  • Introduction

    SEARCH, The National Consortium for Justice Information and Statistics, and the Bureau of Justice Assistance (BJA), Office of Justice Programs, U.S. Department of Justice, have worked closely in recent years to develop a comprehensive program of train-ing. technical assistance and systems development for criminal justice agencies. This program is designed to assist local, regional and statewide justice agencies in realizing t.he significant and myriad powers of automation.

    Wth funding and guidance from BJA, SEARCH has developed the National Criminal Justice Com-puter Laboratory and Training Center (at SEARCH offices in Sacramento, Califomia), and a program of outreach training that provides hands-on instruction to criminal justice practitioners in both basic courses (e.g., "Introduction to Microcomputers for Law Enforcement Managers") and advanced seminars (e.g., "Examination and Seizure of Microcomputers as Evidence," and "Investigation of Computer Crime"). Each year approximately 25 seminars are conducted in the Training C~nter or in host facilities throughout the nation.

    In an effort to identify additional training and techni~ cal assistance resources, and to foster the develop-ment of new resources, BJA and SEARCH have undertaken development of the National Consortium for Criminal Justice Computer Training and Educa-tion.

    T he Consortium is designed to identify trainers, consultants and practitioners who can assist criminal justice agencies in addressing their information and research needs. In addition, we have sought to identify computer laboratories and training centers in which SEARCH and other established organizations can host hands-on training in automation and research for justice practitioners. Development of the Cons or-

    tium is being guided by an eight-member planning committee comprised of academic instructors, professional training consultants and criminal justice practi tioners.

    The information for thls Directory was gathered from two separate surveys that were administered by SEARCH in the fall of 1991. The first survey, Consortium Consultant Survey, was sent to approxi-mately 4,500 criminal justice practitioners and academicians throughout the nation. The second survey, A Survey of Microcomputer-based Facilities, was sent to approximately 1,600 colleges, universities and professional associations throughout the nation.

    This Directory is divided into three parts: Con-sultants, Facilities and Index. The Consultants and Facilities are listed in alphabetical order by state. The Index is a breakdown of Consultants by areas of specialization. An updates/corrections card has been included for those wishing to make any additions, deletions or changes.

    Although this publication is intended to provide accurate and authoritative information in regard to the subject matter covered, it is presented without represemation as to the reliability of the survey responses since the responses were self-report and no on-site verification was undertaken. Every effort was made by SEARCH to obtain material information that was omitted initially and to clarify ambiguous survey responses. The information is provided with the understanding that neither SEARCH, the Bureau of Justice Assistance, the Office of Justice Programs, nor the U.S. Department of Justice will be held responsible for inaccurate information provided by survey respondents. Nothing contained herein is to be construed as a recommendation to employ the services of any consultant or to procure the use of any facilities.

  • Consultants Information compiled from each Consortium Consultant Survey has been divided into the following seven sections:

    Respondent Information Includes name, job title, organization, address, and telephone number of consult-ant.

    Educational Information Includes type of degree obtained, institution attended, dates and major area of study.

    Areas of Specialization Respondents were given nine areas to choose from, plus an open field to list other areas. The nine areas of specialization listed on the survey were: Crime Analysis; Geographic Information Systems (GIS); Organizational Management; Quantita-tive Analysis; Management Information Systems; Research Methodology; Operations Research; Man-power Allocation; and Automation Planning.

    Consulting Experience Respondents were asked to provide a short narrative description of their most recent and/or most significant consulting experience.

    Consultation Fees Respondents were asked to describe the fee schedules used for their consulting work, or provide a list of the fees charged.

    Availability Respondents were asked to indicate when they are available to undertake consulting contracts. The four choices to select from were: Anytime during the calendar year; Only during my academic teaching year, which begins in _ and ends in _; Only during my non-teaching months, which are _; and Other_.

    Additional Information Respondents were asked to include any information that they thought would be germane for the purposes of describing their profes-sional accomplishments and expertise.

    Facilities Information compiled from each Survey of Microcom-puter-based Facilities has been divided into the follow-ing seven sections:

    Facility Information Includes the name and address of the institution or facility.

    Contact The name, title and telephone number of the person who has the authority to negotiate for the use of tile microcomputer facility.

    Facility Information Respondents were asked for the following information to describe the computer systems used in each of the labs at their training facilities: Number of Workstations; Manufacturer and Model; Indicate whether mainframe, mini, or micro; Operating System used; Indicate presence and type of network.

    Instructional Aids Respondents were asked to select from the following types of instructional aids that their facility has or will acquire soon. The choices were: Computer Projection Equipment, including VGA, EGA, Monochrome; VCR; 16mm Film Projector; Overhead Projector; Video Disk Player; and Large-screen Televi-sion. In addition, respondents were given an open field to list other instructional aids.

    Availability Respondents were asked to list each month when there would be one or more days during which some or all of their training facilities could be available. Also, respondents were asked to indicate whether their training facilities are routinely available during the evenings or weekends, or boLh.

    Type of Organization/Fees Respondents were asked to select from one of the following six choices to describe their institution: Four-year college or univer-sity; Two-year college; State public training facility; County or local training facility; Private, nonprofit training facility; and Private facility. In addition, respondents were given an open field to list other types of organizations. Respondents were also asked whether or not fees are charged for usc of their lab by nonaffiliated users. If fees are charged, they were asked to indicate the fee structure.

    Accommodations Respondents were asked to indicate whether overnight housing is available locally either on campus or at hotels/motels.
