Funding for the “Promoting Responsible Fatherhood” program was provided by the U.S. Department of Health & Human Services, Administration of Children & Families, Grant #90FR0031, as administered by the Connecticut Department of Social Services.

Objectives• Promote public education concerning the financial and

emotional responsibilities of fatherhood;

• Assist men in preparation for the legal, financial and

emotional responsibilities of fatherhood;

• Promote the establishment of paternity at childbirth;

• Encourage fathers, regardless of marital status, to foster their

emotional connection to and financial support of their children;

• Establish support mechanisms for fathers in their relationship with

their children, regardless of their marital and financial status; and

Connecticut’s Fatherhood Initiative is a broad-based, statewideprogram led by the Department of Social Services that is focusedon changing systems to improve fathers’ ability to be fully andpositively involved in the lives of their children.

Dear Colleagues:

As we enter our tenth year promoting the John S. Martinez Fatherhood Initiative of Connecticut across the state, I am extremely encouraged by themany lives we have touched and the accomplishments we have made together.

We continue to work to support and promote the positive interaction of fathers with their children, understanding that fathers are critical forces intheir children’s lives, and that they must be acknowledged and assisted withthe important role they play— fathers are a source of love, nurturance andguidance, as well as financial and emotional support.

Fathers in Connecticut should know that they have choices and resources tohelp them to be part of their children’s lives. The Department partners witha wide range of programs and services to assist communities and agencies inidentifying and addressing the needs of fathers and families by focusing ourefforts on four proven systems change strategies:

• capacity-building in existing programs; • infusing father-friendly principles and practices into existing systems; • media advocacy to promote responsible fatherhood; and • recommending social policy change to strengthen families

I would like to thank the many staff, providers, volunteers and others whotirelessly work to change state systems and to promote the importance of thepositive relationships of fathers with their children. We rely heavily on theseunsung heroes to make Connecticut a place where fathers and families arefully supported.

We are pleased to provide you with the 2009 edition of the Fatherhood Initiative of Connecticut Family Services Directory. This important resourcelists many fatherhood providers, support groups, web-based sites and otherresources at the state and local levels that support fatherhood-related issues.

Overview of Services/ProgramLegal RepresentationChildren’s Law Center of Connecticut (CLC) provides legal representationin family court. CLC attorneys work with parents and families to create stable, safe and beneficial arrangements for children who are caught in custody disputes. Free service based on indigence, as determined by the court.

Families in TransitionThe mediation and parent education program provides an opportunity forparents to work out their custody and visitation disputes, decrease theirconflict and improve communication. The program has a sliding fee scalebased on income.

Overview of Services/Program The Connecticut Department of Correction is committed to supportingthe successful reintegration of offenders into their home communities as a means of reducing recidivism and enhancing public safety. While still incarcerated, toward the end of their sentence, offenders are offered extensive assistance with such issues as employment, housing, identificationand family matters. The agency also endeavors to provide, for appropriateoffenders, a period of supervision in the community prior to the end of theirsentence that further bridges their transition back into law-abiding society.

Overview of Services/ProgramThe CT Department of Labor offers no-cost services to Connecticut jobseekers. These services include: resume preparation assistance, computer/internet access, phone/fax use, job search assistance, re-employment workshops, career counseling, labor market information, training information and job clubs. The Department of Labor’s 14 statewide CTWorks Centers serve job seekers, students, displaced workers and individuals who are unemployed, as well as those who want to change jobs or continue to move in their careers.

Overview of Services/Program The Department of Mental Health and Addiction Services (DMHAS) promotes and administers comprehensive, recovery-oriented services in the areas of mental health treatment and substance abuse prevention andtreatment throughout Connecticut. While the Department’s preventionservices serve all Connecticut citizens, its mandate is to serve adults (over 18 years of age) with psychiatric or substance use disorders, or both, wholack the financial means to obtain such services on their own. DMHAS also provides collaborative programs for individuals with special needs, suchas persons with HIV/AIDS infection, people in the criminal justice system,those with problem gambling disorders, substance abusing pregnantwomen, persons with traumatic brain injury or hearing impairment, those with co-occurring substance abuse and mental illness and special populations transitioning out of the Department of Children and Families.DMHAS operates on the belief that most people with mental illnessesand/or substance use disorders can and should be treated in community settings, and that inpatient treatment should be used only when absolutelynecessary to meet the best interests of the patient. Effective care requiresthat services such as residential, supportive, rehabilitative and crisis intervention programs are available within their local communities.

Overview of Services/Program The Family Health Section (FHS) within the CT Department of PublicHealth improves the health of CT’s residents across the lifespan throughculturally appropriate surveillance, public education, family-centered interventions and preventions through community-based capacity building. The Family Health Section goal is to optimize the health of families with a vision that all individuals and families achieve optimal health through appropriate and comprehensive health services. Overview of Services/ProgramsThe Department of Social Services (DSS) provides a broad range of servicesto the elderly, persons with disabilities, families and individuals who needassistance in maintaining or achieving their full potential for self-direction,self-reliance and independent living. It administers over 90 legislatively authorized programs and one-third of the state budget. DSS administersmost of its programs through offices located throughout the state. Withinthe department, the Bureau of Rehabilitation Services provides vocationalrehabilitation services for eligible individuals with physical and mental disabilities at 23 offices throughout the state. For the other programs, services are available through 11 offices located in three regions, withcentral office support located in Hartford. In addition, many servicesfunded by the agency are available through community-based agencies. Many of the services provided by the Department are available via mail orphone call. In accordance with Public Act No. 99-193, the Department ofSocial Services serves as lead agency for the implementation of the John S.Martinez Fatherhood Initiative of Connecticut. DSS works with community-based partners throughout Connecticut and sponsors/participates in eventsthat support father involvement.

Overview of Services/ProgramCourt Service Centers provide services for self-represented parties, membersof the bar and the community at large. They are located within Judicial District Courthouses, and are staffed by Judicial Branch employees trainedto assist all court patrons. Several Court Service Centers have bilingual staff.Court Service Centers are located in Superior Courthouses, and are open inmost locations from 9:00 am–5:00 pm weekdays, except on legal holidays.Services include: statewide calendar and docket information (civil and familycases), court forms and judicial publications, public use computers andprinters with internet access and word processing, electronic filing, printers,copiers, fax machines, phones, work space, staff assistance and Notary Public services. Overview of Services/ProgramsThe Court Support Services Division (CSSD) was established in February1999. It was formed to respond to the changing needs of judges, attorneys,litigants, defendants and communities, while providing on-going publicsafety. Judges now have all available pre-trial services, family services, offender sentencing and supervision options for adults and juveniles, as well as juvenile detention services, coordinated through the single CSSD division and managed from a central office. The CSSD established five regional service areas that closely resemble those of the Executive Branch for more efficient integration of its treatment planning and service delivery efforts with the state’s human service agencies. CSSD incorporates FamilyCivil Services that assist the court and clients in the resolution of family and interpersonal conflicts with negotiation, mediation and evaluation andeducation services in each Judicial District. Family Criminal Court servicesprovided by CSSD’s Family Services Unit include comprehensive assessmentand interventions that address domestic violence cases and victim/complainantsin each geographical area court site. In recognition of the distinct needs ofadults and juveniles, two separate but parallel service delivery systems were developed. CSSD Juvenile Probation provides a full continuum of monitoring, supervision and referral services for Delinquency, Judicial andNon-Judicial Cases, and Families with Service Needs (FWSN) juveniles.Addresses and phone numbers for local offices can be located on the website. CSSD administers Juvenile Detention services in state-run Centersthat it operates in Hartford, New Haven and Bridgeport. The CSSD also administers contracts for three privately run all-girls detention centers located in Hartford, Hamden and Norwalk.

SES works closely with state and federal agencies tooperate the Connecticut Child Support Enforcement Program. SES’ primaryjob is to help parents enforce and modify their child support orders. SES iscommitted to providing accurate information and appropriate services in a prompt, courteous and professional manner. Overview of Services/ProgramsThe Connecticut State Department of Education is the administrative armof the Connecticut State Board of Education. Through leadership, curriculum,research, planning, evaluation, assessment, data analyses and other assistance,the Department helps to ensure equal opportunity and excellence in educationfor all Connecticut students. The Department is responsible for distributingfunds to the state’s 166 school districts. The Department also operates theConnecticut Technical High School System. Family & Community Involvement and Youth Development Programs include After School Initiatives, 21st Century Community Learning Centers, Extended SchoolHours Programs, Faith-Based Programs, Family Resource Centers, FamilyLiteracy, Homeless Education, Learn and Serve America, School-Family-Community Partnerships, Young Parents Programs and Youth Service Bureaus.

Overview of Services/Program CPAC is a statewide, non-profit organization that offers information andsupport to families of children and young adults – from birth to age 26 –with any disability or chronic illness. CPAC believes that parents can be the most effective advocates for their children, given the confidence thatknowledge and understanding of special education laws and its procedurescan bring. CPAC is staffed by parents of children with disabilities who havetraining in, and personal experience with, the law and disability issues.CPAC conducts in-service presentations for schools, teachers-in-trainingand service providers; speaks with parents on a daily basis; and serves on numerous statewide committees.

Courageous Parenting101 is a five-session substance abuse education and prevention program forparents that can be replicated by interested community organizations using a trained facilitator. The Embracing Fatherhood program is a joint effortbetween PCA, the Department of Social Services and the Department ofCorrection. Fathers attend weekly sessions; the curriculum is an interactive,experiential learning model that promotes development of new parentingattitudes and strategies to re-learn fathering. Epiphany: Mentoring for Ex- offenders ProgramEpiphany is a mentoring program for ex- offenders conducted by faith-basedand community-based organizations. The program is designed to reducethe rate of re-incarceration among offenders. Training and a theoreticalhands-on manual will be provided to representatives of faith-based andcommunity-based organizations interested in bringing the model to their communities.

Overview of Services/ProgramThe Putnam Family Resource Center (FRC) is designed to support Putnamchildren and their families. The Family Resource Center is based on theYale “School of the 21st Century” concept developed by Dr. Edward Zigler.There are seven mandated components of an FRC: a Parents As TeachersProgram, which provides support to parents prenatal through age five, Preschool Programs, School Age Child Care, Positive Youth Development,Adult Education, Support & Training for Child Care Providers, and Resource & Referral Services for families who require links to resources. In addition the FRC provides playgroups for families with children underthe age of five, parent workshops and trainings to increase skills, activities to link literacy to fun family events and a lending library of parenting resources and family materials.

Overview of Services/ProgramSTRIDE is a state funded transitional workforce development program operating within the Quinebaug Valley Community College’s Center forCommunity & Professional Learning. The STRIDE program serves a targeted group of incarcerated, noncustodial parents, who are within 90days of their release or paroled into the community. The class curriculumand post-release services are designed to assist participants in successfully re-entering the workforce upon their release and to resume their parentalroles. Participants also receive ongoing support to ensure retention and promote long-term goal attainment. Eligibility of the STRIDE program isas follows: must be within 90 days of release; must be a noncustodial parentof a child/children under age 18; must have children who are receiving orhave received state assistance; must be committed to becoming employedand remaining in the community; and must be able to make and keep appointments with STRIDE staff, both on a pre- and post-release basis.

Overview of Services/ProgramThe Parent Aide/Parent Education and Assessment Services Programs provide home-based services to families at risk of child abuse or neglect and are referred by the Connecticut Department of Children and Families.Staff work with parents in the family home and other community settingsfor up to a year. Services are available in English and Spanish. Goals that may be addressed are: positive discipline, effective communication, establishing routines, budget management, household organization, childdevelopment and advocacy. Presently, approximately 25% of the participants are single fathers and include teen fathers.

Overview of Services/ProgramThe Grandparents Raising Grandchildren Support Group is an opportunityfor grandparents to meet others in the same situation. The group, facilitatedby a staff member, provides a peer environment and the opportunity to shareexperiences and learn new parenting skills. In addition to the much-neededsocial support, informational topics are discussed such as parenting issues,self esteem, grief and loss, child development, budgeting and legal issues.Childcare is provided at no charge; refreshments are provided for all.
