INSTRUCTIONS FOR THE CANDIDATES
1. Those candidates who scored zero or negative marks in the AIEEA (UG)-2020 are not eligible to
participate in counselling.
2. There will be only three rounds of counseling and Upgradationwillbe permitted in the first and
second rounds only.
3. ICAR does not allot College to the candidates. ICAR allotscandidates to the university,whereas
allotment ofaconstituent accredited college of the university (which may be at different location from
the main campus) allotted shall be regulated by the university itself.The university will admit and
place the candidates in constituent accredited colleges and programmes only. Category-wise merit-
based choice of the candidates could be one of such criteria for the allotment of constituent colleges.
4. All the accredited universities have been instructed to follow the eligibility criteria prescribed by ICAR
for admission as notified in the AIEEA (UG)-2020 Information Bulletin.
5. In case any particular Board is not recognized or has been derecognized by some university, ICAR will
not be responsible for admitting students of that Board in the universities not willing to admit such
candidates.
6. Against total number of ICAR seats available for a particular degree programme in a university, not
more than 40% of ICAR seats from one State would be allocated to any one university in that
Subject/programme under a particular category. While computing 40% number, mathematical
method of rounding to the nearest integer would be adopted except where there is only one seat, in
which case, the whole seat would be allocated. While rounding off, the number might exceed 40% to
that extent.
7. Candidates declared eligible for registration and choice filling are advised to remain in regular touch
with ICAR website www.icar.org.in or www.icarexam.net for any change in
schedule/notices/circulars, etc. In case, the SMS/e-mail are issued and not received by the candidates
in time due to technical reason(s), ICAR shall not be held responsible for it.
8. No claim or compensation for problems (if any) encountered or cost incurred in
counseling/admission will be entertained by the ICAR/Universities.
9. For B.Sc. (Hons.) Community Science programme at CCSHAU, Hisar, PJTSAU, Hyderabad and CAU,
Imphalonly female candidates are eligible.
10. Ragging in the Universities, in any form, has been strictly banned and is a criminal offence.
1.0 ICARAIEEA (UG)-2020 AND ONLINE COUNSELING

The Indian Council of Agricultural Research (ICAR)’s AIEEA (UG)-2020 examination was conducted by
National Testing Agency (NTA) on 16, 17 and 22 September, 2020for admission toBachelor degree
programmesin different disciplines of Agriculture and Allied Sciences running in the accredited universities
under the ICAR-AU System.
It was decided in the 234th meeting of the Governing Body of ICAR held on 25.06.2015 that
admissions through the entrance examination conducted by the ICAR shall not be allowed for non-accredited
colleges from the Academic Session 2016-17. The online counseling for admission to different disciplines of
Agriculture and Allied Sciences in accredited Agricultural Universities was also introduced by the ICAR w.e.f.
the Academic Session 2017-18.
For the Academic Session 2020-21, admissions to 15% seats (100% seats at ICAR-NDRI, Karnal,
RLBCAU, Jhansi and Dr. RPCAU, Pusa) in Bachelor’s degree programmes will be granted in 62Agricultural
Universities (including non-accredited RLBCAU, Jhansi, Kamdhenu University and few non-accredited courses
at Dr. RPCAU, Pusa) under the ICAR-AU system. The list of accredited AUsfor admission is given at Annexure-
II.The information on Annual Course Fee (refundable and non-refundable) and hostel fee (without food
charges)along with the tentative date of registration at the university is available on the counseling portal
(www.icar.org.in/www.icarexam.net). Before choice filling, the candidates must ascertain the fee structure,
availability of hostel, date of registration and other requirements by contacting the concerned university.
In the AIEEA counseling for admissions to the Academic Session 2020-21, certain new features such
as online document verification system and centralized payment of Seat Acceptance Fee (part of admission
fee) have been introduced. Thus, AIEEA-2020 online counseling enormously increases the overall
convenience of candidates as they are not required to physically report to the admitting university during
any round of counseling.
Based on scores generated by NTA for the candidates appeared in the ICAR’s AIEEA (UG)-
2020conducted on 16, 17 and 22 September, 2020, common merit-based ranks have been generated by
ICAR for the subject groups PCM, PCB, PCA and ABC as notified in the Information Bulletin. Candidates
declared eligible for counseling will be considered for allocation of course and AU as per ICAR’s Online
Counseling procedure.
There is no direct nomination through ICAR in any Bachelor degree programme without appearing
in the examination conducted by NTA for ICAR and participation in online counseling conducted by ICAR.
Since the complete process is online, the candidates are advised to read this brochure carefully,
regularly check their e-mail and SMS and visit the AIEEA Counseling portal (www.icarexam.net) regularly for
updates and other details regarding the online counseling process. No excuse for missing any information will
be entertained later.
2.0 UNIVERSITY-WISE AND SUBJECT-WISE NUMBER OF SEATS AVAILABLE FOR
ADMISSION
The seat matrix based on the seats received from different accredited Agricultural Universities
including RLBCAU, Jhansi (non-accredited) under the ICAR-AU System is given at Annexure-I.
3.0 ADMISSION THROUGH ONLINE COUNSELING

(i) Based on the overall merit-rank, the candidate is allowed to take admission in a specific degree
programme at an AU as per his/her choice and the availability of seat at that merit rank through the
process of counseling as explained hereunder. In the matter of allotment/admission of candidates to
respective AUs, the decision of the ICAR shall be final. Once a candidate accepts admission/joins an AU,
he/she will be a bonafide student of that AU and thereafter, be governed by all the academic
rules/regulations including migration, as applicable at that university. ICAR will not entertain any direct
request from the candidates in any such matters thereafter.
(ii) Once recommendation for admission is finalized, change in the placement of subject/university or
transfer/migration would not be permissible under any circumstances. ICAR will have no responsibility
for change of subject/university after the counseling. No correspondence in this respect will be
entertained. Canvassing of any kind may invite cancellation of admission.
(iii) Candidate selected for admission through AIEEA (UG)-2020, conducted by NTA for ICAR, may seek
admission only during the session for which the examination has been conducted. He/she will not be
entitled for admission in subsequent sessions based on this year’s examination and thus cannot claim
for seat allotment in other sessions/years based on this examination.
(iv) Female candidates admitted through this examination on ICAR seats shall be accommodated, to the
extent possible, in the main campus of the University or in the campus located in a major city where
there are adequate facilities for the stay of female students.
(v) In case, at any stage, the documents submitted by the candidate are found to be fake/forged,
admission of the candidate will be forfeited and he/she shall be liable for consequential legal action.
(vi) If the admitting University is not satisfied with the character, past behaviour or antecedents of a
candidate, it can refuse to admit him/her.
(vii) Any external pressure/canvassing by the candidate for admission will be treated as disqualification and
his/her admission will be cancelled forthwith.
3.1 METHOD OF SELECTION AND ADMISSION
At the time of online registration, the candidates are required to give the following Declaration and Undertaking:
DECLARATION AND UNDERTAKING BY THE CANDIDATES
I, do hereby declare that:
1. I shall keep my log-in credentials, i.e., Login ID and password, strictly confidential to avoid any
misuse.
2. I have read all the Counselling related INSTRUCTIONS FOR THE CANDIDATES and all the guidelines available in the AIEEA(UG)-2020 Counseling Brochure along with the other information/instructions available on the website (https://icarexam.net).
3. I have read the eligibility conditions for the course/programme of my choice across all the participating AUs as given in the AIEEA(UG)-2020 Information Bulletin available on www.icar.nta.nic.in and would ensure that I fulfill all such conditions for the specified subject during choice-filling. I am aware that my admission to allotted Institute/University will be CANCELLED if I do not satisfy the prescribed eligibility criteria of the allotted Subject.
4. I am aware that after the last date of registration, I would NOT be able to change any information that I have entered during the online registration on the counseling portal. In case, any information is found incorrect later at any stage, my candidature would be CANCELLED forthwith.
5. I am aware that I have to pay the requisite non-refundable counseling registration fee of Rs. 500/- (Rs. Five Hundred only) and lock the choices for complete registration.
6. I will save my choices well in time before closure of choice filling on the portal and I am aware that my SAVED choice list will automatically be locked, if not done by me earlier, once the due date and

time of choice filling is over. The same list will be considered for further counseling process. I shall keep a printout of the choices finally exercised by me as a documentary proof.
7. I am aware that I will NOT be able to modify the choice list once it is locked.
8. I am aware that after allotment of seat and verification of my documents by the university, I shall be required to pay the non-refundable Seat Acceptance Fee of Rs. 10,000/- (part of admission fee), irrespective of category, on the ICAR’s Counselling portal.
Further, I undertake that –
I shall provide only correct and authentic information. If any information given by me is found incorrect at any point of time, my admission/candidature will automatically stand CANCELLED without any further reference, and I will also be liable for all the legal consequences for submitting false information.
3.1.1 Method of Selection
(i) The candidates declared/notified as eligible for counseling, based on their merit-rank, shall register for
online counseling as per counseling instructions given hereunder. Candidate shall forfeit the claim for
admission if he/she, does not register for counseling within the specified date and time. A candidate
who has not been declared/notified as eligible for counseling, shall not be considered for admission
on ICAR quota seats in any AU at any stage.
(ii) Eligibility requirements shall not be checked during the registration process but will be verified during
online document verification as well as during physical reporting at the finally allotted
institute/University. Candidates are required to ensure that they fulfil all the eligibility and document
requirements for the programme/Subjectand university of their choice as given in the AIEEA (UG)-2020
Information Bulletin available on www.icar.nta.nic.in and elsewhere in this Counseling Brochure before
proceeding for choice filling. Candidates will be solely responsible for their fulfilling of and compliance
to these eligibility and document requirements. The Council will not entertain any claims arising out of
their failure to comply these requirements even at a later stage. The list of Single Points of Contact at
the admitting universities for admission related queries of the candidates is available on the Counseling
portal (www.icarexam.net) for seeking any clarification/information.
(iii) Candidate will be recommended for admission in an accredited programme at the accredited AU on
the basis of merit in the competitive examination and availability of seats at his/her merit rank at the
time of online counseling. NTS will be awarded to the candidates after the completion of online
counseling (after 31.12.2020)[Refer Item 5.0 - Conditions for the award of NTS and NTS(UG)]

## As per the OM No. 20013/01/2018-BC-II dated January 17, 2019 issued by the Ministry of Social Justice and
Empowerment and the OM No. 12-4/2019-U1 dated 17.01.2019 as well as the Letters No 35-2/2019-T.S.I dated
21.01.2019, 01.02.2019, 04.02.2019 and 15.02.2019 of MHRD Department of Higher Education regarding
implementation of reservation for Economically Weaker Sections (EWSs) for admission in Central Educational
Institutions.
@PwD candidates may note that physical examination may be required to judge the percentage of disability, which is
not being done during Online Document Verification. It may be done by the Medical Board of the allotted Institute at
the time of physical reporting at the finally allotted institute. If the Medical Board finds that the percentage of
disability is below the required level, the allotted seat may be cancelled and candidate will not have any claim on the
seat allotted by the Council.
NOTE:
1. The originals of the above mentioned documents will be required to be produced at the time of physical
reporting for registration and attending the classes in the admitting university.
2. Any temporary or permanent withdrawal of original certificates will be governed as per the concerned
University rules. ICAR has no objection if certificates are returned to the candidate after verification.
3.1.2 Admission through Online Counseling
Applying for AIEEA(UG), appearing in the examination and becoming eligible for participation in the counseling does not necessarily mean acceptance of eligibility. The applicant for a particular
course/programme must satisfy the eligibility criteria as specified in the AIEEA(UG)-2020 Information Bulletin
(or its amendments/corrections) available on NTA website (www.icar.nta.nic.in). The eligibility of the
candidate for the admission shall be verified by the admitting university on the basis of document uploaded
by him/her. However, it may further be verified at the time of “upgradation” by the upgraded university and
shall be re-verified at the time of physical reporting in the University for Registration and attending the
classes. In case the candidate is found not eligible at any stage, his/her candidature would be summarily
rejected and admission will be cancelled.
There will be online counseling only. The candidates declared eligible for counseling for the
consideration of admission to the AUs would be generally larger than the number of seats available, provided
they have achieved the minimum prescribed marks to be decided by the Competent Authority (DDG,
Agricultural Education) to get the sufficient number of candidates for counseling and filling the seats. For OBC
(NCL), it will be as per Supreme Court directives in this regard.
It is the responsibility of the candidate to check his/her eligibility at the time of counseling with the
University where admission is desired. The list of accredited Universities along with the contact details of
Registrars for seeking admission to Bachelor degree programmes is given at Annexure-II. The list of Single
Points of Contact at the admitting universities for admission related queries of the candidates shall also be
available on the Counseling portal (www.icarexam.net) for seeking any clarification/information.
3.1.2.1 Online Counseling Process
A. Registration on Counseling Portal
1. The candidate will be required to sign a Declaration and Undertaking at the time of registration for
participation in the online counseling process. Candidates must read carefully all the terms and
conditions before clicking on the “I agree" check box. If the information submitted by the candidate is
found to be fraudulent, incorrect or untrue at any stage, the seat allotted (if any) will be cancelled
without any further reference and Seat Acceptance Fee paid shall be forfeited. Moreover, such
candidates may no longer be considered eligible in subsequent rounds for admission and may also be
liable for legal action.

2. The candidates declared eligible for online counseling, will have to get registered by paying non-
refundable registration fee of Rs. 500/- (Rs. Five Hundred only) through online payment gateway of ICAR
by using any Credit Card/RuPay Debit Card/Netbanking and UPI during the specified period. The
registration fee will NOT be adjusted towards any other fee. Reconciliation of fee may take 24 hrs, so the
candidates are advised not to get panicked regarding successful payment of fee.
3. Only the eligible candidate will be able to log on to online counseling portal by using the login credentials
provided to him/her through SMS/E-mail. He/she will be able to access the website from any place of
his/her convenience like mobile/home/office, etc. If the candidate does not remember his/her login ID
and password, then the login ID/password will be recoverable by input of some personal parameters.
4. The personal details and academic credentials provided by the candidates at the time of submitting the
application form on NTA website will be treated as final for declaring the merit rank. Since the
candidates have already been given two opportunities by NTA for correction of particulars in their
application form, no changes shall be permitted to be made by the candidate in such details at the time
of registration for online counselling.
5. Details of available seat matrix (with reservation category), process of Online counseling, HelpDesk with helpline numbers, parameter based Online search system for previous year admission cut-offs will be
available on the home page of the portal. Some other information related to universities like List of
programmes, colleges and universities accredited by ICAR (including private agricultural colleges), course
fee, tentative date of registration, hostel facility, Single Points of Contact at the AUs etc. shall also be
displayed to facilitate the candidates.
B. Choice Filling
1. The candidates declared eligible for counseling after theentrance examination under different categories
shall be permitted to make choice of Courses/University in stipulated time period.
2. Only those accredited programmes shall be displayed whose eligibility qualifications are fulfilled by the
candidate. Similarly, list of only those Universities will be displayed where the programme desired by the
candidate is offered.
3. Candidate will be able to select the Subject and University one by one. They are advised to fill the
maximum number of choices.
UG: Only those courses will be displayed for which the candidate is eligible.
PG: Only those Sub-subjects under a Major Subject Group will be displayed for which the candidate is
eligible.
PhD: Only the Subjectopted at the time of online application with NTA will be displayed.
4. There will be provision to add/modify/delete choice of Subjects/universities (for Ph.D. candidates only
university option will be open) during the stipulated time period. Further, provision for
interchange/upward movement/downward movement will also be available and permissible any
number of times.
5. The procedure for exercising choices or seeking other information will be menu-driven and guide the
candidates through appropriate messages on the computer screen. After completion of choice selection,
the candidate will save the choices. He/she will be able to take a draft printout so that he/she can
discuss the choices filled-with his/her mentors and update the same, if desired.
6. Candidate can update his/her choices any number of times before the last date/until the choices are
locked by the candidate. On the last day of choice fillinghis/her last saved choices will be automatically
locked and the same list will be considered for further counseling process. The registered candidates
who do not fill any choice or fail to save them by 16:59 hrs IST of the last day of choice filling will not be
considered for seat allotment and admission. The candidate has to keep a printout of the choices finally
exercised by him/her as a documentary proof.

7. Login ID will be provided to all the accredited AUs to access the online counseling portal. The
Universities would be able to see the number and details of candidates who have chosen a particular
Subject/discipline.
8. The locked choices shall be processed according to merit and available seats on a scheduleddate for the
allotment of seats. The candidates will be intimated through e-mail/SMS about the University and
Course allotted. The list of allotted candidates will be updated in the relevant database.
C. Online Uploading of documents
1. The eligible candidates who have been allotted any seat (subject to document verification and payment
of Seat Acceptance Fee) will be intimated through E-mail and SMS about the allotted course and
University and they will be able to download the Allotment Letter from the portal.
2. The candidate is not required to physically report for admission at the admitting university during any
round of counselling.
3. They would be required to upload all the relevant documents [See 3.1.1 (iii)] within a stipulated period
on the Counselling portal (See Counseling Schedule) for verification by the concerned universities.
4. No documents shall be entertained from the candidate through any other mode like e-
mail/fax/Whatsapp, etc.
5. If the original certificates are not in English language, English translation of such certificates, duly
certified by the Principal/Director or other competent authority of the institution last attended, will be
required to be uploaded by the candidates.
6. Only JPEG files would be permitted to be uploaded. Files in other formats like PDF and DOC are not
permitted. More than one sheet can be uploaded one by one. Please be sure that files are NOT
password protected.
7. The candidate would ensure that uploaded documents have same information as submitted at the time
of making Online Application with NTAfor appearing in AIEEA.
8. Uploaded images should be clear and sharp.
9. Documents in support of Category and PC status should have complete required details, clearly visible
seal, sign, date, place of issue and should be latest as per requirement.
10. For B.V.Sc. candidates seeking admission to M.V.Sc. programmes and Master candidates seeking
admission to Ph.D. programmes, submission of degree/PDC is relaxed till 31-12-2020, subject to
mandatory uploading of a certificate from the Registrar of the concerned University.
D. Online Verification of Documents
1. The online verification of the documents uploaded by the candidates shall be done by the verifying
officer of the allotted university. The Document Verifying Officer of the University will download such
documents, verify them with the details given by the candidate in application form and mark them as
“Verified”, if found in order.
2. In case of a doubt regarding the documents, the Document Verifying Officer of the allotted university
will raise a query to the candidate, against which, the candidate can respond through her/his login. This
interaction between the Document Verifying Officer and the candidate can occur only once.
3. The time permitted for re-submitting the document will be till 12:00 Noon of next calendar date (from
the date of demand). The candidate is, therefore, advised to be vigilant about re-submission of
documents.
4. The candidate will be compulsorily required to submit his clarifications/re-submit the documents in
response to the queries raised by the Document Verifying Officer of the allotted University in the
stipulated time period, failing which (s)he will be treated as Not-Reported, and hence her/his seat will be
cancelled and (s)he will not be considered for seat allotment in subsequent rounds.

E. Deposition of Seat Acceptance Fee
1. The candidate may opt for “Upgradation” before depositing the Seat Acceptance Fee.
2. Once the uploaded documents have been found and marked “Verified” by the University, candidate will
be required to pay the non-refundable Seat Acceptance Fee of Rs. 10,000/- across the board,
irrespective of category, on the ICAR’s Counselling portal. After confirmation of receipt of Seat
Acceptance Fee, the University will mark the candidate as “Provisionally Admitted”.
3. Although this fees is non-refundable, but in accordance with UGC guidelines, a candidate will get 100%
refund if requested till 30-11-2020. If refund is requested till 31-12-2020 then there MAY BE a deduction
of maximum of Rs 1,000. All the refunds, however, shall be processed by the universities after
31.12.2020.
4. In case of “Upgradation” of Seats, the candidates are not required to pay the Seat Acceptance Fee again.
F. Issue of Provisional Admission Letter
1. After verification of the uploaded documents of the candidate, payment of Seat Acceptance Fee by
the candidate and reconciliation of the admission status of the candidate after completion of final
reporting by the university, aProvisional Admission Letter will be issued to the admitted candidate
through e-mail.
2. No correspondence from the candidates/guardians/parents will be entertained by the Council for
seeking permission for late registration/admission in the universities or issuing any direction in this
regard.
G. Upgradation
1. After the first round of allotment, some candidates may be allotted their 2nd
/3rd
/4th
or even
lowerchoice. On the other hand, some seats allotted to other candidates may remain vacant due to
non-reporting or the reasons of in-eligibility, etc. Provided the seat(s) have become vacant, these
reporting candidates may request for sliding to a better choice in the subsequent round of allotment.
However, the candidate will be considered for sliding ONLY to one of the better/higher choices that
were given by him/her at the time of online choice filling.
2. The candidate has to exercise the choice of ‘Upgradation’ before deposition of Seat Acceptance
Fee.
3. The status of all the candidates who have opted for “Upgradation”, will be available through
University Login with complete chain of developments (In/Out).
4. If the candidate does not get a better choice, then his/her initially allotted seat will be retained by
him/her. If the candidate gets a better choice, then his/her initially allotted seat will stand forfeited
and the candidate will have to accept the “Upgraded” seat. In no case, such “Upgraded” candidate
will be allowed to retain the initially allotted seat. THEREFORE, THE CANDIDATE MUST BE VERY
CAREFUL IN EXERCISING THE REQUEST FOR “UPGRADATION”.
5. In reporting module of the University login, all “Upgraded” candidates will be marked as “Admitted”
by default by the system. The University will not be able to change their status as Not Reported/Not
Eligible. However, if such “upgraded” candidates, do not report on the specified date of
registration/attending classes in the upgraded university, then their admission will not be considered
against ICAR quota seats and they will forfeit any claim for Fellowship/Scholarship.
6. After upgradation, the candidate should contact the concerned university and verify the date of
registration and additional document requirements, if any, for the allotted course, well in advance,
before physically reporting to the finally allotted university at the time of registration or attending
classes or as per the ‘’upgraded” university requirements . If the “Upgraded” University/ Course has

some additional requirements of documents, then the onus shall lie on the candidate to fulfill all such
requirements. At the time of beginning of Classes at the university, documents of all such candidates
will be checked and in the event of lapses being found, the university may deny admission to such
candidates.
7. Since there will be only three rounds of counseling, request for “Upgradation” will be permissible
only during the first and second rounds. Subsequent round of allotments (2nd and 3rd) will be
conducted for candidates who did not get any seat in the earlier rounds. However, their choices will
remain the same as filled in the beginning.
Subsequent rounds of online counseling will be conducted immediately after online reporting by the
universityis complete at the end of a particular round of counseling. If a candidate is “Upgraded”
during the second allotment and he/she still has scope of getting a better choice, then he/she can
again request for “Upgradation”. The Upgradation requests shall be tried first to give the candidates
their better choice.Thereafter, the same process for subsequent rounds of counseling will be
followed until completion of counseling.
H. Physical Reporting at the finally allotted university
1. The candidate at the time of registration/attending the classes in the finally allotted university or as
per requirement of the admitting universityshall produce all the original documents (as uploaded by
him/her on the portal) for physical verification by the university.
2. After adjustment of the Seat Acceptance Fee of Rs. 10,000/- initially paid by him during the
counselling, the candidate shall pay the balance amount of fee to the university for confirming
admission.
3. If any candidate fails to deposit balance admission fee and original certificates and/or additional
documents, if required by the university, the provisional admissionof the candidate will be cancelled
and his/her claim for admission will stand forfeited.
I. Other conditions related to admission process
1. Candidate, not fulfilling the eligibility condition(s) at the time of online document verificationby the
allotted university, will forfeit claim for admission and will not be considered for seat allotment.
Candidature in such cases shall be rejected summarily. No correspondence shall be entertained
thereafter in this regard.
2. In case a candidate has been admitted in a subject/programme at a university, any request for
change/transfer of subject/university after the completion of counseling, will not be entertained by
ICAR. The candidate, once admitted in a degree programme as per his/her merit-rank and availability
of seat at the time of counseling, will not stake claim for change of subject/University later on after
his/her admission is over.
3. All admitted candidates will be required to submit original certificates and mark sheets to the
Registrar of the allotted University, otherwise admission may not be granted. All original certificates
submitted by the candidates may be sent by the allotted University to their respective Boards and
Universities for verification. In case, a candidate wishes to withdraw the original certificates after the
admission, he/she shall directly request the allotted University for the same if the university rules so
permit. Any temporary or permanent withdrawal of original certificates will be governed as per the
concerned University rules. ICAR has no objection if certificates are returned to the candidate after
verification at the time of Physical reporting by the candidate to the university.

J. Refund Rules
In order to avoid financial hardship being faced by the parents due to COVID-19 pandemic and related
factors, full refund of fees shall be made on account of all cancellation of admissions/migration of
students up to 30.11.2020, for this very session as a special case as per UGC norms. The entire fee
including all charges shall be refunded in totality (Zero Cancellation charges) on account of
cancellation/migration up to 30.11.2020. Thereafter, on cancellation/withdrawal of admissions up to
31.12.2020, the entire fee collected from a student shall be refunded in full after deduction of not more
than Rs. 1,000/- as processing fee. The refund process shall, however, commence after the completion
of admission process at the university.
4.0 FILLING OF VACANT SEATS AFTER THE COUNSELING
The ICAR quota seats after the final round of online counseling, if remain vacant, shall automatically
stand released to the Agricultural University concerned for filling up at their level and as per the procedure in
vogue at the respective university. These seats will no more be called as ICAR seats and treated as
university seats. Once the counseling/admission process is over, filling up of any subsequent vacancies
created due to any reasons, shall not be the responsibility of ICAR. No correspondence in this regard will be
entertained either from the universities or from any candidate.
5.0 CONDITIONS FOR THE AWARD OF NATIONAL TALENT SCHOLARSHIP [NTS (UG)]
The candidates may please note that the NTS will be awarded only after the completion of online
counseling.
National Talent Scholarship (NTS) would be available through the AU concerned, to all the students
admitted on ICAR quota seats at any AU in a state outside his/her domicile state.Detailed terms & conditions
for the scholarship and admission may be seen at the ICAR website
http://www.icar.org.in/files/FINALGuidelines(GNTS)-26072016.pdf.
The candidates are informed that in accordance with the decision taken during XVI Meeting of
National Agricultural Education Accreditation Board (NAEAB) held on 28.03.2016, the admissions to the
Bachelor’s degree programmes of RLBCAU, Jhansi shall be made through ICAR’s AIEEA (UG). However, it has
been decided by the Council that w.e.f. the Academic Session 2020-21, the candidates recommended for
admission to these programmes shall not be eligible for the award of NTS(UG). Such candidates may be
provided scholarship by RLBCAU, Jhansi from its budget w.e.f. the Academic Session 2020-21.
Similarly, in accordance with the decision taken during XIX Meeting of NAEAB held on 20.03.2017, the
admissions to the non-accredited Bachelor’s degree programmes or non-accredited colleges of Dr. RPCAU,
Pusa shall be made through ICAR’s AIEEA (UG). However, it has been decided by the Council that w.e.f. the
Academic Session 2020-21, the candidates recommended for admission to these programmes shall not be
eligible for the award of NTS(UG). Such candidates may be provided scholarship by Dr. RPCAU, Pusa from its
budget w.e.f. the Academic Session 2020-21.
However, the students who are already enrolled in non-accredited Bachelor’s degree programmes in
non-accredited colleges and received the letter of award of the scholarship fromthe Council shall continue to
avail the same in accordance with the prescribed rules and regulations of the scholarship issued by the Council
in this regard. The list of ICAR accredited Bachelor’s degree programmes and Colleges of Dr. RPCAU, Pusa is
given atAnnexure-III.

The award of NTS(UG) to the candidates recommended for admission to RLBCAU, Jhansi and
Dr. RPCAU, Pusa may be considered in future subject to accreditation of the university, Bachelor’s degree
programmes and Colleges by the Council.
6.0 LEGAL JURISDICTION
All disputes pertaining to the conduct of Online Counseling for admission to Bachelors degree
programmes shall fall within the jurisdiction of Delhi Courts only. As per Rules and Bye-laws of ICAR Society, it
may sue or be sued in the name of Secretary, ICAR.
