Mr. Chairman,
I have the honor to speak on behalf of the Community of Latin American and Caribbean
States (CELAC).
At the outset, I would like to take this opportunity to express our Community's
appreciation to you for your Chairmanship and to all members of the Bureau for your
diligent efforts and skillful performance in guiding our work during the past main
session, contributing to overcoming the obstacles to negotiations and obtaining results
acceptable to all Member States in a timely manner. Despite the exceptionally heavy
agenda, for the first time in many years, we were able to conclude before Christmas.
You as well as all Bureau members can count on our Community's support for the
successful conclusion of the work ahead of us, according to established schedule.
Mr. Chairman,
CELAC appreciates the preparation of the programme of work, and thanks the
Secretariat for preparing document A/C.5/70/L.25 on the status of preparedness of the
documentation concerning the general organizational issues.
We will thoroughly consider the reports of the Secretary General and the related reports
of the Joint Inspection Unit, the Board of Auditors, and the Advisory Committee for
Administrative and Budgetary Questions (ACABQ), according to their relevance.
Mr. Chairman,
The submitted programme of work includes issues of great importance for CELAC, such
as: the revised estimates for the implementation of the Addis Ababa Action Agenda on
Financing for Development and the 2030 Agenda for Sustainable Development, Human
Resources Management, the funding and backstopping arrangements for Special
Political Missions (SPMs), the Operational Arrangements and conditions of service of
the ACABQ, Accountability, the Reports of the Joint Inspection Unit, , as well as other
questions relating to the programme budget for the biennium 2016-2017.

In this regard, I would like to underline the following elements:
CELAC expresses its serious concern over the delay in the submission of the report
related to the requested comprehensive proposal addressing the effective and efficient
delivery of mandates in support of the 2030 Agenda for Sustainable Development and
the Addis Ababa Action Agenda. It is essential that the Secretariat abide by the
mandates given to it by the General Assembly, in this case through the 2016-2017
budget resolution, and assign the issue the highest priority, in order to reflect the
ambition of the Agenda and the importance member States attribute to it.
Furthermore, CELAC is also concerned with the delay concerning the amendments to
the staff regulations and rules emanating from resolution 70/244 on the Common
System in the Human Resource Management agenda item. Such delays have a
negative impact on the implementation of activities and decisions, as well as on the
mandate that the organization seeks to pursue. It's imperative for the Secretariat to
take the necessary remedial actions to expedite the submission of the reports for
consideration by the General Assembly.
Mr. Chairman,
CELAC will pay close attention to the discussions on the funding and backstopping of
Special Political Missions which will begin later this week. As you know, the Committee
will consider once again the review of the current arrangements for the functioning of
these Missions; an issue that has been deferred on several occasions. CELAC
reiterates its concern for the lack of action on this matter, notwithstanding the calls and
concerns of the Secretariat, the ACABQ and the Board of Auditors, and reaffirms its firm
intention to achieve a comprehensive reform during the first resumed session.

As you are aware, Mr. Chairman, after hard negotiations during the last session,
Member States agreed to consider and decide on the recommendations included in the
report of the ACABQ regarding funding and backstopping of SPMs. CELAC delegations
expect that, with necessary inputs from the Secretariat, Member States will engage in
discussions in a proactive manner to find a common ground with a view to technically
improving the current dysfunctional funding and backstopping system.
Furthermore, CELAC would like to remind delegations of the importance to answer to
the call in this direction included in the report of the Advisory Group of Experts on the
Review of the Peace building Architecture, whose work was chaired by prominent
Guatemalan Ambassador Gert Rosenthal, as well as in the report of the High-Level
Independent Panel on Peace Operations, chaired by former President of Timor-Leste
and Nobel Peace Prize recipient, Jose Ramos-Horta, which has been clearly supported
by the Secretary-General.
The decisions that were taken last December must now be honored: the General
Assembly must act on this matter. We are ready to engage in this discussion in a
constructive manner, fully aware of the concerns previously expressed by some
Member States. But we believe that the time has come to make some progress on this
issue. It is our collective responsibility to act in the face of the challenges the
Organization is faced with. As we have repeatedly stressed, business as usual is no
longer an option.
Concerning the ACABQ Operational Arrangements, our Community recognizes the
crucial role of the Advisory Committee as an independent expert body, in advising the
General Assembly, and especially the Fifth Committee, in performing functions of great
impact for the United Nations and its specialized agencies. The scope of work of the
Organization has become broader, which in turn is reflected by the heightened need for
more resources, beyond the financial scope. This evolution underscores the importance

of reviewing the operational arrangements, including the conditions of service of the
members of the Committee in order to recognize the increased status of the ACABQ,
and to enable its members to fully perform their functions and discharge their duties.
Mr. Chairman,
In other matters, we reiterate the importance of strengthening accountability at the
institutional and personal levels by implementing effective and efficient mechanisms,
improving, thus, the administrative and budgetary functioning of the Organization.
CELAC takes note of the Joint Inspection Unit's annual Report for 2015 and its
programme of work for 2016 and, in this regard, wishes to congratulate the JIU for its
permanent improvement efforts, and reiterates the importance of ensuring the
independence of the Unit.
Mr. Chairman,
Once again, CELAC reiterates its concern over the delay submission of reports to
Member States, as this issue has direct adverse effects on making well-informed and
well-defined decisions, affecting the quality and efficiency of the work of our committee
our debates, and the complete negotiation process. Thus, we urge the Secretariat to
address this problem.
Mr. Chairman,
The Community wishes to emphasize the importance of respecting the date of
completion of this session and we encourage all delegations to make efforts to not go
beyond the deadline by emulating the expeditious accomplishment of last session.

In conclusion, CELAC reiterates its commitment to collaborate on all agenda items and
to actively and constructively engage in formal and informal negotiations. We are certain
that negotiations will remain transparent and inclusive and lead to a satisfactory
conclusion for the Organization and all Member States.

Tengo el honor de intervenir en nombre de la Comunidad de Estados Latinoamericanos
y Caribeÿos (CELAC).
Antes de empezar, quisiera aprovechar esta oportunidad para expresar el
reconocimiento de nuestra Comunidad a su Presidencia y a todos los miembros de la
Mesa por su esfuerzo diligente y habil desempeÿo, conduciendo nuestros trabajos
durante la sesi6n principal, contribuyendo a la superaci6n de los obstÿculos en las
negociaciones y la obtenci6n de resultados aceptables para todos los Estados
Miembros, en el momento oportuno. A pesar de una agenda excepcionalmente
cargada, por primera vez en muchos aÿos pudimos concluir antes de la Navidad. Usted
y los demos miembros de la Mesa pueden contar con el apoyo de nuestra Comunidad
para la conclusi6n exitosa de los trabajos que tenemos por delante y de acuerdo al
calendario establecido.

La CELAC aprecia la preparaci6n del programa de trabajo, y agradece a la Secretaria
por la elaboraci6n del documento A/C.5/70/L.25 relativa alas cuestiones generales de
organizaci6n.
Consideraremos cuidadosamente los informes del Secretario General y los informes
conexos de la Dependencia ComOn de Inspecci6n, la Junta de Auditores, y la Comisi6n
Consultiva en Asuntos Administrativos y de Presupuesto, en funci6n de su relevancia.

Sr. Presidente,
El programa de trabajo presentado incluye temas de gran importancia para la CELAC,
tales como: las estimaciones revisadas para la implementaci6n de la Agenda de Acci6n
de Addis Abeba sobre el Financiamiento para el Desarrollo y la Agenda 2030 para el
Desarrollo Sostenible, Gesti6n de Recursos Humanos, arreglos actuales de
financiaci6n y apoyo desde la Sede para las Misiones Politicas Especiales, Arreglos
Operacionales y condiciones de servicio de la Comisi6n Consultiva en Asuntos
Administrativos y de Presupuesto (ACABQ), rendici6n de cuentas, Informes de la
Dependencia ComQn de Inspecci6n, asi como otras cuestiones relativas al presupuesto
por programas para el bienio 2016-2017.
En este sentido, me gustaria destacar los siguientes elementos:
La CELAC expresa su gran preocupaci6n por la tardanza en la presentaci6n del
informe relacionado con la propuesta completa para hacer frente a la ejecuci6n eficaz y
eficiente de los mandatos para apoyar la Agenda 2030 para el Desarrollo Sostenible y
la Agenda de Acci6n de Addis Abeba. Es esencial que la Secretaria acate los
mandatos que le encomienda la Asamblea General, en este caso a trav6s de la
resoluci6n del presupuesto 2016-2017, y asignar al tema la mÿs alta prioridad, con el
fin de reflejar la ambici6n de la Agenda y el grado de importancia que le atribuyen los
Estados Miembros.
Ademas, a la CELAC tambi6n le preocupa el retraso relacionado alas enmiendas del
Estatuto y el Reglamentos del personal que emanan de la resoluci6n A/70/244 del
R6gimen ComQn, en el tema de la agenda sobre Gesti6n de Recursos Humanos.
Estas demoras tienen un impacto negativo en la implementaci6n de actividades y
decisiones, asi como sobre el mandato que la Organizaci6n pretende Ilevar a cabo. Es
imprescindible que la Secretaria tome las medidas correctivas necesarias para agilizar
la presentaci6n de los informes para su consideraci6n por la Asamblea General.

Sr. Presidente,
La CELAC prestara especial atenci6n a los debates sobre la revisi6n de los arreglos
actuales de financiaci6n y apoyo desde la Sede para las Misiones Politicas Especiales,
que comenzaran a finales de esta semana. Como usted sabe, la Comisi6n considerar#,
nuevamente la revisi6n de las disposiciones actuales para el funcionamiento de estas
Misiones; un tema que ha sido aplazado en varias ocasiones. La CELAC reitera su
preocupaci6n por la falta de acci6n en esta cuesti6n, a pesar de las Ilamadas y las
preocupaciones de la Secretaria, el ACABQ y la Junta de Auditores, y reafirma su firme
intenci6n para Iograr una reforma integral durante la primera sesi6n resumida.
Como usted esta consciente, Seÿor Presidente, despu6s de duras negociaciones
durante la Qltima sesi6n, los Fstados Miembros acordaron considerar y decidir sobre
las recomendaciones incluidas en el informe del ACABQ, acerca de la revisi6n de los
arreglos actuales de financiaci6n y apoyo para las Misiones Politicas Especiales. Las
delegaciones de la CELAC esperan que, con las sugerencias necesarias de la
Secretaria, los Estados Miembros se comprometan a participar en los debates de forma
proactiva para encontrar un terreno comQn, con el prop6sito de mejorar tecnicamente el
actual sistema disfuncional de financiaci6n y apoyo.
Conjuntamente, la CELAC quisiera recordar a las delegaciones la importancia de
responder al Ilamado en esta direcci6n, incluido en el informe del Grupo Consultivo de
Expertos, sobre el Examen de la Estructura para la Consolidaci6n de la Paz, cuyo
trabajo fue presidido por el destacado Embajador guatemalteco, Gert Rosenthal, asi
como el informe del Panel Independiente de Alto Nivel para las Operaciones de Paz,
presidido por el ex Presidente de Timor Leste y Premio Nobel de la Paz, Sr. Jose
Ramos-Horta, el cual ha sido claramente apoyado por el Secretario General.

Las decisiones que se tomaron en diciembre pasado, ahora deben ser respetadas: la
Asamblea General debe actuar en este asunto. Estamos listos para participar en este
debate de manera constructiva, plenamente consciente de las preocupaciones
expresadas previamente por algunos Estados Miembros. Pero, creemos que ha
Ilegado el momento de hacer algunos avances en este tema. Es nuestra
responsabilidad colectiva de actuar de cara a los retos que la Organizaci6n enfrenta.
Como hemos serÿalado en repetidas ocasiones, hacer las cosas como se han venido
haciendo, ya no es una opci6n.
Sr. Presidente,
En cuanto a los Arreglos Operacionales de la Comisi6n Consultiva en Asuntos
Administrativos y de Presupuesto (ACABQ), nuestra Comunidad reconoce el papel
crucial de la Comisi6n Consultiva como un 6rgano de expertos independiente en el
asesoramiento a la Asamblea General y en especial a la Quinta Comisi6n, en el
desempefio de funciones de gran impacto para las Naciones Unidas y sus organismos
especializados. El alcance de trabajo de la Organizaci6n, se ha ampliado, Io que a su
vez se refieja en la creciente necesidad de recursos, mas allÿ del ÿmbito financiero.
Esta evoluci6n pone de relieve la importancia de revisar los arreglos operacionales,
incluyendo las condiciones de servicio de los miembros de la Comisi6n, con la finalidad
de reconocer el aumento de estatus del ACABQ, y permitir que sus miembros realicen
plenamente sus funciones y cumplan con sus deberes.
Sr. Presidente,
En otros asuntos, reiteramos la importancia del fortalecimiento de la rendici6n de
cuentas tanto a nivel institucional como personal, mediante la puesta en marcha de
mecanismos eficientes, mejorando, de este modo, el funcionamiento administrativo y
presupuestario de la Organizaci6n.

La CELAC toma nota del informe anual de la Dependencia ComQn de Inspecci6n (DCI)
correspondiente al 2015 y el programa de trabajo para el 2016 y en este sentido, desea
felicitar a la DCl por sus esfuerzos de mejoras permanentes y reitera la importancia de
asegurar la independencia de la Dependencia.
Sr. Presidente,
Una vez mas, la CELAC reitera su preocupaci6n en la tardanza en la presentaci6n de
los informes a los Estados Miembros, debido a que esta cuestidn tiene efectos
adversos directos en la toma de decisiones bien informadas y bien definidas, to que a
su vez afecta la calidad y eficiencia del trabajo de nuestra Comisi6n, nuestros debates,
y el proceso completo de negociaci6n. Por Io tanto, instamos a la Secretaria a enfrentar
este problema.
Sr. Presidente,
La Comunidad desea enfatizar la importancia de respetar ta fecha de conctusi6n de
esta sesi6n y anima a todas las delegaciones a realizar todos los esfuerzos para no
extendernos mas allÿ de la fecha limite, emulando la rapidez y eficiencia de la Qltima
sesi6n.
En conclusi6n, la CELAC reitera su compromiso de colaborar en todos los temas de la
agenda y participar activa y constructivamente en las negociaciones formales e
informales. Estamos seguros que las negociaciones seguiran siendo transparentes e
inclusivas, y nos Ilevaran a conclusiones satisfactorias para la Organizaci6n y todos los
Estados Miembros.
