Welcome to the American Association of Residential Mortgage Regulator’s 29th Annual Regulatory Conference! We’re delighted to have you with us here in Boston.

Following our various members’ meetings on Tuesday, we open the conference on Wednesday morning with our ever popular Meet Your Regulators Breakfast. Then we’ll kick off the first session of the day with Opening Remarks from Commissioner Terence McGinnis, Massachusetts Division of Banks, followed by an economic update from Dr. Michael Goodman, Professor of Public Policy and Executive Director of the Public Policy Center, University of Massachusetts Dartmouth. Based on the positive feedback from previous years’ conferences, we will again have several concurrent breakout sessions, including licensing, examination and enforcement hot topics; state examination system update; NMLS 2.0; and Bureau of Consumer Financial Protection Ombudsman.

On Thursday, we will hear from our industry panel on top trending issues as well as several sessions focusing on technology. During our Awards Luncheon we’re pleased to welcome Steve Rizzo, motivational speaker, author, and former stand-up comedian who is sure to entertain us with his talk entitled “Motivate This! How to Start Each Day with an Unstoppable Attitude to Succeed Regardless of Your Circumstances.”

As always, we encourage dialogue from the audience. We again are utilizing the Guidebook mobile app and SurveyMonkey, which allows you to submit your questions electronically (and anonymously) to panel moderators. We will do our best to leave adequate time for questions and answers. At the end of the conference on Thursday, please come with questions to the All Attendee Roundtable discussion.

Finally, be sure to attend the various networking opportunities this week. For those arriving Tuesday, there will be an Opening Reception. Wednesday evening we will host a Hospitality Suite, and we will close the conference on Thursday with another reception.

Steve RizzoMotivational Speaker, Author, and Former Stand-up Comedian

Steve Rizzo is the Attitude Adjuster. You can’t attend one of his keynote speeches, seminars, or read his books and leave with the same attitude. (some not available at time of print) Jedd BellmanJedd Bellman is the Assistant Commissioner for Non-Depository Supervision in the Office of the Maryland Commissioner of Financial Regulation. Mr. Bellman manages the Non-Depository Licensing Unit and the Non-Depository Supervision Unit which are responsible for licensing and supervising all non-depository institutions, including over 17,000 licensees that range from debt collection agencies, credit reporting agencies, mortgage lenders, brokers and servicers to check cashers, money transmitters and debt management firms. He also manages the Enforcement Unit that is responsible for carrying out the Commissioner’s enforcement powers. Additionally, he is the Vice-President of the North American Collection Agency Regulatory Association (NACARA). Mr. Bellman received his B.A. in Philosophy from Union College and his J.D. from the University of Michigan Law School.

Mick CampbellMick Campbell joined the Missouri Division of Finance in 2004 and has served as the Supervisor of Mortgage Licensing since April 2011. He oversees the licensing and examination of non-bank mortgage companies & mortgage loan originators. He began his career with the Division as a field examiner and later served as the review examiner for the Division’s consumer credit section. Prior to working for the Division, Mick was a loan officer in the consumer finance industry. He holds degrees of Master of Business Administration and Bachelor of Science in Administrative Management from Missouri State University.

Richard CortesMr. Richard Cortes has worked at the Connecticut Department of Banking for 29 years. He spent 19 years in the Financial Institutions Division regulating depository institutions and trust companies. In 2008, he transferred to the Consumer Credit Division and began a career regulating mortgage licensees. Mr. Cortes currently oversees the mortgage licensing and examination functions. He also chairs the NMLS MCR Workgroup, is a member of the NMLS Risk Profile Group, assists and acts as Liaison/SPOC in Multistate Mortgage Committee examinations, Chairs the AARMR Training Committee, conducts examiner training at CSBS/AARMR Schools, and assists in developing examiner training programs for CSBS/AARMR.

Michael GoodmanMichael Goodman is Professor of Public Policy and Executive Director of the Public Policy Center at the University of Massachusetts Dartmouth.

The Public Policy Center is the University’s applied social science research, technical assistance, and public service unit based in the College of Arts and Sciences and affiliated with its Department of Public Policy. An interdisciplinary applied public policy research and technical assistance provider, the Center seeks to inform evidence-based policymaking at the state, regional, and local level through collaborative engagements with public, private, and non-profit partners.

Professor Goodman joined the faculty at UMass Dartmouth in 2009 after serving for eight years as the Director of Economic and Public Policy Research at the UMass Donahue Institute. Between 2009 and 2014 he served as the Chair of the Department of Public Policy and the Graduate Program Director of the Master of Public Policy (MPP) program.

A leading analyst of the Massachusetts economy, he has authored or co-authored over fifty professional publications on a wide range of public policy issues including regional economic development and housing policy as well as demographic and other applied social science research topics. He has supported this research by generating over $5 million in external grant and contract funding from a diverse array of public and private sources.

An economic sociologist, Professor Goodman is a three time past president of the New England Economic Partnership, a nonprofit organization made up of leading regional analysts that produces semi-annual economic forecasts of the economic outlook for each of the six New England states. He currently serves as Co-Editor of MassBenchmarks, the journal of the Massachusetts economy published by the UMass Donahue Institute in cooperation with the Federal Reserve Bank of Boston.

Dr. Goodman earned his MA and Ph.D. at Boston University.

Kirt GundryKirt L. Gundry is the Director of the Mortgage Examination and Investigation Section of the State of Michigan Department of Insurance and Financial Services.

Kirt has twenty-four years of regulatory experience in the mortgage, consumer finance, insurance, securities, and banking industries. Eight years as a field examiner and sixteen years as a manager. He is responsible for the administration of Michigan’s non-depository mortgage broker, mortgage lender, mortgage servicer, and mortgage loan originator regulatory programs. Kirt supervises a staff of 16 mortgage field examiners. Kirt has private sector work experience in the insurance, securities, and accounting industries prior to working for the department.

Kirt is a graduate of Michigan State University with a bachelor’s degree in financial administration. He is a Certified Public Accountant.

Kirt and his wife Debra live in Lansing, Michigan and have two adult children.

Rick HillRick Hill serves as Vice President of Industry Technology at the Mortgage Bankers Association (MBA). In this role, he is responsible for providing leadership to MBA and its membership relating to operational and technology topics faced by the industry, including through the Mortgage Industry Standards Maintenance Organization (MISMO), which he oversees. He is also responsible for developing the content for MBA’s Technology Conference and leading all of MBA’s technology forums and working groups.

Wendy KamenshineWendy Kamenshine serves as the first Ombudsman of the Bureau’s Ombudsman’s Office. Before joining the Bureau, Wendy served as the Senior Ombudsman for the Department of Homeland Security’s Citizenship and Immigration Services Ombudsman’s Office. Prior to joining the federal government, Wendy practiced international trade law with Akin Gump Strauss Hauer & Feld LLP and was a Research Associate at the economics consulting firm, Economists Incorporated. She co-leads the NY Area Ombuds Group, served two terms as Chair of the federal interagency Coalition of Federal Ombudsmen, and previously led the DC Ombuds Discussion Group. Wendy earned her A.B. in Economics with departmental and general honors from the University of Chicago and her J.D. from Duke University School of Law.

Amanda LoringAmanda Loring has been employed by the Massachusetts Division of Banks since 2015. She serves as the Division’s Enforcement Attorney, prosecuting administrative actions brought by the Division. During her tenure at the Division she has pursued enforcement actions against a variety of licensees including mortgage loan servicers, mortgage lenders, mortgage brokers, motor vehicle sales finance companies, foreign transmittal companies, as well as against unlicensed entities. Amanda previously worked at Greater Boston Legal Services, primarily representing individuals facing post-foreclosure evictions. She represented clients both at the trial level as well as on appeal. Amanda received a J.D. from Northeastern University School of Law and a B.A. from Vassar College.

Terence A. McGinnisMassachusetts Governor Charlie Baker appointed Terence A. McGinnis Commissioner of Banks in September 2016.

Before his appointment, Mr. McGinnis served as General Counsel and Secretary of Eastern Bank. At Eastern Bank Mr. McGinnis was also a member of the bank’s management committee. Before joining Eastern Bank, he held many senior legal positions at both Bank Boston and Fleet Bank. Mr. McGinnis served as Associate Counsel with the

Committee on Rules with the US House of Representatives before starting his legal banking career.

Mr. McGinnis is a retired Navy Captain, having served both on active duty and in the Reserves with the US Navy. He held several command positions with the Naval Reserve and served in many senior military roles. He was twice awarded the Meritorious Service Medal and the Navy Achievement Medal, among other military citations.

Mr. McGinnis is an honors graduate of Merrimack College, holds a Master of Arts degree from Boston College Graduate School, and received his law degree from Boston College Law School. He was also awarded an honorary Doctor of Humane Letters from Salem State University for his community service on the North Shore.

Karyn TierneyKaryn Tierney has been with the Department in various roles since 2007 and has been involved with the supervision and enforcement of the Fair Mortgage Lending Act, the Uniform Money Services Act, the Savings and Loan Act, the Credit Union Act, and the Cemetery Act for Perpetually Maintained Cemeteries. Since 2012, Ms. Tierney has served as a member of the Multi-State Mortgage Committee and since 2016, as a Board Member of the Money Transmitter Regulators Association. Ms. Tierney received her juris doctorate from the William H. Bowen School of Law in 2003 and her undergraduate degree from Guilford College in 1999. Ms. Tierney is licensed to practice law in the State of Arkansas.

Tony VasileTony Vasile is Senior Director of Non-Depository Supervision for the Conference of State Bank Supervisors (CSBS). In his current role, Tony serves as co-product owner of the State Examination System (SES), an end-to-end examination management tool for state financial regulators. He is also responsible for managing initiatives to coordinate state and federal lending regulation and supervision as staff for the Multi-state Mortgage Committee (MMC). In this role, he is responsible for providing technical and administrative support to the multi-state non-depository supervision process. Prior to joining CSBS in March of 2015, Tony served as a financial examiner for the State of Connecticut Department of Banking for 11 years. Tony has earned a Bachelor of Science in business administration from Boston University and is certified as a senior mortgage examiner.

ABOUT THE BOARDTony Florence, PresidentTony Florence joined the Texas Department of Savings & Mortgage Lending in September 2003 and is currently serving as the Director of Mortgage Examination.

Prior to joining the department, Tony was a Vice President with Olympus Servicing, where he managed the Loan Resolution Department for this residential mortgage loan servicer. Tony has over 35 years of experience in the financial arena including loan origination, loan workout and loan servicing functions with variety of companies. Tony is a graduate of the University of Texas system with a Bachelor’s Degree in Marketing / Finance.

In 2016, Tony was elected President of the American Association of Residential Mortgage Regulators (AARMR). He has served on the AARMR Board of Directors since 2013 and previously held the positions of Treasure and Vice President. Tony also served on the SRR

Mortgage Testing an Education Board (MTEB) from 2010 through 2014 and currently serves as the AARMR representative on the SRR Board of Managers.

Charles Clark, Vice PresidentCharlie Clark was appointed Deputy Director of the Washington State Department of Financial Institutions (DFI) on March 20, 2017. He also continues to serve as Director of the Division of Consumer Services within DFI, having been appointed to that role on January 1, 2015. As Director of Consumer Services, he oversees the regulation of residential mortgage lenders and servicers, mortgage brokers, escrow agents, consumer finance companies, payday lenders, and money transmitters. Charlie previously served as the Program Manager of the Division’s Enforcement Unit since 2012. Prior to joining the DFI, Charlie represented the DFI as its lead litigation counsel as an Assistant Attorney General from 2005 through 2011. Prior to joining the Attorney General’s Office, he worked as an attorney in private practice. Charlie currently sits on the Board of Directors and serves as Vice President of the American Association of Residential Mortgage Regulators. He received his undergraduate degree in Accounting and an M.B.A. from California State University, Sacramento. He received a J.D. degree in 1997 from the University of the Pacific, McGeorge School of Law.

Kirsten Anderson, TreasurerKirsten Anderson earned a B.A. in Business and a B.S. in Economics before earning her law degree. Ms. Anderson served for two years as an AmeriCorps volunteer attorney with Oregon Legal Services before working in private practice. In 1999, Ms. Anderson joined the Division of Finance and Corporate Securities, now Division of Financial Regulation. From March, 2008 through June 2016, Ms. Anderson managed the licensing, examination and regulation of mortgage bankers, brokers, loan originators, and manufactured structure dealers in Oregon. In June 2016, as part of the Division’s reorganization, Ms. Anderson became the Licensing Manager overseeing licensing of all securities, insurance and non-depository licenses. For five years, she served on the Multi-state Mortgage Committee, which oversees multi-state mortgage examinations and enforcement actions and served as Chair in 2016. She currently is a member of the NMLS Policy Committee and the State Coordinating Committee. and is responsible for the development, maintenance, and oversight of Maryland’s non-depository licensing and examination processes, procedures, systems, and training. Additionally, he is involved in the review and maintenance of Maryland’s mortgage lending regulations, and participates in the initiation of mortgage-related legislation. He serves as Chair of the Office’s Non-Depository Operations Committee, whose membership includes the directors of the Licensing, Supervision, Consumer Services, Enforcement, and Outreach units.

Cliff has served as the Secretary of the American Association of Residential Mortgage Regulators (AARMR) since December, 2017, and served as a Director-at-large from December, 2015, until becoming Secretary. He has been an AARMR appointee to the Multi-State Mortgage Committee (MMC) since December, 2017, and has served with the MMC’s Examiner Training Workgroup since March, 2016. He was a member of the NMLS Mortgage Testing and Education Board from March, 2012, through October, 2015, serving as Chair from November, 2014, through the conclusion of his term on the board. He served as a State Liaison Committee representative to the Federal Financial Institution Examination Council’s Regulation Z Working Group, 2009–2011, and served on the state’s MLO licensing test development committee in 2009. Before working for the Office of the Commissioner, Cliff worked for 20 years in the consumer credit and mortgage industries, in capacities including general operations, underwriting, loss mitigation, internal compliance, and policy development.

David Axford, At-Large DirectorDavid Axford has been the Chief Administrator for Licensing in the Compliance Division of the Tennessee Department of Financial Institutions since October, 2008. His primary area of responsibility is the oversight of the Department’s licensing of non-depository financial institutions. David joined the Legal Division of the Department as a Staff Attorney in April, 2005. He is licensed to practice law in Tennessee, the U.S. District Courts for the Middle and Western Districts of Tennessee, and the U.S. Court of Appeals for the Sixth Circuit He is a member of the Tennessee Bar Association, an Emeritus Member of the Harry Phillips American Inn of Court, and a Fellow of the Nashville Bar Foundation. He also served on the Mortgage Testing and Education Board of the State Regulatory Registry from 2010–2013, serving as Chairman in 2012–13.

Prior to joining the Tennessee Department of Financial Institutions, David was in private practice as a partner in the Nashville law firm of Kitch & Axford, and before that was a principal in the Nashville law firm of Stokes & Bartholomew, P.A. He was also formerly Assistant Vice President and Associate General Counsel with First American National Bank in Nashville, and a Legal Officer with Third National Bank in Nashville.

David graduated from Middle Tennessee State University (B.S.) in 1977 and the Nashville School of Law (J.D.) in 1983.

Cindy Begin, At-Large DirectorCindy Begin was appointed in 2011 to serve as Chief Risk Officer of the Massachusetts Division of Banks with oversight for risk management of the Division’s Depository Institution Supervision and Outreach, Non-Depository Institution Supervision, and Enforcement and Investigation Units. She previously held the position of Senior Deputy Commissioner for the Division’s Non-Depository Unit overseeing the licensing and supervision of over 5,000 licensed financial service providers including mortgage lenders, mortgage brokers, mortgage loan originators, money service businesses, finance companies, and debt collectors. Ms. Begin joined the Division in 1994 serving as Assistant General Counsel. Prior to joining the Division, she held the position of Vice President and Legal Counsel to the Massachusetts Share Insurance Corporation. She began her career in banking in the 1980’s at The Conifer Group, Inc., a Worcester, Massachusetts-based bank holding company.

Ms. Begin served as AARMR President from 2012–2014, and received the AARMR Distinguished Service Award in 2014. Ms. Begin holds a Bachelor of Science degree in Business Administration from Nichols College and a Juris Doctorate from Suffolk University Law School.

Rod Carnes, At-Large DirectorRod Carnes is Deputy Commissioner for Non-Depository Financial Institutions, Georgia Department of Banking Finance.

Rod Carnes was appointed the Deputy Commissioner for the Non-Depository Financial Institutions Division of the Georgia Department of Banking and Finance in November 2005.

Rod was hired as the first full-time Mortgage Examiner in 1998 and later promoted to Chief Investigator for the Mortgage Division, before becoming the Supervisory Manager for Licensing in April 2004.

Rod is the Immediate Past President of the American Association of Residential Mortgage Regulators (AARMR) and still serves as a Director. He has served on the AARMR Board of Directors since 2007 and previously held the positions of President, Vice President, and Secretary. Rod has served as an AARMR representative on the State Regulatory Registry (SRR), State Coordinating Committee (SCC), and NMLS Policy Committee.

Prior to working for the Department, Rod worked for the Department of Human Resources and in the private sector in management for seven years. He also worked as a Deputy Sheriff while attending college. Rod is a graduate of the University of Georgia with a Bachelor’s Degree in Political Science, with a concentration in accounting. Rod is also a Certified Fraud Examiner from the Association of Certified Fraud Examiners and a Certified

Christopher Romano, At-Large DirectorChris Romano has been employed by the Montana Division of Banking and Financial Institutions (Division) since July of 2004. As the Non-Depository Bureau Chief, he is primarily responsible for the licensing, supervision, and regulation of Montana non-depository financial institutions. Chris currently Chairs the Multi-State Mortgage Committee and is President of the Montana Financial Education Coalition. He has served on the AARMR Board of Directors since 2016. Chris has participated on several Mortgage Originator Test Development Review Committees as a subject matter expert and is a former member of the SRR Mortgage Testing and Education Board. He has received certification from the Education Foundation of State Bank Supervisors as a Certified Mortgage Examination Manager. Prior to working for the Division, Chris worked at his family’s mortgage broker business in Connecticut and in the field of communications with several professional sports teams. He has a B.A. in Communications from Fairfield University.

Raeleen Schutte, At-Large DirectorRaeleen Schutte is the Director of the Consumer Credit Division for the New Hampshire Banking Department and has been with the Department since January 2016. She oversees the licensing and examination for all non-depository consumer credit licensees.

Prior to joining the New Hampshire Banking Department, Raeleen spent 10 years with the State of Wyoming Banking Division and 14 months as an examiner with Consumer Financial Protection Bureau. Before becoming a regulator, she served in both lending and supervisory roles with USBank and as a Branch Manager of WyHy Federal Credit Union.

Raeleen currently serves on the Board of Directors for the American Association of Residential Mortgage Regulators, the Multi-State Mortgage Committee Board and has served on various boards, work groups and committees for CSBS throughout her career. She received her Bachelor of Science degree in Business Management from Walden University and her Master of Arts degree in Adult and Post-Secondary Education from the University of Wyoming.
