1. Executive Summary Search for Common Ground (SFCG), with financial support from US State Department (DRL), carried out the Transformational Women’s Leadership Project in Indonesia between the end of July 2010 and October 2012. The Goal of the project is to strengthen the rights and roles of Indonesian women at various levels of society. The approach involves: (1) strengthening the capacity of women’s organizations to provide ongoing leadership development for community and political leaders through a multi-layered, transformational leadership development project; and (2) utilizing the media effectively to empower women around issues of participation, rights and justice.

The objectives of the evaluation are to assess the effectiveness and the impact of the project, to determine whether the project is facilitating the useful exploration of the rights and roles of Indonesian women at various levels of society by SFCG’s project stakeholders, and to provide recommendations for future projects.

The methodology used in this evaluation is the so called “fourth generation” of evaluation that stresses the importance of participation of the stakeholders.1 This evaluation will also apply the basic approach of Appreciative Inquiry2 to find out the positive elements of the project. The data collection techniques include: documentary review; field observation in three selected areas: Yogyakarta, Lombok (Nusa Tenggara Barat), Kendari (Sulawesi Tenggara; focus group discussions (FGDs) with various stakeholders of the project; and interviews with local women parlementarians, selected women leaders, staff of NGO partners, and radio crew.

Relevance: In general, the project was seen relevant to the situation and the needs of the members of the national and regional Parliaments related to their function as legislators. The project fulfilled the need of the women Members of Parliament (MPs) to enlarge their horizons in order to be able to contribute more to decision-making processes, especially in negotiations regarding budget and monitoring. The project has also successfully responded to parliamentarians’ needs for capacity-building in public speaking, which is important for Parliamentary sessions, addressing constituents and communicating ideas to the public through mass media. Radio listeners who were the second target group thought the themes of the radio drama “Pemimpin Super – Suara Perempuan” reflected the need to respond to the fact that the voices of women are still unheard despite the vital functions women play in the different levels of society. The radio station crew viewed the project as relevant since it responded to the need of women to be included in decision-making processes at the different levels of society.

Effectiveness: Women legislators at the National level (DPR and DPD) and local level (DPRD I and DPRD II) were of the opinion that the project, through workshops and leadership forums, had been successful in increasing understanding of women’s issues, leadership skills, and skills of decision and policy making. The radio listeners evaluated the project as successful in increasing awareness of women’s issues and the importance of women’s representation in public and political institutions. KPI evaluated the project as successful in increasing the skills and knowledge of KPI facilitators in conducting workshops for women legislators and future leaders at the local level. The project was seen by radio station crews as successful in increasing their skills as talk show hosts and their knowledge on women’s issues. On the whole, this project changed the view of radio station staff and crews on women’s issues, the participation of women in public and political affairs, and also on gender justice.

Impacts: The legislators concluded that the project has begun to show its impact in the form of local regulations or legal drafts regarding women and children, and the increase in budget allocations for women’s needs. Other important impacts of the project were the creation of good communication and relationships between the provincial and district MPs, as well as between MPs at the national and local level with Civil Society Organizations (CSOs). The radio listeners concluded that the broadcasting of the radio drama and talk shows over the course of the project has increased the awareness of the general public regarding the importance of women’s representation and participation in politics as well as gender justice. KPI thought that the project succeeded in encouraging local MPs to actively participate in pushing through some pro-women decisions and regulations such as: increasing the budget for a women’s empowerment project (Bengkulu); local regulation on education and a legal draft on poverty reduction, both guaranteeing women’s interests and needs (East Java); and the initiation of a parliamentary women’s caucus in West Nusa Tenggara and West Java. The radio stations, through their listeners’ club, have been able to spread the impact of the radio drama ‘Pemimpin Super - Suara Perempuan’ and talk shows to the wider public. The interaction between the club members and the general public in everyday life has made this wider impact possible.

Sustainability: One of the outstanding results of the project is the effort made to sustain the results of the project through the establishment of a Women’s Political School in Yogyakarta sponsored by KPI and local women legislators. As the implementing organization of this project, KPI is striving to sustain the results of the project by integrating it into various activities of the organization. For example, KPI consistently invited ex-participants of the Effective Political Leadership Workshop to participate in various KPI activities. This is also the case with radio broadcasters. They are aware of the importance of radio project to promote the political position of women and gender justice among their listeners. They are eager to re-broadcast the radio drama serial produced by this project.

2. Background and Goals of the Project Search for Common Ground (SFCG), with financial support from US State Department (DRL), carried out the Transformational Women’s Leadership Project in Indonesia between the end of July 2010 and October 2012. The goal of the project is to strengthen the rights and roles of Indonesian women at various levels of society. The approaches used include: (1) empowerment of women’s organizational capacity, in order to provide sustainable service on development of leadership for community and political leaders, through a transformative leadership project; and (2) effective use of media to empower women on problems regarding participation, rights and justice.

In detail, the objectives of the project are as follows:

The newly elected woman legislators are to be equipped with leadership skills and in-depth knowledge on the problems facing women, to help them with administering their office.

The trainers/facilitators from the local women’s organizations continue to work as social reformers, providing the most modern leadership trainings for women in the community and at the national level.

Elected woman legislators and women aspiring to be politicians are to be empowered as decision makers and leaders.

Public awareness is increased regarding the role of women as social reformers through political and citizen participation, representation and gender justice.

This activity is meant as the final project evaluation in order to:

Evaluate the project’s effectiveness (to what extent the aims of the project are achieved);

Evaluate the impact of the project, especially the change in knowledge and attitude towards the rights and roles of Indonesian women at all levels of the society;

Determine whether the project has facilitated an examination of the rights and roles of Indonesian women at all levels of the society by the stakeholders of SFCG’s project, including MPs, CSOs, decision makers and women in general;

Provide recommendations for future projects. The evaluation includes these aspects:

Effectiveness: what are the achievements of the project, and were the project activities adequate to achieve the project’s goals?

Impact: 1. Has the project succeeded in increasing the capacity of women MPs regarding

the rights and roles of Indonesian women at different levels of society?

2. Has the project succeeded in changing the perception of rights and roles of women at different levels of society?

3. Has the project succeeded in changing the attitudes/behavior of female MPs and the general public towards the rights and roles of Indonesian women at different levels of society?

4. Has the project provided adequate resources (training manuals, trainings, radio dramas, etc.) to increase the level of understanding regarding the rights and roles of Indonesian women at all levels of the society as well as to change attitudes/behavior of the target groups to become more open and tolerant?

Relevance: Have the goals of the project answered the needs and priorities of the target communities in Indonesia? Is there a need to change the project’s direction to better reflect those needs and priorities?

The evaluation will also investigate the non-technical aspects of the project in order to give a bigger picture on the project’s intervention, determining the connection between the technical and non-technical aspects of the project.

3. Methodology The method used in the evaluation is called the fourth generation of evaluation, emphasizing the participation of the stakeholders in conducting a sustainable evaluation. 3 Moreover, the evaluation will also practice the approaches of Appreciative Inquiry4 focusing on the positive aspects of the project implementation.

Techniques used in data gathering for the evaluation include: Inspection of documents (proposals, baseline reports, periodic reports,

monitoring reports, mid-term evaluation report);

Field visits to three selected areas: Yogyakarta, Lombok-West Nusa Tenggara, and Kendari-Southeast Sulawesi;

FGDs with stakeholders, including the local members of parliament, KPI staff, radio announcers and radio listeners;

In-depth interviews with female MPs, KPI staff, radio drama scriptwriters, radio announcers and selected woman leaders especially those who were not able to join the FGDs;

Survey questionnaires distributed to as many as possible stakeholders and beneficiaries of the project in the eight target areas. The questionnaire consists of several statements related to all aspects of what is to be evaluated. The respondents are required to express their opinion: whether they fully disagree (1), disagree (2), somewhat agree (3), agree (4) and fully agree (5). The average

score given by the respondents illustrate their evaluation on the respective criteria.

The guideline of the FGD and the interviews and the survey questionnaires is included in Appendix 7.1. The total number of participants in the eight FGDs in the three selected areas is 105; the number of resource persons interviewed personally is nine; and the number of resource persons returning the filled questionnaires is 211. The total numbers of resource person are 214. See Appendix 7.3: The list of resource persons.

4. Key Findings 4.1 The implementation of the project The general view on the implementation of the Tranformational Women Leadership Project can be seen in the diagram below:

The Transformational Women’s Leadership Project targets three groups. The first group is female legislators (national, provincial, regional, local), as well as women leaders aspiring for positions in political parties, who through the project increase their leadership skills and knowledge on women’s issues, to help them better perform their duties. The second group consists of women’s organizations and radio stations. Through the project, women’s organistions are enabled to provide leadership trainings and increasing their roles as social reformers. Radio stations are enabled to produce, organize the broadcast and air radio projects to increase public awareness. The third group is the general public, including radio listeners, whose awareness of women’s political participation, representation and gender justice is increased.

The first target group was reached with a series of activities to increase the capacity of woman legislators through Effective Political Leadership Workshop, Leadership Forum and Coaching Project at the national level. At the provincial, regional and local levels, the Local Training Workshops were conducted. A number of facilitators and co-facilitators were prepared at the beginning of the project to facilitate the meetings on the three levels, in order to achieve the goals of the second target groups.

One of the radio stations was prepared to produce 25 episodes of radio drama titled “Pemimpin Super – Suara Perempuan”; while 30 radio stations (10 commercial stations and 20 community stations) aired the 25 episodes in succession, in a period of 1-2 months. The radio stations also broadcasted five talk show projects, each one to be aired after a sequence of five drama episodes.

It is regrettable that the activities are disconnected to one another. The diagram above does not show a clear connection between the legislators and the general public. The radio stations, which are potential training grounds to increase legislators’ skill and confidence in public speaking, were not utilized optimally. The activites designed to increase the capacity of the legislators was managed apart from the effort to increase the public awareness through the radio project, a major cause of the disconnectedness. 4.2 Project Relevance

In general, the project was relevant to the situation and the needs of the three target groups. The members of the national and regional Parliaments (DPR-RI and DPRD) and members of Regional Representative Council (DPD) who participated in the project gave an average of 3.7 out of the possible 5.0 points, which is the maximum score can be resulted. The reason given for the score was that the project fulfilled the need of female MPs to enlarge their horizons in order to be able to contribute more to decision-making processes. There were three activities designed for the legislators: Effective Political Leadership Workshops, Leadership Forums and the Coaching Project. These project activities succeeded in encouraging and motivating the women MPs, both at the national and regional levels, to participate more actively in dialogues regarding legislation, budgeting and monitoring. The project has been deemed suitable to train MPs in public speaking skills, which are useful for speaking in parliamentary sessions, in front of constituents as well as for communicating ideas to the public through mass media.

Radio listeners, the second target group, gave an average score of 4.1 out of possible 5.05 for relevance of the radio drama “Pemimpin Super - Suara Perempuan”, consisted of 25 episodes and five talk shows. They thought the themes accurately reflected the condition in the society. Most of the public, especially male participants were aware or fully respectful of the roles and contributions made by women; however, the voices of women were still unheard despite the vital functions women play in the society. The radio drama and talk shows answered a public need for inexpensive and accessible educational tools on gender issues.

The third target group that can be seen as intermediate target group (radio stations participating in the project) gave an average of 4.0 for relevance. They generally thought that the radio dramas and talk shows accurately reflected theproblems and conditions of women in their community and in Indonesia generally. The other second target group, Women’s Coalition for Justice and Democracy Indonesia (KPI), was involved from the very start and gave the project a relevance score of 4.0 out of possible 5.06. They reasoned that the project was relevant because it has created a meeting point for female MPs and the Regional Representatives Council from different political parties, on both national and regional levels (municipal and provincial). The project is also in line with the needs of female MPs, at both national and regional levels. Before the project began, most of them were not ready to actively participate in their responsibilities as MPs,7 particularly regarding legislation, budgeting and monitoring. Legislation is concerned with

the use of power to formulate and authorize laws and regulations. Budgeting is concerned with the discussion of, and giving approval for or rejecting the state budget plan submitted by the President or respective regional executives. Lastly, monitoring is concerned with tracking of the implementation of laws and expenditures by respective levels of executives. This project also opened a channel for women’s advocacy groups to connect to women legislators, especially at the regional levels, in order to increase their influence and ability to affect change. 4.2 Project Effectiveness

Further detail on how the project achieved its objectives in terms of affecting change amongst its three target groups can be found below:

The effectiveness of the project refers to the extent to which the project has affected change among the three target groups. In the Transformational Women’s Leadership Project (TWL), there are three target groups: First, female legislators on the national, regional (DPR and DPRD) and local levels (DPRD I and DPRD II); second, the radio listeners of commercial and community stations; third, “intermediate groups,” i.e., CSOs prepared to provide services to the first and second groups, such as KPI and radio partners.

The first group is female legislators (national, provincial, regional, local), as well as women leaders aspiring for positions in political parties gave:

1. An average score of 3.9 out of possible 5.0 to the success of the project in enlarging MPs horizons and their knowledge of women’s issues and problems.

2. An average of 3.7 to the success of the project to increase skills such as public speaking, conflict management, leadership, and using the media to convey key messages.

3. An average of 3.7 to the success of the project in increasing the participants’ skill in designing policy and making decisions.

4. An average of 3.88 regarding the success of the project in increasing MPs’ understanding of women’s issues, leadership skills and skills in decision- and policy-making.their

The increase in knowledge and horizons for the members of Parliament and future leaders of the political parties was achieved through workshops and leadership forums. As has been stated in interviews with participating MPs, these activities have broadened the MPs’ horizon on women’s issues; in particular, the workshops combined theory and practice to convey a “total knowledge.” The respondents added that this increase in knowledge has helped them feel more confident in facingthe political competition in the next 2014 election.

The increase of MPs’ skills can also be seen in the way in which MPs who participated in the project advocated for female constituents on a grassroots level. One of the issues and problems disclosed in the interviews and FGDs was the access to health services for women at the grassroots level. The public speaking, conflict management, and leadership skills acquired from TWL project have enabled MPs to conduct dialogues and coordinate with relevant institutions, such as the Health Office, the hospitals and other members of the Parliament, especially Commission D, which oversees matters of public health. This development has resulted in more efficient access to the inexpensive health service among the public9.

The increase of decision- and policy-making skills has also been applied in the MPs’ participation and contribution in advocating the draft of pro-women local regulations and other decrees. However, MPs still face challenges, namely that the Parliament is still dominated by motions and suggestions from male members who outnumber the female members by a great margin. This finding is in line with the baseline data, gathered before the project was first implemented (December 2010). The baseline data survey was conducted in three areas, Bengkulu, West Nusa Tenggara and Surabaya, and reveals that the gap between the numbers of male and female MPs is the greatest challenge female MPs face in participating in decision- and policy-making.10 However, as has been revealed in FGDs with MPs in Kendari, Southeast Sulawesi, female MPs continue to raise their voices despite the challenges they face. The second target group, KPI, received TOT workshops which produced 15 KPI facilitators: 3 national and 12 regional. During the project, the three national facilitators participated as co-facilitators in the Effective Political Leadership Workshop and the Leadership Forums facilitated by the team from SFCG. Moreover, the three national facilitators have, with help from the 12 regional facilitators, conducted the local training workshops in 8 target provinces.

The second group consists of women’s organizations and radio stations staff, they were filled-out the evaluation survey and gave:

1. An average score of 4.0 of 5.0 for the success of the training of trainers in increasing the skills and knowledge of the facilitators to lead workshops for female MPs and future leaders at the local levels.

2. A score of 3.8 for the success of the training project facilitated by KPI in increasing the skills and knowledge of women members of Parliament at the provincial and municipal levels on leadership, conflict resolution and use of media to convey messages.

The FGDs with radio listeners indicated that the listeners’ awareness of the importance of women’s representation in public and political institutions has increased. For example, the talk shows and radio drama “Pemimpin Super - Suara Perempuan” motivated Ana Rosita, a grocery trader in Mataram traditional market. She used to feel “guilty” for working outside her home, as if doing so was equivalent to abandoning her role as a domestic caretaker. She has now put the feeling aside and succeeded in encouraging her husband and children

3. Thus the overall average score given by this target group for the effectiveness of the project is 3.95.

Interviews with radio station staff (commercial stations: Radio Cemerlang Depok, Radio Sonora Jakarta, Radio Maya Pesona NTB, Radio Suara Kendari; community stations: Rakom Wiladeg; Rakom FKM) revealed that they are very familiar with airing talk shows and radio dramas. Nonetheless, they gained several new experiences from the project, including increasing their skills as talk show hosts and their knowledge of women’s issues. This project has contributed to transforming the view of the stations’ staff and crews on women’s issues, the importance of the participation of women in public and political affairs, and gender justice. The stations’ staff has also realized that radio plays an important role in communicating and informing the public about these issues, and about how to apply gender justice to public life.

The third group is the general public, including radio listeners, who gave the following scores for the evaluation survey:

1. An average score of 4.2 out of possible 5.0 for the success of the project to increase public awareness on the importance of women’s representation in the public and political institutions.

2. A high score of 4.2 for the success of the project to increase the understanding of the project on women’s issues and gender justice.

3. The overall average score given by the radio listeners for the effectiveness of the project is 4.2.

Moreover, the members of radio listeners’ communities, both in commercial (e.g. Maya Pesona Indah FM) and community stations (e.g. FKM, Wiladeg) have increased their understanding on women’s issues and gender justice, which is reflected in changes in their attitudes and understanding. In the FGDs, it was revealed that the women no longer see themselves as “the second sex” but as equal partners to men. The listeners who are active in the Family Welfare Movement (PKK), such as the Wiladeg Hamlet Chief wife, revealed that in their community women have begun to discuss their aspirations for the welfare of the whole community, not just within their own homes. This development has been influenced, in part, by the radio drama “Pemimpin Super - Suara Perempuan,” which was aired on Wiladeg’s community radio station. The listeners of Radio Maya Pesona FM, who joined the listeners’ group during an FGD in Lombok, West Nusa Tenggara, revealed that women’s issues are no longer an exclusive arena for woman activists but can also be discussed by the general public and non-activist women.

The legislators in Bengkulu province have contributed in the form of policy to provide funding for a women’s empowerment project, with a budget of 10 million IDR a year, managed by the Bengkulu Chapter of Women’s Crisis Center and KPI. Moreover, with KPI’s help, the legislators in East Java have contributed in pushing the local regulations on education and a legal draft on poverty reduction, both of which take into consideration women’s interests and needs. As in Bengkulu, the TWL project has helped to initiate

the Parliamentary Women’s Caucus in West Nusa Tenggara and West Java. In West Java, the legislators have succeeded in pushing for a review on the local regulation on education to ensure a greater ease of access for women.

The increase in awareness regarding gender justice is

revealed, for instance, by the greater participation of husbands in helping with household chores. Many husbands now wash the clothes, sweep the floor, feed the babies and care for the children. The participants of the FGDs with the listeners of the community stations FKM and Wiladeg in Jogjakarta revealed that chores are no longer a taboo activity for the men. Moreover, in an FGD with radio listeners, the village chief of Wiladeg revealed that the participation of women in the Village Development Planning Deliberation (Musrenbang) to contribute with opinions and suggestions has increased since the TWL project begun.

4.3 Project Impacts The impact refers to the changes affecting and effected on circles greater than the original target groups, such as the authorization of regulations or policies binding all the citizens or the local community. At the lowest possible level, the change should affect a diffusion of

knowledge to people outside the target groups. In general, the members of the target groups believed that such effects are already visible.

The first target group (legislators and future leaders) concluded that the project has begun to show its impact in the form of local regulations or legal drafts regarding women and children, and the increase in budget allocation for women’s needs. The average score given by the group is 3.8. The project successfully encouraged woman MPs who were not active participants in the project to give support to pro-women policies. The average score on the impact is 3.4 and thus the overall average given by the legislators and the future leaders in the political parties is 3.6. The other important impact of the project based on the interviews is the creation of good communication and relationships between provincial and district MPs, as well as between MPs at the national and local levels with CSOs (mass organizations and NGOs). The opening of space for communication and good relationships will make it easier for the members of the Parliament to fulfill their responsibility as representatives of the people.

The second target group (the radio listeners) concluded that the broadcasting of radio drama and talk shows over the course of the project has increased the awareness of the general public on the importance of women’s politics and representation, as well as on gender justice. The average score given is 4.2.

The third target group, KPI and staffs of the commercial and community radio stations, gave an average score of 3.5 to the success of the project in encouraging authorization of pro-women policies. Thanks to word of mouth from the projects’ participants, the female MPs who were not active participants in the project have begun to take active participation in support of pro-women policies and decision making. The survey score given was 3.2. Thus the overall average given by this group (KPI and staffs of the radio stations) is 3.3.

KPI has succeeded in encouraging members of the Parliament to take active participation in pushing through some pro-women decisions and regulations, as mentioned in the paragraph above. The radio stations, through their listeners’ clubs, have been able to spread the impact of the radio drama “Pemimpin Super - Suara Perempuan” and talk shows to the wider public. The interaction between the club members and the general public in everyday life has made this wider impact possible. 4.4 Sustainability One of the unexpected successes of this project is the efforts made by the beneficiaries to make the project sustainable. The Women’s Political School in Yogyakarta, initiated by the Parliamentary Women’s Caucus with KPI and other women’s organizations is one of the efforts to maintain facilities where the female MPs involved in the project can keep developing their capacity and supporting each other.

As SFCG’s partner in running the project, KPI has conducted efforts to make the project sustainable by integrating it into its institutional work. There have been several occasions where alumni of the leadership training were invited to serve as resource people in seminars and workshops organized by KPI. Moreover, to keep improving the leadership skills of the alumni of the women’s leadership workshop, KPI has encouraged alumni to get involved in advocacy and safeguarding pro-women policies in certain areas.

Sustainability measures have also been implemented by the participating radio stations. Those visited in the evaluation process stated that although they are familiar with broadcasting radio dramas, the content of this particular drama and talk shows is new to them. Awareness about the importance of women as the agents of social change through participation in public and citizen affairs, representation and gender justice is now rising among the radio staff. Several radio stations, such as Radio Cemerlang FM, Radio Swara Kendari, and Radio Maya Pesona Mataram have stated that women’s issues are now included in their own talk shows. Moreover, as a form of commitment to the issues discussed in the project, with the permission from SFCG, they intend to re-run the radio drama and talk show “Pemimpin Super - Suara Perempuan.”

5 Challenges The Transformational Women’s Leadership project faced great challenges at the beginning of the project period. Firstly, Yayasan Jurnal Perempuan (YSP) withdrew its support as a partner due to a number of disagreements. Miscommunication occurred between YSP and SFCG, leading to YSP’s expectations of its role in the project to be a largely autonomous one, with SFCG acting in a “donor” capacity only. Upon further discussions clarifying YSP’s role as a joint implementing partner with SFCG, YSP was dissatisfied with this arrangement and was unwilling to work in partnership with SFCG. Additionally, YSP disapproved of the proposed budget and different perception of the roles of SFCG in this project. Secondly, at the TOT there was a dispute on the implementation of the activities between SFCG and KPI, lessening the impact of the activities which was designed to build the initial bridge with the legislators. Another challenge was ensuring that there was the synergy between different activities in the project. Aside from the discontinuity between the Effective Women’s Political Leadership workshop and its coaching sessions, the discontinuity is also reflected on the diagram of the Transformational Women’s Leadership project implementation as described in section 4 of this report. The discontinuity is also apparent in the broadcasting of the radio drama and the woman legislators participating in the Effective Women’s Political Leadership workshop. There was insufficient cross over between these two activities which would have provided workshop participants with an excellent opportunity to implement their new skills and reach out to radio listeners. SFCG also struggled to ensure that the activities were implemented flawlessly and attended by all the persons invited. For instance, in implementing the Effective Women’s Political Leadership workshops, SFCG faced the challenge of persuading the MPs into agreeing to become full-time participants at the workshops. First, SFCG struggled to convince the MPs on both national and regional levels that “ordinary” people like staff from SFCG and KPI had something to contribute in their capacity building. This challenge was overcome by renaming the activity from training to workshop. After this challenge had been overcome, another challenge arose, in which many participants were unable to attend the workshops due to their busy schedules. The comparison between the number of people invited, and those who attended shows that this challenge was not fully overcome.

The broadcasting of radio dramas and talk shows received high scores from the radio listeners. There is, however, a remaining challenge concerning the unfinished financial agreement for airtime with Tukiyem, who was hired in a consultative capacity by SFCG to distribute the radio drama and talkshows as well as handle the contracts with the

commercial radio stations. Tukiyem never delivered the agreed upon funding for airtime to the participating commercial radio stations and has not accounted for this oversight.

6 Conclusion and Recommendations The above description based on the results of various methods of data collection shows that the project is considered a success by the three target groups: (1) the legislators at the national level (DPR-RI and DPD-RI), and regional levels (provincial and municipal levels DPRD); (2) the radio listeners; and (3) organizations involved in running the project, namely KPI and the radio stations (commercial and community Radio Stations). From the scores given by the three groups of stakeholders in this project as well as FGDs and interviews conducted, it is clear that the project succeeded in achieving its goals. The average scores given by all partner groups in the project are all above 3 out of the possible 5.

Based on the results of the evaluation mentioned in section 4 and 5, there is a series of recommendations that need to be addressed should similar projects be implemented in the future. These recommendations are especially tailored for SFCG as the organization responsible for the implementation of the Transformational Women’s Leadership project. These recommendations are concerned with the preparation of the project, the implementation of the project, and the preparation for the closure of the project. These recommendations are taken from the interviews, answers given in the questionnaires and the ideas of the evaluation team. The full responsibility for these recommendations is, however, in the hands of the evaluators.

Recommendations regarding preparation for implementation

During the information gathering phase of this evaluation, it was revealed that the Transformational Women’s Leadership project had been developed with the help from partners KPI and YJP. This policy is commendable because the co-operation between SFCG and these two organizations truly reflects a spirit of partnership from the very start. However, YJP’s withdrawal from the partnership and the unsolved dispute regarding the implementation of the coaching project with KPI indicated that partnerships could have been stronger. Should similar projects be implemented in the future, it is recommended that SFCG set aside enough time to decide on the principles of the project and its methods of implementation, and should involve the members of Parliamentary caucuses or radio station staff to serve as resource people who can speak to the needs of the intended beneficiaries.

During the preparation phase of the project, a baseline survey was conducted, both to improve the design of the project and to be used as comparison to measure changes effected by the intervention. This methodology has been used

consistently for the all workshops conducted; however, the baseline data cannot reliably measure the impacts because the respondents for the baseline survey were different from the actual beneficiaries.

The decision to target female MPs, both at national and regional levels, was based on an assumption that these MPs would be best placed to affect change. By improving their knowledge of issues affecting women and increasing their skills in communicating such issues to other members of the parliament and the general public, it would be possible for female MPs to affect changes in parliamentary policies. During the project, however, it was found that the assistants to the national Parliament are actively participating in the SFCG’s activities. Thus, it is recommended that the assistants to the female MPs should be included from the beginning as one of the beneficiaries.

Regarding the workshop for female MPs at the provincial or municipal/city levels, involving the assistants is not yet an urgent thing. However, there is another group that had not been taken into account in the design phase for the regional levels, but rose in prominence in the workshop for MPs in Southeast Sulawesi. This group consists of women staffers of the political parties, generally regarded as cadres/future members of the parliament. In the logical framework for the project, it was stated that aspiring and elected/appointed female politicians should make the target group. In practice, however, this particular group was overlooked. It is recommended that this group consisting of future leader be included as one of the target groups for the project.

Recommendations regarding Implementation of the Project

The implementation of the TWL project can be considered successful because it

has effected changes in the attitudes and behaviors of the members of the target groups. During the implementation, there was also consistent monitoring. There were in fact missed opportunities to build synergy between the empowerment of Parliement and future leaders at the national level, down to the regional and municipal/city levels, such as the opportunity of female MPs to interact with the radio listeners through talk shows. This missed opportunity occurred due to an oversight in the project design, where there did not seem to be a systematic effort to build synergy between the activites for legislators and those for radio listeners. It is recommended that such systematic synergy must be taken into account right from the design phase.

To ensure that the project was diligently carried out, more than one SFCG staff member (as was the case here) was required to build optimal synergy between different components of the project. It is recommended that the persons

responsible for different activities meet regularly during the implementation phase, whereby quick decisions can be made when necessary.

The coaching component in the project design was an important activity that should have been sustainably implemented during the project period; thus making it a bridge between the workshops and the empowerment of female MPs (carrying on the work). It is regrettable that the dispute between SFCG and KPI regarding the implementation rendered the coaching ineffective, and it ended as merely an English course. It is recommended that should such a bridging activity fail to be implemented properly, an optimal substitute must be found, such as encouraging female MPs to build systematic communication systems with their constituents and women’s groups to guarantee a supply of fresh information to MPs that will help them better understand their constituencies. In other words, it is recommended that the coaching be tailored to strengthen the principal responsibilities of the Parliament: laws and regulation, budget, monitoring and advocating the interests of their constituents.

The interviews with radio listeners revealed that there is a great interest in the radio drama and talk shows; listeners were hungry for inexpensive and accessible information. The radio listeners suggested that the drama be re-broadcasted, with additional content in local languages in order to reach a broader audience. However, the agreement for re-runs and additional content has not yet been signed. It is recommended that SFCG hasten the decision whether the drama would be re-run and whether additional content with local language should be recorded.

The main challenge faced in the implementation of the workshops is finding the right time for them in order to ensure full attendance. It has been suggested by KPI staff that this challenge arose from the fact that SFCG only approached the members of the Parliamentary Women’s Caucus, while many female MPs are not members of the Caucus. It is recommended that SFCG implement an additional strategy of invitation through communication with political parties.

Recommendations regarding the closure of the Project

Based on the FGDs, questionnaires and interviews, several follow-up efforts have been started through the initiatives of the implementation partners. These initiatives are commendable in order to ensure the sustainability of the achievement of the project. However, it is an oversight not to include this effort in the original design. It is recommended that SFCG discuss and integrate such phasing-out efforts into the design of the project.

From the information collected through FGDs, interviews and questionnaires, it is revealed that the regional MPs have hopes that a follow up project would be implemented, which would involve coaching especially. It is recommended that the coaching component of the project be continued, in order to support the principal roles of the regional legislators.

- Fasilitator berhasil membuka cara pandang anggota legeslatif untuk lebih kritis dalam melihat persoalan dan berpihak pada perempuan

- Penjaringan kebutuhan perempuan dilakukan sebelum proyek berlangsung dan diperbaharui pada masa jeda proyek untuk memastikan kebutuhan masih valid, penjaringan kebutuhan memastikan kebutuhan spesifik perempuan di daerah masing-masing (tidak digeneralisasi) sehingga proyek bisa menjawab kebutuhan perempuan yang sesungguhnya. Riset tentang teori dan praktek-praktek kepemimpinan layak dilakukan sebelum proyek kepemimpinan perempuan dimulai, sehingga ide kepemimpinan kontemporer yang sejakan dengan demokrasi, hak asasi manusia, dan kesetaraan gender bisa diartikulasikan dengan baik. Staf proyek sedikitnya memahami gerakan perempuan dan apa yang diperjuangkan oleh gerakan perempuan sehingga bisa mengelola proyek dengan substansi yang mencukupi di luar urusan administrasi dan tehnis.

- SFCG diharapkan membantu mendanai penerbitan buku “cerita sukses perempuan legeslator’ di Parlemen, bahan-bahannya sudah dial (KPI Wil Yogya)

- Perencanaan program kegiatan dilakukan secara ‘bottom up’

- Menambah materi analisis mendalam pasal demi pasal setiap peraturan perundang-undangan

- Menambah materi advokasi jaringan - Materi atau bahasan Pelatihan dan lokakarya

disesuaikan dengan peran dan fungsi anggota legeslatif, yaitu pemahaman tentang kesetaraan dan keadilan gender, pendidikan politik, anggaran

- Kesadaran masyarakat tentang pentingnya keterwakilan perempuan dan keadilan gender supaya tercapai usulannya dengan menampilkan ‘role model’ perempuan yang dianggap ‘sukses’ dalam kategori ‘Pemimpin Perempuan’ dalam program ini, perempuan ini berbicara di radio mengenai cerita suksesnya. Setiap radio menampilkan role model yang ada di wilayah pendengar radio

- Interaksi dengan pendengar lebih dekat dengan ada kuis interaktif

- Stasiun radio menjaring lebih banyak pendengar dengan cara off air melakukan pertemuan dengan pendengar radio secara regular untuk berdiskusi tentenag ‘kepemimpinan perempuan’

- Materi yang disampaikan mewakili dari semau propinsi - Meskipun proyek telah selesai, diharapkan SFCG dan

rekan kerjanya tetap mengundang radio komunitas untuk terlibat dalam isu-isu perempun

- Ada materi tentang advoaski dan ruang konsultasi bantuan hukum

- Pelatihan untuk tokoh perempuan di desa sebagai bekal untuk mendorong perempuan desa lainnya supaya mau terlibat membangun desa

- Ada kegiatan penyuluhan tentang: peran perempuan dalam rumah tangga, pelatihan menghindari KDRT, dan pentingnya gender dalam masyarakat

- Isu-isu dalam program disebarluaskan juga melalui iklan layanan masyarakat sering dan dalam waktu yang tidak singkat

- Tayangan Radio dan talkshow ada pengantar berbahasa lokal supaya lebih mudah dipahami oleh pendengar

- Saran saya kegiatan proyek tidak hanya berhenti setelah selesai program kegiatan harus diulang terus menerus sehingga masyarakat lebih mengenal
