5.2 Common Hazards to Public Safety Minimum Coverage:

a. Detection and proper handling of conditions which constitutes fire hazards: including conditions that would hamper fire-fighting equipment (i.e.: illegal parking near hydrants).

b. Detection and proper handling of crime hazards: deemed as any condition making

favorable the opportunity for a crime to be committed. Includes such things as: poorly lighted streets, adequate building security, burned out street lights, physical clutter which would help conceal the criminal from view, intersections which are blocked by trees, shrubs, etc.

c. Detection and proper handling of traffic hazards: (i.e.: burned out or

malfunctioning signal lights; stop signs and other signs missing, damaged or facing on wrong direction; improperly parked or abandoned vehicles under certain conditions; sight-way obstructions; damaged streets or loose or slippery substance in street, etc.).

d. Detection and handling of public safety hazards in general: including defective

conditions in public property (sidewalks, etc.): attractive nuisances, such as unattended but operable heavy equipment at construction sites, vacant buildings and dwellings accessible to children, health hazards, live wires down and limbs in danger of falling especially following ice or wind storms.

5.3 Requests for Police Service Minimum Coverage:

a. Medical Aid Assistance, Invalids; Lockout cases: home and auto; Stalled motorists: Civil Disputes, Landlord/tenant disputes; Requests for information and

SECOND WEEK OF TRAINING SECTION 6- POLICE VEHICLE OPERATION AND MAINTENANCE 6.1 Routine Police Vehicle Operation Minimum Coverage:

a. Be aware of public opinion regarding police disobedience to traffic laws and regulations; operate vehicle accordingly.

b. Develop good driving habits; provide for economical operation of vehicle to

reduce unreasonable wear and tear to brakes, tires, transmissions, etc. c. Drive defensively; anticipation actions of other motorists, pedestrians, etc. d. Maintain a reasonable speed and a reasonable state of alertness in agreement with

weather, road, traffic, and other conditions affecting safe vehicle operation: including shift being worked.

e. Use of seat belts.

6.2 Parking Police Vehicles Minimum Coverage:

a. Avoid creation of hazardous situations.

b. Respect rights of motorists, pedestrians, etc. c. Follow established parking procedures applicable to routine and emergency

conditions.

6.3 Vehicle Operation Under Specific Road, Weather, and Location Conditions Minimum Coverage:

a. Police vehicle operation during inclement weather conditions including: rain, snow, icy roads, heavy fog, etc.

b. When to use chains: how to obtain chains. c. Driving through congested areas: residential sectors. d. Driving vehicle in unfamiliar territory: precautions required. e. Operating police vehicle without driving lights: dangers involved; policy.

6.4 Emergency Operation of Police Vehicles Minimum Coverage:

a. Define emergency operations as per Department order.

b. Do not operate police vehicle during emergency run without using blue light and siren.

a. Duties of police unit originating pursuit.

SECTION 7- CUSTODY AND ARREST PROCEDURES 7.1 When to make a Custodial Arrest Minimum Coverage:

a. Make a valid distinction between an officer’s hunches and suspicions and the degree of probable cause that must exist before arrest is lawful.

b. Recognize probable cause situations when they occur in the field during normal

patrol and/or during routine investigation. c. Discuss the limits placed upon the officer’s exercise of personal discretion in

certain situations when the officer is legally required to effect an arrest, his own desires notwithstanding.

(1) Duty to execute legal warrants, order for arrest, etc.

(2) Arrest of felons.

(3) Misdemeanor arrest without warrant to prevent conditions described in GS

Ch. 15-A (i.e. subject will evade arrest, subject will be likely to injure persons or damage property unless immediately arrested).

7.2 Alternatives to Arrest Minimum Coverage:

a. Make clear distinction between misdemeanor offenses for which the use of the citation is proper and those for which custodial arrest is likely the better option.

b. Discuss procedure followed when the magistrate rules No probable cause. c. Exercise high degree of caution when filling out citation in order to avoid

mistakes: procedure when error is made.

7.3 How to Make an Arrest- General Procedures Minimum Coverage:

a. Procedural differences between arrest of felons and misdemeanants.

b. How to approach a person for the purpose of placing the individual under arrest. c. Hot to communicate with the arrestee: required declaration of intent to arrest,

informing arrestee of charge; any exceptions to general procedures. d. Safety precautions to take during arrest transaction.

7.4 Execution of Legal Arrest Documents Minimum Coverage:

a. Explain Department procedures and policies applicable to arrest with warrants in public places, private dwellings, etc.; point out any special problems or events to be considered.

7.5 Use of Force During Arrest Minimum Coverage:

a. Exercise of appropriate control over arrestee so opportunity for resistance is lessened.

b. Carry only those self-defense devices that are approved by the Department. c. Use appropriate degree of force to counteract the force being used by the arrestee. d. Do not hesitate to use physical force when the circumstances clearly call for its

use. e. When to forcibly enter a building or automobile to arrest person inside:

department policies, required notifications.

7.7 Use of Non-Lethal Self Defense Equipment. Minimum Coverage:

a. Explain procedures to be followed upon use of OC spray by the officer.

b. Use OC spray only when use is appropriate; consider physical surroundings, nature of subjects, other alternatives.

c. Avoid using OC Spray on other police officers, uninvolved bystanders, yourself. d. Use police baton or ASP in accordance to BLET or other certified instruction; do

not aim blows at any person’s head, etc. e. Use TASER in accordance with TASER and BLET instruction and review

General Order. f. Have non-lethal self defense tools available for use when needed: do not be forced

to resort to use of unauthorized device because needed equipment is not at hand.

7.8 Searching Persons Under Arrest Minimum Coverage:

a. Search/frisk individuals only when it is legal to do so.

b. Follow proper procedures: safe positions, etc. c. Search thoroughly: leave no weapons or legally seizable evidence on suspect. d. Follow established procedures when searching members of opposite sex.

7.9 Use of Restraint Devices as Part of Arrest Minimum Coverage:

a. Discuss policies applicable to this subsection.

b. Demonstrate correct procedures pertinent to applying handcuffs. c. Use sound discretion in regard to use of handcuffs.

a. Take proper precautions to insure safety of prisoner and officer.
