Appendix 7: Playing Pitch Model and Overview
Why produce a playing pitch strategy? Producing a playing pitch strategy for the first time can be time-consuming and labour-intensive. However, the benefits of producing a playing pitch strategy for Hong Kong are considerable:
Corporate and strategic
• It ensures a strategic approach to playing pitch provision. During times of change, a playing pitch strategy will provide direction and set priorities for pitch sports, in particular football, rugby and hockey.
• It provides robust evidence for capital funding. As well as proving the need for capital contributions from National Sports Associations and sports clubs towards pitches and facilities, a playing pitch strategy can provide evidence of need for a range of capital grants and investment from the Government.
• It helps deliver government policies for social inclusion, environmental protection, community involvement, sports development and healthy living.
• It helps demonstrate the value of leisure and cultural services during times of increasing scrutiny on these services and the high demand for space in Hong Kong.
• It helps the stakeholders make informed decision via a robust process through: � Consultation with pitch-based sports clubs, providers and organised leagues � Challenging the current system for sports pitch ownership, management and maintenance � Comparison with other districts through various benchmarks (e.g. Team generation rates) � Competition, perhaps for pitch maintenance contracts. � It also encourages continuous improvement through monitoring, auditing and benchmarking.
Planning
• It provides a basis for establishing new pitch requirements arising lack of provision, increased demand, new urban developments and population growth.
• It is one of the best tools for the protection of pitches threatened by development.
• It provides a holistic approach to open space improvement and protection.
Operational
• It will improve a district’s asset management, which should result in more efficient use of resources and reduced overheads.
• It highlights locations where quality of provision can be enhanced.
Sports and football development
• It helps identify where community use of school sports pitches is most needed.
• It provides better information to residents and other users of sports pitches. This includes information about both pitches and sports teams.
• It promotes sports development and can help unlock latent demand by identifying where the lack of facilities might be suppressing the formation of teams.

The Playing Pitch Model - Methodology The Playing Pitch Model (PPM) is an eight-stage process for producing a playing pitch strategy. The eight stages of the PPM are:
Stage 1 Identifying teams/team equivalents
Stage 2 Calculating home games per team per week
Stage 3 Assessing total home games per week
Stage 4 Establishing temporal demand for games
Stage 5 Defining pitches used/required on each day
Stage 6 Establishing pitches available
Stage 7 Assessing the findings
Stage 8 Identifying policy options and solutions

It is important to note that the PPM should be applied to each relevant pitch sport and to any relevant geographical areas. The PPM is used as a numerical model and there are three main ways in which the model is used:
• To reflect the existing situation, using data on existing teams and pitches
• To test the adequacy of current provision by manipulating the variables in the model
• To predict future requirements for pitches, by incorporating planned pitches and projected changes in population.
Information Requirements The information required for modelling the existing situation is usually derived from sports club consultation. This can be a time-consuming task, the higher the response rate, the more accurate the information used in the modelling process:
• Number of home games played in a season by each team/team equivalent.
• Number of weeks of the playing season
• Number of teams. Information required for assessing the adequacy of existing provision (in addition to the above):
• Pitches used for home matches if different from a team’s main ‘home pitch’
• Breakdown of home games played (league, cup, friendly) – to help in appraising policy options
• Factors which may be constraining the number of home matches (e.g. Poor pitch capacity, booking policies)
• Whether the number of home games played each week is an accurate reflection of what teams actually want.
Information required for predicting the future situation:
• Predicted changes in the number and type of matches played, for example: � The potential for more midweek play on floodlit grass pitches (although this may impact on pitch quality) � Future competitive structures for the sports � Shifts in participation trends.
Worked example To demonstrate the calculation stages a worked example is shown overleaf. All data are fictitious. The Playing Pitch Calculator will perform these calculations.

To assess the adequacy of current provision, add teams travelling outside study area/‘virtual’ teams, etc.
To predict the future, future TGRs should be calculated, and targets from sports development plans applied.
The exact figure can be calculated if data is collected on the number of home matches played by all teams in the study area.
This is calculated by multiplying Stage 1 by Stage 2.
To assess the adequacy of current provision, factors that influence the current pattern of play need to be considered, eg league structure/ kick-off times.
To predict the future, predicted changes in the pattern of play need to be considered, eg the potential for more midweek games, future competitions, shifts in participation trends, etc.
This is calculated by multiplying Stage 3 by Stage 4.
Carry the peak day data through to Stage 7.
To assess the adequacy of current provision, it is at this stage that weightings can be added to reflect the capacity/availability of existing pitches.
This is calculated by subtracting Stage 5 (peak day demand) from Stage 6 (total pitches available).
To predict the future, issues such as land available for the development of new pitches, changes in NGB rules, potential improvements to quality/capacity should be considered. Take total pitches through to
Stage 7.

Case Studies
CASE STUDY: Playing pitch study in Middlesbrough The study in Middlesbrough concluded that, although statistically there was an adequate number of local authority pitches to meet current demand, other issues directly influenced the situation, notably:
• Pitch quality/capacity (pitches were excessively used during the winter months when more than one game per week per pitch was likely to cause severe damage)
• The lack of quality changing accommodation. The study recommended that:
• Methods of lessening the intensity of use on ‘structurally weak pitches’ (that is, by utilising other sites/increasing the capacity of those being used) should be investigated.
• A strict cancellation system should be adopted
• Various maintenance tasks prescribed for each pitch should be carried out to improve quality and capacity in the meantime, and
• Minimum standards for changing accommodation should be adopted.
CASE STUDY: London Borough of Wandsworth – a local authority without a playing pitch strategy In 2001, a landowner applied for planning consent to build around 30 dwellings on a playing field in an inner London borough. The local authority objected to the application and, following an appeal by the applicant, the case went to public inquiry. The landowner argued that the playing field was little used and any use that did occur could easily be re-accommodated on nearby public playing fields. In essence, the landowner argued that there was a surplus of playing pitches, demonstrated by the lack of manifest demand for use of this particular pitch. While this is not a strong case on its own, the local authority’s position was weakened because it did not have a playing pitch strategy. It was therefore forced to make its case based on booking records and estimated capacity of other pitches in the area. Its figures and calculations stood up poorly to cross-examination, leaving the local authority in a vulnerable position. Although the Secretary of State dismissed the appeal and refused planning permission, this decision was not based on playing pitch issues. In fact, the Secretary of State's letter said, ‘[I] agree with the Inspector that the use of the appeal site as a sports pitch is limited to football and its loss would not harm the aspirations of teams wishing to play in the Wandsworth area.

South Korean FA – National Football Training Centre
The South Korean Football Association developed the National Football Centre in 2001. The football training centre is used as the training base for the Korean National Football team and the youth development teams and squads. The training centre is used for referee and coach education training and football seminars.

1 Introduction 1.1 The need for a National Football Training Centre has been identified as a priority to develop football at
all levels in Hong Kong. 1.2 It is clear that the lack of a quality and dedicated football training centre is one of the factors that
prevent the development of football in Hong Kong. 1.3 A detailed Feasibility Study, Business Plan, Management Options and Design Options for the National
Football Training Centre is required to establish to size, scope, quality and sustainability of the proposed facility.
1.4 There have been a number of initial outline plans and cost estimates produced for the development of a
football training centre at Tseung Kwan O on a land fill site. The initial plans and aspirations are smaller than those being proposed in the recent Hong Kong Football Development Strategy.
1.5 The purpose of this paper is to provide:
1. Outline the proposed facility mix in the recent Hong Kong Football Development Strategy
2. Case Studies of similar sized football training centres
3. Schematic drawings and plans of the National Football Training Centre at Tseung Kwan O site
1.6 The management and operational issues will be reviewed in a more detailed study.

2 Training Centre Facility Mix 2.1 It is essential that the Training Centre is the quality to support the development of football in Hong
Kong, portray the right image of Hong Kong as a vibrant, modern and commercial capital of Asia and will attract visiting Nations and football teams to Hong Kong.
2.2 The Training Centre facility mix will need to support both HKFA and District football activities as well as
commercial activities which are required for the long term financial sustainability of the facility. Therefore the facility mix must be a combination of commercial and non-commercial elements.
2.3 The Football Study has proposed that the Training Centre must have the following elements:
• Quality natural turf pitches
• Artificial turf pitches
• Indoor football facility
• Office accommodation
• Fitness centre
• Swimming pool or hydro therapy pools
• Lecture theatre
• Class rooms
• Meeting room
• Therapist rooms
• Accommodation block
• Restaurant
Quality natural turf pitches 2.4 There is a lack of quality natural turf pitches in Hong Kong. The Training Centre will require dedicated
grass pitches that are used exclusively by the National Teams and visiting international football teams and clubs.
2.5 The National Teams will benefit from training on quality natural turf pitches in preparation for
competitions and friendly matches. 2.6 Natural turf pitches at the training centre are required to attract visiting international and club football
teams. These visiting teams will generate direct income and secondary spend. International Teams and clubs require training facilities prior to competitions or wish to travel to Asia as part of pre-season training coupled with marketing and business development activities. Hong Kong does not currently have football training facilities of a high enough standard to accommodate the requirements of these visiting football teams.
2.7 As a minimum of four natural turf full size pitches are required at the National Training Centre. 2.8 These natural turf grass pitches must be protected to ensure that they are in excellent condition
throughout the year.

Artificial turf pitches 2.9 Artificial floodlit football pitches provide quality training and unlimited usage due to the fact that the
surface remains in perfect in all weather conditions. 2.10 The artificial pitches can be let commercially to public users and commercial operators.
Indoor football facility 2.11 An indoor football training facility would be unique in Hong Kong. The majority of European football
training centres and academies have an indoor training facility to allow training to continue when the weather prevents training outside i.e. snow, ice and heavy rain. In the Middle East indoor football training facilities have been included at training venues to allow for training to continue during the very hot and humid summer period i.e. Aspires Academy Qatar.
2.12 An indoor synthetic training pitch would be an extremely useful addition as the majority of European
Football Clubs that may consider using the National Training Centre will wish to do so during pre-season training which in most cases will be in June or July. In Hong Kong this time of year is the rainy season and an indoor training area will guarantee that training can take place without interruption.
Office and administration centre 2.13 An office and administration building is required to accommodate the management and support staff to
manage and operate the national Training Centre. 2.14 There is an opportunity to consider moving the HKFA Headquarters to the National Training Centre
from its current site in Ho Man Tin.
Fitness centre 2.15 A modern fitness centre is required at the National Training Centre for training and rehabilitation
purposes. 2.16 It is recommended that a 40 station fitness suite will be sufficient to support the National Teams and
visiting teams and clubs. The fitness suite needs to be a mix of both cardiovascular and resistance equipment (machines and free weights).
Swimming pool or hydro therapy pools 2.17 A 15-20m swimming pool is a crucial component of a football training centre to support the rehabilitation
and aid recuperation of injured football players.
Therapist rooms 2.18 Therapy rooms are required to support the elite and injured players. The range of services includes
physical and psychological support and includes:
• Physiotherapists
• Osteopaths
• Sports Therapists
• Sports Massage

• Chiropodist
• Psychologists
Lecture theatre, meeting and class rooms 2.19 The theatre and class rooms provide areas for the manager and coaches to instruct the teams and
young players. 2.20 The theatre should include computer, projectors, screens and video analysis equipment. 2.21 The National Training Centre will be used for coach and official developments and training and the
theatre and rooms will be used to support teaching, instruction and seminars.
Accommodation block 2.22 Accommodation is required for the training squads, visiting teams and clubs, attendees to conferences
and training seminars. 2.23 An accommodation block that can house up to 60 would be sufficient for the National Training Centre.
It is assumed that high profile clubs such as Barcelona or Chelsea would stay at a 5 star hotel away from the training centre and travel in for training. Therefore a quality, but functional accommodation is sufficient.
Restaurant 2.24 A restaurant is required to provide meals for players and coaching staff, course attendees and those
staying in the accommodation block. 2.25 Like the Hong Kong Sports Institute, the Football Training Centre must be a dedicated venue for elite
development and must not be a sports facility that is regularly open to the public like other Hong Kong sports venues and sports grounds.
2.26 It is essential that the right facility mix is developed to provide a quality football centre of excellence for
the present and future. The centre must be of the quality to attract visiting foreign teams and clubs as a pre-season or winter training venue.
2.27 The proposed football training centre must establish a list of priority users before opening the facility to
football clubs and general public. It is recommended that only the priority users have access to the natural turf pitches and other users have access to only the artificial turf pitches at the training centre.

3 Case Studies: Football Training Centres 3.1 Football training centres can be divided into three separate categories:
• National Football Training Centre
• Football Club Training Centres
• Independent & Purpose Built Football Training Venues
National Football Training Centre
The South Korean Football Association 3.2 The South Korean Football Association developed the National Football Centre in 2001. 3.3 The football training centre is used as the training base for the Korean National Football team and the
youth development teams and squads. The training centre is used for referee and coach education training and football seminars.
3.4 The National Training Centre is comprised of a four storey main building with conference facilities,
training rooms, therapy suites and accommodation for over 100 persons. 3.5 Training facilities include 6 full sized natural turf grass pitches, one full size artificial floodlit pitch, fitness
club and spa.

French Football Federation 3.6 The National Football Training Centre in France is commonly referred to as Clairefontaine. The training
centre is the Fernand Sastre National Technical Centre and is located 50km south of Paris. 3.7 There are 8 other elite football training centres strategically located across France to ensure that
talented young players can access the training centres and receive quality football coaching. The top players are selected from the regional elite training centres to attend national squad training at Clairefontaine.
3.8 Facilities include:

• Medical and therapy rooms

Italian Football Association 3.9 The National Training Centre in Italy is at Coverciano in Florence. The facility is the central training
ground and the technical headquarters of the Italian Football Association. The training complex includes:
• 5 pitches
• Fully equipped fitness suite
• Indoor sports hall

Football Club Training Centres
Everton Football Club Training Centre (English Premiership) 3.11 Everton Football Club (English Premier League Club) which opened in 2007. The training centre is
valued at HK$216 million. 3.12 Everton Football Club training centre boast some of the finest training facilities in the world, and
features 10 full-size grass pitches on three plateaus, one of which is floodlit along with an additional floodlit artificial pitch and specialist training areas for fitness work and goalkeepers. Inside the training complex there are extensive changing facilities for both the senior squad and Academy youth players.
3.13 Everton Football Club opened a state of the art football training centre in 2007. The training centre is
valued at HK$ 216 million. The training centre is used for the first team and senior squads, plus the home for the club’s youth academy. The training centre is known in the region as ‘The School of Football Science.’
3.14 The facility boasts some of the best football training facilities in the world and includes the following:
• 9 full size grass pitches
• 1 full size floodlit synthetic turf pitch
• 1 full size indoor synthetic turf pitch
• Fitness suite
• Hydrotherapy pools, spa and sauna
• Physiotherapy rooms

Liverpool Football Club and Academy 3.15 Liverpool Football Club has two football training centres, the Liverpool Football Club Academy and
Melwood Training Ground. 3.16 The Liverpool Academy is the training centre for Liverpool’s youth teams and developments squads 3.17 Melwood Training Ground is the training venue for Liverpool Football Club First Team and Reserve
Squad. 3.18 Both training centres are quality facilities to support the training and development of the senior and
youth football teams. Successful youth players progress from the Academy to Melwood Training Ground.

Juventus Football Club 3.21 Juventus Football Club play in the Italian League Serie A. 3.22 The training complex measures 140,000 square metres and is considered to be one of the most
modern in the world. The training centre opened in 2006 and is 14km south of Turin. 3.23 The training complex includes:

• 1 outdoor floodlit synthetic turf pitch

FC Bayern Munich 3.24 FC Bayern Munich is a German Sports Club based in Munich, Bavaria. FC Bayern Munich is the most
successful football club in Germany and have won the European Cup three times.

FC Barcelona 3.27 FC Barcelona is the most successful football club in Spain and has won the European Cup three times. 3.28 FC Barcelona opened the new training facilities in 2006 for the youth squads. The first team squad
moved to the training complex in 2009. 3.29 The training complex is called the Ciutat Esportiva Joan Gamper

Independent & Purpose Built Football Training Venues 3.33 In southern Europe and the Middle East there are football training venues that are used by national
football squads and professional football clubs for pre-season or winter training. 3.34 English Premiership Football Clubs travel to warm weather training centres during the harsh winter
months in England when there is a gap between fixtures. Manchester United Football Club travelled to Dubai in the United Arab Emirates in January 2010 to train and Dubai Sports City. Hong Kong is only another 7 hours from Dubai and is considered within easy reach when taking into consideration the club will fly first class.
Marpafut Elite Football Training Centre, Marbella Spain 3.35 The training complex is located in southern Spain. The complex is an ideal venue for football clubs to
get warm weather and private training.

Indoor Football Dome 3.39 The proposed indoor football facility at the National Training Centre is an indoor football dome type
structure.
3.40 The indoor football domes are framed structures with a transparent roof that allows natural light.

3.41 The indoor football pitch is a synthetic turf third generation pitch which will allow players to wear either
football shoes or asto-turf football boots. It is recommended that the dome at the proposed National Training Centre is fitted with football specific synthetic turf such as ‘third generation’.
3.42 Third generation synthetic turf performs almost equally as well as good natural turf. As part of a
performance analysis of team sports, the specialised organisation ProZone studied 100 matches, including the Champions League, UEFA Cup, Dutch First Division and 2007 World Cup for Under-20. All players and ball movements were measured using 10 sensors. The results were absolutely conclusive: “The technical data obtained on the high-quality natural turf and artificial turf showed no demonstrable difference." The data on the time in which the ball was in play, the number of times the players played the ball, the assist percentage, averages and all other data are very similar.

4 Schematic Plans & NTC Layout 4.1 This paper will provide an initial plan for the proposed National Training Centre. 4.2 The detailed plans and input from engineers and architects will follow in the next stage of the
development of the National Training Centre and include a detailed feasibility study, business, operational and development plans.
4.3 The initial plans are shown in Appendix 1. 4.4 The initial plans show the following facilities and training centre elements:
• Main building (to incorporate offices, meeting rooms, lecture theatre, video analysis room, therapy rooms, swimming pool, balcony, restaurant, changing rooms)
• Fitness suite
• Indoor football facility
• Changing rooms
• Natural turf pitches x 3
• Synthetic turf pitches x 3
• Car Parking 4.5 The initial design has split the site into a commercial section and a private/elite section. The layout
allows for commercial activity without affecting the privacy of elite training. 4.6 The primary purpose of the National Training Centre is as an elite training venue for the senior and
youth national squads. It is not envisaged these elite groups will use the facility 100% of the time and therefore there is an opportunity for commercial hire of the facility to generate income. There may also be times when the National Training Centre is required for exclusive private or elite use i.e. when a visiting national or club team use the training centre. At these times no public access or commercial activity will be allowed.
4.7 The area to the right of the Main Building is the commercial section. Access to the area is via a path
from the MTR station or the road to the car park. 4.8 The commercial area includes two outdoor floodlit synthetic turf pitches, one natural turf pitch (limited
use), fitness centre and indoor football facility. If there is no elite training taking place the public users would be able to also access the main building restaurant and the third synthetic turf pitch.
4.9 A separate changing room is included in the commercial area. 4.10 The elite area includes access to the main building, use of all facilities in the main building, fitness suite,
an indoor football facility, one synthetic turf pitch and two natural turf pitches. One of the grass pitches will include spectator seating.
4.11 The elite area will have a separate and private road access from the northern section of the site.
Alternatively the site can be accessed via the footpath from the road and MTR station and from the car park in the commercial area.
4.12 An accommodation block will be attached to the main building.
