluent
have one or other way of treating it except the once like Kadi and Veraval GIDC estate who
are disposing their effluent in open drains. In such cases, open drains start to get chocked and
smell that makes surrounding unhealthy and undesirable. Further these open drains meet to
a natural water body and pollute entire ecosystem around it.

The best way to treat effluent is having individual ETPs which will reduce the transportation
cost and avoid any hazardous incidences on the way to a CETP. As safe it sounds, it also
requires high capital as well as maintenance cost. To reduce this financial burden, CETP is
more economically viable. In some cases, several estates share a Common Effluent
Treatment Plant (CETP) for e.g. Ankleshwar GIDC. This method makes the work more
efficient and cost effective for all.
In the estates where industries are generating effluent, 30% are reusing part of the treated
water for gardening and industrial purposes. It also reduces the burden of estate to provide
additional waster for vegetation.
Recommendations:
• We recommend to have individual ETPs in all the industrial units to prevent spilling of effluent in process of transportation to the CETP. However, the capital cost will be higher, also additional space will be required. On the other hand, GIDC can develop CETP for the estates with requirement of one.
• We recommend regular testing of surface and ground water quality to keep check on the contamination level of water. It will help keeping check on any leak or illegitimate discharge of effluent in the surrounding.

5.3.3 Sewerage System
Sewage collection and disposal is one of the basic infrastructure requirements for all the
habitable spaces. This sub-sector evaluates the method of collection and disposal of the
sewage in the industrial estates. There are various ways of collecting sewage in these estates
like sewer line and On-Site Sanitation (OSS) which can be in form of common septic tank,
individual septic tank or public toilets. The disposal systems can be seen in the form of Sewage
Treatment Plant (STP), sludge drying bed, taken care by ULB or if not one of these then
disposed in open spaces or nearby water bodies.

As the chart showing above, it can be seen that only 15% of the estates have sewer
connections and rest are relying on the OSS facilities. 2% of the 15% estates having sewer
line are disposing their waste in open (as shown in the chart below) and rest 13% are handing
it over to respective ULBs. As per the calculations, majority of the estates that is remaining
85% of the estates, who are using OSS for sewage collection requires an environment friendly
way for sewage disposal.
Industrial areas have higher floating population inclusive of workers, visitors, drivers,
gardeners, etc. So, it is mandatory to have public toilets on regular intervals to serve the entire
estate.

As shown in the chart above, cleanliness of the toilets affects overall cleanliness of the estate.
It has been seen that, unless the toilets are located to an amenity building, it is being
overlooked and not maintained regularly.

In OSS system, the sewage collected is in the form of sludge. The best way to treat sludge is
by using a sludge drying bed. The Sikka notified area successfully demonstrates sludge drying
bed system installed and operated by them. In many of the cases, it has been seen that the
estates are giving their sewage waste to the ULBs, when even ULBs don’t have a formal
system for the treatment. In the end, the waste is being dumped in open and vacant spaces
which causes health hazards and pollutes surrounding environment.
Not just sewage collection and disposal but also the cleaning of facilities is an important task.
However, cleaning these facilities need adequate equipment which seems to be an issue in
most of the cases. Due to lack of advanced equipment, estates are contracting these services
to the local private sectors who are cleaning it manually which is unethical and illegal as per
the law.

As shown in the graph above, there is immediate requirement of purchasing advanced
equipment, tying up with the local authority with such facilities or hiring a private contract with
necessary equipment in more than 80% of the estates with OSS facility.
Recommendations:
• There are more than 20,000 industrial units with septic tanks in 110 estates. Most of them get their septic tanks cleaned manually (estates wise list has been provided in Annexure E). We recommend GIDC should provide desludging service or collaborate with the nearest ULB (or private desludging operators in the ULBs) for mechanized desludging. Among 110 estates, 74 are within 10 km of nearby ULBs and remaining 36 require separate desludging facilities (list of the estates is given in Annexure E).
• Only 3 of the estates have their own sludge treatment facilities, while another 131 estates require one. Ninety estates are located within 10 km of a ULB and as per GUDC, all ULBs would have functional STP by December 2017 under AMRUT project. We recommend that GIDC may tie-up with these ULBs and dispose the domestic sludge from estates in the ULB’s facilities. (a list of these 90 estates has been provided in Annexure E). For the remaining 38 estates, we recommend that GIDC may construct appropriate sludge drying beds/ other treatment facilities to treat the sludge and use it for local gardening purposes. A list of these 38 estates has been provided in Annexure E.
• We recommend a fixed cleaning regime should be formed and implemented in all the estates.
• If provisions have been made for mechanized cleaning, we recommend to conduct training programs for the handlers of the equipment.

5.3.4 Storm Water Drainage
While the maintenance authorities make all efforts to supply water to its estates, it is also
necessary for the estates to capture, store, harvest and reuse the rain water by implementing
proper rain water harvesting techniques thereby making the estate more self-reliant,
sustainable and greener. Even if not possible to store and reuse the rain water, it is necessary
to drain it out of the estate area to avoid water logging and disturbance in the regular work
regime. If stagnated for longer period it can create health hazards.

Data from the survey indicates that barely half of the estates have permanent storm water
drainage lines. That shows that 50% of the estates need storm water drainage to drain out
storm water from the estates.
Even though half of the estates have formal storm water drainage it does not cover all the
estate area. Many of these estates are covered partially with storm water drainage and face
water logging problems in remaining part of the estate. There is need to construct additional
storm water drainage line to serve remaining area of the estate.

Laying infrastructure facility doesn’t solve the problem permanently, it requires regular
maintenance. As shown in the chart above there are only few that is about 13% of the estates

are maintaining it regularly and rest are not. In many cases it has been found that storm water
drainage was choked because someone threw solid waste into it. And this was a common
siting in many of the estates. Provision of waste bins in the estate can solve majority of these
problems.
It has been noticed that about 90% of the estates are not using any kind of water harvesting
method which should be implemented. As per respondents, the few estates which have such
facility are Gandhinagar- Electronics, Aji, Vapi, Bilimora, Kukarwada, Nadiad-I and Navsari.
Gandhinagar Electronics GIDC estate has a very well managed rain water harvesting system
with recharge wells and is a replicable model for the other desiring estates. Most of the
industrial estates are far from the settlements, so availability of water can be an issue. It is
recommended to store and reuse rainwater.
Recommendations:
• Around 430 km of roads in 95 estates are without storm water drains. Around 245 km of the road in 14 estates has earthen storm water drains. We recommend the GIDC may construct (or upgrade) storm water drainage along all roads in all estates. Annexure E provides a list of estates and the length of roads that require construction of new/ upgradation of existing drains.
• We recommend regular cleaning of drainage lines to avoid water stagnation. It has been observed that some of the drainage lines were choked by garbage thrown into it. Having drainage lines will be worthless if it is doesn’t serve the purpose.

5.4 Water Supply
Water has become a very scarce resource and also a very essential one in all walks of life. All
the industries require a substantial amount of water to run its day to day operations, if not for
machinery then for workers. For clean and safe water, the source and storage facilities need
to be cleaned on regular intervals. This sector deals with the cleaning of storage facilities such
as ESR/OHT, sumps or any other water tank in estates.
The questions on the supply of water for the industrial estates focus on cleaning of storage
facility and frequency of water supplied. It is ideal to have a logbook to keep track of the
cleaning regime.

The overall percentage of the estates with all-time supply of water is very less (as shown in
the chart above). On top of that, there are some estates (about 24%) which do not have
common facility for supply of water in the estate area. As water is one of the basic needs for
almost all the industries, it is necessary to have a common source for the existing users as
well as to attract other investors in near future.
Having water storage facility doesn’t solve all the problems, keeping it clean to supply good
quality water is equally important. It can only be done if water storage tanks have a regular
cleaning regime and by keeping record of the same in form of a log book. It should be made
mandatory for all the estates with water storage facilities to keep a cleaning log to cross check
the cleaning regime.
Recommendations:
• It has been noted that some of the estates do not get appropriate amount of water as per their requirement and they have to depend on the local service providers. We recommended to provide continuous supply of water, that is 24 hrs. a day in all the estates.
• We recommend regular cleaning of the water storage tank to keep water pure and potable.
• We recommend GIDC to form policies for regular cleaning of water storage tanks. As per The Central Public Health and Environmental Engineering Organization (CPHEEO) guidelines, each water storage tank should be cleaned at least once in six months.

5.5 Emergency Response
Like all other developments, even industries are vulnerable to natural and manmade disasters.
Industries should be prepared to mitigate and manage if need arises for any disaster.
Emergency response is necessary for the safety of industrial estates.
The questions regarding emergency response focus on the availability of a firefighting facility
and Disaster Management Plan (DMP) for the estate.
As Gujarat comes under moderate and high-risk zone in case of earthquake and similar
natural disasters, it is safe to have a disaster mitigation plan. Since natural disasters can be
catastrophic, it should be mandatory for industrial developments to prepare risk management
plans, not just for natural but also for manmade disasters.

As shown in the chart above, there are only 9% of the estates who has common firefighting
facilities. About 27% of the estates have individual or shared facilities with ULB which might
look financially viable however at the time of disaster it probably won’t serve as planned. It is
a better option to have a common facility for each estate.
Recommendations:
• As per NDMA, it is mandatory to prepare DMP for all the developed areas. In case of chemical industries, it is mandatory to have a separate DMP which was prepared by GSDMA in 2013 for all the chemical establishments in Gujarat inclusive of 15 GIDC estates. As per the respondents, 13 estates exclusive of chemical industrial estates have DMPs. Remaining 143 estates do not have separate DMPs for the estate area. About 109 estates of 143 are within 10 km radius of the ULBs and GSDMA have prepared DMPs for all the cities and towns, so we recommend to prepare DMPs for remaining 34 estates (listed in the Annexure E).
• There are 13 estates with fire stations, 3 estates with fire hydrants and 19 estates that have tie-ups with nearby ULBs for firefighting facilities. Remaining 136 estates do not have common firefighting facilities. Out of these 136 estates, only 43 have individual fire extinguishers. The rest 93 estates do not have any firefighting equipment. We recommend that 65 estates out of the 93 may tie-up with ULBs within 10 km of the estate while rest 28 may be provided with their independent firefighting facilities.

6 Summary of recommendations
As discussed in previous chapter, the key recommendations for all the estates which needs
immediate attention are listed below. All the information used for analysis is based on the
feedback of respective respondent. Detail study of the respective sectors should be carried
out before implementation of the proposals.
Sanitation facilities:
1. We recommend primary waste collection bins for 14,000 industrial units in about 150 estates (estate wise list is provided in Annexure E). These bins should be used by respective industrial unit to collect and segregate their daily domestic waste generated.
2. We recommend 2,950 secondary waste collection bins at regular intervals of 500 m. As some of the estates are going bin-free, installation of secondary bins is not mandatory but maybe considered by estates. Estate wise list of number of secondary bins required has been given in Annexure E.

For the remaining 37 estates (a list of these estates has been provided in Annexure E), we recommend that GIDC may construct appropriate sludge drying beds/ other treatment facilities to treat the sludge and use it for local gardening purposes.
5. Around 430 km of roads in 95 estates are without storm water drains. Around 245 km of the road in 14 estates has earthen storm water drains. We recommend the GIDC may construct (or upgrade) storm water drainage along all roads in all estates. Annexure E provides a list of estates and the length of roads that require construction of new/ upgradation of existing drains.
Road and signage:
6. Around 32 km of the road in 26 estates is unmetalled. We recommend that GIDC may metal theses roads. GIDC may conduct a detailed assessment for the number of lanes to be metaled.
7. There is about 217 km of road without street lights in over 116 estates. Forty-three estates do not have street lights at all. Assuming street lights to be placed on the regular interval of 30 m, there is requirement of about 7,300 street lights to cover 100% of the estate area.
8. About 1,435 km of the road is not yet served with footpath. To facilitate pedestrians, we recommend that GIDC may construct footpaths along all the roads ~ 1,435 km.
9. 675 km of the road is without signage. This signage includes board with street names/ plot numbers to ease the movement in estate.

10. Vehicles were found parked on/along roads in about 51 estates. We recommend GIDC to develop designated parking spaces, either as parking lots at suitable locations or along roads. A detailed estate-by-estate assessment maybe conducted to identify specific requirements of each estate.
11. During our survey, we found 32 estates where venders have encroached public places. We recommend that GIDC may develop/ designate vending spaces and draft a vending policy. GIDC may draw the policy from the National Policy for Urban Street Vendors.
12. To enhance the security of the estate, we recommend GIDC may install CCTV cameras at the important junctions and the entrances of estate area.
13. We recommend to develop a Grievance Redressal System (GRS) for all the estates for users to point out their issues regarding any of the facility and services. As a live example, Gandhinagar- Electronics GIDC estate have developed an app where users can lodge their complaints which get addressed in a day or two.

We recommend that 66 estates out of the 93 may tie-up with ULBs within 10 km of the estate while rest 27 may be provided with their independent firefighting facilities.
Plantation:
16. To meet the standard of 150 trees per hectare in common spaces, around 5.6 lakh trees need to be planted in 131 estates. A list of estates and the number of trees required in each estate is provided in Annexure E.
