Ltd. ( Sri TarunShienh, Director, A-6, Sector-9, Noida, U.P. File No. 2307/DD-DS The committee noted that M/s Solitaire Info media Pvt. Ltd. submitted an application, received on dated 19/05/2014 in the Directorate for environmental clearance for Premia Corporate City (Mix use project),Plot No- 201, Sector-KP-V, Greater Noida, U.P. Again through their undated letter dated 29/01/2015 the proposal was submitted for “Premia Corporate City” (IT/ITES) at Plot No- 201, Sector-KP-V, Greater Noida, U.P. through which it was informed that the project has under gone few changes in the planning due to which project characteristics have been changed. Further the proponent has submitted that earlier the application was for mix use project but now the project falls under IT/ITES as per land allotted by Greater Noida Authority. Allotment letter has been enclosed alongwith the application. The committee directed the proponent to make a presentation. A presentation was made by Shri SunialKakar, representative of project proponent along with their consultant M/s GRC India Pvt. Ltd. The proponent, through the documents submitted and the presentation made, informed the committee that:- 1. SEAC Meeting Dated 31/01/2015

The 202

nd meeting of SEAC was held in Directorate of Environment, U.P. on

31/01/2015. Following members were present in the meeting along with Secretary,

SEAC:

The Chairman welcomed the members to the 202nd

SEAC meeting.

The Members of SEAC unanimously taken following decisions on the agenda points discussed:

1- IT/ITEs project“PremiaCorporate City” at Plot No- 201, Sector-KP-V, Greater Noida,

U.P.M/s Solitaire Info Media Pvt. Ltd. ( Sri TarunShienh, Director, A-6, Sector-9,

Noida, U.P. File No. 2307/DD-DS

The committee noted that M/s Solitaire Info media Pvt. Ltd. submitted an application,

received on dated 19/05/2014 in the Directorate for environmental clearance for Premia

Corporate City (Mix use project),Plot No- 201, Sector-KP-V, Greater Noida, U.P. Again through

their undated letter dated 29/01/2015 the proposal was submitted for “Premia Corporate City”

(IT/ITES) at Plot No- 201, Sector-KP-V, Greater Noida, U.P. through which it was informed that

the project has under gone few changes in the planning due to which project characteristics have

been changed. Further the proponent has submitted that earlier the application was for mix use

project but now the project falls under IT/ITES as per land allotted by Greater Noida Authority.

Allotment letter has been enclosed alongwith the application.

The committee directed the proponent to make a presentation. A presentation was made

by Shri SunialKakar, representative of project proponent along with their consultant M/s GRC

India Pvt. Ltd. The proponent, through the documents submitted and the presentation made,

informed the committee that:-

5. The project proposals are covered under category 8"a" of EIA Notification, 2006, as

amended.

The committee discussed the matter and directed the project proponent to submit

following information:

1. Details of proposed activities in the project.

2. Existing features within 30 m of the project site on site plan.

3. Percentage wise details of different uses of the project.Area chart detail of various

land use should also be shown in lay out plan.

4. Area chart including tower/block wise details with their proposed use.

5. Approved maps from the Greater Noida Authority.

6. Clarification regarding inclusion of podium area as "green".

7. Road width should be clearly indicated in the map.

8. Height of towers should be corrected as per proposal submitted for approval in

development authority.

9. Residential villas shall only be used as staff villas.

10. Plan for installing flow meters at water generation and final discharge points.

11. Plan for facilities like sanitation, water supply and disposal and fuel etc. for the

construction workers should be submitted.

12. Identify e-waste recycler as per CPCB norms for proposed e-waste recycling.

13. Plan for reflecting paint on roof top and outer walls.

14. Plan for 100% solar lighting in open and common areas.

15. Location of over head tank for firefighting.

16. Detailed CSR Plan with Rs. 6.0 crores.

17. Location of organic waste converter be should be provided regarding solid waste

disposal with segregation.

18. The water requirement/balance may be rechecked and revised if needed.

19. E-Waste 10000 K.G.yearly how to dispose off. Any Vender registered give the

details with address and affidavit letter from the proponent to be submitted.

20. In staff parking two parking to be deleted as pointed out,three parking also to be

deleted in basement 2 as pointed out.

21. All service plan signed by competent Authority to be submitted.

22. Structure design signed by qualified structural engineer to be submitted.

The matter shall be discussed after submission of information as above.

The committee noted that M/s Supercity Developers Pvt. Ltd. submitted an application

dated 13/05/2014 in the Directorate for environmental clearance for Expansion of Group

Housing Project “MAYFAIR” at Plot No.-7, Techzone-IV, Noida Extension, Greater Noida,

U.P. The proponent informed that environmental clearance for group housing project "Mayfair

Residency" at plot no. 7 Techzone-IV, Noida Extension, Greater Noida, U.P. was issued through

SEIAA letter no. 1848, dated12 October, 2013.

A presentation was made by Shri Tilak Raj Arora, General Manager along with their

7. The project proposals are covered under category 8"a" of EIA Notification, 2006, as

amended.

The committee discussed the matter and made following observation:

1. Earlier E.C. dated 12/10/2013 was in the name of "Mayfair Residency" however

the expansion is sought under the name "Mayfair" only. This change in project

name may be clarified with supporting documents.

2. Kalindi Bird Sanctuary was mentioned to be at a distance of 13.57 KM WSW

direction of the project site in the proposal submitted earlier, against which

E.C.dated 12/10/2013 was issued however Kalindi Bird Sanctuary is mentioned to

be 17.5 KM SW direction in the expansion application. This mismatch should be

clarified alongwith maps showing the Kalindi Bird Sanctuary with reference to

the project site.

3. Under environmental sensitivity it is mentioned that no water bodies within 15

KM radius and, only Yamuna River is at 18 KM West whereas in the earlier

proposal against which E.C. dated 12/10/2013 was issued, Hindon River has been

mentioned at a distance of 2.91 KM.

4. Similar glaring mismatches are evident in application however the above 02

(point no. 2 & 3) are crucial with environmental sensitivity point of view. This

should be clarified alongwith proper justification.

The committee also directed the proponent to submit following information:

1. Reasons of grant of increase in FAR with related documents.

2. Copy of structural design approved by Authority and structural design engineer

for revised proposal.

3. Compliance report to earlier E.C. dated 12/10/2013.

4. Podium shall not be covered under green.Change the percentage of green in area

chart accordingly and compensatory plans, if any.

5. Parking plan above podium parking should be confirmed from Noida Authority

with related bye-laws.

6. Permission of Authority for discharge of treated sewage in to public sewer lines

as proposed.

7. Plan for installing water meters at water intake and water discharge points.

8. All revised services plans.

9. Detailed CSR plan with Rs. 5.0 crores should be submitted.

The matter shall be discussed after submission of information as above.

3- “International Business Centre” at Plot No-B-9, Sector-132, Noida. Sri

The project proponent did not appear. The committee directed to defer the matter

till a request to this effect is received from the project proponent.

A presentation was made by Shri Arun Kumar Singh, Executive Engineer, LDAalong

with their consultant M/s Sawen Consultancy Services Pvt. Ltd. The committee discussed the

matter and directed the project proponent to submit following information:

1. Land ownership documents.

2. Approved copy of resolution passed by board of directors.

13- “Solid Waste Management” Project at Pilkhuwa, Hapur, U.P. M/s Nagar Palika

Parishad, Pilkhuwa, Hapur, U.P. File No. 2217/DD-Y

The committee noted that an application dated 21/03/2014 was submitted to the

Directorate for environmental clearance for “Solid Waste Management” Project at Pilkhuwa,

Hapur, U.P. M/s Nagar Palika Parishad. The matter was scheduled in SEAC meeting dated

03/05/2014 and was deferred as the project report was not communicated to the members. Again

Shri Hemraj Singh, Executive Officer, Nagar PalikaParishad, Pilkhuwa submitted application for

issuance of TOR for “Solid Waste Management” Project at Pilkhuwa, Hapur, U.P.The matter

was discussed in SEAC meeting dated 23/05/2014 and terms of reference were issued for the

project. A Public hearing was undertaken in the Chairmanship of ADM (Admin), Ghaziabad on

31/10/2014. Report of public hearing was communicated to Member Secretary, SEIAA through

letter dated 20/11/2014. Final EIA was submitted by the Executive Officer, Nagar

PalikaParishad, Pilakhuwa through letter dated 28/11/2014 to the Directorate.

A presentation was made by Shri R.K. Gaur, who was authorized by Executive Officer,

Nagar PalikaParishad, Pilakhuwa for appearing in the meeting through his letter dated

16/01/2015, along with their consultant M/s Epsilon Project Pvt. Ltd.The proponent, through the

documents submitted and the presentation made, informed the committee that:-

1. The environmental clearance is sought for “Solid Waste Management” Project at Khasra

no. 775, 784, 789, 807, 808, 810, Village-Mukimpur, Pilkhuwa, Hapur, U.P.M/s Nagar

PalikaParishad.

2. Total area of the project site is 7.656 acres out of which 3.656 acre is for landfill site and

rest 4.0 acres is for compost plant (Capacity 45 TPD).

3. 05 m wide green belt is proposed in the periphery of landfill site.

4. The site has been alloted by the Nagar Palika for development of landfill.

5. Internal roads will be developed in 1971 sqm. Approach road from the site to NH-24 is

1.7 km.

6. 02 KVA electrical load shall be required which is proposed to be sourced from UPPCL.

7. The project is covered under category 7 (i) of EIA notification, 2006.

The committee discussed the matter and observed that TOR wise presentation should be

made before the committee so that the project can be appraised specifically. The committee also

observed that EIA report should be duly signed by the project proponent and the consultant

agency. Papers of ownership of land should be submitted. Sites and surrounding within 30 m of

the project should be submitted. Criteria mentioned in Municipal Solid Waste Management and

Handling Rules should be complied with and should be presented in tabular form before the

committee. List of all the products/by products of the project should also be mentioned. Test

reports as given in the EIA report should be reviewed/checked and resubmitted.

The committee also directed to submit following information:

1. Details of Buffer zone and green area.

2. N.O.C. from Gram Samaj is to be submitted.

3. Open set back from all side as per rule I'd to be provided at least 10.0 meter to be left.

4. Location of existing approach road/Canal in site plan with dimension to be shown.

The matter shall be listed after submission of information as above.

15- Group Housing Project at Plot No-16 B, Greater Noida West, U.P. Sri Kamal Dutta, E-

117B, Gali No-6, New Ashok Nagar, Delhi. File No. 2090/OSD-T

The Secretary, SEAC informed the committee that the matter is pending at

SEIAA, hence it need not to be appraised by the committee as of now. The committee

agreed and directed to delist the matter from the agenda of this meeting.

16- Institutional Building “Skyline Institute of Engineering Tech” at Plot No-3, Knowledge

Park-II, Greater Noida, U.P. Sri NirmalVaswani, B-12, Greater Kailash, Enclave-I,

New Delhi. File No. 2116/DD-DS

The committee noted that the matter was earlier discussed in SEAC meeting dated

05/08/2014 wherein Secretary, SEAC was directed to initiate legal action as per provisions of

MoEF OM dated 12/12/2012 since the construction at the project site was started without

obtaining environmental clearance. In continuation, State Pollution Control Board has been

directed by State Govt. letter dated 14/11/2014 for initiation of legal action in the matter.

The committee in view of above deliberated that the matter shall be heard by the

committee after receipt of communicated from UPPCB regarding filing of case in the

Judicial Court as per provisions of OM dated 12/12/2012. The project proponent may be

informed accordingly.

17- Residential Township “Curio-City” at Plot No-TS-2,Sector-22D, YEIDA, Greater

Noida, U.P. File No. 2241/AD-sub. The committee noted that the matter was earlier discussed in SEAC meeting dated

07/10/2014wherein following queries were made by the committee:

1. LIG & EWS housing to be provided as per U.P Govt. Orders and building bye laws

i.e. 10% for LIG and 10% for M I G.

2. As TOR approved for 100 hectares and now in revise project it has been redused to

40 hectares.As such all the details are to be submitted on the basis of new project

report of 40 hectares.Accordingly all the respective maps lay out plan is to be re

approved by the competent Authority.

3. Revised corrected statement of area is to be submitted along with % statements.

4. Detail plan of rain water harvesting with no of pits to be provided with its location is

also to be submitted.

5. Commitment letter from Noida Development Authority that water supply sewer

drainage will be allowed to be connected / provided from the Authority and no

objection to be issued will be submitted by the proponent.

6. 100% solar energy will be provided in all street light and common places like stair

cases.

7. Detailed proposal of Area statement with plotted development area, constructed area

along with block wise, floor wise details.

The committee discussed the replies and recommended grant of environmental clearance

to the project with specific conditions given at para-A. However, the project proponent is

directed to submit revised form-1 including all the information as revised by the proponent as a

result of queries made by the committee from time to time, so that comprehensive and final

project details can be mentioned alongwith the recommendations of the committee. The

recommendations of the committee shall be effective only after submission of revised form-1 as

above by the project proponent.

3. Project falling with in 05 Km. area of Wild Life Sanctuary is to obtain a clearance from

National Board for Wild Life (NBWL) even if the eco-sensitive zone is not earmarked.

4. Approved site plan from authority to be submitted within 03 months from issuance of the

Environmental Clearance.

5. Adequate green should be provided within the premises.

6. For the treatment for total sewage, a full-fledged STP is to be provided with 20% higher

capacity than waste water generated during operation phase.100% waste water is to be

treated in captive STP conforming to prescribed standards of receiving body for designated

use. Monitoring of STP to be done daily till its stabilization.

7. Recycled water shall be regularly monitored. Dedicated power supply for STPs is to be

ensured during operation. Sludge of STP is to be used in house as manure and surplus

manure should be managed by giving to end users.

and be 6mt higher than the tallest building.

18. Post project monitoring for air, water (surface+ ground), Stack noise of D.G. sets, STP to

be carried out as CPCB Guidelines.

19. Mobil toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc.

Shall be made available to the temporary residents/workers at the project site including the

proper treatment and the disposal of the wastes.

20. Provision of separate room for senior citizen with proper amenities.

21. Parking for disabled persons should be explored.

22. Protection shall be provided on the windows of the high rise flats for security of residents.

23. Criteria/ norms provided by competent Authority regarding the seismic zone be followed

for construction work.

24. Dual plumbing should be adopted.

25. Unless and until all the environmental issues are sorted out the occupancy will be restricted

and would be only allowed after achieving the Permission from the competent authority.

26. The project proponent shall ensure that the project site does not attract/infringe any buffer

zone of no activity identified/declared under law.

27. Ground water should not be extracted for the purpose of construction or otherwise. In case

of default the Environmental Clearance will deem to be cancelled.

28. No fresh water will be used for irrigation purpose.

29. Rain water runoff from the open area of the project shall not be discharged outside but

suitably collected in a pond and utilised for useful purposes.

30. The project proponents shall declare/submit the running cost of STP and other

environmental management services (e.g., Municipal Solid Waste Disposal, Green belt

Maintenance, Water Management etc.) in their proposals and shall include them in

allotment letters.

The committee noted that the matter was earlier discussed in SEAC meeting dated

27/09/2014 wherein following queries were made by the committee:

1. Submission of all approved plans from competent Authority.

2. Ownership of land/Site plan showing all physical features within 30 m of the project

site along with all approved plans regarding the project should be submitted.

3. Water demand as per the population must be specified in the tabular form along with

the water balance diagram.

4. In area chart % of land use to total area to be shown.

5. All services plans/maps i.e. sewage, drainage, external electrification, rain water

harvesting, parking, uses of solar energy etc.

6. Air quality monitoring station shall be setup. A plan should be submitted.

7. Water quality should be monitored at water distribution point and at outlet of STP.

8. Detailed water supply system plan alongwithover head tanks for firefighting shall be

proposed as per estimated requirement.

9. Permission shall be obtained from the Competent Authority for the use of municipal

supply water.

10. Storm water drain is proposed in rain water harvesting pits. Rain water harvesting pits

should only be connected from roof tops. Separate Plan for storm water drains should

be submitted.

11. Details of CSR plan to be submitted.

12. Plan to make Plastic/ polythene free town ship.

3. The sewage, drainage, external electrification & parking plans have been

submitted with the Initial environmental application. Apart from this all external

street lights shall be solar powered.

4. After the grant of environmental clearance the project shall regularly submit 6

monthly compliance reports as stated in the point 10 of Environmental Impact

Assessment Notification, 2006 and its amendments. Along with the compliance

reports monitoring reports of Air, Water, Noise& soil quality at the project site

during construction and operation phase shall be submitted to Uttar Pradesh

Pollution Control Board and Regional Office, Ministry of Environment and

Forest, Lucknow. The monitoring shall be carried out by NABL/MoEF accredited

laboratories.

5. Water quality at the water distribution point and outlet of STP shall be monitored

by MoEF/NABL accredited laboratories at regular intervals after the

commissioning of the STP.

6. A 250 KL tank is provided for supply of water required for firefighting purposes.

Location of tank is earmarked in the site water supply layout plan as presented in

next slide. Over-head fire tanks are provided.

7. Currently the municipal connection is not being provided in the area. Though

External Development Charges (EDC) are being paid to YEIDA @ Rs. 574/- per

square meter. It is stated in the lease deed made with Yamuna Expressway

Industrial Development Authority for Plot- 2A in sector 17A.

The committee discussed the replies and recommended grant of environmental clearance

to the project with specific conditions given at para-A. However, the project proponent is

directed to submit revised form-1 including all the information as revised by the proponent as a

result of queries made by the committee, So that comprehensive project details can be mentioned

alongwith the recommendations of the committee. The recommendations of the committee shall

be effective only after submission of revised form-1 as above by the project proponent.

Para-A:

1. Project falling with in 5 Km. area of Wild Life Sanctuary is to obtain a clearance from

National Board for Wild Life (NBWL) even if the eco-sensitive zone is not earmarked.

2. Approved site plan from authority to be submitted within 03 months from issuance of the

Environmental Clearance.

3. Adequate green should be provided within the premises.

4. For the treatment for total sewage, a full-fledged STP is to be provided with 20% higher

capacity than waste water generated during operation phase.100% waste water is to be

treated in captive STP conforming to prescribed standards of receiving body for designated

use. Monitoring of STP to be done daily till its stabilization.

5. Recycled water shall be regularly monitored. Dedicated power supply for STPs is to be

ensured during operation. Sludge of STP is to be used in house as manure and surplus

manure should be managed by giving to end users.

20- Proposed School DPS-Indrapuram Branch at Khasra No- 851,852, 853, Vill-Morta,

Rajnagar Extension, Ghaziabad, U.P. File No. 2248/AD-Sub

The committee noted that the matter was earlier discussed in SEAC meeting dated

13/12/2014 wherein some queries were made by the committee. However, MoEF, Govt. of India

through OM dated 22/12/2014 has exempted schools from the requirement of environmental

clearance under EIA notification, 2006. The committee discussed the matter and deliberated that

request of project proponent in this regard may be put up and discussed in next meeting.

21- Jubilant Agri& Consumer Products Ltd at Bhartiagram, Gajraula, Amroha. File No.

The committee noted that the matter was earlier discussed in SEAC meeting dated

13/12/2014 wherein queries were made regarding the project. The project proponent has

submitted their replies which should be scheduled for next meeting and the project proponent

MoEF, Govt. of India through OM dated 22/12/2014has provisioned as follows:

"The projects or activities shall not includeindustrial shed, school, college, hostel for

educationalinstitution, but such buildings shall ensure sustainableenvironmental

management, solid and liquid wastemanagement, rain water harvesting and may use

recycledmaterials such as fly ash bricks."

The matter was discussed in last SEAC meeting wherein it was decided to seek

clarification from Govt. of India regarding categories of educational institutions (other than

school, college) exempted from the requirement of environmental clearance. The proposed

project shall be appraised as per provisions of EIA notifications till any otherwise

clarification is received from MoEF which puts the technical universities under activities

exempted from the requirement of environmental clearance.
