    MISSION OF THE IMPERIAL NAVYThe Third Imperium is a government of governments. The ter-ritory of the Imperium consists of nearly10,000star systems, eachof which contains one or more inhabited worlds and many less-exploited worlds. Where there is a population, there is usually agovernment, and the Imperium encourages local governmentresponsibility or the day-to-day activities of the world.The Imperial Sea: In metaphor, the Imperium is a broad sea,with each world an island with its own government. The Imperiumrules not the islands, but the sea of space between the worlds. Itsresponsibilities nclude encouragement, regulation, and protectionof trade between worlds, regulation of interworld relations (diplo-macy), and protection of the Imperium against dangers from itsexternal and internal enemies.But the Imperium is not without its planet bases. Most inhabitedworlds have their own governments which rule with little or noImperial interference. That still leaves he nearly100,000uninhab-ited worlds (most of them the frozen planets beyond the life zone)which are Imperial territory. That also leaves select planets whichhave always been Imperial territory--capitals, naval depots, re-stricted br protected worlds, and resource preserves.The Navys Mission: The Imperial Navy is the armed forcewhich patrols the Imperial seaof stars. lts mission s to maintainthe peace and security of the Imperium. The navy is the force thatdefends the Imperium against aggression-by its neighbors. Thenavy is the force that protects nternal trading and transport shipsfrom piracy and raiders. Finally, the navy protects he worlds of theImperium from each other.The Imperial Navy is also the armed force used by the Impe-rium as its agency of conquest. The Imperial Navy is the onlyforcecapable of carrying the power of the Imperium into new territory.And the Imperial Navy is, by its very existence, a deterrent to theaggression of enemies of the Imperium.The Organkatlonofthe Imperial Navy:The navy is organizedinto fleets, each of which is composedof squadrons, which arethemselves composed of individualships. The ships are the heartof the Imperial Navy, and the organizationscontaining hem serveto provide direction and control over their actions.FIVE BROAD SHIP TYPESThe Imperial Navy acknowledges five broad ship types in itsservice: scouts, escorts. cruisers, carriers, and battleships. Eachtype has its own function within the overall mission of the navy.Battleships: The power of the Imperial Navy is concentrated inits battleships. The definition ofabattleship s a ship which, due toits armament and protection, is capable of standing in the line ofbattle. When a battleship meets any lesser type of ship, itsvictoryis almost guaranteed. When battleships ontwo sides meet, vic-tory goes to the better armed, better armored, and better directedship.The broad typeof battleship is further divided into many moreclearly defined types. Besides battleships, here are dreadnoughts,

    battle riders, and battle tenders.Dreadnought:A dreadnought is a superbattleship, designedto be the best possible battleship. The Imperial Navy places thedreadnought designation on its latest, most-effectivebattleships,redesignating them simply as battleshipswhen their superior abili-ties are supplanted by newer construction.Theconcept of dreadnought does not mean that battleships arenot builtaswell. Due to the expense of dreadnoughts, the Impe-rial Navy also acquires battleships as such.Battle Rider: A battle rider is a nonjump-capable vessel whichis otherwise armed and armored like a battleship. By eliminatingthe jump drives and their associated controls and power plantsupport, the internal space they would occupy may be allocated toadditional armor, weaponry, or agility.of any two vesselsof equaltonnage, a battle rider (which is not burdened with jump drivesand required jump drive support) would logically be superior to ajump-capable battleship.Battle Tender: Abattle tender is a ship designed to carry battleriders into battle.Crulsers. Cruisers are more lightly armored and less heavilyarmed than battleships.To unarmed, unarmored ships, this differ-ence is negligible, since a cruiser can easily attack and destroyany noncombatant ships. Cruisers are assigned to support battle-ships and carry combat to areas where a battleship s not consid-ered necessary.Carrlers:Carriers are designed to carry large numbersofsmalcombat craft, which in turn attackthe enemys combatants or worldsurfaces.Escorts: Escorts are vessels intended to protect and assistlarger vessels. They are capable of independent action, but areusually assigned to support battleships and cruisers.Scouts: Scouts are survey and exploration ships normallyemployed in the scout service. They are transferred to naval dutyin timeofwar or when otherwise necessary. Many scout ships arecouriers for the navy.SEVEN BROAD FLEET TYPESThe ImperialNavy classifies ts leets by the type of activity theyare expected to undertake: assault, battle, interdiction, penetra-tion, strike, reserve, and depot. In these categories, reserve anddepot are inactive shippoolsnot normally given tactical missions.Assaultfleetsare assigned world attack missions. They are sentinto a star system to carry surface forces to the mainworld n orderto assault and conquer world surface territory. In easy cases, anassault fleet carries forces to a small, low populationworld whichis easily reduced. The true challenge to an assault fleet is the highpopulation world: The fleet will carry tens of thousands of troopsfor world-invasion operations, then resupply the beachhead thatthey establish, while helping repel the local orces efforts to elimi-nate the invasion forces.Battle fleets are the main combat units of the navy. They areassigned battleships and are expected to meet and destroy any

By definition, battleships in battlefleets are the strongest forces the Imperial Navy can bring to bear.Interdiction fleets are assigned siegedented missions. Theyare sent into a star system to surround its mainworld and stop alltraffic to and from the world. They are also expected to conductbombardments and containment operations which will force themainworld to surrender.Penetration leets are given long-range raid missions. They areexpectedtodrive deep into enemy territory and attack importantobjectives (like enemy bases, industry, starports, or shipyards).After they have destroyed their objectives, they must return tofriendly territory. Penetration leets are expected to be self-suffi-cient for long periods of time.

    Strike fleetsare strategic supplements to the battle fleets. Theysupport theflanksof the battlefleets with maneuverability andfire-power. Often a strike fleet will be assigned to clear a system thata battle fleet will need to pass through. Strike fleets are used fordiversions while the battle fleet proceeds to its primary objective,and strike fleets protect the flanks of battle fleets in major battles.Reservefleets are primarily holding formations which providethe detailsof bureaucraticsupport until their ships are assigned tofleets with specific missions. The primary activity a reserve fleetundertakes is training.Depot fleets are inactive shippools.Ships which are not in ser-vice but which may be reactivatedare assigned to thedepot fleets.FIVE BROAD SQUADRON TYPESThe Imperial Navy maintains five major squadron types: Bat-Rons, CruRons, AssaultRons, TankRons, and ScoutRons. Anysquadron type may be in any fleet type, depending on the specificmission being performed.BatRon: Battle squadrons are created from battleships andare intended to meet the bestof the enemy fleet, engage it, anddestroy it. Their purpose is battle. Battle squadrons are usuallyreinforced with large numbers of auxiliary ships, including refuel-ing shuttles, escorts, and support cruisers. In addition, they areaccompanied by a number of fleet couriers which carry communi-cations between squadrons.CruRon: Cruiser squadrons are organized with cruisers andare intended to support BatRons in space combat. Although acruiser cannot defeat a battleship n one-on-one combat, a num-ber of cruisers can overwhelm a lone battleship, and this occa-sionally happens. The function of the CruRon is to hold or delay aBatRon early in a battle.CruRons are strong units. When no BatRon is around, they areeasily the strongest type of squadron available. In addition tosupporting BatRons, they are given the missionof supporting plane-tary surface operations once the space battle has been won.Cruisers are the ships that bombard the planetary surface, con-duct siege warfare, and coverthe invading AssaultRons. CruRonsare accompanied by a variety of auxiliaries, including shuttles,transports, and fleet couriers. Every CruRon is assigned a bulkordnance carrier which resupplies twith bombs and missiles.AssaultRon: The assault squadron s composed of trooptrans-ports and supporting ships. Capable of carrying hundreds ofbattalionsof invading roops, theAssaultRons mission istotrans-port troops, their equipment, and their supplies from star systemto star system, and to deliver troops from orbit to adisputed plane-tary surface.AssaultRons tend tobehomogeneousunits, each equipped wIthonly one type of ship. Thus, the 10897th Imperial Assault Trans-port Squadron would be equipped for troop transport, while the9705th Assault Invasion Squadron would be equipped to deliverthe troops to an invasion beachhead on a world surface.

    GD WTankRon: Tanker squadrons are special-purpose units dictatedby the need for Imperial Navy vessels to travel farther than theirfuel tankage will allow. TankRons carry large quantities of fuel andare positioned to refuel other squadrons as they cross territorywhich would not otherwise provide fuel resources for them.ScoutRons: Scout squadrons are composed of ships assignedto the Imperial Interstellar Scout Service. They rarely serve asScoutRons; instead, the ships are assigned to other squadronsbased on need. For example, many fleet couriers are considered

    scout-type ships. When a fleet courier assigned to BatRon 10 issent with dispatches to BatRon 11, it is automatically reassignedto BatRon 11 when it arrives. Ships awaiting assignmenttoserv-ing squadrons are assigned to a ScoutRon, as are ships being re-supplied or undergoing repairs.Squadron Classification: Squadrons are classified by theirposition within the hierarchy of the Imperium. Regular squadronsare front-line units equipped with the best possible ships andpersonnel. Colonialsquadrons are equipped with obsolescent (bustill serviceable, rather than obsolete) ships and with personnewith somewhat less training and experience. System squadronsare not jumpcapable, but are rather equipped with SDBs andmonitors, and staffed with local personnel.Regularsquadrons are assigned to the numbered fleets of theImperium and stationed at naval bases within the Imperium. Regular squadrons carry the term lmperialin their name. For example,Imperial BatRon 11 is a regular squadron.Colonialsquadronsareassigned to the numberedreservefleetof the subsectors. They are based at worlds which can providepersonnel and technology to support them: worlds with tech codeEarly Stellar+(TL9+) and High Population (Pop 9+). Coloniasquadrons carry the term colonial in their name. For example,Colonial TankRon 4051 is a colonial squadron.System squadronsare not assigned to any fleet. They are basedin a home system with tech code Early Stellar+(TL9+) andMod-erate Population (Pop&). System squadronscarry eitherthetermdefense or the name of their system or both in their name. Forexample, Defense CruRon Regina s the system squadron for theRegina system. When several system squadrons are in a system,they are numbered as well.Squadron Numbers: Squadrons are numbered for identification purposes. The number may precede the name (as in 172ndBattle Squadron) or itmay follow the name (as in BatRon 172).Either system is acceptable.The Effects of the Rebellion: The Rebellion has affected howsquadrons are identified.As the Rebellion has progressed, some individual squadronshave developeda loyalty to their commanderas opposedto theImperium or to a specific faction. In such cases, the squadron hastaken the name of the commander (for example, CruRon Riksdot-ter is the former Imperial CruRon500).

    Changing loyalties have also forced changes in the use of theterms lmperialand colonialwith regard to squadrons. The Impe-rium under Lucan continues to use the term Imperial.Dulinor of llelish maintains that he is the head of the Imperium,and as an article of faith also continues to use the term Imperial.Increasingly, squadrons are being dentified by the term llel(whichactually means ofllelish, but by definition rom Dulinor also meansImperial). For example, llel BatRon23.Squadrons oyaltoMargarets faction claim loyalty to the Impe-rium, but not to Lucan. They have replaced he term Imperialwitheagle (recalling Margarets heraldic symbol). For example, EagleCruRon560.Vilani units have replaced mperialwiththe Vilani word for star:Sirka For example, Sirka BatRon 19 or Star BatRon 19.

    GDWntroductionThe League of Antares uses league instead of Imperialon itssquadron designations. During the period when the league waspart of the Julian Protectorate, the squadrons used protectorateinstead of league. For example, League CruRon 341 or Protector-ate CruRon 341.Norris of Regina has refused o acknowledge the decline of theImperium, but also refuses to ally with anyof the factions of theRebellion. On principle, he has continued to use the old terminol-ogy for squadron designations. Starting in about 1120, he began

    renaming both Imperialand colonial squadrons as domain squad-rons. For example, the former Imperial BatRon43 has becomeDomain BatRon 43.The Federation of Daibei has substituted federal for lmperial(for example, Federal CruRon 998). Also, factions have establishednew numbering systems for squadrons as time has passed.NAVAL ACTIVITY IN THE REBELLIONThe Rebellion creates a unique naval situation: battles betweenforces which are equipped and trained more or less identically.The differences that are brought to battles result from the specificavailability of forces and how they are committedbythe faction'sleaders.Tactically, victory in battles of the Rebellion will go to the bettertactician because, on the average, the forces in the fight are iden-tical. Consequently, the edge goes to the side with strategic supe-riority: Afaction which can accumulate and hold strategic advan-tage will ultimately prevail.Mlsslons In the Rebelllon: The Imperial Navy forces, regard-less of the faction they are fighting, have three specific missions:Conquer territory.Defend territory.Inflict losses on the enemy.Conquer Territory: Each faction strives to include and governas much territoryaspossible.Many small systems with low populations are easily swayed bythe mere presence of naval vessels from a specific faction. Thesystems are there for the taking; the faction need only send theproper number of ships to the system and declare that the systemnow "belongs" to It. For the most part, it is even possible to thenleave the system ungarrisoned and undefended.The fewer high population systems call for a greater display ofnaval power. They may be defended by local forces, and theconquering naval task force mustbestrong enoughto avoid thepotentialembarrassment of adefender victory,nomatter how short-lived. But naval forces are primarily a show of force. They interferewith commerce; they blockade a world from the rest of the Impe-r ium.Theycanbombawor ldbacktothestoneage,butsuchactivityis counterproductive, and such barbarictacticsare appropriate onlywhen a world is actively allied with an opposing faction in theRebellion and refuses to stop.

    Territory is also conquered when the enemy is driven fromit.Astar system occupied by an enemy fleet can be conquered byattacking that enemy and driving it from the system. A valuablestar system may be the scene of continuingbattles as one factiontries valiantly to conquer it and its defenders steadfastly refuse tobe forcedout.Defend Territory: The necessary converseof territorial con-quest is territorial defense. Once a faction has staked its claim toterritory, it must defend it with sufficient energy and determinationto repel the enemy. Ideally, a proper defense discourages theenemy before an attack is mounted. Proper naval defense of asystem also helps the local population perceivethat itis being de-fended (and for those with potential oyalties o the other side, thatresistance is useless).

    InflictLosses:The ultimate resolution of the Rebellion dependson enough factions abandoning the fight. While territorial losseswill help force such a result, factions also respond to naval osses.Thus, itbecomesthe missionof navalforcesto seekout anddestroythe enemy's navalforces. When such damage is nflictedwith rela-tively small losses for the attacker, it is positive and beneficial. Thepitfall to avoid is any appreciable losses to one's own side whenattempting to inflict losses on the enemy.PRlVATEERSOne role not normally taken by the Imperial Navy is that of pri-vateer. Dating back to the days of sea navies, governments haveissued etters of marque and reprisal which allow a ship captain toattack enemy shipping, and seize cargo and goods. Many smallerImperial Navy ships have been issued such instructions by theirfaction and sent off to raid the trade lanes of the enemy.The raided enemy has another word fcr this activity: piracy. Tothe raided enemy, pirates are little better than criminals, subjecttoharsh combat action if discovered and to the death penalty if cap-tured.Privateers ead adiff cultexistence. They cruise for months alongthe trade lanes, raiding shipping for goods and supplies. Whensuccessful, they also drive off the very ship traffic they need tosurvive and attract navalforces o suppress them. Virtually noportofcall is safe for them, sosmall, clandestine bases become es-sentialiftheir ships are to be hidden and resupplied. Alter a longmission, they return to their own territory for needed maintenanceand new orders.COURIERSCommunications remains an overriding concern for every fac-tioninthe Rebellion.Each faction has reason tocontact and communicate with almostevery other faction at some time. However, such communicationsare always a delicate undertaking to be handledbycarefully ar-ranged courier missions.SHIP LISTINGSThe data in thisbookcovers some of the ships of the ImperialNavy on the eve of the Rebellion. The ships shown have beentaken into service by virtually allfactionsof the Rebellion, and theseships (as well as other ships ranging rom light cruisers and alienwarshipstoconverted merchants) have participated n the navalbattles which have followed.Shlp Identification: Ships are identified by theirtype and techlevel. Thus, the Imperial ech level 12 missile cruiser is shown asa CM 12 missile cruiser. This system has sufficient diversity o showmost of the ships in the navy. Ships are grouped by broad class,with a short statement about ship type at the beginning of eachchapter. Also included s a chart showing the evolutionof the shipdesigns involved.Shlp Informatlon:The basic mperial ship informationasshownin the MegaTraveller Referee's Manual is given for each ship.Especially interesting designs are also illustrated.Batteries: Ship weapons information is shown with weaponsratings and battery quantities. In addtion, the actual weaponsinstallations with numbers of weapons are shown. Using this in-formation, it is possible to rerate the batteries to other numbersifthe individual commandersodesires. For example, the BL-14 isshown with 300 batteries of BLaser-4 in the ship rating. Thecomments section shows that the BL-14 s equipped with triple-turret BLaser (goon), which means 900 BLasers in triple mounts.They could be rerated as 150 BLaser-5,90 BLaser6,60 BLaser-7,42 BLaser-8, or30BLaser-9.

    The battleships of the Imperium are designed to overcomeany opponent in battle. As technology advances, thesedesigns also advance, both to take advantage of any pos-sible technological benefits, and to experiment with newstrategies and construction techniques.The technological basis for Imperial battleships is the BB-11. From it was developed the BB-12 and then the BB-13.The light battleship ine (BL-13, BL-14, and BL-15) was basedon the BB-12, but showed great innovation inproducing asmaller tonnage vessel. The B I-I5was an independent design.The heavy battleship line (BH-14 and BH-15) is a hybrid ofthe lessons learned and techniques developed inboth theBI-13 and the BB-13.The battle rider system was developed in an attempt toproduce the benefits of the BB-13 ingreater numbers. TheBT/R-14 system was the result. The BT/R-15 system is anevolution of the BT/R-14.Finally, the BZ-I5 takes the battle rider system one stepfurther and places a battle rider on a battleship for combatsupport deployment. This design is ahybrid of the BT/R -I5system and the BL-15.
