A letter from your BSM Association President Welcome back to all members from the North and also to all the New Residents that have moved into Burnt Store Meadows. We’ve been very busy since the last newsletter. As a community, we had an outstanding year with new construction in 2015 and 2016 is off to another great start. We are going to have a busy February as well. In addition to our Regular Monthly Meeting, we’ll be having 2 Special Meetings, one regarding the Punta Gorda Airport and a Special Membership Meeting to re-address and vote to eliminate the Performance Bond and change the vote requirement. I applaud all members that attend our meetings and hope to see the attendance keep growing. Everyone has a right to express their concerns but you must attend to do so! Please also consider joining the Internet program called “Nextdoor”. It is great tool to meet your neighbors as well as get awesome information. Please feel free to contact me at [email protected] or via “Nextdoor” with any comments or concerns. I also would like to invite anyone that would be interested in being a Board Member to submit your name to Star Mgt. We have an available position. Punta Gorda Airport Meeting
Several residents have voiced concerns regarding the noise from incoming flights arriving at the Punta Gorda Airport. In response to these inquiries, the Board of Directors approached the Airport to request an informational session. On Wednesday, February 24, 2016, Airport Executive Director Gary Quill will host a meeting for interested Burnt Store Meadows residents to discuss the airport’s noise abatement program and the direct impact of flights on the Burnt Store Meadows community. Owners will have the opportunity to voice concerns and ask questions. Please be respectful. The meeting will be held at the Charlotte County Airport Authority, Building 313, 7375 Utilities Road (behind the Sheriff’s Office), Punta Gorda and will begin promptly at 6:00 PM. The Board expects this to be an opportunity for residents to discuss their concerns and hear firsthand the Airport’s response. (Driving instructions: From Jones Loop Rd., turn left onto Piper Rd and travel 1.94miles. Turn right and go 0.06 miles. Turn left onto Utilities Rd and go 0.03 miles. 7375 Utilities Rd. is on the left. If you reach Henry St., you have gone too far.)

Treasurer’s Report
At our last monthly meeting, I reported that our outstanding prior year balance was approximately $6,000 as of December 31, 2015. Our aggressive collections policy has brought results and substantially reduced the prior year balance. We recently sent out a “45 day letter” to residents who have not paid their current year assessment of $195. This letter explains our intent to lien a property after a 45 day notification period. It is our hope that residents will pay their assessment before the start of the lien process, which will add approximately $400 of legal expense to the amount due. For the majority of residents who have already paid, thank you for your timely response.
2014-2015 Financial Review
In accordance with the Association Bylaws, a financial review was performed by the independent CPA firm of Webb, Lorah & Company, PL. Based on their review, the CPAs are not aware of any material modifications that need to be made to the 2015 financial statements. Further, the financial statements are in accordance with accounting principles generally accepted in the USA. Any owner who would like a copy of the 2015 review may contact Sherry Danko at Star Hospitality Management (941-575-6764 or [email protected]). Copies will be provided by mail or e-mailed at no cost to the owner.
Deed Restrictions Update/Vote
At the September 2015 annual meeting, the membership decided NOT to revise the deed restrictions. Only about 300 residents voted, with 218 of those votes, in favor of the update, while 2/3’s of the approximately 1,000 was needed for passage. Our deed restrictions were written in the 1970’s and really need to be updated. The Board decided to again present some of the changes to the membership for their consideration. The changes are: eliminate the need for a performance bond (note – this has caused some builders to avoid our neighborhood); and, change the voting required to amend the deed restrictions from 2/3 of the membership to 75% of the voting members, present in person or by proxy, once a quorum (50% + 1)has been established. The vote will take place on February 22nd at a special members meeting held at the American Legion, Post 103, 2101 Taylor Road, Punta Gorda. The meeting will begin at 6:30 PM and be immediately followed by the regular monthly Board of Directors meeting. You will be notified by mail and will receive a proxy to vote if you cannot attend the meeting. Don’t miss this opportunity to express your opinion. Thank you.

Driveways and Swales
City of Punta Gorda-Mark Gering, Engineering Department: At a recent BSMPOA Board of Directors meeting, Mark Gering reported that the City had been handling owner complaints regarding swales and flooded driveways based on who submitted the best pictures and complaints the soonest.
The City agreed a more equitable and effective approach was needed. A plan of action was developed to identify the problem areas. This past August 4-5-6
Th, there was no rain for three days. The City sent around a camera filming all
driveways and swales. This timeframe was important because the City wanted to determine who still had sitting water in their driveways after three days (72 hours) without rain. It was determined that 75 homes needed attention throughout the City limits. Of these, 31 were in Burnt Store Meadows. Carissa had the worst within the community.
The City was looking for input from the affected owners and communities to change the City code to only allow driveways with culverts. Mr. Gering asked the Board and members present if they had an objection to this. There was no objection
During 2016, the City will evaluate all 75, determine what action is appropriate, and remedy the problems. Mr. Gering was unable to provide a list of affected homes. He encouraged owners to contact him regarding their addresses. He will let them know if their home was one of the 31. You may reach Mr. Gering at 941-575-5050.

She can mail the permit or you can pick-up in person.
For those of you who choose not to pick up after their pet(s): You know who you are. The excuse that everyone else does it is no longer acceptable. Please pick up after your pet so someone else doesn’t have to. Respect other homeowner’s property. It’s also against the law. Enough said.

Cul-de-Sac Update In the last newsletter we discussed our responsibility to maintain the cul-de-sac’s within our community. With so many in need of mulch or dressing up we decided to get the melaleuca mulch put down first and wait until we get closer to the “summer” rainy season before we started putting in any plantings. The City was contacted and mulch was delivered to 14 cul-de-sacs that were in most need or just had the weeds cleared. Homeowners near cul-de-sac’s, along with volunteers Jay Gile, Bob Moore and Wayne Sayre spread the mulch, saving us landscape costs. Several other homeowners have already started dressing up their cul-de-sac’s with plantings they either received from the City or that they purchased themselves. To those of you involved, thank you!!! I have started posting before and after photos on our website of some of the upgrades so everyone can see the transformation. What a difference. We will be contacting the City again for mulch for the following cul-de-sac’s: N Blue Sage, E&W Tabebuia Tree, N&S Plum Tree, Podocarpus, Schefflera, & Wedelia Any homeowners maintaining their cul-de-sac’s who need mulch or fertilizer and is not on the list can either contact Vicki Perkins or can place their request directly with Public Works at 575-5050. We could really also use some more volunteers to help with spreading the next delivery of mulch. Ganoderma Butt Rot found on palms within BSM My exterminator was out recently to spray for fire ants and noticed I had Butt Rot on one of my Foxtail palms and will have it removed immediately. It’s a problem in SW Florida. Please check your palms. I did some research and found an article from the University of Florida Extension. To summarize:
Butt rot is caused by the fungus Ganoderma zonatum
The fungus degrades/rots the lower 4-5 ft. of the trunk. This is not root rot.
All palms are considered hosts
Symptoms may include wilting and is confirmed when a conk is found
The fungus is probably spread by spores which are produced within the conk and then released
There is currently no method for preventing the disease and no fungicides that will prevent or cure this disease
As soon as you see a conk start to form, remove it to limit production and spread of fungal spores
Place conk (enclose in bag) in trash that will be incinerated or delivered to a landfill
A palm should be removed as soon as possible after the conk appears on the trunk. This is especially important during hurricane season to avoid the spores spreading to other palms or properties. Because this disease starts inside and works its way out the palm can also become a safety hazard.
Remove as much of the stump and root system as possible
Because the fungus survives in the soil, planting another palm in the same location is not recommended. Any other plant would be acceptable. USF has no proof that any pre-plant preparations will eliminate the fungus.

Survey Says!
Greetings from your BSM Board of Directors! As your POA Board, we’re neighbors and homeowners just like most of you. We were selected by fellow members to serve everybody within our community and we’re dedicated to having BSM be an attractive, harmonious, safe and pleasant place for us all to live. We may not all know each other but every time we walk up and down the streets of our neighborhood we have an opportunity to greet each other with a friendly “Hi, how are you today?” or even just a simple smile. We can all promote our neighborliness through the simplest of acts. Picking up candy wrappers, helping each other out, cleaning up after our pets, trimming hedges and mowing lawns send the message that we all care about where we live. Simple acts like these knit us together as a community and do so much to foster good will, mutual respect and acting responsibly toward each other. As part of our efforts to build this kind of community we have put together a short survey. We’d like to hear from you. We are interested in all your thoughts and suggestions toward building and achieving some consensus around a shared set of goals and values. What is Nextdoor? Have you recently received an invitation to join Nextdoor but aren’t even sure what it is??? In short, Nextdoor is a private social network site for you, your neighbors and your community. It's the easiest way for you and your neighbors to talk online and make all of your lives better in the real world. And it's free. Thousands of neighborhoods are already using Nextdoor to build happier, safer places to call home. Last December, fellow homeowner Steve Eyrich set up an account for Burnt Store Meadows and started inviting neighbors to join. At the time of this writing we now have over 160 homeowners signed up and counting. Our community has been using Nextdoor to discuss important topics within our community, to sell items, post events, like an upcoming Meet & Greet, notify others if there’s a problem in the neighborhood or ask for a good place to eat, etc. I think this could be a great way to get feedback from the community when the Association is considering a change. And lastly, this is the perfect tool for those of you who are new to our community and would like to meet some of your neighbors. Groups can be established within the Nextdoor for specific issues/interests that may not appeal to everyone. You can also adjust your settings so that you do not receive as many emails. Let's try to keep things positive and be respectful to all. We want this site to build productive dialogue between neighbors. Social Event: Burnt Store Meadows Meet & Greet Those of you who have joined Nextdoor are aware that Laurel Webber and I were in the process of trying to pull together our first official Meet & Greet at the Twin Isles Country Club. I was hoping to be able to have it finalized in time to include an invitation to all Burnt Store Meadows members in this newsletter with the details so everyone could take advantage of this opportunity.
